From transformational infrastructure investments and aviation expansion to workforce development, legislative victories, and groundbreaking community projects, this issue of Building Central Florida highlights the momentum shaping our region and our industry.

This issue showcases the extraordinary opportunities ahead for contractors, suppliers, and industry professionals across Central Florida. In closing, it is with great sadness that we share the passing of former ABC Central Florida Board Chair Sean DeMartino, who passed away unexpectedly on May 22, 2026. Sean was a respected and admired leader within Florida’s construction industry. Sean’s leadership will be remembered with great respect and gratitude. Our thoughts and prayers are with Sean’s family, friends, colleagues at Suffolk Construction, and all those mourning this tremendous loss.

As your Legislative Voice we are proud to share that on May 13, Patrick Sughrue, senior corporate director of health, safety and environmental at Cianbro Corp., testified on behalf of ABC, before the U.S. House Committee hearing “Building a Safer Future: Private-Sector Strategies for Emerging Safety Issues.” Sughrue highlighted the success of ABC’s 2026 Health and Safety Performance Report and STEP® Health and Safety Management System, noting that top-performing ABC members achieved incident rates 686% safer than the national construction industry average while reducing total recordable incident rates by 85%. He emphasized that proactive, measurable safety systems and leading indicators are critical to preventing injuries before they occur, improving workforce morale, strengthening client relationships and building a culture of trust and accountability. Sughrue urged OSHA to prioritize compliance assistance, education and prevention-focused strategies over reliance on lagging indicators like TRIR, stating that leading indicators provide real-time insight into risk and help contractors continuously improve safety outcomes. He concluded by reinforcing that people are the heart of the construction industry and that every safety program should focus on protecting workers through proactive prevention and engagement.

Sean’s legacy will not be measured solely by the buildings he helped construct, but by the people he inspired, the leaders he developed, and the positive impact he made across our industry and community.

The Midterm Message from Construction Workers Is Loud and Clear New Harris Poll survey results from six battleground states reveal a midterm wake-up call for Trump.

Associated Builders and Contractors released the results of a new survey conducted by The Harris Poll in six battleground states— Arizona, Georgia, Michigan, North Carolina, Pennsylvania and Wisconsin—which found that nonunion skilled trades workers— who make up nearly 90% of the construction workforce—are an influential voting bloc in elections and were the driving force behind Republicans’ success in 2024, including the election of President Donald Trump.

“While the working-class identity has too often been conflated with union affiliation, the data shows that nonunion construction workers voted for President Trump at a significantly higher rate in 2024,” said Michael Bellaman, ABC president and CEO. “In fact, through measures of party alignment, candidate support and policy preferences, nonunion workers in the trades consistently align more closely with the GOP than their union counterparts.

“The survey also makes it clear that working-class support should not be confused with union leadership support,” said Bellaman.

“Nonunion construction workers not only supported President Trump at a significantly higher rate than union workers in 2024, but they also vastly outnumber union workers in the battleground states that will determine control of Congress next year.

“Despite this political reality, the Trump administration continues to support the controversial project labor agreement mandate that President Joe Biden established via executive order,” said Bellaman. “The PLA mandate tells nonunion construction workers they are unworthy of participating in federally funded projects, which risks alienating a workforce that forms a critical part of the GOP’s electoral base, particularly in swing states where nonunion workers play an outsized role.

“Ahead of the midterms, President Trump and his administration have a choice,” said Bellaman. “They can reverse course and allow all workers, including the nonunion workers who powered their 2024 victory, to participate on federal projects or they can continue appeasing union leadership through policies that restrict

competition, raise costs and alienate the overwhelming majority of the construction workforce.

“In the 2026 midterms and beyond, Republicans who embrace fair and open competition will see continued support from the majority of skilled trades workers in their states and districts,” said Bellaman. “Those who support government-mandated project labor agreements in the hope that appeasing union bosses will win over rank-and-file workers are chasing a bargain the data shows does not exist.”

Highlights from the study include: • Nonunion construction workers outnumber union workers in presidential swing states, comprising 76%-98% of the construction workforce electorate.

• Merit shop support for President Trump exceeded union support across all six swing states: • In Arizona, Georgia and North Carolina, nonunion workers supported President Trump at a rate 19 points higher than union workers.

• In Michigan, Pennsylvania and Wisconsin, nonunion workers supported President Trump at a rate 7 points higher than union workers.

• Skilled trades workers oppose union preferences in federal contracting by a 2-to-1 margin.

• When asked whether the federal government should have the flexibility to select contractors based on best value for taxpayers, rather than union affiliation, 83% of nonunion construction workers agreed or strongly agreed and 73% of union construction workers agreed or strongly agreed.

IMPLICATIONS FOR THE GOP

• The administration has an opportunity to align federal contracting policy with the clearly expressed preferences of the workers who powered its 2024 victory. Continued support for PLA mandates risks signaling an alignment with union leadership rather than rank-and-file workers, including the merit shop workers who overwhelmingly supported President Trump in 2024.

• By endorsing policies that limit competition, PLA mandates risk alienating a workforce that forms a critical part of the GOP’s electoral base, particularly in swing states where merit shop workers play an outsized role. Rather than advancing a pro-worker, pro-taxpayer agenda, PLA mandates prioritize illusory political alliances over economic fairness, workforce opportunity and taxpayer value.

