Dear AANC Members,
This year marks a special milestone for the Apartment Association of North Carolina as we celebrate our 40th Anniversary. For four decades, AANC has brought rental housing professionals together across our state to learn, lead, and advocate for our industry.
We kicked off this anniversary year with a strong Board of Directors meeting in Fayetteville on January 21st — a great reminder of how engaged and invested our leadership truly is.
I’m also thrilled to welcome our newly appointed board members who have joined us in advancing AANC’s mission. Their diverse backgrounds and depth of experience strengthen our leadership and position us well for the year ahead:

One of AANC’s biggest highlights this year (and a personal favorite of mine), is the 2026 AANC CONNECTed Conference in Raleigh. CONNECTed continues to be the premier event for education, advocacy, and networking in our industry. And this year, we’re adding something exciting and new.
On Wednesday, May 13, AANC will host our inaugural Rental Housing Developer Day. This targeted experience is built specifically for developers, project managers, and development leaders. Focused sessions will bring together code officials and utility partners for real conversations about the issues shaping rental housing in North Carolina. Registration is available for the Developer Day as a standalone event or as an add-on to the full CONNECTed Conference. Space is limited, so I encourage you to take a look at the schedule and register today.

MARCH 2026
The North Carolina General Assembly will convene the 2026 Short Session on April 21. Short Sessions typically focus on budget adjustments, technical corrections, and a limited number of targeted policy proposals, but with the more compressed timeline of the short session, issues can move quickly and with little notice.
As we head into Short Session, AANC is focused on policies that promote housing affordability, regulatory clarity, and a fair, efficient legal framework for rental housing in North Carolina. AANC is in the process of finalizing the legislative and regulatory agenda for this year, but we anticipate discussions and potential movement in the following areas:
LEGISLATIVE PRIORITIES
• Statewide consistency in housing law – support policies that maintain clear, uniform landlord-tenant standards across North Carolina to provide predictability for residents and housing providers alike.
• Court efficiency improvements – advance reforms to improve the efficiency and consistency of small claims and summary ejectment processes.
• Reducing barriers to housing supply – work to address regulatory and cost drivers that impact housing development, including zoning barriers and inconsistent building code interpretation.
• Rental application fraud – explore balanced, practical solutions to combat increasing rental fraud schemes affecting rental housing providers and residents.
• Property tax reform – advocate for policies that improve transparency and stability in local property tax practices, recognizing their direct impact on housing affordability and operating costs.
REGULATORY ENGAGEMENT
• Fire watch – evaluate solutions that allow for reasonable flexibility in fire watch requirements during severe weather and declared states of emergency, while maintaining strong life-safety standards.
• Insurance costs – examine policy options to mitigate rising insurance costs and their effect on rental housing operations and affordability.
• Building Code Council participation – once reconstituted, engage with the Building Code Council to support costeffective updates to the State Building Code and provide input on proposals that may impact housing supply or development timelines.

During this year’s primary election cycle, the Multifamily Housing Coalition of North Carolina (MHCNC), AANC’s independent expenditure committee funded through employer contributions, provided targeted support in three key legislative races.

MHCNC conducted focused voter outreach in each district through tailored mail pieces highlighting the candidates’ leadership on housing affordability and related legislative priorities. These efforts reflect AANC’s growing presence in state government affairs and our commitment to keeping housing issues front and center across North Carolina.

AANC CELEBRATES 40 YEARS
The Apartment Association of North Carolina is 40 years old this year!
On June 19, 1986, the Apartment Association of North Carolina (AANC) was incorporated as a nonprofit to provide a unified voice and shared resources for the apartment rental industry throughout North Carolina. Early leaders Ned Bishop, Lisa Dellinger, and John Kitchens, served as board officers soon after AANC’s formation and hired Ken Szymanski to fill the role of Association Executive for both the Greater Charlotte Apartment Association (GCAA) and AANC. The AANC offices remained in Charlotte where Ken served both AANC and GCAA as AE for the next 30 years.

In the early years, AANC worked on supporting and protecting members by focusing on statewide landlord-tenant legislation and regulatory monitoring at the NC General Assembly. As membership grew across the state, AANC developed a legal handbook and standardized lease forms, helping members save money and time.
Throughout the 2000s, AANC’s government affairs and lobbying efforts grew in strength and number. In 2008, 80 industry representatives gathered in Raleigh and participated in AANC’s first Legislative Day. Over the next several years, AANC laid the groundwork for the future of the organization and the rental housing industry in North Carolina. Key activities included:
• 2009 - AANC PAC Established
• 2010 - AANC's website launches
• 2013 - Legislative Day has a record-setting 170 attendees
• 2015 - Legislative Day expands to include the AANC Education Conference, bringing 394 attendees.

