Dear AANC Members,

As we move into the heart of the holiday season, I am filled with gratitude and optimism. This time of year naturally invites reflection—on the challenges we have faced, the progress we have made, and the people who have walked alongside us through it all. It is also a moment to look forward with intention and hope as we prepare to welcome a new year.

This past year has been a strong one for the Apartment Association of North Carolina. Thanks to the dedication of our Board, committees, partners, and members, AANC continues to be an effective advocate for the multifamily housing industry. Together, we made meaningful legislative strides—protecting the rights of housing providers, supporting responsible policy, and ensuring our voices were heard on issues that directly impact our communities and residents. Your engagement, whether through advocacy efforts, committee service, or continued membership, makes that success possible.

In October, the AANC Board of Directors gathered in Asheville, North Carolina for our fall meeting. The setting was breathtakingly beautiful and remarkably peaceful. Being together in that space felt especially meaningful as we reflected on the one-year anniversary of Hurricane Helene devastating that area. The resilience we witnessed in the community of Asheville—and across Western North Carolina—was a powerful reminder of the strength, determination, and unity of North Carolinians and Americans alike.

In an age when it can feel as though there is always difficult news on the horizon, our time in Asheville served as a grounding reminder: if you choose to look for the good, you will always find it. It is present in the people rebuilding their homes and businesses. It is present in the spirit of collaboration within our industry. And it is present in the unwavering commitment of our members to provide housing, support their teams, and uplift their communities.

As 2025 comes to a close, I want to thank each of you for being part of AANC and for the passion you bring to your work every day. I am excited about the opportunities ahead of us in the New Year and confident that together, we will continue to strengthen our industry, serve our residents, and support one another.

From my family to yours, I wish you a joyful holiday season and a safe, prosperous, and fulfilling New Year.

After another productive and successful 2025 legislative session, we are now turning our attention to what comes next. As we begin updating our legislative and regulatory priorities for 2026, we want to hear directly from you. Your on-the-ground experience is essential to identifying issues that need attention at the General Assembly or through regulatory bodies such as the North Carolina Building Code Council.

While portions of the 2025-2026 agenda have been completed or will carry forward, we know the landscape continues to shift. New challenges emerge each year, whether from evolving code interpretations, local ordinance changes, rising insurance costs, staffing pressures, or operational issues that weren’t on the radar even a year ago. Your perspective ensures our time, research, and political capital in 2026 are aligned with the practical realities you face in the industry.

Please take a few minutes to COMPLETE THE SURVEY and share your insights by December 5, 2025. And importantly, you do not need to have a proposed solution to share feedback. If you feel there is a law or regulation creating confusion, slowing down operations, or adding unnecessary cost or complexity, please let us know via the survey, even if you’re unsure whether a fix is possible or what it might look like.

So, Did the CARES Act Go Away or Not?

If you’ve been asking this question, you’re not alone. And in the best lawyer response we can muster, the answer is: it depends. It depends on exactly what you mean by “go away.” But the better question, really, is how do the several developments related to the CARES Act over the last year or so apply to your properties, and to North Carolina landlords in general.

Of course, everyone reading this is aware of the CARES Act. And more specifically, the CARES Act’s 30-day notice period pertaining to eviction cases. Well, just a brief reminder: the CARES Act – enacted during the early days of the COVID-19 pandemic – did several things, not the least of which was to establish a 30 day “demand to vacate” requirement before a “covered” property can file for an eviction based on non-payment of rent. And while several states have upheld the Act’s 30-day notice provision – citing that it did not end after the “temporary” 120-day eviction moratorium period – recent developments may provide covered landlords with some relief.

One of the primary cases focusing on this notice provision came out of Virginia, where the Virginia Court of Appeals held that the 30-day time period contained in the CARES Act does not prohibit the filing of an eviction action prior to the expiration of the 30-day notice period, only the actual removal of the tenant via the execution of a writ. What this means is that the 30-day notice can run concurrently with the eviction filing. And while Virginia law is not binding on North Carolina courts, absent any contrary NC precedent, it is instructive.

