f you haven’t noticed, the introduction to our monthly magazines received a facelift; we decided to move towards a more current description of the world around us; “Present” won out from a list of exemplary contributions.

The purpose of the update was two-fold; first, it’s essential to keep pace with cultural evolution, and second, we believe that in an ever-changing world, “Present” ideally reflects moments in time that require observation and written accountability. Hence, future generations have a reference beyond news manipulation by the media. Let’s face it: all opinions should be accessible so that brilliant minds can decipher the nuances of events that may have been covered or interpreted from a single and staunch point of view.

Life changes instantly; what was once acceptable has become personal violation, patience replaced with immediate gratification, and finding opportunities trumps (an unintended pun) morality, as best described by a piece from the financial news network CNBC. The story that captured our interest focuses on Trevor Milton, the founder of Nikola, a start-up company that supposedly created hydrogen-electric trucks. The unscrupulous businessman’s illicit actions got him sentenced to prison for four years by a jury of his peers; “they found him guilty last year of defrauding investors by lying about ‘nearly all aspects’ of his business,” according to the cable network.

To our point, with illuminating accuracy, CNBC was spot on when they reported comments made by Damian Williams, U.S. attorney for the Southern District of New York after the trial. “Trevor Milton lied to investors again and again—on social media, on television, on podcasts, and in print.

But today’s sentence should be a warning to start-up founders and corporate executives everywhere—‘fake it till you make it’ is not an excuse for fraud, and if (sic) you mislead your investors, you will pay a stiff price.”

But what resonates is the disregard of ethics at lower levels of business and entrepreneurship. We face an epidemic of disingenuous practices by a generation disregarding a tradition of hard work, replacing it with the misnomer, ‘worklife balance.’

According to a survey of 1,000 selfdescribed ‘hard-workers,’ in an 8-hour workday, they reported spending a mere 4 hours and 12 minutes actively working. If valid, and there is no reason not to believe the result, those seeking to integrate their employment and lives are likely putting in even less effort.

Most have heard about what it takes to become successful, but to see it in print confirms the condition. CNBC interviewed Grant Cardone. He was once smothered in debt but ‘became an entrepreneur and a New York Times bestselling author while building his multimillion-dollar fortune.’

Here’s an excerpt from the show’s transcript. “What sets the self-made millionaire apart from the rest of the population is how much you work. Most people work 9-to-5; I work 95 hours [per week]. If you ever want to be a millionaire, you need to stop doing the 9-to-5 and start doing 95. That comes out to about 14 hours of work a day.”

Unfortunately, too many workers coming up line believe they have a ‘pass’ allowing them to deceive and escape responsibility. Claiming they need Mondays and Fridays off to be more productive, they advocate for the ‘new’ three-day work week. This workplace scandal is consummated in selfishness, avoidance of responsibility, and lack of

motivation. These collective traits lead to a never-ending search for ‘get-richquick’ schemes—found all over social media and other applications of deceitful means to attain high-status value while producing nothing.

What is their excuse? They blame the current predominantly financially successful generations for their lack of ambition, stunted success, and static economic wellness.

Sorry, it’s no one’s fault. Life comes with unexpected consequences, but more importantly, it doesn’t allow anyone to cut the line and absolve themselves from moving into adulthood.

Maybe it’s a lack of maturity—it’s definitely an entitlement mindset.

This month, you’ll find a feature that looks at efforts by State Treasurer Deborah Goldberg and her advancement of the Massachusetts Baby Bonds Task Force, which essentially creates trust funds for a select few newborns to close the racial wealth gap and guarantee a right to economic security.

The proposal is intended to grow an investment throughout a child’s life.

Once they reach young adulthood, they can access the assets to attend college (which is already free), purchase a home (while it probably won’t be enough), or start a business (even though they were taught entitlement).

Rather presumptuous, we look at the controversial approach to what is supposed to equal the playing field.

We also address other important issues of the day; we’re sure you’ll enjoy our focus on love and intimacy just in time for Valentine’s Day. We urge you to keep an open mind; let’s further the discussion and see where it leads us. oy, oh boy, who would ever have believed the scope and depth of differences and opinions of America?

Let’s dive in.

What has been described as immigration, sometimes referred to as ‘migrant crossings,’ often called illegal entry, appears to be setting the tone for what is coming next.