• Supporting true worker freedom means embracing open competition, a policy approach that empowers skilled workers, rewards performance and reflects the clearly expressed preferences of the construction workforce.

• The 2026 generic congressional ballot data reinforce the point: merit shop skilled trades workers favor Republicans by a 2-to-1 margin (51% Republican vs. 24% Democrat), with a large pool of undecided merit shop voters still in play. By contrast, union skilled trades workers gave the GOP just a 10-point edge (43% to 33%).

• In the 2026 midterms and beyond, Republicans who embrace fair and open competition will see continued support from the majority of skilled trades workers in their states and districts.

ABC of Florida Endorses BYRON DONALDS for Governor Workforce development initiative highlights focus on apprenticeships, economic growth, and industry-driven training Associated Builders and Contractors of Florida officially endorsed Byron Donalds for Governor during a stop on his “Defending the Florida Dream” tour, where he also unveiled his new workforce initiative, LaunchPad. The endorsement reflects ABC’s support for Donalds’ focus on workforce development, regulatory reform, and policies aimed at strengthening Florida’s construction industry and broader economy.

LaunchPad is designed to better align education and workforce training with real-world job demand by expanding apprenticeships, reducing bureaucracy, and connecting students directly to highwage career opportunities that do not require a four-year degree.

“Florida students deserve a direct path to a high-paying job, not a maze of paperwork that slows them down,” Donalds said during the announcement. “LaunchPad is about training at the speed of business and ensuring every young Floridian has the opportunity to earn and succeed.”

ABC leaders said the initiative closely mirrors the needs contractors across Florida continue emphasizing as labor shortages persist throughout the construction industry despite ongoing demand for infrastructure, housing, and commercial development.

cutting unnecessary regulations and expanding workforce training opportunities— especially through apprenticeships—aligns directly with the needs of our industry.”

Through LaunchPad, Donalds is proposing a coordinated statewide effort connecting high schools, colleges, and employers through work-based learning programs tied directly to in-demand industries including construction, manufacturing, and advanced trades.

ABC leaders emphasized that industry-led workforce initiatives remain critical as Florida continues to grow rapidly and demand for skilled labor increases statewide.

HOUSING, TRANSPORTATION, INFRASTRUCTURE, AND ENTERTAINMENT INVESTMENT ARE COLLIDING TO RESHAPE THE FUTURE OF INTERNATIONAL DRIVE For decades, International Drive has been known as Central Florida’s tourism corridor—a place of attractions, conventions, restaurants, and resorts built to welcome millions of visitors each year. But during ABC Central Florida’s recent Builders’ Breakfast: I-Drive in Motion, panelists painted a much bigger picture of what the district is becoming.

The future of I-Drive is no longer just about tourism. It’s about creating a fully connected district where transportation, workforce housing, infrastructure, entertainment, business, and community development all intersect at once. And for the construction industry, the scale of what’s coming is hard to ignore.

BILLIONS IN GROWTH—AND A SHIFT IN VISION

Maria Triscari, President of the International Drive Chamber of Commerce, opened the discussion with a reminder of just how significant the district already is to the region.

The I-Drive Chamber represents: • 40% of all hotel rooms across Orange, Osceola, and Seminole counties • More than 150 resorts • 450 restaurants • 900+ retail shops The corridor generates an estimated $4.7 billion annual economic impact and supports over 100,000 jobs throughout the region.

But perhaps the biggest number discussed that morning was the more than $13 billion in proposed development currently tied to the area. And unlike the I-Drive of decades past, much of that investment is no longer focused solely on visitors.

“This is becoming a real community,” was the underlying theme throughout the morning’s conversation.

Triscari shared that the Chamber partnered with Universal on the effort, with Universal even donating land for a future station as part of the proposed public-private partnership.

The SunRail Board recently approved a $6 million study to continue exploring the project and its feasibility. If realized, the corridor would do more than move tourists—it would connect the more than 25,000 residents already living in the area, along with thousands of workers employed throughout the district. Panelists repeatedly referred to the potential rail connection as a “game changer.” The proposed Convention Center station would create stronger regional connectivity while helping reduce transportation strain in one of the busiest areas in Central Florida.

INFRASTRUCTURE IS DEFINING THE FUTURE

The conversation also highlighted how infrastructure and mobility improvements are becoming critical to the district’s evolution. Pedestrian safety emerged as a major priority, particularly as the area continues transitioning into a denser, more walkable environment.

One of the most talked-about topics of the panel was the proposed Sunshine Corridor, a SunRail/Brightline expansion that would connect the airport, SR 528, and the I-Drive district.

A planned pedestrian bridge at International Drive and Sand Lake Road would serve as both a functional transportation improvement and a symbolic “gateway” into the corridor. Alberto Vargas, Planning & Zoning Division Manager for Orange County, explained that the bridge is intentionally being designed not as a divider, but as a unifier connecting the district together.

And then there’s Sand Lake Road itself.

TRANSPORTATION COULD BE THE GAME CHANGER

The seemingly never-ending construction surrounding the I-4 and Sand Lake interchange, apparently does have an end game. But the project carries historic significance as well—the Sand Lake exit ramp was the closest interstate exit to Disney when the parks opened in 1970, helping spark the original development of International Drive itself. Now dubbed the “OG Exit Ramp” during the discussion, the interchange is expected to eventually become a dramatic new entrance into the district, complete with fountains and enhanced gateway features.