Brownlee was hired in 2016 as AANC’s first full-time Executive Director. Since that time, AANC has grown from a staff of one to a staff of five and has expanded the resources and benefits provided to members as well as all NC affiliate associations.
ADVOCACY
Thanks to AANC’s Government Affairs staff and volunteers, AANC maintains a strong presence in legislative and regulatory affairs and has experienced increased success over the years in passing industry friendly legislation. The AANC PAC continues to grow, allowing more significant contributions to more candidates who support the industry. AANC also established an independent expenditure, the Multifamily Housing Coalition of North Carolina (MHCNC) to support candidates and causes that align with industry goals.


EDUCATION
AANC’s Legislative Lobby Day is now held in conjunction with the AANC Education Conference, known as CONNECTed. The conference is held annually and provides 8 CECs over two and a half days of learning and networking. The conference, which now also includes a Trade Show, brings 750 attendees to Raleigh each year, with 100-150 participating in Lobby Day.

MEMBER BENEFITS/RESOURCES
The lease developed by AANC in its early years and created as a member benefit, was sold to the National Apartment Association (NAA) in 2020. As of today, 85-90% of AANC member units are using NAA Click & Lease, with proceeds from the lease now a source of income for AANC and all NC Affiliates, enabling them to further expand their advocacy and other member support services.
Over the years, AANC has continued to grow and expand activities and resources to benefit members throughout the state. These include:
• The establishment of the State Suppliers Council to provide networking opportunities for suppliers while also giving suppliers a voice with regard to the Trade Show and supplier resources.
• Recognition and leadership opportunities through the establishment of the AANC Hall of Fame, 20 on the Rise, and Leadership Lyceum.
• A variety of scholarships to assist in the costs related to attending the CONNECTed conference or in obtaining nationally recognized certifications.

• Quarterly webinars offering panel discussions from industry experts on various topics around the multifamily industry.

As AANC celebrates 40 years of service, it stands as a testament to the vision of its founders and the dedication of the volunteer leaders, members, and staff who have shaped its growth. AANC has remained steadfast in its mission to advocate for, educate, and support North Carolina’s rental housing industry. With a solid foundation in advocacy, a premier statewide conference in CONNECTed, expanded member resources, and a growing PAC and coalition presence, AANC is well positioned for the future. We’re excited for the years to come.

Fee Transparency in the Rental Housing Industry

In recent years, we have seen an increase in fee-related litigation and federal enforcement actions relating to fees around the country, with notable examples including a Virgina lawsuit tied to lease fees that allegedly shifted a landlord’s statutory burdens to a tenant; an enforcement action in Georgia against a single-family housing provider for a variety of unlawful actions (fees, evictions, security deposits, etc.); an enforcement action in Colorado against a multi-family provider with a focus on advertised rental prices; and closer to home – a North Carolina lawsuit initiated by the state’s Attorney General targeting what they call “price fixing” on rental rates. As can be seen, fees that are charged in rental housing lease contracts are being challenged more frequently and litigated more fervently. This article will take a broader look at fees through the lens of “fee transparency.”
On the federal side, when attacking purportedly improper fees and the implementation of said fees, the typical statutory references cited relate to Section 5 of the FTC Act, 15 U.S.C. § 45, as well as the GLB Act, 15 U.S.C. § 6821 et seq. These are federal statutes focused on protecting consumers from false, misleading, unfair, or deceptive practices as well as protecting consumer information from being obtained or solicited under false pretenses. The most analogous North Carolina laws would fall within North Carolina General Statute Chapter 75. You’ve probably heard references to these laws when your legal team references “Unfair and Deceptive Trade Practices” or the “Fair Debt Collection Act.”

I am honored to be your 2026 Chair for the State Suppliers Council. As we celebrate the 40th Anniversary of the AANC, it may surprise you to know our Suppliers council is only 10 years old. I would like to take the opportunity to acknowledge how we got to where we are, because it truly matters. So let me take a moment to thank our past Chairs in the order they served the Council: Rebecca Rosario, Julie Howe, Dale Holder, Cindy Nitschke, Betsy Cunningham, Leah Forrest, Elizabeth Riley and Liz Newkirk.
2026 is already shaping up to reveal its challenges but also, already yielding great potential! Your 2026 AANC CONNECTed Conference is simply going to be bigger, and better, than ever before. You need to get registered, and get involved, NOW. The Trade Show component has long been sold out, so THANK YOU to our suppliers. The sessions are stacked with talent and the opportunity to learn and grow. Three PACKED days of events and engagement- I cannot wait!
Our council is off to a phenomenal start, and I am so thrilled to share the lead with Natalie Hart as Vice Chair and Brian McCarthy in the newly created role of Secretary. A role created with an eye towards extended leadership time and to provide the chance for additional affiliates across the state to expand their voice. Our membership is growing and we welcome our several new voting members recently added to State Suppliers Council (SSC) roster.
Finally, as we continue to lean into to the questions and needs of our fellow suppliers, I am excited to share that the May meeting of the SSC will be held in conjunction with the 2026 AANC CONNECTed Conference. We will hold an in person OPEN MEETING where suppliers from across the state can join us and see, firsthand, what we do and consider joining us on the journey! I look forward to the meeting, and I very much look forward to serving you in 2026!

