This past year has been a testament to members collective advocacy, innovation, and commitment to excellence in the construction industry.
Throughout the year, our members have played a pivotal role in driving the success of ABC. Members’ unwavering commitment to excellence has truly defined the essence of our organization. Your dedication to safety, quality, and craftsmanship has not only elevated the standards within our association but has also set benchmarks for the entire industry.
Key Highlights of 2023:
1. Advocacy and Policy Initiatives: ABC continued its tireless efforts to advocate for fair and sensible regulations that support a thriving construction industry. We actively engaged with policymakers at local, state, and federal levels to ensure your voices were heard, resulting in positive changes that benefit all members and defending free enterprise.
2. Training and Education: With the growing skilled worker shortage, our commitment to providing cutting-edge training and education programs remained unwavering. In 2023, we expanded our offerings to address emerging trends and technologies, equipping our members with the skills and knowledge needed to stay ahead in a dynamic and evolving industry. We also grew our outreach efforts and expanded our engagement at the high school and collegiate levels.
3. Safety Excellence: Our members demonstrated an outstanding commitment to creating safe worksites, resulting in fewer accidents and injuries. Safety has always been a top priority for ABC, and this year was no exception, with the launch of our annual Safety Academy, Total Human Health Initiatives, and NARCAN Trainings. This year, we also launched our Safety Captive Program to help members meet their safety goals.
4. Networking and Collaboration: Our 50th-anniversary celebrations were marked by numerous networking opportunities, including the highly successful Meet the GC’s and Expo. These events provided a platform for members to showcase their companies, fostering collaboration and reinforcing the strong bonds within our community. The ABC Excellence in Construction (EIC) Awards was a special milestone. We celebrated five decades of excellence by honoring outstanding projects and achievements within our membership, showcasing the innovation and talent that have defined ABC over the years.
5. Innovation and Technology Adoption: The construction industry is evolving rapidly, and ABC members have been at the forefront of embracing innovation and technology. From adopting sustainable practices to integrating advanced construction techniques, our members continue to lead the way in shaping the future of our industry.

MESSAGE FROM THE 2023 CHAIR
Letter from the 2023 Chair
As my term as the Chair of the Board of Directors for Associated Builders and Contractors (ABC) comes to a close, I am honored to reflect on the incredible journey we've undertaken together during the past year. Serving as your Chair in 2022 and 2023 has been both a privilege and a tremendous learning experience, and I am immensely proud of what we have achieved as an organization.
In 1973, a vision for an organization that would champion the values of merit shop construction took root in Central Florida. ABC and its members set out to help members develop people, win work and deliver that work safely, ethically and profitably for the betterment of our community.
Over the past five decades, ABC has grown and evolved, becoming a beacon of excellence for the construction industry. This year, as we celebrated our 50th anniversary, we honored the legacy of our founders and the countless contributions of our members who have shaped ABC into the powerhouse it is today. Looking ahead to 2024 and beyond, we remain committed to advancing the merit shop philosophy, advocating for our members, keeping safety as a top priority, training our workforce, and providing the resources and support needed to ensure the continued success of our members.
As we turn the page to a new chapter, I am confident in the continued success of ABC Central Florida under the capable leadership of Julie Holmes, 2024 Chair and the Board of Directors. The 50th anniversary has set a strong foundation for the future, and I am excited to witness the continued growth and impact of our organization.
I extend my deepest gratitude to the members, Michele Daugherty, the staff, and fellow Board members for their support and dedication during my tenure as Chair. It has been an incredible honor to serve you, and I look forward to witnessing the continued success and growth of ABC.

2023: Florida RANKED NO. 1 in the Construction Business Climate State thanks to ABC
Every state received a score in each of the following seven categories measuring critical laws, programs, policies, and statistics impacting the merit shop contracting community. An overall comparative ranking was then assigned to each state by considering all measured categories, with particular emphasis given to the first three criteria of project labor agreements, prevailing wage, and Right to Work state laws and/or executive orders.
Ties in combined score were broken by performance on ABC core issues and a consideration of the other graded criteria.

