I hope everyone’s year is off to a great start. In 2025, we had the opportunity to meet with residents from 87 City of Duluth neighborhoods. To be honest, I didn’t realize just how many neighborhoods we had--and I thoroughly enjoyed meeting you, hearing your excitement, and listening to your concerns. City Council and I have already begun addressing many of the topics shared, and we will continue those conversations during our 2026 neighborhood meetings.
This year, instead of dad jokes, I decided to have a little fun while asking an important question: What makes a desirable community? To explore that question, I turned to something many of us are hearing more about – Artificial Intelligence. I asked AI, “What are the top 4 priorities of a desirable city?” and then challenged myself, and our city, to see how Duluth measures up.
The first priority AI identified was quality of life, with a strong emphasis on public safety, access to healthcare and recreation opportunities. These are foundational elements of any strong community, and they closely align with what we consistently hear from our residents. People want to feel safe, have places to be active and stay healthy.
To make this exercise engaging and easy to follow, we decided to organize AI’s four responses and feature them throughout upcoming editions of Duluth Life Magazine Each category gives us an opportunity to celebrate what we’re doing well, while also looking thoughtfully at where we can continue to improve.
Think of this as friendly exercise, almost a game, to see if technology recognizes what makes Duluth special, while also helping us stay focused on our goal of being a healthy, connected, and forward-thinking city. At the end of the day, no technology can replace the heart of a community—that comes from its people.
As part of this conversation, I want to hear directly from you. Again, I invite you to join me and City Council at our upcoming Neighborhood Meet & Greets—a chance for us to see each other, share ideas, and continue meaningful conversations about what matters most in your neighborhood.
Thank you for your continued involvement, pride, and care for our city. I look forward to seeing you soon.
INSIGHTS FROM AI
WHAT IS THE FIRST PRIORITY IN A DESIRABLE CITY?
THE STRONGEST DRIVER IS USUALLY QUALITY OF LIFE:
• Safety and Low Crime
• Access to parks and recreation
• Good healthcare availability
A city can be wealthy or exciting, but if daily life feels stressful or unsafe, desirability drops quickly.
KEEPING DULUTH SAFE THROUGH
PROACTIVE POLICING, COMMUNITY ENGAGEMENT AND USE OF TECHNOLOGY
Duluth is a diverse community built on connections between neighbors, families, businesses, and the shared spaces that bring us together. Maintaining a sense of safety throughout our community is a responsibility the Duluth Police Department takes seriously, and one we are proud of! The men and women of the DPD care about the community they serve and remain committed to keeping the city safe through a balanced approach that combines proactive policing, community engagement, and the use of modern technology.
Although our population continues to grow and activities increase, the good news is that overall serious crime in Duluth actually declined 5% from 2024 to 2025 (GBI Crime Statistics, Group A Crimes). We report lower crime levels than many of our neighbors. The decrease in crime highlights the outstanding work being done by our police officers and reinforces the importance of partnerships between the DPD and the community we serve. But numbers alone don’t tell the whole story. Here’s what we are doing…
PROACTIVE POLICING IN ACTION
Proactive policing in Duluth is guided by an analysis of crime information and what the Duluth community tells us. By paying attention to patterns and trends, and listening to our residents, our officers can focus on where we are needed most. Keeping Duluth safe takes a partnership between police and the public.
If you’ve lived in Duluth for even a short period of time, you’ve seen our Police Officers and Public Safety Ambassadors in your neighborhood, at our parks, in our commercial areas, on our streets, and in our schools. We believe that a highly visible and consistent presence helps deter criminal activity.
COMMUNITY ENGAGEMENT STRENGTHENS PARTNERSHIPS
The Duluth Citizen’s Police Academy, a free program that we offer, gives residents a behind-the-scenes look at police operations. We conduct these academies in both English and Spanish four (4) times a year. Officers also regularly visit our schools and daycares, work with local businesses, and conduct Crime Prevention seminars throughout the city. Additionally, our Public Safety Ambassadors (PSAs) assist with nonemergency public safety needs. Our PSAs also make community connections through programs like Faith and Blue, our annual Toy Drive, Food Drive and Sheets and Towels for Hope drive. Our PSAs also conducted a total of 1,811 Vacation House Checks last year.
