2024 Horse Population
Incentive Program
The mandate of the Horse Population Incentive Program (HIP) is to grow our industry by increasing the Standardbred horse population and attracting new members. General Conditions This is a first come, first served program. Not all applications may be approved. Applicants must be individuals, corporations, or partnerships in good standing with ASHA. ASHA has the right to refuse any applications. Applicants accept all other terms and conditions related to the program. ASHA will seek the repayment of any funds dispersed from an applicant who does not abide by the program conditions. ASHA reserves the right to garnish these funds from the horsemen’s purse accounts. Applications must be completed and submitted to the Executive Director of ASHA. Purchase documents, shipping invoices, and proof of horse transfer must accompany the application and match the applicant. The application deadline is July 21, 2024, or until funding has been exhausted.
Definitions Racehorse: a Standardbred horse that has qualified in the current program year. Broodmare: a Standardbred mare in foal or intended to be bred. Western Canada: British Columbia, Alberta, Saskatchewan and Manitoba.
Program 1
Racehorses
ASHA will pay up to 50% or $6000, whichever is less, on racehorse purchases outside of Western Canada (including shipping costs)
Conditions
The horse must remain in Alberta for 12 calendar months (beginning the day the horse arrives on Alberta soil)
Payouts 40% when the horse arrives in Alberta. 20% for each of the first three starts
Program 2 ASHA Horse Purchases
ASHA may purchase horses for resale to members through public auctions, private agents, or ASHA board representatives. These horses will be available for resale by auction. Conditions
The horse must remain in the province of Alberta for 12 calendar months from the date of purchase.
Program 3
Broodmares
ASHA will pay up to $6000 for broodmare purchases (including shipping costs)
Conditions
The mare must have been out of Alberta for three racing seasons. Broodmares in foal are preferred.
Payouts 50% when the mare lands in Alberta 50% when the first foal is registered
Program 4
Alberta Foaled
In collaboration with the Breeder’s Incentive Program, ASHA will pay one lump sum to every registered foal born in Alberta in 2024. Conditions
Payout amounts will be subject to available HPI and BIP funds.
