The theme of the NSS2 conference was :Software: The Critical Infrastructure Within the Critical Infrastructure. This report is being re-released in June 2021 in view of the exceptional relevance of its recommendations to today's cyber environment, particularly the need for a National Software Strategy. Cyber crimes (terrorism attacks) such as the employment of ransomware exploit deficiencies of software that could be reduced by orders of magnitude by the techniques underlying Trustworthy Software as discussed in the report and its recommendations, NOTE: The Center for National Software Studies (CNSS) closed and transferred it's remaining assets to the IEEE Reliability Society.
