A Message from the Chair BY: CLEO WEAVER, ABC KEYSTONE 2021 CHAIR OF THE BOARD

s I humbly step into the Chair position of the ABC Keystone Board for the year 2021 - or maybe it is better described as ‘sitting’ in the Chair position - I wish we were entering a more predictable future for our industry. Looking around, I still hear the COVID-19 ‘Goliath’ stalking and yelling at us to fear him, attempting to intimidate us by his threats. What we really need is a ‘David’ to slay this enemy and allow us to get back to business! To my great delight, I discovered that, lo and behold, we have not one but two Davids in our arsenal to overcome this adversary! A big thank you to David (Dave) Sload and David Greineder, who have led us through the last nine months by increasing and growing our ABC influence and value, staring down any fear that the ‘big old giant’ is attempting to bring our way! We are incredibly grateful for your work! One of my top priorities in the new year is to reconfigure and enhance ABC Pennsylvania (ABC PA). In recent years ABC PA was informally organized and, at times, ineffective in presenting a united front at the State level. We are working with the other chapters in the state to formalize a new set of bylaws for use in the new year, pending approval by the chapters. The Keystone Chapter is hoping to have the proposal adopted in early 2021. Our champions, Dave and David, deserve our gratitude as they lead this charge to increase our membership value to everyone on the political front. Speaking of political value, I am pleased that our legislative activities have not gone unrecognized. As a matter of fact, it is not uncommon to have politicians ask ABC for its position, a distinction that enhances our political input and influence. A good example was the opportunity that David Greineder had to work closely with then Speaker Mike Turzai, (R) Allegheny, to support House Bill 2400 which opened construction on May 1, much earlier than proposed originally by our Governor. Increasing our workforce development impact is also a high priority for me. To that end, I will continue to encourage efforts to advance legislation from this past session establishing one-to-one ratios in apprenticeship, 3

making ABC Keystone’s apprenticeship program equal with most other programs. Rep. Barb Gleim, (R) Cumberland, sponsored House Bill 559, and Roger Brubaker, our past Chair, testified before the House Labor and Industry Committee in support of the issue. Let’s keep the spotlight on pushing this project forward for the future of our industry! As this year kicks off, I want to encourage all committees and Chairs to continue to focus on membership engagement and to take advantage of training opportunities. I realize social and networking functions are temporarily hampered due to 'Goliath' still acting out, but please stay in touch with each other during this time. Let’s commit to ‘no loyal members left behind’ and continue to support and sustain each other as we confidently work to advance our industry in 2021!

Where We've Been... Where We're Going

t is hard to believe that 2020 is over. In some ways, it seemed like a long year, in other ways it went very fast. We started the past year extremely strong. Operating in the third year of a very robust strategic plan, ABC Keystone was on its way to breaking attendance records for events and training, and more companies than ever were involved in the Chapter's apprenticeship program. Roger Brubaker, our 2020 Chair of the Board, was poised to direct the Chapter to new heights and looking forward to interacting with the members at all our events. Then, March 19 arrived. At 4:30 pm on that day, while the ABC Keystone Board was meeting, the Governor shut down all but essential businesses. Under the Governor's original Order, construction was not deemed essential. However, under Roger’s leadership, it was determined ABC Keystone would not sit idle. In fact, Roger quickly pulled out and modified one of his favorite sayings from the movie Apollo 13, “Gentlemen, I think this will be one of Keystone’s finest moments.” For the past 9½ months, Roger has led the Chapter in making sure we provided timely and pertinent information to help our members navigate. He was at the forefront, asking the Board to support free safety training during the first three months of the pandemic, and he helped drive the initial purchase of masks to get our members over the hump. It was not your typical year, but the staff and I were happy to have Roger as our leader. He was the calm in the face of a storm. For all his time and energy spent with ABC Keystone, I say thank you. Now we have entered 2021. What can we expect, and what will our 2021 Chair, Cleo Weaver, navigate in the year ahead? Normally, we would be embarking on the first year of a new three-year strategic plan. With COVID-19 still front and center, it was decided to

