As the Board Chair this year, one of my primary goals was to foster more dialogue and resources around technology within our organization. I decided to kick off this initiative by addressing the elephant in the room: Artificial Intelligence (AI).
AI has become popular in our industry, permeating all facets of our daily lives across various sectors. However, amidst this technological wave, many remain uncertain about where they stand, especially regarding AI. Yet, it's undeniable that AI is gaining momentum and is here to stay. So, it's prudent for us to engage with it and adapt alongside its evolution.
At its core, AI is the emulation of human intelligence in machines, enabling them to think and act like humans. This encompasses tasks such as learning, reasoning, perception, and natural language processing (NLP). While the concept seems straightforward, its
applications are intricate and multifaceted.
One of the most accessible and widely recognized AI tools is ChatGPT. Surprisingly, during a recent gathering of construction executives from the US and Canada, I discovered that many were unfamiliar with it or didn't utilize it. In the construction industry, ChatGPT and similar AI technologies are being harnessed to enhance efficiency, communication, and decisionmaking across various domains, including proposal writing, project management, communication, site monitoring, data analysis, training, and more.

However, alongside the benefits, there are risks to consider, including data privacy and security, technical complexities, reliability, accuracy, and ethical and legal concerns. Therefore, it's imperative to weigh these factors when leveraging AI.
As a seasoned construction executive, I've witnessed the industry's challenges evolve over the years. Labor shortages, material delays, safety and security issues, and the rising concerns of drug usage on jobsites are among the top risks we face. To address these challenges efficiently, technology, particularly AI, has become indispensable. By utilizing AI to analyze vast amounts of data swiftly, we can identify risks in real-time and allocate resources effectively to ensure project success.
For those who haven't yet embraced AI, the time to do so is now. The rewards of incorporating AI into construction operations are substantial, leading to
increased efficiency, cost-effectiveness, safety, and ultimately, improved project quality and profitability.
Looking ahead, there's much to explore in the realm of technology, especially within the expansive domain of AI. This article serves as a precursor to what lies ahead at ABC Keystone. Our chapter is committed to providing ample information, insights, and training opportunities at the upcoming Tech Summit in October. Guided by ABC National's VP of Technology and Innovation, Matt Abeles, our aim is to forge strong tech partnerships, offer tailored solutions, and establish a Tech Committee by 2025 to cater to members' needs and drive innovation through collaborative thinking.

ABC Keystone has been advocating to the legislature for prevailing wage reform for decades. The prevailing wage statute, established in the early 1960s, has remained unchanged since its inception. Despite the significant increase in construction costs over the years, the threshold triggering prevailing wage for government-funded projects has remained stagnant at $25,000. Consequently, even minor repair and maintenance work now incur prevailing wage rates for the state, school districts, and municipalities.
However, recent legislative action, represented by HB 2153 and SB 841, focuses not on adjusting the threshold amount, but on amending specific aspects of the Prevailing Wage Act. First, these bills aim to restrict what is known as the "split rate." Currently, workers can be compensated based on the tasks they perform. For example, a carpenter who also works with rebar could be paid at both carpenter and iron worker rates. The proposed amendment would require separate workers for each task, hindering efficiency.
Second, the amended language seeks to expand prevailing wage payment requirements to include offsite work specific to the job, affecting numerous components in commercial and industrial construction.
This change would add complexity to contractor administration and increase construction costs.
Remarkably, both Democrat and Republican Senators on the Senate Labor & Industry Committee, with the exception of one lone Republican, voted in favor of these bills. Despite inquiries about the problem these bills aim to solve, the only rationale provided was to increase onsite work and limit individual task flexibility, sacrificing efficiency and innovation.
If these bills pass and become law, two outcomes are inevitable: prevailing wage practitioners will adapt, passing increased costs to end-users, and contractors not primarily engaged in prevailing wage projects will likely shift focus to private work, reducing competition and raising prices.
Ultimately, these legislative changes will restrict project capabilities for the state, school districts, and municipalities, leading to either reduced project scopes or increased taxes to fund necessary projects. While certain businesses may remain unaffected, the burden of legislation like HB 2153 and SB 841 falls squarely on the shoulders of every taxpayer in the Commonwealth. It begs the question: doesn’t the state have more pressing issues to address?