AANC is proud to announce the Class of 2026 for the Leadership Lyceum, our premier program that develops and empowers emerging leaders in the multifamily industry. This year’s class will meet three times, focusing on Association Leadership, Legislative Advocacy & Impact, and Connected Leadership in Multifamily, and will be recognized at the AANC 2026 CONNECTED Conference.

A special thank you to the AANC Affiliates, the State Suppliers Council, the AANC President, and the NextGen Committee for their efforts in assembling this outstanding class.

AANC wishes to congratulate the following NC affiliates who had the highest growth from October 2024 – October 2025 in comparison to all other affiliates across the country.

Of Affiliates with 75,000 or more units, the Greater Charlotte Apartment Association (GCAA) ranked second in highest unit growth, with an increase of 15.79%. GCAA also had the largest net growth of units, larger than any other affiliate, with an increase of 30,000 units!

Of Affiliates with 74,999 units or less, the Apartment Association of Western North Carolina (AAWNC) ranked fourth in largest percentage of unit growth, with an increase of 24.67%. AAWNC also ranked fifth for largest net growth of units in this category, with an increase of 4,442 units.

For all NAA Affiliates, Greenville Area Property Managers Association (GAPMA) experienced the largest percentage growth in supplier count, with an increase of 81.82%

PTAA Provides SECU House Family Meal from the Piedmont Triad Apartment Association (PTAA)

PTAA members gathered in September to make a family-style spaghetti meal for people staying at SECU House in Winston-Salem. SECU House provides a place to stay while undergoing treatment at a local medical facility, giving people some peace of mind with a local bed and a place to relax, rather than traveling long distances to receive treatment. This event, organized by the PTAA Community Connect Committee, is one of many ways PTAA members give back to the local communities.

TAA Supports Special Olympics of North Carolina from the Triangle Apartment Association (TAA)

As part of the 2025 TAA Day of Service, TAA Members, along with their friends and families, came together to volunteer at the Special Olympics North Carolina (SONC) Summer Games. Organized by TAA’s PR & Community Outreach Committee, the group had the privilege of supporting athletes at two premier events: Athletics and the Victory Dance celebration.

With five volunteer roles filled with TAA members, their presence was felt throughout the venue. Volunteers warmly welcomed guests, guided athletes to their competitions, and helped present awards.

This marks TAA’s second year participating in the SONC Summer Games, and we are proud to see growing support for such a meaningful organization.

We would like to extend our congratulations to all the SONC athletes, and we look forward to continuing our involvement in the years to come.

Today - Tuesday, December 2 – On Giving Tuesday, we invite our entire membership to tune in to the LIVE Giving Tuesday Podcast, where members will take on wild and creative challenges to raise funds for this year’s charity partner, Entryway Charlotte.

We are excited to host a day of fun that will benefit the work being done at ENTRYWAY, where they offer a hand up to economic self-sufficiency by providing career training, employment, and housing in partnership with our real estate partners.

AANC SCHOLARSHIPS

The AANC Diversity, Equity & Inclusion Scholarship was established as an opportunity for multifamily housing industry professionals from historically underrepresented demographics to participate in education and networking opportunities at the annual AANC CONNECTed Conference. 2026 Scholarship Recipients will receive paid entry to the 2026 connected Conference in Raleigh (May 11-13, 2026), lodging, and a $100 stipend. Deadline to apply is January 31, 2026.

The Larry Cranford Memorial Scholarship honors the legacy of one of North Carolina’s most respected multifamily housing leaders. For 25 years, he taught apartment management and maintenance courses across North Carolina and served as AANC President from 1996–1998.

This scholarship provides up to $1,000 to support the professional growth of rising stars in the multifamily housing industry to advance their careers through education and development.

A Message from Outgoing AANC State Suppliers Council Chair, Liz Newkirk

As I close out my term as the 2025 AANC State Suppliers Council Chair, I want to express my sincere appreciation to our supplier community. Your engagement, collaboration, and commitment have made this year incredibly impactful. It has been a privilege to serve and help strengthen the statewide supplier voice across the AANC network.

