INVESTMENT TRENDS Global foreign direct investment (FDI) flows fell by 23 per cent to $1.43 trillion. This is in stark contrast to the accelerated growth in GDP and trade. The fall was caused in part by a 22 per cent decrease in the value of crossborder mergers and acquisitions (M&As). But even discounting the large one-off deals and corporate restructurings that inflated FDI numbers in 2016, the 2017 decline remained significant. The value of announced greenfield investment – an indicator of future trends – also decreased by 14 per cent.

FDI flows to developing economies remained stable at $671 billion, seeing no recovery following the 10 per cent drop in 2016.

• FDI flows to Africa continued to slide, reaching $42 billion, down 21 per cent from 2016. The decline was concentrated in the larger commodity exporters.

• Flows to developing Asia remained stable, at $476 billion.

The region regained its position as the largest FDI recipient in the world.

• FDI to Latin America and the Caribbean rose 8 per cent to reach $151 billion,

lifted by that region’s economic recovery. This was the first rise in six years, but inflows remain well below the 2011 peak during the commodities boom.

• FDI in structurally weak and vulnerable economies remained fragile. Flows to the least developed countries fell by 17 per cent, to $26 billion. Those to landlocked developing countries increased moderately, by 3 per cent, to $23 billion. Small is land developing States saw their inflows increase by 4 per cent, to $4.1 billion.

Inward FDI flows to developed economies fell sharply, by 37 per cent, to $712 billion. Crossborder M&As registered a 29 per cent decrease, with fewer of the megadeals and corporate restructurings that shaped global investment patterns in 2016.

The strong decrease in inflows was in large part the effect of a return to prior levels in the United Kingdom and the United States, after spikes in 2016.

FDI flows to transition economies declined by 27 per cent, to $47 billion, the second lowest level since 2005. The decline reflects geopolitical uncertainties and

sluggish investment in natural resources.

Projections for global FDI in 2018 show fragile growth. Global flows are forecast to increase marginally, by up to 10 per cent, but remain well below the average over the past 10 years. Higher economic growth projections, trade volumes and commodity prices would normally point to a larger potential increase in global FDI in 2018. However, risks are significant, and policy uncertainty abounds. Escalation and broadening of trade tensions could negatively affect investment in global value chains (GVCs). In addition, tax reforms in the United States and greater tax competition are likely to significantly affect global investment patterns.

A decrease in rates of return is a key contributor to the investment downturn. The global average return on foreign investment is now at 6.7 per cent, down from 8.1 per cent in 2012. Return on investment is in decline across all regions, with the sharpest drops in Africa and in Latin America and the Caribbean. The lower returns on foreign assets may affect longer-term FDI prospects.

FDI activity was lower across all sectors.

M&A values were down in the primary, manufacturing and services sectors. The fall in greenfield announcements in 2017 was concentrated in services. However, over the past five years, the level of greenfield projects in manufacturing has been consistently lower than in the preceding five-year period across all developing regions. This has important implications for industrial development.

The sharp fall in global FDI contrasted with the trend in other cross-border capital flows. Total capital flows increased from 5.6 to 6.9 per cent of GDP, as bank lending and portfolio investment (mostly debt) compensated for the FDI slump. Capital flows to developing countries increased more modestly, from 4.0 to 4.8 per cent of GDP. FDI remains the largest external source of finance for developing economies.

It makes up 39 per cent of total incoming finance in developing economies as a group, but less than a quarter in the LDCs, with a declining trend since 2012.

The rate of expansion of international production is slowing down. The modalities of international production and of cross-border exchanges of factors of production are gradually shifting from tangible to intangible forms. Sales of foreign affiliates continue to grow (+6 per cent in 2017) but assets and employees are increasing at a slower rate.

This could negatively affect the prospects for developing countries to attract investment in productive capacity.

Growth in GVCs has stagnated.

Foreign value added in global trade (i.e., the imported goods and

services incorporated in countries’ exports) peaked in 2010–2012 after two decades of continuous increases.

UNCTAD’s GVC data shows foreign value added down 1 percentage point to 30 per cent of trade in 2017. Growth in GVC participation decreased significantly this decade compared with the last, across all regions, developed and developing.

The GVC slowdown shows a clear correlation with the FDI trend and confirms the impact of the FDI trend on global trade patterns.

MNEs in the global Top 100 and the developing-economy Top 100 are leading the way towards more genderbalanced boardrooms, although they have a distance to go. On average 22 per cent of board members of the Top 100s are women, better than both the S&P average and national averages.