Some defend the millions of people coming from around the globe and descending on our borders, then escorted across by patrol agents. Others point out that the government has—in place—an immigration structure that allows an

organized and measured process that can assist those wishing to become legal citizens. However; it is complex, expensive, and takes what feels like forever.

According to a USA Today article in 2023, “More than 2.8 million migrants have encountered authorities so far this fiscal year, compared to more than 2.7 million migrants in 2022,” (as reported

by Customs and Border Protection (CBP) statistics). This number excludes September­­–December of 2023.

In getting to the land of opportunity comes horrific reports of assault, child trafficking, brutal and systematic rape, murder, and death from the elements; while at the same time, those providing a path into the country are

getting rich through extortion, threats, and moving tons of illicit drugs into the U.S. These ill-prepared people are being shipped across the country and burdening struggling taxpayers. At the same time, the cities they relocate to can no longer afford to provide adequate services—with more ‘asylum seekers’ arriving daily.

In this context, and from polling, the dichotomy of practicality and emotions of what to do next will be front and center in the upcoming Presidential election.

Other topics of interest voters are focused on are the decline in the quality of life, including the lack of safety in public places, homelessness, drugs, and violence.

For decades, the government has attempted to provide affordable housing, increase funding for education, feed the hungry, provide free or low-cost healthcare, and get drugs (and criminals) off the streets. But, with their efforts, it appears to be a failing proposition that resembles a ‘rinse & repeat’ cycle, producing a net-zero result without benefit or conclusion.

The public is vocal; they complain that they are delivered moral decay, an overall lack of respect, and a waste of their taxpayer money, instead of results.

In every category, the ‘people’ are losing faith in leadership at all levels.

Moving to safety and security, rumblings of discontent are growing louder and more widespread, not so much from those who can afford to isolate from neighborhoods to major cities resembling third-world countries, but many can’t. Homelessness, mental illness, public defecation, IV drug use and drug sales, prostitution, looting, gun violence, and unprovoked assault have worn thin the patience of a voting public.

Times have changed—often for the better, but with a considerable price to pay. Some claim our culture is declining, or at least public opinion indicates frustration, even anger, with its direction.

On some level, things are better; the stock market, the outlook on inflation, biotech breakthroughs, and employment opportunities all look positive for 2024, but the imbalance between financial well-being and quality of life issues has subsequently caused public opinion to focus on immediacy and not on long-term results; the outlook remains uncertain.

Let’s switch gears and look at the company some influential people keep.

Other headlines include the release of documents and flight logs related to friendships between Jeffery Epstein and names you’re sure to recognize; we propose a question: what was the end goal of all those who accepted air travel and accommodations from the convicted sex offender with a long list of sujets délicats attached to his disparaged legacy, including an allegedly ‘match-

making’ racket for an elite group of rich, famous, and influential personalities?

To find answers, those standing in judgment must decide if they need physical evidence, the testimony of those who witnessed the illicit actions, or believe (which is what we’re supposed to—recall the ‘Me Too’ movement?) what witnesses described publically as to what took place, and take into account payouts by those hoping to settle and avoid trials.

Has the slow process indicated we have a two-tier legal system? It’s a simple question; we may find out soon.

The entertainment value of releasing the names on the long-awaited list of highprofile individuals has piqued interest— hinting at culpability. Without question, most will equate previous behaviors and their reputations, then correlate them with the following question: Why would (fill in the blank) be cohorting with the likes of a sleazy character like Epstein?

Moving to a subject that is losing a bit of steam but continues to divide many is the U.S. support of Ukraine and Israel.

Fighting between parties is putting a strain on the Federal budget, which is

underwater. Compounding the issue is the opening of Pandora’s Box, exposing the ugliness of antisemitism.

The debate and public protests are a first for a few generations; they didn’t live or experience the hate and despicable actions of Nazi Germany, nor did they understand this country’s resistance to get involved before the start of WWII. Of grave concern is many young adults have adopted a denier mindset of the Holocaust, which is uncompromisingly ignorant.

