As we look back over the past one hundred and seventeen (117) years, seeing the way God delivered this congregation from a borrowed building on the corner of Sixth and Harris to a framed building on the corner of 21st and Mount Vernon, we can truly shout Glory to God! God has set our foundation on this corner and held us steady, down thru these one hundred and seventeen years, for the purpose of advancing his Kingdom to a community that has historically and consistently been overlooked and underserved. You have done and are doing a great work showing and sharing the love of God. I am proud to be one of the many laborers who have been nurtured and then sent out by your influence, into the world to share the good news of the gospel. Because you never gave up in the lean times, but leaned more heavily on God, he has kept his promise. Appropriately chosen as a theme for this our 117th Church Anniversary “Experiencing His Glory” depicts the path of St. Paul African Methodist Episcopal Church. Our future can only hold greatness as we continue to lean, depend upon, and continue to serve Him with our whole heart, mind, and soul. Proclamation
Church History 1904 - 2021 The history of St. Paul African Methodist Episcopal Church, San Bernardino, California is very much linked with the history of its parent body, the great African Methodist Episcopal Church, organized as the Free African Society in 1787. St. Paul A.M.E. Church was founded, established, and organized on Easter Sunday 1904. Mr. & Mrs. Henry Inghram had written to Rev. J. H. Wilson, Presiding Elder of the California Conference, to come to San Bernardino for the purpose of organizing an A.M.E. Church. He came and met with Henry and Mary Inghram with their children, Henry, Ben, Howard, and Ruth, and Martha Bush, and her son, Earnest. They were the first charter members of the church. The church was originally named Wesleyan A.M.E. Church, for the founder of Methodism, John Wesley. The first church was located on 6th Street, near “D” Street, in a building rented from St. Paul Methodist Episcopal Church South. Rev. Frank Johnson, a Local Elder from Allen A.M.E. Church in Riverside, became the first pastor of the Mission Church. Soon the church began to grow as people joined, including a large family by the name of Muckleroy.
In 1915, the Muckleroy brothers, under the pastor, Rev. Clark J. Lockhart, were contracted to build a new edifice. For the price of $4700.00, the second location for the church was constructed at Sixth and Harris Streets. In the early 1950's, Rev. David Slocum purchased the first parsonage. Rev. Williams M. Jacks was appointed Pastor in 1959 and purchased the property where the church is now located. Rev. James E. Grant, Sr. liquidated the debt on the property and began construction of the present church. In 1969, Rev. Albert Carter re-organized the church, and construction of the present church was completed. Bishop Harrison J. Bryant dedicated the present church Sunday, April 5, 1970. All debts were paid under Rev. Carter’s leadership, and several pieces of properties were purchased. The membership grew to 749 members under his leadership. In 1975, Rev. William M. Jacks was appointed to St. Paul for the second time. During this tenure, debts on the properties were paid in full. Over 200 members joined under his leadership, and subsequently he was appointed as a Presiding Elder from St. Paul..
Church History 1904 - 2021 In 1989, Rev. Charles Brooks was assigned to St. Paul, becoming the 41st Pastor of St. Paul. The church established a Scholarship program, which bears his name, grew to a membership of over 1000 members, and expanded to two Sunday worship services In October of 1997, Rev. Alvin L. Smith was assigned to St. Paul. Under his leadership, St. Paul flourished, and membership increased. Pastor Smith established several new organizations, the Imani Ushers, three new choirs, Revelation, Genesis, and Ephesians Choirs; Tuesday Night Bible Study Courses (101, 102 & 103; 4th Friday Night “Happy Hour”; 2nd Sunday Anointing Service; Imani (Young Adult Ministry) and a Youth Basketball Team. Rev. Anthony L. Hughes succeeded Rev. Smith in November 2001. He led St. Paul in the purchase of a new parsonage in East Highland, reorganized the Young People’s Department, and with his wife, Rev. Dorisalene Hughes, established morning and overnight prayer meetings to affirm prayer as the foundation of St. Paul’s Ministries. Rev. Larry E. Campbell was appointed Senior Pastor of St. Paul African Methodist Episcopal Church on June 4, 2006, after serving over six years as Founding Pastor of Grace of Temecula Valley African Methodist Episcopal Church in Temecula, CA. He is a native of Jacksonboro, South Carolina. Pastor Campbell strongly believes that TEACHING plus PREACHING equals HEALING. He is committed to the saving of souls, spreading the good news of the gospel through the preached word and administering to the spiritual, intellectual, physical, emotional and environmental needs of God’s people.