RangeWater currently has more than $7.5 billion capitalized across 129 projects nationwide and focuses on creating “places and experiences that redefine community.”

TOURISM IS STILL FUELING THE MOMENTUM

The overall goal is to create a more connected district where people can live, work, and move throughout the area without relying entirely on vehicles.

Epic Universe continues to generate excitement and momentum throughout the area, while SeaWorld announced Project Canopy, a new 250-room hotel planned near Discovery Cove featuring restaurants, meeting space, retail, fitness amenities, and a spa.

Developers at ICON Park are also pursuing approximately $1 billion in additional investment into the corridor.

THE NEXT ERA OF I-DRIVE

While the district is evolving, tourism remains the engine driving much of the growth.

Meanwhile, the Orange County Convention Center continues planning for the next phase of its master plan. The Grand Concourse Expansion (Phase 5A) is expected to break ground in December 2025 and open in late 2029. Future plans for Phase 5B include a multi-purpose venue capable of hosting 18,000– 20,000 attendees while physically connecting the Convention Center’s North and South concourses. Funding remains one of the largest hurdles moving forward, with approval from the Board of County Commissioners still needed for future phases.

Additional affordable and workforce housing projects are also being discussed throughout the area, including: • Universal-related affordable housing initiatives • A proposed 20-acre affordable housing apartment project • Additional residential capacity tied to redevelopment sites near Sea Harbor Drive

Vargas closed the discussion by emphasizing the importance of “smart growth” and continued industry involvement as the district evolves. From Vision2050 planning efforts and form-based code implementation to infrastructure funding and redevelopment strategies, the future of I-Drive will depend heavily on collaboration between public agencies, developers, contractors, and the community itself.

For ABC members in attendance, the Builders’ Breakfast made one thing abundantly clear: International Drive is no longer just a tourism strip.

It’s becoming a fully connected district—and the construction industry will help shape every piece of what comes next. 

HOUSING THE WORKFORCE BEHIND THE TOURISM INDUSTRY

Another major topic throughout the morning was residential growth and workforce housing.

Mike Oliver with RangeWater discussed the company’s plans for a new 250-unit multifamily development north of SeaWorld and west of the Convention Center. The project is designed to help support the growing residential population already living within the district.

Reduces Waste and Helps Contractors Overcome the Skilled-Labor Shortage The construction industry is seeing a rapid rise in prefabrication within MEP contracting, driven by growing project complexity, tighter schedules and persistent labor shortages. Large firms have built modern fabrication facilities designed to operate with the rigor of manufacturing plants, while mid-market shops are finding ways to adopt the same principles at a smaller scale. Success depends on more than moving work inside a building. It requires discipline in how tasks are organized, how workflows are structured and how digital tools guide decisions.

This matters because construction sites are unpredictable. Weather shifts, other trades overlap, materials arrive at irregular intervals and jobsite congestion affects the pace of work. These unpredictable conditions create what many refer to as a “wicked” environment. By contrast, fabrication shops operate in a “kind” environment. They are climate-controlled, ergonomically arranged and designed to remove obstacles that slow down field production. Mechanical aids reduce physical strain, workers stay safer and teams can repeat the same high-quality results every time.

Strategic fabrication identifies the work that can be repeated from project to project. By standardizing those portions of production, contractors reduce waste and variation without limiting the craftsmanship required for custom systems. This balance allows teams to optimize labor, maintain quality and meet schedule targets while still supporting architecturally unique designs.

A strong fabrication operation is built on three essential components: workflow design and facility layout, labor and skills optimization, and digital integration.

UNDERSTANDING STRATEGIC PREFABRICATION

Strategic fabrication centers on making smart operational choices about where standardization adds value. The goal is not uniformity across the entire project. Instead, it focuses on the sections of work that benefit from consistency, predictable sequencing and material efficiency. When those elements are handled in a controlled shop environment, field crews can focus on high-skill installation tasks that require experience and judgment.

WORKFLOW DESIGN AND FACILITY LAYOUT

Efficient workflows are the backbone of a successful shop.

Production sequences must be designed with intent. Material flows need to be direct and predictable. Workstations should be arranged so that crews can move from one task to the next without bottlenecks or unnecessary backtracking. When a layout reduces motion and congestion, productivity rises while fatigue and risk of injury decline.

Thoughtfully designed workstations also allow teams to focus on precision. Proper lighting, clear work surfaces and logical material staging help eliminate errors and rework. These are advantages that are difficult to achieve consistently on active jobsites.

LABOR AND SKILLS OPTIMIZATION

ADDRESSING THE SKILLED-LABOR SHORTAGE

Women, in particular, have become highly effective fab-shop welders. Their precision, focus and attention to detail translate exceptionally well to welding, brazing and assembly tasks that reward consistency over strength. When paired with standardized shop workflows, these traits help drive high-quality output.

This does not eliminate the need for skilled craft professionals.

Instead, it allows those experienced workers to dedicate more time to complex tasks, systems coordination and installation details that require their expertise. Routine components can be produced by broader segments of the workforce, supported by digital instructions and mechanical aids.

Mechanized tools improve consistency and broaden who can participate in shop work. Instead of relying on brute strength to lift and position materials, crews use cranes, lifts, adjustable tables and other mechanical devices that allow workers of all sizes and backgrounds to succeed. This reduces physical strain, supports workforce longevity and opens the door for people who may not have previously considered a trade career.

