Outline The purpose of this study is to deepen the understanding about the landscape of Kyoto and motivate the communication between different cultures. Professors and students from both Kyoto University and Pratt Institute in USA will work to complete a design or planning of East Kujo, the target area, in a one-day workshop. The results and findings of workshop will be summarized as digital booklet and planned to openly shared with the public.

Existing Conditions Population: The population of East Kujo is decreasing and there is serious problem of aging population with too few children in the area. Moreover, there are some problems troubling discriminated group, the elderly, and the handicapped people. And based on the historical development, many foreigner residents are living in the East Kujo area.

Land Use: The land of target area is mainly utilized for housing, especially for the municipal houses. And there are a number of commercial facilities and public facilities between the housing area. There are low or unused areas which have high potential to develop. Based on the master plan of this area, those low or unused lands are supposed to develop community housing (housing for residents who have lost their homes due to the renovation of this area) and parks or other public facilities.

Subsidies to complete the revitalization would be received from the national government.

Transportation: The target area is on the southwest side of Kyoto Station and in walkable distance from Kyoto Station. A street named Kawaramachi Dori next to the site is one of the main streets in Kyoto.

Natural Environment: The Takase and Kamo Rivers flow through the study area. Along the Kamo River, promenade, public park and path with cherry trees row can be enjoyed and are regarded as relaxation and resting spaces for citizens.

Opportunities Not only there location of the Cultural Agency of Japan from Tokyo to Kyoto and the policy of promoting the regional development by using cultural power, but also the relocation of Kyoto Municipal Art University will improve the possibility of developing the target area by the power of culture and art.

(Kyoto Municipal Art University introduction) In addition to the basic education and research facilities, music hall, gallery, studio, cafe and other related facilities are planned to be constructed to exhibit the research or educational results and to attract tourists. -Design Concept of Art University: creating a new symbolic zone of “Cultural and Art City Kyoto" for the east area of Kyoto entrance— Kyoto station, which can promote the social interaction between various people.

According to the master plan of green space in Kyoto City, the site is located at the point where the two green axes intersect, and ecosystem of the Kamo River and the Takase River could be connected to achieve higher quality green space. The Takase and Kamo Rivers flowing through the site could offer opportunities to create a green network to bring a comfortable living environment and good environment for creative activities. Since the target area is near to Kyoto Station, traffic convenience is high and urban infrastructure has been highly developed.

Identified Priority Issues ・It is necessary to achieve the revitalization by using regional culture and art. Furthermore, cooperation with the surrounding area can attract new people or residents. ・It is necessary to promote the migration and the settlement of residents especially for the young, to stop the population decreasing and the aging, and to secure the human resource of the future urban planning. ・It is necessary for various people to recognize each other's diversity.

While inheriting history, we aim to be a base for the creation and transmission of art in the future. To that end, we will create new network of green nature, new exchange of people through art, new distance between buildings and river, based on the Takase River located in the center of the town, and deepen the relationship of the whole town. 歴史を受け継ぎながら、将来的には芸術の創作・発信の拠点を目指す。 その為に、町の中心に位置する高瀬川を基軸に、 緑のネットワーク・芸術による人々の新たな交流・建築物と川との 新たな距離感を作り出し、町全体の関係性を深めてゆく。

○ Cherry trees planted in post-war reconstruction (Showa era∼) In Kyoto after the war, in response to the increase in tourists and the booming economy, cherry trees were planted for sightseeing purposes in Kyoto, locals, and existing tourist spots. Most of the trees along the Takase River were willows, but a small amount of cherry blossoms were planted as trees feeling Kyoto. After that, the cherry tree was planted on the willow-based row of trees, and it changed to the cherry-tree-based row of trees. Along with the surrounding environment, it has been evaluated as a symbolic view of Kyoto, and a cherry tree renewal project is under way.