continue as we are - at least for the first quarter of the year - then hold a Strategic Planning meeting in March to get us through 2021. By September of this year, we should be able to hold our typical Strategic Planning event, and at that time, we will set the three-year course in motion. Cleo has already let the staff and I know that we need to take what we have learned through the last 9 ½ months, in particular the use of advanced technology, and continue to deliver services needed by members. This will not simply be a year of maintenance, but it will be a year in which we continue to provide enhanced services needed by you, the members. We welcome Cleo in the 63rd year of the Keystone Chapter. We look forward to his guidance and his desire to continue the Keystone “It” Factor. We learn from the past, but we look forward to you joining us as we write the next chapter in Keystone's story. Let’s show the world that ABC Keystone knows how to not only survive a pandemic, but to endure and ultimately, to excel!

Embarking on a New Direction

appy New Year! It is safe to say we are all grateful 2020 is behind us. Despite COVID-19, we were able to accomplish a great deal on behalf of our members last year. You can read more about those accomplishments via our annual legislative report found on the abcpa.org website. Some highlights include: • We organized 20 construction, design, and consulting groups that called on the governor to recognize commercial and residential construction as a life-sustaining business. • We created a “Construction Safety Task Force,” which developed a nationally recognized critical resource document on COVID-19 workplace and jobsite safety protocols. • We increased ABC’s engagement by growing the grassroots network by nearly 50 percent. • We provided testimony in the Pennsylvania House on the state’s apprenticeship system and in the Pennsylvania Senate on COVID-19 challenges, which featured ABC member testimonials. • We endorsed and supported elected officials who are committed to defending free enterprise and the merit shop philosophy. Looking ahead, I would describe 2021 as the year of the “new.” We are starting a new year, a new two-year legislative cycle, and we are embarking on a new course with our statewide advocacy program. ABC Pennsylvania has been a collective of the five regional chapters, which represents nearly 1,400 member companies and approximately 67,000 employees. In 2015, chapter board chairs signed a charter that established a unified approach to advocacy efforts with the goal of ensuring each chapter has an equal voice in setting statewide policy objectives. Two members from each chapter serve on a “committee” that discusses various legislative issues and develops position statements. Last August, members of the chapter leadership teams recognized the need to develop more formalized processes and rules to govern internal affairs as intended by the charter. The chapters created a “special task force” for the purposes of discussing structural models and reviewing financial needs. With the guidance and support from the ABC National Office, the special task force reviewed model bylaws and studied how other ABC state associations operate. In December, each chapter board reviewed and approved proposed bylaws, as developed by the chapters, along with identifying two

individuals to serve on a new board of directors. Unlike in previous years, the board will elect their own officers and have oversight of an annual budget. The board will preserve its responsibility of making decisions on legislative objectives and position statements. While internal processes and procedures will be more formal and efficient, ABC members should rest assured that services provided by the government affairs team will not change. I look forward to working with the newly installed board and my staff in this new adventure. In last month’s article, I laid out my objectives for the year, which I believe are important to repeat with the context above: 1. 2. 3. 4. 5.

Designing legislative and political action plans that are strategic and effective. Creating strong messaging and informative collateral content on our issues. Providing timely information to ABC Pennsylvania so local leaders can make informed decisions and provide input on public policy matters. Partnering with ABC National to better coordinate and maximize advocacy efforts. Planning successful legislative events throughout the year.