DIGITAL INTEGRATION

Digital tracking software ties the entire operation together. Platforms that monitor material, labor hours and progress help teams make informed decisions with real-time information. They allow project managers to anticipate bottlenecks, track the pace of production and maintain accurate installation forecasts.

One of the most important financial advantages is the ability to bill for partial completion of assemblies before they reach the jobsite.

Contractors operating on tight credit lines gain a more predictable cash-flow model because progress can be verified through digital records.

“By leveraging real-time, model-based data on assembly progress and labor completion, specialty contractors can confidently substantiate billing well ahead of physical installation,” says David Wenger, senior solutions engineer at Stratus. “Because this progress is visually represented within the model, it creates a level of transparency that strengthens alignment and trust between VDC, the shop, the field and, ultimately, the general contractor and owner.”

Digital integration turns the fabrication shop into a data-driven production center rather than a collection.

The industrywide labor shortage is intensifying, and strategic fabrication offers a practical response. By replacing physically demanding field work with controlled, mechanized shop tasks, a larger portion of the workforce becomes capable of contributing.

Workers who may not feel comfortable performing heavy overhead installation can excel in a stable, structured environment that prioritizes accuracy over strength.

“Transitioning tasks into a controlled fabrication shop allows our industry to engage people who may not take on demanding field work, while the introduction of new technologies makes these roles even more appealing to younger talent,” says Wenger. “It’s a practical way to grow the workforce and mitigate industrywide labor shortages at the same time.”

The result is a more sustainable labor strategy that improves retention and expands recruiting pipelines.

OVERCOMING LABOR AND WORKFLOW CHALLENGES

Many MEP contractors face the same scenario: a mid-sized team responsible for supplying and installing mechanical piping for a multistory commercial building. When performed entirely on site, this task is labor-intensive and vulnerable to delays. Crews must lift heavy pipe into position, work around other trades and adjust to weather and shifting schedules. Fatigue affects judgment and accuracy, and timelines often stretch beyond the planned duration.

Through strategic fabrication, much of that work shifts indoors.

ABC Central Florida welcomed back Scott Shedek of the Greater Orlando Aviation Authority (GOAA) for a Builders’ Breakfast that delivered a high-level—and highly anticipated—look at what’s ahead for Orlando International Airport (MCO) and Orlando Executive Airport (ORL).

The headline? A $6 billion capital improvement program through 2030—and a clear message to contractors: there is significant opportunity ahead, but preparation and performance will be key.

A PIPELINE BUILT FOR GROWTH

GOAA’s capital plan is focused on addressing immediate operational needs while positioning the airport for long-term growth. At MCO, that includes major investments in: ■ ■ ■ ■ ■

Public parking expansions Baggage handling systems Additional gates Rental car facilities Ground transportation improvements

At the same time, they are looking ahead to future opportunities in Advanced Air Mobility (e-vert) and cargo expansion, ensuring the airport remains competitive on a global scale. At Orlando Executive Airport (ORL), the focus shifts to airfield pavement upgrades and real estate development, creating a balanced approach across both facilities.

For contractors looking to get involved, Shedek emphasized the importance of early engagement—including registering as a vendor through Open.Gov and closely tracking upcoming solicitations.

Among the most significant upcoming efforts is the Airside 2 Wing Expansion, a complex project that will add capacity while maintaining operations at one of MCO’s busiest terminals.

With Southwest Airlines operating out of Airside 2, minimizing disruption will be critical throughout construction. GOAA has already developed preliminary concepts for staging areas, contractor laydown space, and transportation routes—highlighting the level of planning required for a project of this scale. The project is expected to move forward with solicitation in Q2 and selection in Q3.

Another major initiative is the Terminals A and B Public Parking and Rental Car Expansion, designed to relieve curb congestion and enhance the passenger experience.

This project includes: ■ ■

A new parking garage and access infrastructure Relocation of rental car customer service lobbies into garages

■ Conversion of existing lobby space into revenue- generating uses ■ Expansion of ready/return areas and quick turnaround (QTA) facilities ■ Integration of EV charging and sustainability considerations GOAA is also evaluating operational impacts, including maintaining airport flow during construction and pursuing certifications such as LEED and Parksmart. This project is slated for Q3 solicitation and Q4 selection.

Additional work includes the Terminal C Parking and Rental Car Expansion, featuring a new garage of approximately 299,000+ SF, as well as the North Terminal Baggage Handling System modernization—a critical upgrade for aging infrastructure.

BUILDING ON A COMPLEX ENVIRONMENT

As Shedek noted, building at MCO today is no longer about greenfield development—it’s about building on top of existing systems.

That means: ■ ■ ■

Managing domino effects across active operations Coordinating around aging infrastructure Navigating tight logistics and staging constraints

With a 40-year-old baggage system still in use in parts of the airport, modernization is not just a priority—it’s a necessity.

GOAA’s long-term vision even includes potential connectivity between the airport’s east and west sides, as well as future discussions with the city around SunRail integration—though those remain longer-term considerations.

OPPORTUNITY—AND EXPECTATIONS

With projects of this magnitude, GOAA made one thing clear: they expect top-tier performance.

“MCO is one of the top 10 busiest airports in the world,” Shedek noted. “The construction reflects not just on the industry, but on the community.”

That means contractors must bring: ■ ■ ■

At the same time, GOAA is expanding its reach—looking beyond Central Florida to ensure they have access to the best partners available.