INVESTMENT POLICY DEVELOPMENTS Many countries continued policy efforts aimed at attracting FDI. In 2017, 65 countries and economies adopted at least 126 investment policy measures, of which 84 per cent were favourable to investors.

They liberalized entry conditions in a number of industries including transport, energy and manufacturing.

They also promoted and facilitated investment by simplifying administrative procedures, providing incentives and establishing new special economic zones (SEZs).

Recently, an increasing number of countries have taken a more critical stance towards foreign investment.

New investment restrictions or regulations in 2017 mainly reflected concerns about national security and foreign ownership of land and natural resources. Some countries have heightened scrutiny of foreign takeovers, in particular of strategic assets and technology firms. Several countries are considering tightening investment screening procedures.

Investment treaty making has reached a turning point. The number of new international investment agreements (IIAs) concluded in 2017 (18) was the lowest since 1983.

Moreover, for the first time, the number of effective treaty terminations outpaced the number of new IIAs. In contrast, negotiations for megaregional agreements maintained momentum, especially in Africa and Asia.

remains high.

In 2017, at least 65 new treatybased ISDS cases were initiated, bringing the total number of known cases to 855. By the end of 2017, investors had won about 60 per cent of all cases that were decided on the merits. IIA reform is well under way across all regions. Since 2012, over 150 countries have taken steps to formulate a new generation of sustainable development-oriented IIAs. For example, some have reviewed their treaty networks and revised their treaty models in line with UNCTAD’s Reform Package for the International Investment Regime.

Countries are also beginning to modernize the existing stock of oldgeneration treaties. An increasing number of countries are, for example,

issuing interpretations or replacing their older agreements. Countries have also been engaging in multilateral reform discussions, including with regard to ISDS. After improving the approach to new treaties and modernizing existing treaties, the last step in the reform process (Phase 3) is to ensure coherence with national investment policies and with other bodies of international law. Striving for coherence does not necessarily imply legal uniformity inconsistencies and divergence may be intended but different policy areas and legal instruments should work in synergy.

INVESTMENT AND NEW INDUSTRIAL POLICY Industrial policies have become ubiquitous. UNCTAD’s global survey of industrial policies shows that, over the past 10 years, at least 101 economies across the developed and developing world (accounting for more than 90 per cent of global GDP) have adopted formal industrial development strategies. The last five years have seen an acceleration in the formulation of new strategies.

The survey shows that modern industrial policies are increasingly diverse and complex, addressing new themes and including myriad objectives beyond conventional industrial development and structural transformation, such as GVC integration and upgrading, development of the knowledge economy, build-up of sectors linked to sustainable development goals and competitive positioning for the new industrial revolution (NIR).

investment promotion and facilitation and, increasingly, investment screening mechanisms. Investment policy packages across the three models use similar investment policy instruments with different focus and intensity.

Modern industrial policies are thus a key driver of investment policy trends. In fact, more than 80 per cent of investment policy measures recorded since 2010 are directed at the industrial system

Some 40 per cent of industrial development strategies contain vertical policies for the build-up of specific industries. Just over a third focus on horizontal competitivenessenhancing policies designed to catch up to the productivity frontier. And a quarter focus on positioning for the new industrial revolution.

(manufacturing, complementary services and industrial infrastructure), and about half of these clearly serve an industrial policy purpose.

Most are cross-industry; about 10 per cent target specific manufacturing industries. Incentives remain the tool most commonly used for industrial policy. Significant progress has been made in making incentives more effective instruments for industrial development.

About two-thirds of incentives schemes applicable to manufacturing target multiple

or specific industries, and even horizontal schemes tend to focus on defined activities, such as research and development (R&D), or on other industrial development contributions.

Performance requirements (mostly conditions attached to incentives) are also widely used to maximize MNE contributions to industrial development, but much of their functionality could be achieved by better designed, cost-based incentive mechanisms. SEZs continue to proliferate and diversify. In most countries, the transition from pure export processing zones to value added zones continues, and new types of zones are still emerging. Targeted strategies to attract specific industries and link multiple zones have supported industrial development and GVC integration in some countries that have adopted build-up and catch-up industrial policies, although enclave risks remain. High-tech zones or industrial parks are also becoming a key tool for NIR-driven industrial policies.

Modern industrial policies have boosted investment facilitation efforts, which until recently played a secondary role in investment policy frameworks.

Many developing countries have made investment facilitation one of the key horizontal measures in industrial development strategies.