GREATER CHARLOTTE APARTMENT ASSOCIATION (GCAA)
The Greater Charlotte Apartment Association didn’t just start 2026; we launched it at full speed.
We kicked off the year with our Annual Charity Bowling Tournament, and this year we turned the energy all the way up. Yes, there was bowling (and the competition was fierce), but we didn’t stop there. We rented out the entire entertainment venue so teams could battle it out in the laser tag arena and put their problem-solving skills to the test in immersive escape rooms. It was connection, competition, and community all rolled into one unforgettable charity event. Through laughter, the lanes, and our always-popular raffle, we raised critical funds to support scholarships through the GCAA Education Foundation - investing directly in the future leaders of our industry.

Hot on its heels was our Annual Multifamily Economic Forecast Breakfast, where the excitement shifted from bowling lanes to bigpicture strategy. Attendees gained powerful insights into what’s ahead for 2026 and beyond.
From evolving expectations around industry transparency to the realities, both the advantages and growing pains, of being one of the fastest-growing metropolitan areas in the country, the room was filled with “aha” moments. The discussion challenged operators, suppliers, and leaders to think differently about market positioning, operational efficiency, and long-term planning. It wasn’t just a forecast; it was a call to action for smarter goals, sharper initiatives, and stronger performance in the year ahead.

GREENVILLE AREA PROPERTY MANAGERS ASSOCIATION (GAPMA)
GAPMA is off to a busy start in 2026. We are proud to have Stephanie Schroeder with Brownlee Whitlow Praet, PLLC join the AANC State Suppliers Council on behalf of GAPMA. GAPMA members are invited to the Member Orientation on March 26 to do a deep dive into their member benefits and connect with colleagues.
PIEDMONT TRIAD APARTMENT ASSOCIATION (PTAA)
PTAA hosted its Annual Dinner on February 18 in Greensboro. Along with celebrating the swearing in of three new board members: Tom Gwyn, Apartment Dynamics; Elizabeth Anne Richardson, Phillips Management Group; and Jeremy Stowers, Ginkgo Residential, the night featured comments by North Carolina Insurance Commissioner Mike Causey.

TRIANGLE APARTMENT ASSOCIATION (TAA)
TAA kicked off the year with its annual Membership Dinner Meeting, uniting members to honor new leadership and anticipate an exciting 2026. During the event, Heather Crowley, director of central support at Bell Partners Inc., was officially installed as President, along with the newly appointed 2026 board of directors. The evening also paid tribute to the valuable contributions of outgoing leaders, including former presidents Berry Craven of Ginkgo Residential, LLC, and Franklyn Rodrigues of Willow Bridge Property Company. TRIANGLE APARTMENT ASSOCIATION (TAA) continued
Professional development and evolving education
Seventeen maintenance professionals recently completed the Certificate for Apartment Maintenance Technician (CAMT) course at TAA. Over three months, participants strengthened their skills across core maintenance disciplines, combining technical instruction with hands-on application. Programs like CAMT directly enhance on-site performance, helping teams respond efficiently to service requests, reduce preventable repairs, and protect property assets.

TAA’s educational offerings continue to evolve based on member input. In 2025, TAA conducted a membership survey to identify challenges and priorities our members face. This year, that feedback is guiding the expansion and refinement of TAA’s programs.
Earlier in 2026, members attended Immigration Agents’ Demands for Tenant Data: Legal Risk and Best Practices, which addressed the legal and operational considerations housing providers face when authorities request residential information. CAMT candidates participate in hands-on training modules designed to build essential maintenance skills.
The Your State’s New Landlord-Tenant Laws updated members on 2026 legislation, responding to continued interest in legal issues. Additionally, an Employee Engagement course is scheduled to support stronger, more engaged teams.
Supporting members through advocacy
Through its Government Affairs work and the TAA PAC, the Triangle Apartment Association advocates for the multifamily industry at the local, state, and federal levels. By engaging with legislators and monitoring policy developments, TAA helps protect member businesses and collaborates on meaningful housing solutions. Supporting the PAC strengthens this advocacy. In 2026, TAA will host a sporting clays event to raise funds for these efforts.
Upcoming events
Members can look forward to the annual trade show on April 1, themed “Treasure the Trade.” The event will bring together multifamily housing professionals and supplier members for networking and to explore innovative products and services.
With a full calendar ahead, TAA is excited to join our fellow affiliates in supporting the multifamily industry across the state.