The East Kujo neighborhood on the banks of the Takasegawa and Kamogawa rivers is experiencing decline through a rapidly aging and decreasing population, poor infrastructure and public space, and a lack of sense-of-place. Enhancing the public realm in anticipation of the nearby relocation of Kyoto Municipal Arts University would help to generate new interest and investment, revitalizing the neighborhood for generations to come. Our approach to the revitalization plan involves significant development of public space and public realm amenities in tandem with high-quality housing, commercial, arts-oriented, and community spaces to serve a diverse set of community needs. 高瀬川・鴨川流域の東九条付近は急速な高齢化・人口減少・インフラ・公共空間の不足、 場所への意識の欠如などで衰退している。京都市芸術大学の移転に合わせて、公共空 間を強化することは、新しい経済活動を生み出す一助となると考えます。我々のアプ ローチは、住民の多様な ニーズに応えながら、高品質の住宅、商業、芸術指向、コミュニティスペースなどを 含む公共空間とそのアメニティの開発を行います。

KYO-REA TOWN Drawing upon the significant Korean heritage in East Kujo, we propose creating a new identity for the area by renaming it Kyo-Rea Town: illuminating the Korean population while tying the area to its physical Kyoto roots.

01 Kyo-Rea Town Approach The East Kujo neighborhood on the banks of the Takasegawa and Kamogawa rivers is experiencing decline through a rapidly aging and decreasing population, poor infrastructure and public space, and a lack of sense-of-place. Enhancing the public realm in anticipation of the nearby relocation of Kyoto Municipal Arts University would help to generate new interest and investment, revitalizing the neighborhood for generations to come. Our approach to the revitalization plan involves significant development of public space and public realm amenities in tandem with high-quality housing, commercial, arts-oriented, and community spaces to serve a diverse set of community needs.

02 Design of Each Zones Kyo-Rea Town Gateway Park A gateway park and public space is created in the north, acting as a transitional space to welcome everyone to the neighborhood while encouraging them to stay through comfortable seating and lawn spaces. A language and community center is present to bridge any communication barriers between people, while public amenities such as a restroom and water fountains serve basic needs. This space is designed to be flexible and able to meet diverse needs with its multi-functional capabilities. Paper lanterns, unique streetlights, and a welcoming gateway arch in traditional Korean and Japanese colors and styles also serve as a way to build identity and sense of place within the neighborhood.

Municipal Housing Adjacent to the Gateway Park, two new mixed-use municipal housing buildings are to be developed: ground-floor retail and commercial spaces create spaces for the community to build livelihoods through entrepreneurship, while high-quality housing set back from the street occupies the upper floors to provide living space. The architectural design of these buildings imitates traditional Kyoto machiya homes with pitched roofs and local materials, while the high-rise nature serves to contextualize the existing municipal housing in the area.

Japanese Garden & Public Market Across the Takasegawa, a large traditional Japanese garden surrounds a pond made from diverting the river into the site, creating a beautiful and meditative space for the community. Steps down into the river from the edge of this site encourage play and access to nature, which is something that has been lost in this neighborhood.

Adjacent to the garden is flexible space for a public market where people from the community or nearby can come to sell their wares during festivals or during evenings and weekends, drawing people from outside the neighborhood in. Behind the garden is another flexible space covered by a green canopy that can serve as a community center for education or cultural programming. Retail and commercial buildings exist on the south side of the garden, which can serve as a place for people to rent kimono or traditional Korean clothing and take photos in the garden and around the neighborhood: a very popular tourist activity in Kyoto.

Commercial Spaces Next to the garden and market space exists a compact retail and commercial development on two levels: the ground-floor as small, locally-owned businesses and restaurants and the second floor as larger community amenities such as a convenience store, grocery store, and medical and social services. The precise arrangement of these uses can be adjusted to ensure strong foot traffic will support alll businesses.

River Unity Park The plot of land between the Takasegawa and Kamogawa rivers is used as a family-oriented park to establish a physical connection between the two rivers, and a metaphorical connection between the two dominant cultures in Kyo-Rea Town. A reflecting pool and splash park would serve as a physical connection to the water, mirroring an elevated berm at the same height as the Kamogawa riverbank that provides views of the river and the rest of the neighborhood. This interactive and playful space provides a space for intergenerational interactions and attempts to bring life to this waterfront neighborhood.

Artist Housing & Workspace The next zone contains a similar housing format to the proposed new municipal housing, focusing on providing work and retail space for artists. The presence of the Kyoto Municipal Arts University will draw people with creative backgrounds who will need space to create new things; a partnership with the adjacent recycling center to reuse materials for creative purposes could blossom between the artist housing and the recycling center. An educational community space between the center and the artist housing also enhances the community's connection to sustainability and culture through the arts.