Targeted investment promotion (beyond incentives and SEZs) also remains important: two-thirds of investment promotion agencies (IPAs) are guided by industrial policies in defining priority sectors for investment promotion, and three-quarters have specific promotional schemes to upgrade technology in industry.

Investment screening procedures are becoming more common. Manufacturing sectors are rarely affected by outright foreign ownership restrictions except in highly sensitive industries. However, restrictions remain common in some infrastructure sectors that are relevant for industrial development. Most measures adopted over the past decade have removed or relaxed foreign ownership restrictions, but entry rules or rather procedures have been tightened in some cases through new screening processes or requirements.

In summary, investment policies (in particular FDI policies) are a key instrument of industrial policies. Different industrial policy models imply a different investment policy mix. Build-up, catch-up and NIR-based industrial policies emphasize different investment policy tools and focus on different sectors, economic activities and mechanisms to maximize the contribution of investment to the development of industrial capabilities.

The investment policy toolkit thus evolves with industrial policy models and stages of development.

Modern industrial policies, be they of the build-up, catch-up or NIR-driven variety, tend to follow a number of design

features that distinguish them from previous generations of industrial policies. These include openness, sustainability, NIR readiness and inclusiveness.

Investment policy choices should be guided by these design criteria, and by the need for policy coherence, flexibility and effectiveness.

In line with these developments, countries need to ensure that their investment poli instruments are up-to-date, including by reorienting investment incentives, modernizi SEZs, retooling investment promotion and facilitation, and crafting smart mechanisms for screening foreign investment. The new industrial revolution, in particular, requires a strategic review of investment policies for industrial development.

For modern industrial policies to contribute to a sustainable development strategy, policymakers need to enhance their coherence and synergy with national and international investment policies and other policy areas, including social and environmental policies.

They need to strike a balance between the role of the market and the State, and avoid overregulation. They also need to adopt a collaborative approach, open to international productivecapacity cooperation, and avoid beggar-thy-neighbor outcomes.

Behind the Flight

By Aklile Tsige Everyone heading to Addis Ababa Bole International Airport could see a camel-necked tower taller than the old one to the left. It’s more visible from some hundred or plus meters away just outside from the airport compound. It’s also a little bit far from the ongoing terminal expansion. Who are working here?

What’s being done here? What makes the profession unique?

Pilots and flight attendants are key to making air travel safe, but there is a less-visible group of people who are just as essential-Air Traffic Controllers (ATCs). The Ethiopian Civil Aviation Authority (ECAA) currently has nearly 120 ATCs nationwide out of which more than half of them are based at Addis Ababa Bole International Airport, to choreograph the flow of airplanes on the ground and in the sky, whether that means using radar and other tools to direct aircraft at takeoff, communicating with pilots about flight paths and weather, or helping pilots land their aircraft safely.

The-24-meter long camel-necked Air Traffic Control Tower has embraced various control rooms such as the approach and the area control ones which make up the Flight Information Center (FIC) as well as the tower (the room on top of the tower) where the ATCs directly communicate with pilots.

“The typical tower controllers get the planes from the gate to the runway and then airborne to within five or so miles of an airport. The aircraft then becomes under the controls of the approach controllers.” tells an ATC to ABN. These approach controllers usually control the plane during its ascent and descent from the airport. When the aircraft reach an altitude above 18,000 feet, the route center controller takes over, using radar to guide aircraft at cruising altitudes until the plane begins its descent. Then the approach controller takes the reins, followed by a tower controller who guides the plane’s landing.

During peak air travel times in USA, there are about 5,000 airplanes in the sky every hour. This translates to approximately 50,000 aircrafts operating in USA skies each day.

But in Ethiopia 50 airplanes fly over the nation’s sky during peak hours while the number varies across offpeak hours and 400 airplanes operating in Ethiopia’s skies every day.

One of the major factors affecting the works of ATCs is age. They are usually expected to have good vision, a sharp mind, and the ability to think quickly and clearly under pressure.

ECAA requires that applicants be 25 years old or younger, and have first degree mainly in natural science fields such as computer science, physics, statistics mathematics and geography when they apply for the job, which they would take after having taken a 6 to 8 months ATC training given at the Ethiopian Civil Aviation Authority Training Center (ECAATC).

ATCs. Thus, they further recommend that the aviation industry should enhance the provision of aviation English trainings and English proficiency rating of pilots and ATCs. In most cases ATCs switch feelings between stress and boredom because they are responsible for thousands of lives 24 hours a day, 365 days a year, most air traffic controllers experience a high level of job related stress.