As a result, we’re watching opposing political ideologues moving closer together, searching for common ground and mutual respect. The two major political parties are in a quandary. Those supporting the Pro-Palastinian movement (and Hamas) are of liberal persuasion, while those behind the Jewish population are conservative. Such a change of heart and mind creates obstacles to loyalties in the future.

to the unusual act of university trustees moving an academic goalpost to justify her copying others’ work without attribution. The result is the reclassification of the plight of ‘Plagiarism’ to a new term, ‘Inadequate Citation,’ which lacks punishment but allows for the opportunity to repair the literary assault. Did Harvard extend the same considerations to the countless students they punished for the same or lesser disregard for integrity? Doubtful.

In the end, Gay has shown us her levels of talent, trust, and has identified protectors who run her cover.

(UPDATE: On Tuesday, January 2, Claudine Gay resigned from her post at Harvard; however, she will remain on campus as a faculty member.)

As for the upcoming election, expect a ‘Fight of the Century’ because rules

don’t matter—it’s about winning at any cost!

Accusations, intimidation, name-calling, election interference, and an assortment of legal maneuvering are sure to drench the upcoming Presidential election in a storm of bitterness and vitriol.

Attempts to prevent a candidate from being listed on ballots, legal actions to distract, and an impeachment process tied to a son with an unsavory talent for making poor decisions personally and professionally will cloud. In combination, all could derail reelection efforts by both leading candidates.

It won’t be long before odds are established on who will actually run for the office of the President; it will probably be announced during Conventions, which will rival anything found on Netflix as entertainment value.

We know that in the final tally, the American public has the most to lose, and they’ll need to decide the country’s future based on facts and principles; the remaining question is what will persuade them in the next election.

F

or most upper-lower, lower-middle, and middleclass families, a parent’s thoughts and hidden efforts of their struggle to prepare their children for a better life go unnoticed. In contrast, as personal income rises within the upper-middle class, all levels of the upper class, including those considered wealthy, the opposite seems to be true.

Such obligations are taken as a matter-offact, an innate responsibility to provide the necessary skills and resources to the next generation so they may prosper and continue a legacy that can be seen by vehicle decals of university affiliations or chatter during social events where ‘parental boasting’ about new adventures and challenges their children are expected to face, direct conversations.

Regardless of whether a family plans to send their offspring to an Ivy League school, others who can’t hold back their enthusiasm about their student attending specialized training to learn a trade, or perhaps they support the energy and sparkle in their child’s eyes when told they want to start a business; it becomes obvious that each parent deserves a pat on the back for a job well done!

Privy to a host of stories about parenting, from a single mom who worked day and night—7 days a week to provide for her children and push them to be the best, to the ‘preppy’ who received a ‘full-ride’ scholarship for their

intellectual capabilities, or the young sports star who received the same benefit through effort, these loving parents and guardians taught their children a crucial life lesson. The proverb (which has gone through hundreds of renditions) is “Give a man a fish, you feed him for a day; teach him to fish, you feed him for a lifetime.”

One may believe these families are starkly different, and for the most part, that is true; they comfortably fit into different social strata, but what they have in common is energy, drive, and commitment to their family’s future; they possess a work ethic.

With this claim comes clarity: the most crucial behavior in personality development requires a foundation built upon personal responsibility, which involves specialized learning adapted from others; it is the difference between self-sufficiency, leading to financial success, and the issue (well-documented) of multi-generational welfare—it is sad commentary illustrating the repeated failure of government intervention.

We believe those responsible, particularly government leaders, social scientists, and educators, would have discovered the path to eliminating poverty and other social ills afflicting this segment of society. They’ve had plenty of time, experience, and data—not to leave out the billions of taxpayer dollars spent—to find the cure; still, rather than focusing their energy and resources on

proven and decisive actions that would lift families up, they instead continue to force the impoverished into complacency accompanied by an expectation of others taking care of them from birth to death.

What bureaucrats have accomplished over decades is changing the vernacular; rather than acknowledging the social ills the culture faces, such as homelessness, poverty, disability, hunger, and the sort, these people are now labeling it all as ‘challenges,’ as if the Holy Grail will be discovered and magically wipe away all the social problems of the day.

Haven’t the political class and the professional social warriors learned that “Insanity is doing the same thing over and over again and expecting a different result?”

Using this narrative as a basis for how education and teaching self-sufficiency are essential for change, we recognize that the proposed program explained below will be ineffective, only to siphon financial resources from one family and give them to another without teaching the recipients the basics of economics and critical thinking.

Sure, the optics will appear touching, showing leaders and ‘do-gooders’ care, but it does nothing to teach beneficiaries responsibility for themselves or their families. At best, the results will resemble a dart board.