ABC is committed to educating craft and management professionals through innovative methods such as just-in-time task training, competency-based progression, work-based learning, and apprenticeships, fostering a safe, skilled, and productive workforce. ABC offers a multitude of programs, seminars, conferences, webinars, and workshops to all active members to increase their knowledge base.
YOUNG PROFESSIONALS PROGRAM
ABC's Young Professional (YP) program, dedicated to nurturing the next generation in our industry, had a dynamic 2023.
Highlights included:
Golf Tournament Fundraiser: This event was a collaboration with Student Chapters and YP's, aimed at raising funds for the Construction Management Competition. It's not just a golf tournament; it was an opportunity for students to network with professionals, learn about the industry, and showcase their skills in a competitive yet friendly environment.
After-Hours Networking at Solar Bears Hockey Game: An exciting evening planned for industry leaders, Board members, and mentors at a Solar Bears hockey match. This wasn't just a game; it was a chance to build relationships, discuss industry trends, and enjoy a thrilling sports event in a relaxed atmosphere.
Exclusive Tours: Participants had the unique opportunity to visit several significant sites and projects, including:
- Evermore Orlando Resort: A chance to see the inner workings of a major resort.
- OUC Epic Energy Plant: An educational tour focusing on energy production and sustainability.
- Kings Crossing in Sanford: Insight into this specific construction project.
- Tours with industry-leading contractors like PCL Construction Services, Inc., S.I. Goldman Company, Inc., and J. Raymond Construction Corporation: These tours offered a behind-thescenes look at the operations of top construction firms.
Trivia Night at a Local Brewery: This fun and engaging event for Young Professionals tested their knowledge on various topics, including the history of ABC, construction industry jargon, and famous movies. It was a great way to learn, network, and enjoy a casual evening.
Financial and Credit Building Session with Gene Martin from Chase Bank: An informative session helped participants understand and improve their financial health.

Thanksgiving Food Drive for One Heart for Women and Children: A heartwarming initiative focused on giving back to the community. This food drive supported One Heart for Women and Children, demonstrating the organization's commitment to social responsibility and community engagement.
Each event was crafted to offer entertainment and value, while also nurturing community bonds and professional development, providing Young Professionals with priceless opportunities to connect, learn, and thrive within the merit shop philosophy.

NEXGEN LEADERSHIP 2023
25 Graduates 18 Companies
The NEXGEN Leadership Program is an avenue to build industry connections, strengthen leadership mind-set, promote teamwork, and spark creative abilities through an array of industry-based classes and experiences.
ABC leadership candidates are among the best and brightest and NEXGEN provides an opportunity to strengthen an industry peer network of leaders within our community.
NEXGEN Leadership Program is an 8-month curriculum designed to enhance participants knowledge through leadership coaching, industry specific content, and peer networking. This program creates experiences with central Florida project leadership, decision makers, model design teams, and a healthy balance of fresh and seasoned industry role models. Off-site locations are often paired with a site tour to align with the session topic.
The graduating class of 2023 had 25 graduates from 18 companies with over 30 companies participating as contributors such as presenters, sponsors, panelists, and venue sponsors. Enrollment for the class of 2024 has 25 participants.
NEXGEN LEADERSHIP 2024
The NEXGEN Class of 2024, comprising 25 students from 23 diverse companies, has had an impressive start. Our first session on September 18, 2023, at the ABC Office, combined interactive
activities with insightful learning, including Predictive Index Assessment discussions and a chance for students to meet the Board of Directors.
Continuing the momentum, on October 26, 2023, at TRANE Technologies in Maitland, the class explored our partnership with the Academy of Construction Technologies (ACT). Shel Hart's presentation, "Your Blueprint for Success," was a significant highlight, offering valuable insights to the attendees.
The class then gathered on November 16, 2023, at Gray Robinson in Orlando. This session focused on Public Policy & Political Advocacy, featuring Kenneth Mouradian's perspectives on the US Dept. of Commerce's support for Central Florida's Construction Industry and discussions on immigration policy and ABC's Government Affairs Committee. The day concluded with an inspiring tour of The Dr. Phillips Center for the Performing Arts.
As we reflect on these enriching experiences, we are excitedly promoting the class of 2025, anticipating another year of growth, learning, and community engagement in the NEXGEN program.