This year, I also had the opportunity to create a new leadership role, Supplier Council Secretary, designed to give council members hands-on leadership experience while supporting the incoming Chair and Vice-Chair. WHAT’S HAPPENING AROUND THE STATE IN THE MULTIFAMILY INDUSTRY

GREATER CHARLOTTE APARTMENT ASSOCIATION (GCAA)

We’ve closed out the last quarter of 2025 with incredible momentum, fully embracing the “work hard, play hard” ethos. Members had last-chance opportunities to earn Continuing Education Credits and take industry credential exams in our conference rooms proving dedication and ambition in action.

When it came to fun, our supplier sponsors delivered! Members connected at a Halloween costume party and later donned their ugliest holiday sweaters for another unforgettable celebration. On Veterans Day, we released a special edition of our Morning Perks Podcast, featuring our member- and veteran-owned supplier, VETS Junk Removal & Dumpsters.

Our team also had the privilege of traveling to Atlanta, where our Executive Director, Kim Graham, was installed as the 2026 NAA Association Executives Council President a remarkable honor for our Association.

PIEDMONT TRIAD APARTMENT ASSOCIATION (PTAA)

NAA Chairman Chris Burns was one of the featured speakers at the PTAA’s 2026 Industry Forecast Breakfast: State of the Triad in High Point on November 18. This breakfast brought together leaders from across the PTAA membership to hear and discuss at the economic, political, and market factors that could impact their businesses in 2026.

Joining NAA Chairman Burns was Nick Leverett of CoStar, who guided PTAA members on the Triad apartment market for 2026. This breakfast also included an economic development presentation by Loren Hill of the Carolina Core, a policy and government panel that included AANC’s Sarah Wolfe DuBose, and introductory remarks by newly appointed NC Representative Amanda Cook.

TRIANGLE APARTMENT ASSOCIATION (TAA)

This quarter at TAA featured opportunities for ongoing education, collaborative discussions, and a celebration of those who contribute to our industry.

The event "Inside the Multifamily Mind" brought together TAA supplier members for a session with four leaders from property ownership and management. They shared valuable insights on effective communication with decisionmakers, navigating the bidding process, and becoming essential resources for the apartment industry. The strong turnout and engaging discussions highlighted the importance of these conversations, and we look forward to offering more sessions next year.

TRIANGLE APARTMENT ASSOCIATION (TAA) (continued)

Two roundtables facilitated meaningful dialogue among TAA members. Owner and operator executives participated in a regional roundtable that focused on shared challenges and innovative ideas. Simultaneously, maintenance and service professionals engaged in a discussion centered on best practices and mentorship. Both groups benefited from the opportunity to learn from each other and network across teams, and we anticipate expanding these roundtables to additional groups in 2026.

In October, 29 TAA CAM students advanced their careers by completing their CAM credential program classes and are now preparing to schedule their exams. These students are acquiring valuable skills that

will benefit their teams and the community they serve. We extend our gratitude to our NAAEI instructors for guiding this cohort toward success. Each year, we witness new students committed to earning credentials, reflecting a strong dedication to professional growth.

The Triangle Outstanding Performance Stars (TOPS) Awards concluded the season with a celebration of the individuals who make our industry exceptional. A total of 144 nominees were recognized across 21 award categories, honoring individuals, teams, and communities for their outstanding contributions. The evening not only celebrated their achievements but also highlighted the passion and dedication driving our industry forward.

Mortgages: “President Donald Trump has suggested creating a new, 50-year mortgage plan as a way to encourage young people to buy real estate, according to a post on his Truth Social platform. The U.S. Director of Federal Housing Bill Pulte also replied on X, saying that the agency was working to institute the new housing proposition.” (ABC News)

Flood Insurance: The National Flood Insurance Program (NFIP) faces impacts from the government shutdown. Though existing policies remain active, any changes, new policies and more cannot be implemented. Borrowing power has also been limited amid hurricane season. Read the latest.

ROAD to Housing Act: Last month, the Senate passed the ROAD to Housing Act, a collection of several prohousing policy solutions.