Still, the opportunity for local contractors remains significant.

Terminal C alone involved more than 50 subcontractors, and many firms saw substantial growth as a result.

While GOAA does not currently have all $6 billion in funding secured, they expect a mix of sources—including FAA, FDOT, and other funding partners—to support the program. In the meantime, contractors are encouraged to stay engaged, monitor bid activity, and position themselves early.

ABC members in attendance received a valuable preview ahead of GOAA’s Industry Day—that was already full—giving them a competitive edge in understanding what’s coming next.

Tourism to Technology: Osceola County’s Evolution

From NeoCity and sports tourism to mixed-use redevelopment and workforce housing, opportunity is accelerating across the county ABC Central Florida members got a fast-paced look at the enormous amount of development, redevelopment, and economic diversification happening across Osceola County during the recent Builders’ Breakfast.

And if there was one takeaway from the morning, it was this: There is a lot happening in Osceola County— and contractors who want to be part of it should start paying attention now.

The panel brought together leaders from development, tourism, and economic development sectors to discuss how the county is evolving far beyond its tourism roots into a growing hub for mixed-use development, advanced manufacturing, workforce housing, sports tourism, and public-private partnerships.

Redevelopment Is Reshaping Downtown Kissimmee

One of the strongest themes throughout the morning was redevelopment—and specifically how Osceola County and the City of Kissimmee are leaning heavily into revitalizing underutilized land while creating more connected, walkable environments.

Blanca Padilla with SkyView Companies discussed the company’s role as master developer for the Beaumont Redevelopment Project, a 20-acre mixed-use redevelopment

located in the heart of Kissimmee’s medical arts district.

SkyView, alongside general contractor Noble Construction, entered the public-private partnership with the city in 2020 after Kissimmee had spent nearly two decades assembling funding and planning for the long-awaited project.

Located within a one-mile radius of three hospitals, the vision for Beaumont centers around creating workforce and medicalcommunity housing while connecting residents to retail, office, and community space in a walkable environment.

“This is really about creating a place where people can live, work, and stay connected to the community around them,” was the underlying message throughout the discussion.

The project has already completed: ■ Three upgraded city blocks and stormwater improvements in partnership with the city.

■ Phase 1: The Allen Apartments, a 312unit multifamily development completed last March featuring “luxury living at workforce rates” ■ Planning for Phase 2, which includes a 100,000 SF medical office building and parking garage designed to better connect the district with historic downtown Kissimmee

Padilla also shared updates on the future Toho Hotel Project, a planned 120-key boutique hotel expected to break ground in late 2026 as part of a broader $120 million redevelopment effort tied to the downtown area.

Throughout the presentation, Padilla emphasized the importance of public-private partnerships in revitalizing communities and unlocking underutilized land.

Walkability and Mixed-Use Continue to Drive Development

Veronica Malolos with CapStrata Commercial discussed another major project helping reshape the county: Eden Park Kissimmee.

The 22-acre mixed-use development is designed around two major corridors with an emphasis on walkability, shaded pedestrian routes, native landscaping, and creating stronger connectivity between residents, visitors, and the nearby NeoCity technology district.

Plans for Eden Park currently include: ■ Approximately 630 apartment units ■ 50,000–75,000 SF of office and retail space Malolos praised the City of Kissimmee for understanding the value of mixed-use development and working collaboratively with developers to bring projects to life.

The project remains several years out, with RFQs expected as planning progresses.

NeoCity Continues to Expand Beyond the Vision Boards

The projects are expected to generate ongoing demand for: ■ Industrial facilities ■ Utility infrastructure ■ Manufacturing space ■ Cleanroom construction ■ Office and research space

While NeoCity may still look like “a lot of empty fields with a few buildings,” according to one panelist, the county’s long-term vision for the district continues to gain momentum in a major way.

Jason Holic with Experience Kissimmee discussed the county’s efforts to diversify its economy beyond tourism while still leveraging tourism’s enormous economic impact.

“Tourism does the most for the most people,” Holic explained, noting the ripple effects the industry creates throughout the community.

But Osceola County’s future growth strategy also heavily includes advanced manufacturing, semiconductors, photonics, and technology industries centered around the more than 500acre NeoCity district.

Recent announcements include: ■ SRS Mobility, a South Korea-based technology company, investing more than $53 million into a 110,000 SF advanced manufacturing and radar systems facility ■ ELSPES, Inc., another South Korean semiconductor company, bringing a $470 million investment and approximately 600 high-wage jobs to NeoCity through a nearly 40-acre campus developed in two phases

An eventual arts center is also planned within NeoCity as the district continues evolving into a full master-planned technology hub.

Sports Tourism and Hospitality Continue to Grow

Tourism remains Osceola County’s largest economic driver, and several major hospitality and sports-related projects were also highlighted during the discussion.

Panelists discussed a reinvestment initiative tied to sports tourism and large-scale events in partnership with Orlando City Soccer Club. The phased project is expected to create recurring construction opportunities over multiple years.

Additional hospitality projects include: ■ The Ovation redevelopment, a 650,000 SF mixed-use redevelopment of the former Hyatt property featuring hotels, dining, entertainment, attractions, and retail across 77 acres ■ A major Downtown Kissimmee redevelopment project expected to include

a 45,000 SF convention center, 300room hotel, restaurants, retail, and public amenities The downtown project alone represents more than $180 million in investment and is expected to dramatically transform the downtown core.