ABC’s 2023 Tech Report Features RealWorld Journeys in Construction Innovation
Associated Builders and Contractors (ABC) has released its third annual construction technology report. This report provides a practical framework and real-life case studies from ABC contractors who have enhanced safety, workflows, and profits through technology. Matt Abeles, ABC's VP of Construction Technology and Innovation, emphasizes that a welldeveloped tech framework can boost profits and safety. The 2023 Tech Report showcases how companies of various sizes have transformed their operations with effective technology adoption and leadership.
Jack Hineman, chair of ABC’s Construction Technology and Innovation Committee, highlights that the report offers insights into technology adoption processes, helping businesses to identify the best tech strategies for their needs.
Published by the ABC National Construction Technology and Innovation Committee and supported by the 2023-2024 Tech Alliance members, the report is a contractor-centric guide to navigating construction technology. Each year, ABC Central Florida recognizes and celebrates outstanding projects built by ABC members. ABC successfully hosted its first annual Total Human Health Week from May 2226, featuring the Safety Training Academy led by Joe Xavier and Greg Sizemore, Safety directors from ABC National.
The week kicked off with a Suicide Prevention in the Workplace session, attracting construction industry leaders who focused on workplace mental health challenges. This was followed by a Total Human Health panel & demonstrations, co-sponsored by NAWIC of Greater Orlando, with attendees engaging in discussions about creating a holistic health-focused company culture.
The week culminated in a two-day ABC National Safety Training Academy, with participants learning how to develop leadership's commitment to safety as a core value. This inaugural event marked a significant step towards fostering a culture of safety and well-being in the construction industry.
SUICIDE PREVENTION TRAININGS
Along with the seminar on National Suicide Prevention Week, we conducted multiple seminars on Suicide Prevention in the Workplace, led by Michele Daugherty, collectively reaching over 300+ attendees. These sessions emphasized the critical importance of mental health awareness and suicide prevention in our industry.
LAUNCHED SAFETY CAPTIVE PROGRAM
The ABC Central Florida Chapter and SAVI-EHS collaborated to address the challenge of ensuring safety in day-to-day operations in the construction industry, emphasizing its importance.
The Safety Captive program was inspired by established industry practices and modeled after best in class programs. This approach has ensured that the Safety Captive Program adheres to the highest industry standards and best practices.
Designed to assist member companies during bidding and development phases of construction and industrial projects, the Safety Captive program provides a safety director to support the current safety team and support staff, facilitating regulatory compliance and improving safety protocols to foster a safer working environment and culture.
The ABC Central Florida Chapter's Safety Captive Program is a testament to the organization's unwavering commitment to cultivating safety within the construction industry. Beyond merely addressing a critical need in the sector, it stands as a beacon of innovation, providing accessible and effective safety solutions for businesses of diverse sizes.
ABC partnered with The Amphibious Group to offer free NARCAN training to members, teaching them how to recognize and respond to opioid overdoses, including the administration of NARCAN. Training will continue in 2024 and can be conducted at your company office, or they can come straight to your jobsite, and it takes only 30 minutes.
This initiative has already proven lifesaving. In a remarkable incident, Matthew Livingston, an employee of Modern Plumbing Industries, used his NARCAN training to save a life. At a local gas station in Orlando, he found an unresponsive individual in a car and successfully administered NARCAN, reviving the person before first responders arrived.

2023
SESSION
The 2023 session will be one for the records books. Governor DeSantis signed into law SB 360 after passing the House (89-8) and the Senate (31-7) with bipartisan support resulting in a major win for the construction industry in Florida. The bill shortens the statute of repose from 10 years to 7 for latent defects while leaving intact the four-year statute of limitations for defect claims to project owners and adds a “materiality” requirement to support Chapter 553 defects claims.
HB 1383/SB 1570:
This bill is in response to the 2021 Florida Statute 163.211 that raised concerns from ABC members who were being told that they had to hold a GC license to do work in the permitted jurisdiction if the job scope of a contractor did not correspond to a category defined in the bill. The purpose is to limit the ability of local jurisdiction to say everyone must be a general contractor and be licensed as such.
Statute of Repose
SB 346, passed during session the language was drafted by ABC members. This bill makes improvements to Florida’s Prompt Pay Law for public construction projects by clarifying the process for developing end of project/punch list work and requires that the public entity must pay all portions of the contract balance, including retainage, except for 150% of the cost to complete the punch list, within 20 days after the punch list is created.
Bills passed this session prove that the connections and contributions made towards candidates supporting the merit shop construction industry pay off in the end. The members who engage with legislators, the money contributed to campaigns, and the engagement of ABC with policy makers, are what makes the difference.
ABC and its chapters employ full-time lobbying teams to fight for the interests of the members, association, and the industry at large in D.C., Orlando, and Tallahassee.