Along the river bank Unique public seating along the street builds identity while also serving a critical social need for the aging population and expected new residents to be able to rest and participate in the public realm. Bubbling water fountains along the banks of the Takasegawa draws people to the water and adds to the tranquil sound experience of the place.

One physical manifestation of this is to plant Japanese Sakura trees in tandem with Korean Dogwood trees along the streetscape to enhance the Korean and Japanese identity of the place while cultivating strong green infrastructure along the riverbanks.

Our vision for this neighborhood resolves around the existing residents and explores ways we can enhance their lives, build intergenerational connections, and create a sustainable community, both in terms of the physical infrastructure and the cultural vibrancy. Our vision starts with a multi-phased community engagement strategy and culminates in a green loop that facilitates the goals listed above. 東九条地域に住む人々を中心に芸術を軸とした地域の将来像を描いた．物的インフ ラの整備に加え文化の創造性を活用することで，地域住民の生活を活性化し，世代間 のつながりを生み，持続可能なコミュニティを創造する方法を探った．私たちの提案は， 段階的なコミュニティの形成にはじまり，上記の目標を促進する Green Loop を生み 出す．

The green loop aims to create promenades for local residents and spaces for intergeneration connections by linking current green spaces and reactive vacant lots with culture and art.

To be more specific, the Yakatacho Park is separated by a viaduct, so under-THE-bridge grey space should be re-utilized, such as climbing walls, in order to connect the park with other sites.

Vacant lots can be developed as a sculpture park for the Kyoto Municipal Art University students‘work exhibition and urban farms for local residents to grow vegetables. Relocate residents of slum area to public housing and further develop current Korean food shops as Korean food district. Furthermore, streets along the food restaurants can be closed so that people can enjoy food along the Takase River and link both sides of the river together.

Current children's playground should add more sports facilities for older generations.

New art studio building can be used as both gallery and community center for local residents to engage with art activities and create communicating opportunities for both generations. All the sites/notes mentioned above will be linked together as a green loop providing interacting opportunities for the young students and aging local residents.

Community Engagement and trust building Apart from the physical aspects, our vision relies heavily on community input in order to move forward and be successful. For example, we envision a public housing building that is programmed based on input from future residents and reflects their desired balance of private and shared space in the building. Facilitating this process will be impossible without a foundation of trust.

We propose establishing temporary uses, such as community gardens or art installations on the existing vacant lots as a way to start conversations with community members and build trusting relationships section 1between space existing residents and the government planning department as well as between the existingwaterside residents and the art students (who we hope will become an integrated part of this neighborhood - to be discussed in more detail below). Working with the community to program the vacant lots will enable a successful and productive collaboration when it comes time to plan larger, permanents projects.

Urban Farm

This site is located on the core part of the whole region. We intend to design an open public space there to attract and gather people. Considering the advantage that the site is near to the art university, we locate a building there which functions as an art gallery for exhibition on the first floor, and art studio on the second floor. And the open space also serves as the entrance square of the building. The landscape design not only connect the space divided by the road, but also connect the other green space and form a green loop as a whole.

We create water and green spaces around the Takase River. We have a street side on the west side to create a pedestrian space. So people can take out chairs and desks, enjoy an open cafe, and eat what they have purchased at a commercial building. On the east side, urban farms will be arranged to create a waterside space.

Guardrails reduce accessibility to the waterfront and condominiums block the view to the mountains.

We planned to restore the view of the mountain by changing the guardrail to a low-visibility handrail and limiting the height of buildings. People on the street side can see the waterside, farms and mountains while sitting. They can eat vegetables grown on the farm. While watching, people want to grow their own egetables. When the farmers from the area come to teach, people have a community and the bustle spreads in the open space.

Public Building We provide enough housing space for potential residents, such as students of art university, foreigner residents and so on, in order to change the hollowing and decaying tendency of the region. Each residential groups are assigned a community garden in the centre. The connection between the residents and the region gets deeper, during the time when the residents grows fruits and vegetables to make their living environment better.

Basic idea of our proposal is promoting spontaneous and continuous development of the East Kujo area by maximizing the possibilities of the existing facilities and creating new ones to develop the value of this area.