ABC Keystone Apprenticeship & Training Trust proudly celebrates the graduation of 86 apprentices from the Chapter’s PA-registered apprenticeship program, spanning eight trades: Carpentry, Construction Craft Laborer, Electrical, Heavy Equipment Operator, HVAC, Masonry, Plumbing, and Sheet Metal. The ceremony, held on May 16, 2024, at the Clipper Magazine Stadium in Lancaster, marked a significant milestone in their journey.
Overseeing ten PA-registered apprenticeship programs sponsored by Associated Builders & Contractors, Keystone Chapter, ABC Keystone Apprenticeship & Training Trust has been a steadfast advocate for workforce development since its inception in 1968.

Steve Belton consistently demonstrates his ability to work at a high level with minimal supervision. He approaches his work assignments with skill, passion, and expertise, seamlessly transitioning between tasks with a can-do attitude and no time wasted in between.
Most recently, Steve showcased his effectiveness, strategic problem-solving skills, and expert craftsmanship on the Grace Church project. Leading a crew of Wohlsen field team members, he hired labor trade partners and managed the installation of custom trim, panels, board and batten wainscotting, and box beam headers in the atrium, worship, and multi-purpose room spaces. Steve coordinated with the millwork supplier and general contractor to ensure critical path locations were executed correctly and remained on schedule.
Steve demonstrates his commitment to Wohlsen’s top value, safety culture, by setting an example for
team members and subcontractors. His training and certifications equip him with the knowledge to identify and address safety concerns proactively, reducing the risk of injuries or incidents. Steve holds an OSHA 30-Hour certification, CPR/First Aid, support scaffolding, and fall protection training, enabling him to competently address medical injuries onsite.
As a mentor, Steve is committed to sharing his industry knowledge, craftsmanship, and safety practices with others. He actively supports ABC apprentices and carpenter helpers, instilling his work ethic and attention to detail. Steve keeps a watchful eye on those working nearby, offering advice or hands-on demonstrations to help improve their skills. He is eager to share his wealth of knowledge and open to new ideas and feedback.

Over the past year, numerous articles have been fixated on the disappointing performance of our elected officials, and it's time for a change. Politics have overshadowed policy matters, to the detriment of workers and taxpayers across all levels of government. Instead of productive governance, we often witness bitter partisan squabbling that paralyzes progress, and unfortunately, Pennsylvania is particularly notorious for this.
Consider the nearly five-month delay in determining committee assignments and adopting rules for House proceedings due to the narrow Democratic majority, compounded by a series of resignations, including one amidst allegations of sexual harassment. Moreover, there's been a flurry of bills in both chambers aimed at appeasing unions, while the governor makes grand promises to labor organizations but struggles to pass a timely budget, now risking a delay until fall, even in an election year. Ultimately, these internal struggles benefit few Pennsylvanians.
The crux of the matter is that we can and should do better. Pennsylvania deserves better leadership, and our community, which diligently contributes to vital
infrastructure projects, refuses to accept excuses commonly made by government. This isn't merely a complaint or an observation; it's a rallying cry for anyone considering entering the realm of public service with a genuine intent to effect change.
The ABC Keystone Chapter is spearheading a series of informative sessions for those interested in exploring opportunities at every level of governance, from local school boards to Congress. Stay engaged with local affairs, keep a watchful eye on developments in your community and schools, and pay closer attention to the news. We urgently need more individuals willing to assume leadership roles and make critical decisions that shape our collective future.

Wagman Construction, Inc. has been named the general contractor for the construction of Downtown Shenandoah, Inc.’s new Center for Education, Business & Arts (CEBA). A groundbreaking ceremony was held on Thursday, April 18, 2024, to celebrate the start of construction.
“At Wagman Construction, we're thrilled to partner with Downtown Shenandoah, Inc. on this cutting-edge project. It's not every day you get to build something that will have such a positive impact on so many lives. From fostering young minds to providing a platform for local businesses and artists, CEBA will truly be a space where education, commerce, and creativity can converge. We're excited to bring this vision to life!” says Jan Wagner, President of Wagman Construction.
The CEBA project, designed by Murphy & Dittenhafer Architects, will be built in two phases. Phase one will focus on completing the entire building structure and the first floor. This includes a Penn State classroom, commercial kitchen, and office space. Phase two will tackle the second floor, featuring a multi-purpose event center, a health center, and additional office spaces. The grand opening of CEBA is targeted for 2025.