A secret study conducted by NASA in 2011, as quoted by Suzanne Raga (2017), found that almost one-fifth of controllers made significant errors, partly due to chronic fatigue caused by their lack of sleep and busy shift schedules.

Tourism’s leading role in creating more and better jobs

Global unemployment is still on a high with over 190 million in 2018, according to the International Labor Organization (ILO). This alarming rate calls for all economic sectors to play their roles in job creation, providing sustainable employment. While the tourism sector currently generates only 10% of the world’s jobs, its potential - if well tapped, could be a major source of employment and entrepreneurship.

This represents an important topic of discussion, having been an agenda in the 8th meeting of the Ministers of Tourism of the G20 economies and the World Tourism Organization (UNWTO) in Buenos Aires, Argentina.

In a release by the UNWTO, Argentina’s Minister of Tourism Gustavo Santos was quoted saying that, “We need to promote the role that tourism has in shaping the future of our world as the sector that will create more jobs in the coming decade”.

In doing this, there needs to be an integrated approach to the future of work in tourism, including the development and implementation of new policies by the various governments and related stakeholders. These include embracing innovation and technology, adapting advanced digital transformations, and fostering new skills development and education to create new decent jobs.

In line with this, the UNWTO Secretary-General Zurab Pololikashvili called upon tourism leaders to “embrace the technological revolution and unleash its potential to create more and better 26 Abyssinia Business Nework ጥር 2011 / JAN 2019

jobs in our sector, making tourism a true pillar of the G20 objectives of inclusive and sustained growth”.

Even so, major challenges continue to hinder the development of tourism as a key driver on the creation of more and better jobs. Emergence of new markets, changing lifestyles, increased competition, demographic transition, technological developments, increased mobility, demand patterns and travel behaviors, as well as pressure to deliver high quality tourism experiences to visitors are just some of these challenges identified in the G20 policy note.

Notably, a mismatch between qualifications and workplace reality

is a major constraint that cannot be underplayed in achieving tourism’s full potential as an employer.

“As a tourism stakeholder, we believe that job specifications and adoption of the workplace culture is of utmost importance. In addition, we often provide extensive training to our employees and partners to enhance skills development,” says Cyrus Onyiego, Jumia Travel Kenya Country Manager.

Various measures have therefore been proposed by the Ministers of Tourism of the G20 economies, with an objective of turning these challenges into a competitive advantage:

Encouraging policies that promote full and productive employment and facilitate the progress of innovation in tourism and foster the creation of decent jobs, sustainable enterprises, and entrepreneurship, among women and the youth;Establishing favorable frameworks to stimulate innovation, entrepreneurship and connect ecosystems linking startups, main companies, investors, and governments along the tourism value chain; Creating cooperation mechanisms between educational institutions at all levels, the private sector, governments, and technology partners to review educational programmes and skills development policies.

Considering the importance of SMEs in the tourism, heritage, and cultural sectors due to their contribution to job creation as well as their role in preserving and promoting cultural resources;Promoting the use of digital technology to facilitate travel as well as involving technology stakeholders in national tourism policies.

Tourism is the third largest export category in the world, after chemicals and fuels. In 2016, international tourism receipts and passenger transport accounted for 30% of the world’s services exports (1,442 billion USD) and 7% of overall exports in goods and services. In the G20 economies, international tourism generated nearly 1,060 billion USD, representing 6.3% of all G20 exports; according to UNWTO.

A 2017 hospitality report by Jumia Travel shows that in Kenya, the sector’s contribution to employment stood at 9.3% in 2015. This is expected to rise by 2.9% pa in 2026, overall contributing to 9.5% of total employment.