We propose to create two paths connecting two series of facilities and activities which theme are Wellness and Culture. Residents’ healthy life and visitors’ activities would meet and circulate in the area, which can be a basis of creation and development of local culture. 私たちの提案は、今ある地域資源を最大限活用しながら、その魅力を高める施設を 導入して行くことで、地域の自発的で持続的な発展を促すためのものである。健康と 文化を軸とした施設・アクティビティを２本の遊歩道で繋ぎ合わせることを考えた。 遊歩道を通して地域住民の健康的な生活と来訪者のアクティビティが地域の中で出会 い、循環することで、地域文化の創造と発展の基盤となり得る。

natural friendly Possibilities of East Kujo area: The public bath in Northern part has been familiar to neighborhood residents, which can be a main facility to support residents' healthy lifestyle.

In the park on the lower level in front of municipal houses, people can feel nature closer.

Cherry trees along the Kamo river have a possibility to lead this area to be a sightseeing spot in spring.

New theater holding many kinds of plays can be a trigger to lead East Kujo area to develop as a place of arts.

Four Characteristics Between East Kujo’s history as a Korean enclave and its envisioned future as “Cultural and Art City Kyoto,” we found the neighborhood to hold many assets but lack foot traffic, social activity, and continuity. Our plan for the neighborhood is grounded in four identified characteristics: (1) unique cultural identity, (2) transportation access, (3) natural landscape, and (4) active and healthy lifestyles.

East Kujo embodies a unique cultural identity compared to much of the city as its population is predominantly Korean and foreign-born.

Secondly, the community’s location offers a close proximity to two major transportation hubs (Kyoto Station and Tofukuji Station). In addition, it will soon border the future Kyoto Municipal Art University.

The third is its natural landscape, consisting of the Takase and Kamo rivers.

Finally, the community’s aptitude for healthy living and active lifestyles, is expressed in growing a community garden, creating an outdoor massage footpath (stone path created to massage your feet as you walk), and being a home to a senior population.

Plan Walking around the neighborhood it was the old bath house, outdoor footpath, Takase River, a Korean family visiting the neighborhood and the new theater that inspired us to suggest the creation of two trails/paths in East Kujo: The Wellness Path and the Cultural Path, linking the four assets together.

The Wellness Path

would consist of indoor and outdoor spa options, healthy locally-grown food from East Kujo’s community garden to be sold in a farmer’s market, outdoor sport facilities, and a bike path to connect these amenities to the riverway bike path.

The Cultural Path

it would connect the theater and the library with a sculpture park, history museum, train-viewing points and outdoor cinema/video installation utilizing the wall of a municipal housing.

Both paths would meet in a park with local restaurants where the farmers market also takes place. The paths would be indicated by two gates, one at the northern border inviting people from around Kyoto Station and the Municipal Art University, and one beyond its eastern border - drawing visitors from Tofukuji station. These gates would play its role like gates of a Japanese temple as another functions of overpasses, which will improve the impression of entering the site of East Kujo. The paths would share a similar streetscape design with wider pedestrian sidewalk, bike path, and a tree

line, strengthening the sense of place through unique street furniture such as lanterns and bicycle parking inspired by Korean culture and designs. We envision seasonal programming of the paths such as walking tours, sports tournaments, food and craft markets, outdoor film screenings, lectures and music concerts to be organized by a community committee of local residents, representatives of the various institutions along the paths, and other stakeholders representing the diversity of cultures, ages, and interests of this dynamic community.

Details Outdoor spa would be one of the main activities along the wellness path. The riverfront spa would create some connections to natural plants, bugs and birds, which also can be create chances of ecological education for children. Creating rounded steps, people can feel Takase river closer and use them as a Sun sauna. We will also create a splash pool and a biotope where children can play around.

Highlighting pedestrian access, the current businesses, encouraging a live/ work area for future residents and students, and activation of green space will hopefully provide the residents of East Kujo with a mutual benefit from any future development. The future university students would potentially provide local businesses with the boost they need to help build wealth for the community here. As we braid the four previous concepts together, we hope that the newcomers as well as established residents would form a braid that is strong and adds to the fabric of this neighborhood.