On November 1, 2014, Rev Norman D. Copeland was appointed as the 45th pastor of St. Paul AME Church and came with 51 years in the ministry which included ten years as a Presiding Elder. His implementation of the Youth Council engaged the youth of St. Paul and other youth in the community. Rev. Copeland reached out to government officials at all levels and participated in church related as well as social justice events and activities. He entered retirement at the conclusion of his assignment at St Paul in October 2018. Rev. Godfrey Patterson was assigned as the 46th pastor to St. Paul in October 2018, relocating from St. Paul AME Church, Wichita, Kansas. He faced the challenges of acclimating to his new assignment and all the adjustments that accompany a move: new congregation and becoming familiar with members, boards, auxiliaries; learning the area; locating various community resources, etc. In addition to his regular pastoral duties, he conducted a mid-day Bible study each Wednesday and the 6:00pm Men’s Ministry Bible study each Monday. Accompanied by a Steward and Stewardess, he communed the sick and shut-in members of our congregation monthly.
Church History 1904 - 2021 Rev. Steven D. Shepard Sr., the 47th Pastor, was appointed to St. Paul AME church October 27, 2019: relocating from St. Peter AME Church, St. Louis, Missouri, where he provided loving and nurturing leadership to congregants and the community. Because of his work in the community, Alderman John Collins Muhammad honored Rev. Shepard by renaming the 4700 block of Margaretta to Pastor Steven D. Shepard Lane.

Rev. Yolanda Roberts accepted her calling into the ministry in July 2006, in the African Methodist Episcopal Church. In October 2007, Reverend Yolanda was licensed to preach, and in 2013 she was ordained an Itinerant Deacon.
She retired from the San Bernardino City Unified School District after 22 years. She faithfully served at St. Paul A.M.E. Church in San Bernardino from 1999-2019 as Missionary Vice President, Choir member, Pro-Tem Steward Board #2, Y.W.I. Chairwoman, Director of Women’s Ministry, and Associate Pastor. She served at Greater Harvest A.M.E. Church, Hesperia, CA, 2019-2021. She currently serves at Christian Covenant Church in Victorville. She is a member of Zeta Phi Beta Sorority, Incorporated, The High Desert Chamber of Commerce, Homeless Solution Taskforce, and the NAACP-Victorville. She is also the Facilitator of Daughters of HOPE “It Takes a Village,” a home for single mothers enrolled in Community College. She earned a Bachelor of Science in Business Administration and an M.B.A. in Management. Rev. Yolanda is the Founder/C.E.O. of A Daughter’s Voice Ministries, Inc. (ADVMS), a 501 c3 non-profit organization for women and young girls. Her determination and prayer are to encourage, heal, restore, and deliver hurting women, senior women, misfit women, young women, infirmed women, and rejected women. ADVMS, Inc. represents a VOICE advocating for those women who have lost their VOICE, lost their identity, and lost their way. Reverend Yolanda is HAPPILY married to Reggie, and combined, has four children, La’Keshia, Darren, Jurrae, & Jamika.

Guest Preacher Rev. Alvin L. Smith, Pastor, St. James African Methodist Episcopal Church, San Antonio Texas, is a native of Los Angeles, California.
He attended Wilberforce University and the University of Southern California. He received his B. A. degree in Communications and Theology from Azusa Pacific University. He completed Turner Seminary at the Interdenominational Theological Center in Atlanta, Georgia, where he graduated with his Master of Divinity Degree. Additionally, he is working towards his Doctor of Ministry degree at McCormick Theological Seminary, Chicago, Illinois. Rev. Smith completed the U. S. Naval Chaplain’s The Rev. Alvin Smith Commander School in Newport, Rhode Island and was St. James commissioned to the rank of Lieutenant. He served African Methodist Episcopal Church duty stations in Okinawa, Japan, Korea, and San Diego, San Antonio, TX CA. He also served as a U. S. Naval Hospital Reserve Chaplain for eight years before accepting a special appointment to serve at the Veterans Administration Hospital in Chicago, Illinois. Rev. Alvin has pastored churches in the Fifth Episcopal District and the Twelfth Episcopal Districts: Bethel, Spokane Washington; Olive Chapel, Kirkwood Missouri; Allen Chapel, Kansas City Missouri; St. Paul, San Bernardino, California; St. Paul, St. Louis Missouri; Primm, Pomona California; and St. John, Pine Bluff Arkansas. He served the Connectional Church with appointments to the Episcopal Committee of the General Conference and the Preliminary Inquiry Committee; the A. M. E. Church Strategic Planning Committee; chairperson of the Worship Committee for the 48th Session of the General Conference. He has also has served on Annual Conference Committees, including the Board of Examiners, Finance, Conference Trustees and Ministerial Efficiency. Pastor Al is the devoted husband of Reverend Beatrice Smith and they are the proud parents of one son, Alonzo Maurice Smith.