የንግድ አየር ትራንስፖርት መንገደኛን፣ ጭነትን ወይም ፖስታን ማጓጓዝ የዘወትር ተግባሩ ነው፡፡ ይኽንን አገልግሎት በአውሮፕላን የሚሰጡ ከሆነ በሕግ አጠራር ‘የአየር አጓጓዦች’ ይባላሉ፡፡ አገልግሎት የሚሰጠው የአየር አጓጓዥም ደንበኞቹን ቀድሞ ባሳወቀው ወይም በተስማሙበት የበረራ ፕሮግራም መሠረት ማድረስ ይጠበቅበታል፡ ፡ ይሁን እንጂ ሁልጊዜ እንዳቀዱት ምንም ሳያዛንፉ ማከናወን የማይሳከባት ጊዜ መኖሩ አሌ የሚባል አይደለም፡፡ ባሰቡት መሠረት ላይፈጸሙ ከሚችሉት ተግባራት መካከል አንድኛው ውሉ ላይ በተገለጸው ጊዜ አለመድረስ ወይም አለማድረስ ነው፡፡ምክንያቶቹ ምንም ይሁኑ ምን መዘግየት ሊያጋጥም ይችላል፡፡ የምክንያቶቹ ምንጭ ጥፋት፣ቸልተኝነት፣ ወይም ከአቅም በላይ የሆኑ እንደ አየር ንብረት፣የአየር ትራፊክ መጨናነቅ፣መካኒካዊ ብልሽትና ጥገና ሊሆኑ ይቻላሉ፡፡ እንዲህ ዓይነት ሁኔታዎች በመፈጠራቸው መዘግየት ሲከሠት በደንበኞች ላይ ጉዳት ማስከተሉ የተለመደ ነው፡፡ መዘግየት ጉዳትን፣ጉዳትም ኪሳራን ይወልዳል እንደማለት ነው፡፡ የዚች አጭር ጽሑፍ ቅኝትም የአየር አጓጓዥ የትራንስፖርት አገልግሎት በሚሰጥበት ጊዜ መዘግየት በመፈጠሩ ደንበኞች ላይ የሚደርስ ኪሳራን የሚገዙ ሕግጋትን መዳሰስ ነው፡፡ በመሆኑም የሁለቱን ወገኖች ተነጻጻሪ መብትና ግዴታ ጠቅለል ባለ መልኩ ይቀርባል፡፡ በአየር ትራንስፖርት የሚሰጥ አገልግሎት በሚኖርበት ጊዜ የአጓጓዡንና የደንበኛውን ግንኙነት ሥርዓትና ደንብ የሰጠው በ1952 ዓ.ም. የወጣው የንግድ ሕግ ነው፡፡ ደንበኛ ሲባልም አንድም መንገደኛ አሊያም የእቃ እና ጓዝ ተቀባይ ወይም ላኪ ሊሆኑ ይችላሉ፡፡ ዞሮ ዞሮ ሁለቱም ደንበኞች ናቸው፡፡ የአጓጓዡና የደንበኞች ግንኙነት መነሻው በዋናነት ውል ይሁን እንጂ አልፎ አልፎ ከውል ውጭም ሊሆን ይችላል፡፡ ስለሆነም ከንግድ ሕጉ በተጨማሪ የፍትሐ ብሔር ሕጉም እንዲሁ ተፈጻሚነት አለው ማለት ነው፡፡ ጉዳዩ በዚህ ብቻ ሳይቋጭ የሲቪል አቪየሽን አዋጁ (ቁጥር 616/2001) እንዲሁም ኢትዮጵያም ያጸደቀችው የ1944ቱ የቺካጎ ኮንቬንሽን እንደነገሩ ሁኔታ ጥቅም ላይ ሊውል ይችላል፡፡ ማንም ሰው በአየር የትራንስፖርት ለመገልገል ከአጓጓዡ ጋር ውል መፈጸም አለበት፡፡ ማንም ደንበኛ ክፍያ ፈጽሞ ትኬት ከያዘ ውል አድርጓል ማለት ይቻላል፡፡ ከዚህ በኋላ አጓጓዡ እንደ ውሉ የመፈጸም ግዴታ ይኖርበታል፡፡ ትኬት የውል መኖርን ያስረዳልና፡፡ ከላይ በተጠቀሰው አዋጅ፣ አንቀጽ 66 (1) ላይ ነገሩን ለማስረዳት ሲባል ክፍያ ፈጽሞ ትኬት መያዝን አመጣን እንጂ፤ የንግድ ሕጉ አንቀጽ 604 እና 607(2) ላይ ከተገለጸው የምንረዳው በነጻም የሚደረግ የትራንስፖርት አገልግሎትም ይሁን ትኬት ሳይሰጠው