Opportunity Is Everywhere—But Staying Involved Matters

Throughout the Builders’ Breakfast, panelists repeatedly encouraged contractors to stay engaged, stay informed, and stay connected locally.

Many of the projects discussed remain in early planning, RFQ, or preconstruction phases— meaning opportunities still exist for contractors and subcontractors to get involved.

And while NeoCity, downtown Kissimmee, and the tourism corridor drew much of the attention, panelists noted that nearby St. Cloud is also seeing substantial growth and development activity that contractors should keep on their radar.

For ABC members in attendance, the message was clear: Osceola County isn’t just growing— it’s transforming.

And the companies that stay involved early will likely be the ones helping build what comes next. 

Collage delivered the new Winter Haven Recreation & Cultural Center in coordination with Straughn Trout Architects (now part of Grace Design Studios) who advanced the design to ensure the facility reflects the character of the original center while meeting current community needs. The team brought together a campus that emphasizes accessibility and a seamless connection between indoor and outdoor spaces.

The original facility, constructed in 1974, faithfully served residents for nearly 50 years. However, as Winter Haven expanded and programming demands increased, it became clear that the next generation deserved a space that reflected the city’s forward-thinking vision.

The new center dramatically expands capacity and functionality, introducing a double gymnasium, fitness center, flexible community and activity spaces, branch library and e-sports ready technology space business and multipurpose rooms, and a catering kitchen. Outdoors, the campus features a swimming pool, splash pad, playground, sports courts, shaded pavilions, and landscaped open space creating a true hub for residents of all ages and abilities.

This intentional collaboration reinforced the City’s commitment to local engagement and workforce participation, while integrating regional expertise into a complex municipal project. The partnership reflected Collage’s belief that community-focused construction begins with community collaboration.

Construction began on the new Winter Haven Recreation & Cultural Center with careful demolition of the original 50-year-old facility, followed by extensive site work, utility installation, and foundation construction. From there, vertical construction took shape — structural systems, building envelope, mechanical and electrical

infrastructure, and the detailed interior buildout required to support diverse programming spaces.

Coordinating such a wide range of elements required disciplined scheduling, safety oversight, quality control, and daily coordination among trade partners, all managed under Collage’s comprehensive field leadership.

Throughout construction, close coordination with City staff ensured continuity of Parks and Recreation programming. Summer camps and public services were thoughtfully considered to minimize disruption, a reflection of the City’s commitment to residents even during transition.

Fiscal stewardship was equally central to the project’s success. Under the CMAR agreement, if the project was completed under budget, 75 percent of cost savings would be returned directly to the City, aligning Collage’s performance incentives with public value and reinforcing accountability in municipal construction.

Now complete, and officially submitted for a 2026 ABC Excellence In Construction Award, the new center stands as a symbol of Winter Haven’s continued growth and resilience. It represents what is possible when a city invests boldly in its people and when construction leadership aligns with community vision.

In Winter Haven, this is not simply a replacement facility. It is a renewed commitment to gathering, learning, recreation, and connection thoughtfully brought to life through collaboration, precision, and purpose.

MAKING A SPLASH IN APOPKA Constructing Community Fun for More Summers to Come

When neighborhood developers look to create amenities that truly enhance the community experience, thoughtful design and quality construction are essential. The new Kelly Park Splash Pad in Apopka is a perfect example of how a well-executed project can transform an existing amenity center into an even more vibrant destination for families.

Constructed by JamesCo Builders, the splash pad was developed as an addition to the community’s existing recreational facilities, providing the community with a fun and refreshing way to enjoy Central Florida’s warm climate. Designed for children and families, the new water-play feature offers a safe and engaging outdoor space that will serve as a gathering point for years to come.

The project included the complete construction of the splash pad amenity site, beginning with site preparation and earthwork.

The splash pad itself consists of a reinforced concrete slab finished with a durable epoxy coating, chosen for its long-term performance and slip-resistant qualities. Decorative brick pavers surround the pad, creating an attractive and functional transition to the surrounding amenity areas.

Beyond the visible features, the project required extensive coordination of specialized systems and trades. JamesCo Builders managed sitework, underground utilities, retaining walls, fencing, installation of the splash pad play structures, and the swimming pool equipment necessary to circulate, filter, and treat the water.

The final scope also included landscaping and hardscapes to ensure the new amenity blended seamlessly with the existing community setting.

As with many amenity projects, success depended on careful planning and communication among all project partners.

From coordinating the installation of specialty water features to integrating the mechanical systems and finishing details,

the JamesCo team maintained a focus on quality, safety, and schedule throughout construction.

FIVE WAYS to Integrate Mental Health Into Construction Safety Protocols

When building your construction safety protocol, be sure to include mental health throughout.

The construction industry has made tremendous progress in reducing physical injuries by treating safety as a system: planned, reinforced and continuously improved. Falls, equipment hazards and energy isolation are no longer left to individual judgment; they are engineered into how work gets done.

Mental health, however, remains largely outside of the safety system.

This poses a safety risk because mental health conditions are associated with measurable impacts on attention, judgment, communication and risk tolerance. Fatigue, distraction and elevated stress increase the likelihood of safety-related incidents—especially in construction, where work is performed in dynamic, high-risk environments that rely on sustained attention, clear communication and sound judgment.

