AI Acceleration Partnership and transformative agreements spanning energy, healthcare, aerospace, and technology laying the foundation for a future-focused, innovation-driven alliance

President His Highness Sheikh Mohamed bin Zayed Al Nahyan welcomed U.S. President Donald J. Trump to the UAE on May 15–16, 2025. The visit reaffirmed the deeprooted UAE–US partnership built on shared values and over 50 years of cooperation.
The leaders discussed expanding collaboration across key sectors including advanced technology, energy, defense, space, and education A highlight was the announcement of the $1 4 trillion UAE investment plan in the U S , alongside the launch of the “US-UAE AI Acceleration Partnership,” and plans for a 5GW AI technology cluster in Abu Dhabi.
They reaffirmed joint efforts on regional peace, counterterrorism, tolerance, and the fight against cyber threats including through the Counter Ransomware Initiative and cybersecurity centers established in partnership with Google Cloud and Lockheed Martin.
Commercial announcements included ADNOC’s $60B in new U S energy partnerships, Emirates Global Aluminum’s $4B smelter in Oklahoma, and Etihad’s aircraft purchase from Boeing. The UAE’s growing investments in U.S. manufacturing, healthcare, and infrastructure were also spotlighted.
President Trump and Sheikh Mohamed emphasized strengthened space cooperation, highlighted by shared achievements in Mars and asteroid missions, and future plans for deep space exploration.

May 15, 2025 – Abu Dhabi In a landmark moment for tech diplomacy, UAE President His Highness Sheikh Mohamed bin Zayed and U.S. President Donald J. Trump launched the U.S.-UAE AI Acceleration Partnership, a government-togovernment initiative aimed at deepening collaboration on artificial intelligence and advanced technologies.
A key pillar of the partnership is the announcement of a new 5GW UAE-U S AI Campus in Abu Dhabi, built by G42 and operated with leading U S tech firms. The initiative is part of the broader $1.4 trillion UAE-U.S. strategic technology and investment alliance unveiled earlier this year in Washington, D C

Since launching an initiative in early 2023, the Copyright Office has been examining the copyright law and policy issues raised by artificial intelligence (AI), including the scope of copyright in AI-generated works and the use of copyrighted materials in AI training. After hosting public listening sessions and webinars, the Office published a notice of inquiry in the Federal Register in August 2023, which received over 10,000 comments by December 2023.
The Office is issuing a Report in several Parts analyzing the issues, which will be published as they are completed and linked below.
Copyright and Artificial Intelligence analyzes copyright law and policy issues raised by artificial intelligence (AI). This Report is being issued in several Parts Part 1 was published on July 31, 2024, and addresses the topic of digital replicas. Part 2 was published on January 29, 2025, and addresses the copyrightability of outputs created using generative AI On May 9, 2025, the Office released a pre-publication version of Part 3 in response to congressional inquiries and expressions of interest from stakeholders A final version of Part 3 will be published in the future, without any substantive changes expected in the analysis or conclusions.