እንዲሳፈር የተፈቀደለት ሰው ቢሆን እንኳን ግንኙነታቸው ውል መሆኑ አይቀሬ ነው፡፡ እንደውም ትኬቱ ስለጠፋ ወይም ሳይሰጥ መቅረቱ ብቻውን ውል የለም እንደማያስብል ይኼው አሁን የጠቀስነው አንቀጽ ይገልጻል፡፡ የትኬቱ ዓይነት የመንገደኞችም ይሁን የጓዝ፣ ቢያንስ የአጓጓዡን ስምና አድራሻ፣የተሰጠበትን ቀን፣መድረሻ ቦታ፣ቀንና ሰዓት መያዝ አለበት፡፡ በአዋጁ አንቀጽ 66 (2) እነዚህንና ሌሎች ተጨማሪ የውል ሁኔታዎችን የያዘ ትኬት ተዘጋጅቶ በሲቪል አቪየሽን ባለሥልጣን መመዝገብ ይጠበቅባቸዋል፡፡ አጓጓዡም ውል ላደረገበት ጓዝም ይሁን መንገደኛውን ትኬቱ በሚያመለከተው ቦታ ጊዜ የማድረስ ግዴታ አለበት፡፡ በመርሕ ደረጃ በቀኑና በሰዓቱ መንገደኛውንም ሆነ ጓዙን ካላደረሰ አዘግይቷል ማለት ነው፡፡ አጓጓዡ የተሻለ የአገልግሎት አሰጣጥ ደንብና አሠራር እስከሌለው ድረስ ዝቅተኛው የግዴታ መጠን በሕግ ተቀምጧል፡፡ መንገደኞችም ይሁኑ እቃው በመዘግየቱ ምክንያት ጉዳት ከመጣ፣ አጓጓዡ ኃላፊነት እንዳለበትም የንግድ ሕጉ አንቀጽ 633 ላይ ተደንግጓል፡፡ በተለይ ጓዝ ወይም ዕቃ ከሆነ መድረስ ከሚገባበት ቀን ጀምሮ ሰባት ቀናት ካለፈው ተቀባይ የሆነው ሰው በውሉ መሠረት ካሳ መጠየቅ እንደሚችል አንቀጽ 625 ላይ ሰፍሮ እናገኘዋለን፡፡ አጓጓዡ አስፈላጊውን ጥንቃቄ ሁሉ አድርጎ ከሆነ አልበለዚያም መደረግ ይገባቸው የነበሩ እርምጃዎችን መውሰድ የማይችልበት ሁኔታ እንደነበር በማስረዳት ከተጠያቂነት ነጻ ሊሆን ይችላል፡፡ በሌላ አገላለጽ ደንበኞች ለደረሰባቸው ጉዳት ካሳ ማግኘት አይችሉም ማለት ነው፡፡ በመዘግየትም ቢሆን ለደረሰው ጉዳት የደንበኛው ድርሻ ካለበትም እንዲሁም ነጻ ሊሆን እንደሚችል በንግድ ሕጉ አንቀጽ 635 ላይ ተገልጿል፡፡ እንግዲህ አጓጓዡ ላይ ኃላፊነት የሚያስከትል ድርጊት ሲፈጸም የካሳው መጠን ምን ያህል ሊሆን ይችላል የሚለውን ማየት ይጠቅማል፡ ፡ በንግድ ሕጉ አገላለጽ ለጠፋም፣ ለተበላሸም ይሁን ለዘገየ ዕቃ ስለ አንድ ኪሎ እስከ 40 ብር ድረስ ካሳ መጠየቅ ይቻላል፡፡ በእርግጥ በኪሎ ዕቃው ዋጋ ከዚህ ዝቅ ካለ ይኼንኑ ይከፍላል እንጂ የግድ 40 ብር ሊሆን አይችልም፡፡ ይህ ማለት ግን አገልግሎት ሰጭው ከዚህ የተሻለ ክፍያ መፈጸምን አይከለክልም፡፡ ዕቃው ዘግይቶ በመድረሱ ምክንያት ለሚደርስ ጉዳት ተቃውሞና አቤቱታ ማቅረብ የፈለገ ደንበኛ፣ ዕቃውን በተረከበ በ21 ቀናት ውስጥ ለአጓጓዡ ማሳወቅ እንደሚጠበቅበት የንግድ ሕጉ አንቀጽ 645 ላይ ሠፍሯል፡፡ በማናቸውም ሁኔታ ካሳ ይገባኛል የሚል ሰው ሲኖር ግን አውሮፕላኑ መድረስ ከሚገባበት ቀን ጀምሮ በሚቆጠር ሁለት ዓመታት ውስጥ ጥያቄውን ለፍርድ ቤት ማቅረብ ይገባዋል፡፡ ይህ እንግዲህ ክስ ለማቅረብ የሚቻልበት የይርጋ ጊዜ መሆኑ ነው፡፡ ለማጠቃለል፣ በኢትዮጵያ ሲቪል አቬሽን ባለሥልጣን ፈቃድ አግኝቶ አገልግሎት የሚሰጥ የአየር አጓጓዥ በገባው ውል መሠረት በጊዜው መንገደኛንም ይሁን ጓዝን ካዘገየ ካሳ የመክፈል ግዴታ ይኖርበታል፡፡ ይሁን እንጂ መዘግየቱ የተፈጠረው ከአቅም በላይ በሆኑ ምክንያቶች ወይም የደንበኛው ድርሻ ካለበት ካሳ የማግኘት መብት አይኖረውም፡፡ Abyssinia Business Nework ጥር 2011 / JAN 2019

