A YEAR IN REVIEW "As this year's chapter chair, it is essential to provide a little history about ABC Keystone, where we currently stand amongst our peers across the country, and where we are going as a chapter in 2024." WHO IS ABC KEYSTONE? Keystone is entering its 65th year as a chapter of arguably one of the nation's largest construction associations. We were one of the earliest ABC chapters chartered in 1959 and have contributed significantly to ABC's mission of supporting free enterprise and the merit shop philosophy, both on a regional and national level. Stephanie Schmidt (Poole Anderson Construction) was the first ABC Keystone member to serve as National Chair in 2022. WHAT HAS KEYSTONE CHAPTER BEEN UP TO? Currently, Keystone is the 3rd largest ABC chapter in the country (no easy feat for any organization). We hold the highest accreditation you can receive for an ABC chapter, which means we are one of the top-performing chapters and top-level against our peers. Keystone exceeded the 90% retention and growth goals for the last three years and ended 2023 with 663 members, the most in Keystone's history. Legislatively, we stood behind the Clean Slate legislation bill, continue to fight against PLAs, and are a major voice in advocating for properly written RCOs, which are popping up across the state and challenging merit shop contractors' ability to bid work. All of this was done while we were providing world-class training, from apprenticeships, safety and education courses, management, industry certifications, and leadership, that has helped Keystone members become among the best builders in the nation. WHAT'S IN STORE FOR MEMBERS IN 2024? The last few years have been challenging, and with an election looming this year, there are many uncertain-
ties. Keystone will stay vigilant, and we will continue to block and tackle on behalf of our members to ensure they survive and thrive! Our retention and growth plan remains to exceed 90%, and our goal for membership is to exceed 670 members. We will continue to support legislation that breaks down barriers for re-entry and those trying to enter the industry. We will continue to fight RCOs and PLAs aggressively to help our members. We will be the resource for educational offerings and networking events like we always have been. Think of ABC as that anti virus that runs in the background of your computer, always on duty, providing protection. WHAT'S NEW AT ABC KEYSTONE? Keystone will be holding its first-ever Safety Expo in May, in which we will bring members, industry experts, and suppliers together to advance our knowledge in Total Human Health and with a sneak peek into today's cutting-edge technology or resources that are out there to support our safety initiatives. In April, we will host a brand new Young Professionals & Apprenticeship event to advance relationship-building across the business for our young workforce. As 2024 Chair of the Board, my goal this year is to serve the chapter and our members to the best of my ability. It is a heavy responsibility to carry on the great work of this chapter and my predecessors. I will focus on meeting our goals and supporting our new initiatives. I am also passionate about enhancing our focus on technology with the help of Matt Abeles, the VP of Technology and Innovation at ABC National. Technology is advancing at light speed, providing the construction industry with challenges and opportunities. With the advent of AI, our members will need all the knowledge and support they can get to navigate this new reality. It's an honor to serve as your chapter chair, and I look forward to what 2024 has in store for all of us! 2
WELCOME TO 2024! As happens every January, we ring in a new year. For the Keystone Chapter, 2024 will be a year of celebration. Sixty-five years ago, in 1959, the Keystone Chapter became the first Chapter chartered outside of the State of Maryland, where ABC was formed and started. While a significant number of things have changed our mission and fight for the “Merit Shop” way, it still exists. For 2024, we welcome and look forward to the leadership of John Lehmann, Chair of the Board of Directors (before 2002, the position was called President). John becomes the 63rd person to hold this seat. Everyone who has sat here brings their leadership style and passion to ABC. This and the previous 64 Boards are what has made Keystone successful. Let’s look at a few milestones of the last 64 years. 1968
PA approved Registered Apprenticeship program started.
1972
Keystone ERISA Apprenticeship Trust started.
1978
A 7,800 sq. ft. office building was built in Rapho Industrial Park.
1992
3400 sq. ft. addition added to accommodate more meeting space and non-apprenticeship training.
2005
2000 sq. ft. lab and classroom built in the basement to start moving apprenticeship training in-house (previously held at career and technology centers).
2014
20,000 sq. ft. addition and renovations to the existing 11,200 sq ft to accommodate bringing all apprenticeship in-house and providing classroom and lab space.
2022
Consolidation of the Central PA ABC Chapter into the Keystone Chapter, taking our footprint from 10 to 33 counties.
2023
A 1200 sq. ft. mezzanine was added to the shop area to provide more hands-on lab space.
These milestones are only a snapshot and do not include all the legislative initiatives, events, and educational opportunities worked on and offered each year. All the above is because of you, the members. Keystone is member-driven, and we will continue to deliver based on the needs of our members. Our Members, our Board of Directors, and the dedicated staff give Keystone the “IT” factor. I want to start the new year by asking the incoming Chair and the Board of Directors, “What’s Next”? What will be your legacy in adding to the storied past of the Keystone Chapter and the “IT” factor?

Some classes have even been doing other handson projects within the shop. In Sheet Metal 1, students worked on two projects: square duct fitting with Pittsburg Seam and 90-degree flat elbow pieces. Our Plumbing 3 apprentices have been installing mixing valves in the project. We also had our Electrical 1 students learning to bend conduit.

The new year is coming in hot in the ABC shop. Our apprentices have been hard at work adding pieces to "the module," like our HVAC 4 class. These apprentices were installing a condensing boiler in our module.

Where do you see yourself in 5 years? I can see myself owning my own business or multiple houses for cash flow. What do you like to do in your free time? I love to do photography and small side hustles. Are you a morning person or a night person? I am both, but it matters if I work out in the middle of the day or afternoon.
What made you choose the trade you are learning? I love being hands-on, and I love learning new things every day. What is one thing that surprised you about the trade you are learning? What surprised me about my trade was how much you must remember for a workday. What is your favorite thing you have learned in your apprenticeship program so far? My favorite thing that I have learned in the apprenticeship program so far has to be the amount of work I will be able to accomplish on my own.

WELCOMING 2024 2024 has arrived, and while there may not be much stock to put into zodiac signs, the Chinese Calendar marks 2024 as the year of the dragon and is expected to be challenging. There are apparent challenges ahead in politics with a significant election year for the White House, Congress, and state legislature; a state House that has been on tipping points of deciding who is in the majority and will continue to look like a teeter-totter; and the great unknown of the second state budget proposal from Governor Shapiro that can always sweep in surprise taxes and harmful policies. But those challenges bring opportunities in the coming months. ABC is more engaged with all our public officials sitting in the office.
drafting our legislation at the state and local level to combat issues attacking merit shops through an uneven playing field. The political climate is as volatile as ever, and this will be a challenging year. But ABC continues to rise to the challenge and is making headway with public officials to support the work you are doing every day in their backyard. For what will be a quick pace in responding to these challenges, please sign up for our ABC Action Center and consider joining our Government Affairs Committee to help shape a year for more solutions than the problems we’ve seen in the last year.
ABC is preparing for how to move voters to ballot boxes in this year’s election. ABC is developing more policy materials to educate the public and legislators on our issues, particularly with Responsible Contractor Ordinances (RCO) and apprenticeship ratios. ABC is leading stakeholders to advance one of our policy priorities to remove barriers for individuals with a suspended license for not paying a fine. ABC is