Here are five practical ways construction leaders can incorporate mental health into existing safety protocols without creating parallel programs or adding unnecessary complexity.

Treat Mental Health as a Job Hazard, Not a Personal Matter

Construction safety already accounts for conditions that increase risk: weather, fatigue, congestion and schedule pressure.

Mental strain belongs in that same category. Long hours, constant remobilization, rework pressure and unresolved conflict all affect

how safely work gets done. Rather than framing mental health as something workers must manage on their own, leaders should recognize that jobsite conditions and culture shape it. Including mental health considerations in job hazard analyses—particularly for high-risk or high-pressure tasks—shifts the conversation away from stigma to shared responsibility.

Build Awareness Into Daily Safety Routines

Train Supervisors to Recognize Behavioral Safety Signals

Toolbox talks, pre task plans and daily huddles are some of the most effective safety mechanisms in construction because they are short, consistent and site led. Mental health support fits naturally into these routines. That doesn’t mean turning safety meetings into therapy sessions. It means briefly acknowledging factors that affect focus and decision-making: stress, exhaustion, workload or changes in routine. Even simple check-ins reinforce the idea that safety includes how people are doing, not only what they’re doing.

When these conversations are consistent and matter of fact, these conversations normalize awareness and reduce the hesitancy to speak up before risk escalates

Construction supervisors are already trained to identify unsafe behaviors such as bypassing controls, rushing tasks or ignoring procedures. Mental health shows up through similar signals.

Changes in behavior—withdrawal, irritability, missed details and uncharacteristic risk-taking—can indicate increased safety risks.

Training field leaders to recognize these patterns, without diagnosing or labeling them, strengthens situational awareness on jobsites.

The focus should be on response, not judgment: slowing work, reallocating tasks, checking in privately and connecting workers to support when needed. Early recognition is one of the most effective forms of risk prevention.

Make Support Resources Part of the Safety System

Safety systems work when tools are visible, accessible and trusted. Mental health resources should be no different.

When employees don’t know where to turn or worry about the consequences of asking for help, they won’t use available support.

Leaders can reduce that barrier by clearly communicating mental health resources as part of the safety program, not as a remedial measure. Posting information alongside safety signage, referencing resources during onboarding and reinforcing confidentiality all help position support as another protective control, like PPE or SWA, rather than a last resort.

Reinforce That Speaking Up Is a Safety Action

One of the strongest predictors of safe jobsites is whether people feel comfortable raising concerns. That applies equally to physical conditions and mental strain. When leaders consistently reinforce that speaking up is expected, and then respond constructively, workers learn that raising concerns is part of safe work—not a disruption. This matters, especially when silence is often mistaken for resilience.

The message should be clear: asking for help, flagging overload or requesting a pause is not a failure to perform. Those are proactive safety decisions.

The Next Step in Safety Leadership

The construction industry didn’t significantly improve physical safety through slogans. Progress came when leaders acknowledged risk, embedded controls into daily work and modeled the behaviors they expected from others. Mental health deserves the same treatment.

Integrating it into safety protocols doesn’t lower standards or distract from performance—it strengthens it. The question isn’t whether mental health affects safety. Campione, a Lake County native, even graduating from Eustis High School, opened the conversation with humor, joking attendees should add “does not know how to work a microphone” to her bio before diving into a wide-ranging discussion about development, infrastructure, economic growth, and the balancing act facing one of Central Florida’s fastest-growing regions.

A County Growing at Rapid Speed The numbers alone tell the story.

In 1970, Lake County had roughly 70,000 residents. Today, the county sits at approximately 450,000 residents, with projections showing the population could exceed 626,000 by 2050—and Campione noted that estimate may actually be conservative.

That kind of growth creates both opportunity and pressure.

“There are anti-growth voices in the community,” Campione acknowledged, explaining that the county is working to strike the right balance between preserving the character and environmental assets residents value while also embracing economic development and future opportunity.

And preserving those assets remains a major priority.

Lake County voters recently approved a $50 million conservation land referendum supported by more than 70% of voters, allowing the county to continue purchasing environmentally sensitive land and protecting green space throughout the region.

Sustainability efforts are also extending into development standards, including Florida-friendly landscaping initiatives aimed at reducing irrigation-related water usage.

Keeping Jobs Closer to Home

One of the biggest challenges discussed during the event was workforce migration.

According to Campione, approximately 70% of Lake County residents currently leave the county for work each day, with many commuting into Orange and Seminole counties. In South Lake County especially, the line between Orange and Lake County has become increasingly blurred.

That daily commute impacts: ■ Transportation infrastructure ■ Traffic congestion ■ Wear and tear on roads ■ Quality of life for residents Which is why economic development has become such a major focus for county leadership.

The goal, Campione explained, is to attract and retain businesses that create jobs within Lake County itself—particularly industries that can help attract younger workers and diversify the county’s tax base.

“Commercial and industrial development helps spread the tax burden beyond residents,” Campione explained, emphasizing the importance of building a more balanced economic structure similar to neighboring counties.

Massive Growth Corridors Are Taking Shape

Much of the presentation focused on several major growth corridors and development areas already reshaping the county.

Among the most significant is Wellness Way, a more than 15,000acre development area positioned to become one of the region’s largest hubs for commercial, residential, and industrial growth.

Campione described the area as “busy, busy,” with extensive infrastructure construction already underway and major roadway connections—including future connectivity to SR 429—continuing to move forward.