The Untapped Po A mega event dubbed as Champion of Tourism Olympiad - African Tourism Week Celebration is to be held on 1-3 June 2019 in Addis Ababa.

Africa is a continent owning many natural and social resources which has to be promoted and commercialized for the rest of the whole World. Easter and Holiday Blues?

By: George Yehish Accompanied with longer abstinence from proteins and animal products to fasting Easter in Ethiopia is celebrated with big feast and lots of cultural and religious activities that will enlighten visitors. Tradition holds that people in Ethiopia invite friends and family over and eat together. The celebration involves celebrating in gathering to commemorate Jesus’ resurrection where the public show love to one another.

Regardless of one’s religious affiliation, the holiday season often inspires feelings of warmth, joy, and belonging. But for some people, this time of can evoke some significant Psychological feelings of loneliness, stress and anxiety. The holiday blues are a real phenomenon, but they are likely to have different effects than you might think.

Many of us tend to attach meaning to the holidays that adds extra pressure to our experiences and can set us up to feel disappointment, anxiety, or sadness. So what are some of the reasons we get down at the close of the holiday such as Ethiopian Easter and how can we take a proactive approach to staying positive?

There are plenty of reasons why people report greater feelings of sadness as the holidays approach. Here are a few key reasons behind what have come to be known as the holiday blues: 34 Abyssinia Business Nework ጥር 2011 / JAN 2019

• The holiday season brings with it high expectations for happiness and merriment. People who don’t get quite as excited about decorations, holiday music and gift-giving might experience confusion or guilt about the disparity between their true feelings and how they believe they are supposed to feel. This phenomenon, though common, can cause individuals to dread the holidays before the season even officially starts.

• The other reason to be believed is, everyday feelings of loneliness are magnified during a time commonly associated with family, love and togetherness especially in a collective society like Ethiopia. The holidays can be especially hard on those who lack a significant other, or experience geographical or emotional separation from family, friends and loved ones.

Any remedy for Holiday Blues?

For those already feeling the gloom of a stressful holiday season, here are a few tips to help stay positive: • Help others: Volunteering to assist or give to those less fortunate during the holidays can boost spirits.

• Organize time: Create a schedule, and stick to it, and avoid feeling overwhelmed with errands.

• Seek sun: Getting at least 20 minutes of sunlight per day can help battle feelings of depression.

• Create a budget: Before hitting the mall or grocery store, determine how much money can be spent without going into debt.

• The holidays can be a painful reminder of happier times for those going through periods of struggle. People with sad holiday memories will often be reminded of troubled times, which can lead to feelings of sadness.

Because the holidays are a time of reflection for many, they will also increase feelings of loss within people longing for beloved family members and friends who have passed away.

• The holiday is a painful burden for people who are without the financial resources to buy stuffs for the ceremony.

• In addition to the demands of work, family and everyday life, the holidays bring added stress of shopping, cooking, hosting house guests, traveling, and attending office parties and family reunions. All the extra activity may contribute to feelings of fatigue or frustration.

• Take a break: Leave time aside to read a book, get a massage or listen to soothing music and put aside the stressors of the holiday season.

• Talk to Psychologist: Talking to a Psychologist and seeking advice might be very helpful to overcome holiday blues.