As we embark on this “newness,” ABC members should know they are part of a bigger picture. To be successful, mutual support, teamwork, and partnerships must be made between the chapters, and members need to feel comfortable letting their voices heard. With the team we have in place, combined with the passion of our members, I know we can do it! Here’s to a successful and prosperous 2021! Carrying Buckets BY: MIKE GREENE, PRINCIPAL, INTEGRITYWORKS COACHING

re you a leader, manager, supervisor, volunteer, or parent? If you are, keep reading…

How many buckets do you carry every day? Buckets are the actions you take to do your “job.” My guess is, that it’s a lot. Maybe, there are too many buckets. Then again, maybe many of those buckets aren’t even yours. That’s right, we often carry other people’s buckets, too. The best illustration I can think of is one from a leadership perspective, because, in my humble opinion, this is where leading and managing often go wrong. When I think back on my own life, how many times did I just do the thing I asked someone else to do, and why? I did so, because it was easier, quicker, and frankly, I was better! But, wow, those buckets were heavy at times. And what happens when we are tired, frustrated and carrying heavy buckets? You guessed it - stuff spills! And yet, there’s real fallout when you carry your team’s buckets. You teach them they’re not worthy. You teach them you’ll do it better. You teach them not to try. You teach them that you don’t trust them. You teach them to eventually carry their team’s buckets. You teach them impatience. You teach them to limit their productivity to what they can do, rather than what the team can do. You teach them short term thinking, which can be long term costly – financially, relationally, emotionally.

Carry that "equipping bucket" any time you want to do something for someone else who really should be doing it for themselves. Think about the buckets you pick up this week. Should you really be carrying them? If not…put them down or grab the equipping bucket!

Mowery Hires Estimator in Preconstruction

Barley Snyder attorney Sarah Yerger has been appointed as an arbitrator by the Dauphin County Board of Arbitration. The appointment is effective Jan. 1, and Yerger took her oath of office on Dec. 17. “The role of an arbitrator is a crucial one,” Yerger said. “Not every case belongs in an already overworked and overcrowded court system. There are disputes that can be trusted to trained arbitrators, who listen to both sides and can fairly rule in a case, using both their training and experience in a courtroom. I strongly believe in the good an arbitrator can do as a part of the legal system, and I am happy that I can serve the Dauphin County court system by offering my services as an arbitrator."

Meet Tim! Why do you wake up and go to work every day? Besides providing for my family’s needs, which is obviously very important, I wake up and go to work to live out my faith with the gifts and blessings that God has given me. Before I go to work, I often pray and ask for wisdom and guidance in my position as well as ask for help to be an example at work. I still fall short many times, but I keep striving toward that goal.

What words of advice do you have for your fellow Young Professionals? It is important to seek out a financial planner early in your career. Get out of debt, stay out of debt, and save for the future. Starting to save early allows you to take full advantage of a friend called “Compound Interest.”

3. Around 50% carry balances on their credit cards 4. Around 50% are concerned about defaulting on a loan in the next 12 months

am not a financial planner, but in the last few years, I have become passionate about finances. I see the staggering debt statistics out there, and I want those to go away. I want to see people get out of debt, stay out of debt, and have a plan for financial freedom and retirement. I have the desire for everyone to do this, including our government. How much less stress would we feel in our lives if we felt that we are on a good path with our personal finances and the finances of our country? Having your finances in order and having a financial plan is not an easy task. It takes intentionality, discipline, hard work, and delayed gratification, but it is also can be very rewarding and allow you to accomplish many things. It can allow you to provide and experience more things for yourself and family in the future as well as allow you to be very generous. I hope nobody reading this falls into the statistics noted above, but I am sure that most of us could benefit from

encouragement and steps for getting out of debt, staying out of debt, and planning for future retirement. I would encourage everyone to seek out advice from a trusted financial planner on how you can best position yourself and your family for future financial success. You can also seek advice from friends and family that you know are debt free and ask them how they did it. I also encourage everyone who is married to include your spouse in financial planning so that you are on the same page. Because I am not a financial planner, I will refrain from giving specific advice in this article, but the most basic principle I will share is "spend less than you make." I will also share a few questions below to get you thinking. • How much money would you have each month if you didn’t have any debt payments? • Are you setting yourself and your family up for success with the financial decisions you make? • Does your debt stress you out? • How much relief would you feel if you had a plan and saw a path to financial freedom? My hope is that people who are struggling with this topic will take a step back and evaluate how they can better their situation. Don’t keep doing the same thing if it isn’t working. Seek advice, make a plan, and work toward a better future for yourself and your family. You can do it.