WAYS WE KEEP DULUTH SAFE
USING TECHNOLOGY TO WORK SMARTER
One key part of our crime prevention efforts is the Duluth Police Department’s Real Time Crime Center (RTCC). Our RTCC has nearly 400 cameras strategically placed throughout the City, allowing officers and RTCC Analysts to monitor activity as it happens, identify patterns, and share information quickly during active incidents. The RTCC also plays an important role in investigations by helping detectives quickly identify suspects and review available video evidence. In Duluth, this has helped to shorten investigation timelines and improve the ability to identify suspects.
In 2025, our department expanded its use of technology by adding a Drones as First Responders (DFR) program to support our public safety operations. Drones provide officers with an aerial perspective during critical incidents, missing-person searches, and large events, helping improve situational awareness while reducing risk to officers and the public.
STAY ENGAGED
We are proud to serve such a supportive community. As always, we encourage you to stay engaged, stay informed, and reach out to us whenever we can help.
Stay safe,
Chief Jacquelyn Carruth
In Duluth, staying active isn’t a chore—it’s a lifestyle.
Thanks to the City of Duluth’s Parks and Recreation Department, residents have access to a wide range of amenities and programs designed to support health, wellness, and connection at every stage of life.
For those who love the outdoors, Duluth’s parks offer space to breathe, move, and unwind. Paved and natural walking trails wind through Bunten Road Park, W.P. Jones Park, and Rogers Bridge Park, inviting walkers, runners, and nature lovers to enjoy fresh air and scenic views. Sidewalk projects in other areas of the City also provide better walkability in our community, with more plans for the future. The Bunten Trail Project is expected to be completed in the first quarter of 2027 and will be a 12–18-month project. The cost of the project is 6.5 million. Tennis and pickleball courts at Bunten Road Park and W.P. Jones Park add a competitive edge for players looking to stay sharp while having fun.
Wellness doesn't stop at the park gates. Indoors, a diverse lineup of fitness and wellness classes, including yoga, Zumba, weight training, and more, awaits you! These programs create welcoming spaces for residents to prioritize their health, try something new, and build routines that fit their lifestyles.
Even Duluth’s four-legged residents have a place to call their own. The Chattahoochee Dog Park provides a safe, dedicated environment where dogs can run freely, burn off energy, and socialize—while their owners connect with fellow pet lovers in the community.
Beyond structured programs, Duluth’s many green spaces offer opportunities for quieter moments: family picnics, casual play, or simply relaxing outdoors. These parks serve as gathering places where neighbors meet, kids play, and memories are made.
Youth development is also a key focus. Organized sports programs such as soccer, tennis, and basketball give young residents the chance to learn teamwork, build confidence, and stay active in a supportive environment. With leagues and classes available for all ages, the Parks and Recreation Department ensures that everyone—from toddlers to seniors—has access to meaningful recreation.
In Duluth, parks are more than places on a map. They are where health is strengthened, friendships grow, and the community comes together— one trail, one event, one class, and one game at a time.

HEALTHCARE AVAILABILITY IS A CITY PRIORITY
Our Mayor and Council have identified a large area on Pleasant Hill Road as a medical corridor and are committed to working with Northside to expand facilities and attract other medical providers to the area. In the heart of the City of Duluth, a commitment to exceptional healthcare is helping to drive the city’s reputation as a premier place to live, work, and thrive. As a cornerstone of the community, Northside Hospital Duluth—a vital part of the Northside Hospital System—has spent the last few years transforming local access to high-quality care, reinforcing that top-tier medicine is available right here, close to home.
Since joining the Northside Hospital System in August 2019, the Duluth campus has seen significant investment in its technology, personnel, and infrastructure, allowing it to better serve the growing needs of Gwinnett County. The merger has brought the full resources of one of Georgia's largest and most respected healthcare providers to our doorstep.
A COMMITMENT TO EXCELLENCE VISION FOR THE FUTURE
Quality of life is intrinsically tied to access to care, and Northside Hospital Duluth has earned national recognition as a top-tier performer. Recent highlights include:
• National Recognition for Excellence: Northside Hospital Duluth was named one of the cleanest hospitals in the nation by Becker’s Hospital Review in 2024, receiving a 5-star rating from the Centers for Medicare & Medicaid Services (CMS).
• Superior Cardiac & Stroke Care: The hospital was redesignated by the Georgia Department of Public Health as a Level III Emergency Cardiac Care Center and is recognized as an Advanced Primary Stroke Center.