Plans for Wellness Way currently include approximately 8.8 million SF of non-residential development, with a major focus on attracting businesses and employers into the county.

Another rapidly developing area surrounds the Minneola interchange, where roughly 4,000 acres are positioned for largescale mixed-use growth adjacent to the Florida Turnpike.

Current plans in that area include: ■ 1.69 million SF of retail and office space ■ 1.4 million SF of industrial development Campione also highlighted the construction of Crooked Can Brewing Company’s new location, describing it as both a destination gathering space and future brewery distribution point.

Additional opportunity areas discussed included: ■ The Mt. Dora/Sorrento corridor near the Wekiva Parkway ■ Commerce Park near U.S. 27 and SR 19 ■ More than 850 acres positioned for future industrial and mixeduse development Together, the projects represent a county actively trying to position itself for long-term economic growth rather than simply reacting to population increases.

Infrastructure Still Drives Everything

While growth opportunities continue expanding, Campione repeatedly emphasized that infrastructure remains one of the county’s biggest hurdles.

Roadway improvements, utility capacity, and transportation funding all continue impacting development timelines and project delivery throughout the region.

Some projects, she noted, are delayed or slowed specifically because supporting infrastructure must be completed first.

The county continues working with state legislators and transportation agencies to secure additional funding and improve long-term mobility throughout the region.

And while funding remains a challenge, Campione stressed that county leaders are focused on finding smarter allocation strategies rather than simply increasing taxes.

Collaboration Is Changing the Conversation

Another major theme throughout the discussion was collaboration.

Campione noted that in the past, many organizations and agencies operated in “silos,” limiting progress and communication. Today, she said, partnerships between local government, economic development organizations, schools, colleges, and industry stakeholders have become significantly stronger.

That collaboration is helping position Lake County as both a desirable place to live and a place where people can build longterm careers.

And with an A-rated school district, expanding infrastructure investment, and millions of square feet of planned development, the county is increasingly becoming a major player in Central Florida’s future growth.

For ABC members in attendance, the takeaway was clear: Lake County isn’t just growing. It’s strategically building toward what comes next. 

THE PUNCH LIST The Event Calendar Is Heating Up Faster Than the Pavement The ABC Young Professionals have come out swinging this year—and honestly, we’re starting to wonder if they even sleep.

Between a site tour at AdventHealth Winter Garden, another at the Swan & Dolphin, a headshot and panel event, and a Lunch & Learn at FINFROCK complete with a facility tour, the YPs have kept their calendars just as packed as their networking circles. And they’re not slowing down anytime soon.

June brings the annual bowling tournament while July will have members hopping from shop to shop during the next Shop Hop tour.

Speaking of things moving fast, both Spring Golf tournaments at Arnold Palmer’s Bay Hill sold out once again. Members hit the course for a day of networking, sunshine, and hopefully fewer driving mishaps than Tiger Woods behind the wheel of his own SUV. We can neither confirm nor deny whether a few golf balls also ended up in neighboring zip codes.

ABC on Tap rolled into Crooked Can in April and brought out a strong crowd of members for an evening of networking and catching up over drinks. If you haven’t made it out to one yet, don’t miss the next one in August.

These free, members-only networking events continue to be a great perk of ABC membership.

Meanwhile, April’s Whiskey Business event proved once again that bourbon and construction professionals pair together surprisingly well. Members gathered for networking, drinks, and a few 2025 Excellence in Construction trophy were handed out while talking projects, opportunities, and probably at least one labor shortage conversation before the night was over.

Builders’ Breakfasts have also stayed busy this spring, with packed rooms and conversations ranging from transportation and tourism growth to advanced manufacturing, mixed-use development, and healthcare expansion. If you missed one, don’t worry—this issue is loaded with recap articles covering the latest updates from around Central Florida.

Lake County has also been keeping ABC members on the move. The latest Contractors & Connections event brought members together for an update on growth and opportunity throughout the county, while the Connecting Lake networking event in partnership with LEAD welcomed members and prospects out to Southern Hill Farms. Attendees made new connections, caught up with familiar faces, and for some prospective members, got a firsthand look at what makes ABC membership worth it.

Training opportunities have been equally busy over the last few months. Members sharpened their skills through Lien Law Level 1 and 2 certification courses, Blueprint Reading classes, a Jobsite Immigration Readiness Bootcamp, and a workforce-focused session on Developing a Resilient Workforce. And a record number of members signed up for the “Maximize Your Membership” workshop.

One of the most creative events of the season came from a collaboration between ABC and AIA Orlando during the recent Design/Build Mini Golf event. Teams spent the day building mini golf holes entirely out of nonperishable food items before association members came out that evening to test their putting skills on the course. After winners were crowned, all food used in the event was donated to Second Harvest Food Bank. Community impact, creativity, networking, and mild putting frustration all wrapped into one event?

Sounds like a good time.

And finally, Excellence in Construction season is officially underway. The entry deadline has now passed, projects are heading to judges, and anticipation for October’s Masquerade-themed EIC Banquet is already building. Let’s just say EIC is shaping up to be more epic than Epic Universe itself—so now might be the time to start planning those masquerade looks.

But before we get there, ABC is diving headfirst into summer. We’ve got the Builders BBQ Bash coming up for members and their families to enjoy some fun in the sun together, and with the ABC of Florida State Convention right around the corner, ABC may have officially planned both your company picnic and your summer vacation for you.