አቢሲኒያ፡ ወላይታ ዲቻ አሁን ትልቅ ኃላፊነት ነው ያለበት በየዓመቱ አህጉራዊ ውድድሮች ላይ ሰው ይጠብቀዋል አንድ ጊዜ ብቻ ታይቶ የሚጠፋ ቡድን መሆን የለበትም ከዚህ አንጻር የረጅም ጊዜ ዕቅዶቻችሁ ምን ይመስላሉ ዘነበ፡ እኔ ክለቡን ለዚህ ዓመት ብቻ ነው የያዝኩት፡ ፡ ከክለቡ ጋር ስለመቀጠሌ እርግጠኛ አይደለሁም፡ ፡ የምቀጥል ከሆነ በዚህ ዓመት መጨረሻ ከክለቡ አመራሮችና ተጫዋቾች ጋር በመሆን አብረን የምናቅድ ይሆናል፡፡ እኔ ቀጠልኩም አልቀጠልኩም በዚህ ዓመት ያሉብንን ውድድሮች በሙሉ ጠንክረን ማሸነፍ ይጠበቅብናል፡፡ ህዝቡ የሰጠን ሃላፊነት አለ፤ ሁሌ እኛን አህጉራዊ ውድድሮች ላይ ማየት ይፈልጋል እና የኢትዮጵያ ዋንጫን ማሸነፍ አለብን፡፡ ፕሪሚየር ሊጉ ላይ ጠንካራ ሆነን መጨረስ ይጠበቅብናል፡፡ ክለቡ ከታዳጊዎች ጋራ በተያያዘ በዕቅድ የያዛቸው ነገሮች እንዳሉ አውቃለው፤ አሁን ግን ባሉን ውድድሮች ላይ ብቻ ማተኮር እፈልጋለው፡፡

አቢሲኒያ፡ የዘንድሮ ጉዞዎቻችሁ ምን ይመስላሉ ድሉንስ እንዴት አየኸው ከድሉስ በኋላ ምን ተሰማህ ጃኮ፡ በጣም ነው ደስ ያለኝ ወደክለቡ የመጣሁት ዘንድሮ ነው በመጣሁበት አመት እንደዚህ አይነት ድል በጣም ነው ደስ የሚለው፤ እጅግ በጣም ደስ ይላል፡፡ አምና ወደኢትዮጵያ በመጣሁበት አመት ሃዋሳ ነበርኩ እዛ በነበረኝ ብቃት ነው ወላይታ ዲቻ ያስፈረመኝ ባለው ነገር ሁሉ ደስተኛ ነኝ፤ ጥሩ ጥሩ ልጆች አሉ፣ ጎል እያገባሁ ነው፤ ያለኝን ሁሉ እየሰጠው ነው፤ እየሰጠው እቀጥላለው፡፡

አቢሲኒያ፡ አሰልጣን ዘነበ ፍስሃ በተለየ ክለቡ ውስጥ ያመጣው ለውጥ ምንድን ነው ጃኮ፡ ከሱ በፊት የነበረው አሰልጣኝ መሳይ የበለጠ እንድንከላከል ይፈልጋል፡፡ ዘነበ ደግሞ አጥቅተን እንድንጫወት ይፈልጋል፡፡ እያጠቃን ስለተጫወትን ነው ዛማሌክ ላይ ሶስት ጎል ያገባነው፡፡ እኔ የሚያጠቃ ቡድን የበለጠ ይመቸኛል ለዛም ነው ከመሳይ ቡድን ይልቅ አሁን ጎል እያገባው ያለሁት፡፡ ከዛ ውጭ ዘነበ በተለየ ያረገው ነገር የቡድኑን ልጆች ስሜት ከፍ ማድረግ ነው፡፡ ሁላችንም የተሸለ እንድንጫወት አድርጎናል፡፡ በመካከላችን ያለው ስሜት አሁን የተለየ ነው፤ ለቡድንና ለማሸነፍ ያለንም ስሜት እንደዛው፤ ስለዚህ ከመሳይ ቡድን ይልቅ የዘነበ ቡድን የተሻለ የቡድን፣ የመጫወትና የማሸነፍ ስሜት አለው፡፡

አቢሲኒያ፡ ዚማሞቶን ስታሸንፉ በደርሶ መልስ ጎል አስቆጥረሃል ዛማሌክ ላይ ግን ምንም ማስቆጠር አልቻልክም ነበር እና ምክንያቱ ታክቲካዊ ነው ወይስ የዛማሌክ የመከላከል ጥንካሬ ጃኮ፡ ሁለቱም ነው፡፡ ከዛማሌክ ጋር ስንጫወት የዛማሌክ ተጫዋቾች ከኔ ጋር ስለነበሩ የተከላካዮችን ክፍተት የኛ ልጆች በሚገባ ተጠቅመውታል ይሄ ታክታካዊ ነበር፡፡ እግር ኳስ ተጫዋች ደግሞ ሁሌ ጎል ያስቆጥራል ማለትም 38