• Surgical and Specialty Care Honors: Northside Duluth's Medical Telemetry Unit was awarded the prestigious PRISM Award from the Academy of Medical Surgical Nurses, recognizing exemplary medical-surgical practice. Furthermore, the hospital’s bariatric surgery program is accredited for quality and safety.
• Recognized by Healthgrades: In 2024 and 2025, Northside Duluth was honored with the Pulmonary Care Excellence Award and recognized for excellence in Outpatient Prostate Care.
Northside Hospital is actively building the infrastructure to meet the future demands of a growing population. As part of a larger $1.4 billion investment in the region, the Northside Hospital System is undergoing massive expansion, including a new 10-story, 132-bed inpatient tower at the nearby Gwinnett campus, scheduled for completion in 2025.
These expansions, combined with Northside’s commitment to growing its outpatient services (such as the new medical office building in nearby Loganville) ensures that Duluth residents have quick, reliable access to advanced, specialized care without leaving their community.
A PARTNER IN THE COMMUNITY
Beyond the hospital walls, Northside Hospital Duluth contributes to the vibrancy of our city through meaningful partnerships, such as serving as the Presenting Sponsor for Rainbow Village, supporting local families, and participating in key community events like the Duluth Fall Festival.

WildcatCORNER
It was an honor to dedicate our Duluth High School track to Coach Dan Smith in a beautiful ceremony on September 19, 2025.
Coach Smith taught at Duluth High School from 1956 until 1991 but remained as a coach until the 1995 season ended. He was a coach for 39 seasons while also sponsoring Prom and assisted with building props for our theater program for years. During his time at Duluth, he taught Business and Typing classes. As a coach, he led our track and field programs to runner-up and other top 5 performances at the State meet while also doing so for many years without a track on campus. According to many first-hand accounts, he was instrumental in the lives of so many students as the school system went through many changes. He was the first coach to start a girls Track & Field program in Gwinnett County. He was recognized in 1989 by the Atlanta Track Club for the Coaches Dedication Awards for Girl’s Cross-Country.
We were joined by more than 50 of his friends and family members and are so proud to introduce the Dan Smith Track.

ENRICHMENT COURSES
ESTATE PLANNING BASICS (WILLS, DIRECTIVES, TRUSTS) YOU NEED TO KNOW
Wills. Trusts. Beneficiaries. These aren’t just for the ultra-rich. It’s a common misconception that only the wealthy need to bother with wills and trusts. The truth is, without careful planning, the family you leave behind could face unnecessary difficulties when it comes time for them to divide up your assets.

WHEN IS BEST AGE TO START YOUR SOCIAL SECURITY BENEFITS?
Each person’s situation is different. This course is a great resource for anyone who plans to retire in the next 15 years. Topics include: how your benefits are calculated, what are COLAs and how it’s calculated. We explore spousal and ex-spousal benefits, survivor benefits, potential taxation of benefits, early retirement and delayed retirement strategies. It’s possible to increase your lifetime benefits by over $125,000 or more with the right strategy. Attend only one session.
It’s easy to think that your family will figure it out after you’re gone, and that may be true. But clearly communicating your wishes and setting things up to transfer smoothly may go a long way toward keeping harmony in the family.
No Plan for Your Estate? Uncle Sam Has One. The government sets estate tax rates, but careful preparation can help you minimize the impact on your heirs. What’s your vision for your estate? Enhanced/Estate planning gives you more control over who gets what and how much – and that includes Uncle Sam.
Learn how enhanced and estate planning may help you: • Transfer assets efficiently • Gifting as one option. Reduce taxes with DAFs and QCDs • Leave a legacy • Preserve family harmony.
Education-only course provided by instructor: Robert Cox a Retirement Strategies Specialist and Certified Financial Fiduciary
MINIMIZING TAXES IN RETIREMENT
For middle income and higher income households, taxes are likely to be one of your highest yearly expenses. We explore how drawing down your IRAs or 401ks (voluntarily or thru RMDs) creates taxable income thus making your Social Security Benefits more taxable (aka The Social Security Tax Trap). You will learn how the Provisional Income calculation will determine how much of your Social Security benefits are taxable. We demonstrate the value of a ROTH IRA and how if used correctly can mitigate the taxation of your Social Security Benefits. Learn “Tax Bracket Harvesting” and how that is key to efficient ROTH IRA conversions. Also, what happens when one spouse passes, and the tax/financial implications for surviving spouse.
Note: Choose only one class option above. The course is free, but registration is still required to ensure adequate class materials are prepared for class.
Arbor Day 2026