Allow us to introduce you to yet another Socialist intervention that will directly burden the struggling families mentioned at the beginning of this piece.

Not many people realize—or may have forgotten; on March 7, 2022, State Treasurer Deborah Goldberg announced at the Economic Empowerment Trust Fund board meeting, that she was creating a task force to explore the creation of Baby Bonds in Massachusetts. The task force was to provide recommendations to the treasurer on developing an at-birth publicly funded program for children born in Massachusetts.

Translation: not only will you pay to advance your children’s futures, but you’ll also adopt another family’s kids without the benefit of instilling the values and convictions necessary for achieving personal and financial success.

Before we go further, let’s tease out an important point. America is home to capitalism, and it’s not a bad thing.

Because, without wealth and the kindness of millions of people who are or want to be rich, giving has never had to be forced, and it flows like a river. But, still, it never satiates the thirst for increased taxation, always targeting the middle-class.

With this in mind, here is what your government plans to do with your wages and investment income.

According to the State Treasurer’s website, “The Baby Bonds Task Force is a diverse cross-sector collaboration with members who have work, research, or volunteer experience in racial wealth equity, child welfare, public policy, community engagement, and assetbuilding initiatives. The Task Force will also serve as an instrument to engage with impacted communities to allow community participation in the design of the program.”

The above is filled with obscurity, beginning with “racial wealth equity.” In life, there isn’t a right or guarantee for everyone to be financially equal, and it isn’t the government’s responsibility to make it happen. If they must be involved, they should afford opportunities to citizens to “earn” as much as they want, invest it, or spend it as they see fit.

As for the rest of the explanation, it is as close to a social experiment as has ever

been proposed—and we know full well the track record of this type of endeavor.

Finally, the “asset-building initiative” (sounding like an investment) will come from the government, but who funds the government? Yes, this ‘smoke & mirror’ technique is indicative of someone taking from your child’s future and giving it to someone else.

We have learned that the influence exerted to establish another channel of welfare funding comes from special interests. The following was taken from the website Prosperity Now, The New School – Race, Power, and Political Economy’s ‘State Brief,’ November 2021.

WHAT ARE BABY BONDS?

Baby Bonds are significant financial investments made by the government into a collective fund on behalf of newborn children. These investments are managed by the government and grow throughout each child’s life. The funds are accessible to each child when they turn 18 and can be used to support an asset-enhancing activity, like paying for higher education, buying a house, starting a business, etc., that can increase in value over time or generate wealth.

Children born into households with low income (which are disproportionately households of color) are prioritized through eligibility requirements set by the

state or through a progressive allocation system, with those with the lowest income receiving the largest investments. This is to provide the most support to children born with the least resources, and to shrink the racial wealth gap.

Baby Bonds would automatically provide children born in Massachusetts with a significant financial investment in a government-owned account.

Baby Bonds use a collective fund through which the state invests funds for the benefit of eligible children. Families cannot invest into the Baby Bond account.

Baby Bonds funds would become available to each child when they turn 18 and can be used to purchase assets that can increase in value over time or generate wealth (e.g., higher education, buying a house, starting a business, etc.).

ARE ANY OTHER STATES OFFERING BABY BONDS?

Yes! Connecticut and Washington, D.C. have passed laws creating Baby Bonds.

Additionally, Iowa, New Jersey, New York, and Wisconsin are all considering similar Baby Bonds proposals. Senator Cory Booker and Representative Ayanna Pressley have submitted a bill to establish a national Baby Bonds program.

WHY IS THE OFFICE OF ECONOMIC EMPOWERMENT INTERESTED IN BABY BONDS?

Baby Bonds has the potential to massively increase the wealth of all future generations of young people, significantly narrow the racial wealth gap in our state moving forward and invest funds back into the community through homeownership and small businesses.

Baby Bonds would create countless benefits for Massachusetts residents across a range of the Office of Economic Empowerment’s priorities. These priorities include increasing access to financial education, closing the race and gender wage gap, addressing racial equity, expanding college affordability, and promoting STEM education.

From estimates by outside resources, it’s thought that the proposal, supported by State Treasurer Goldberg, Senator Paul Feeney, D-Foxborough, and Representative Andrés Vargas, D-Haverhill, could turn over an estimated $10-20 thousand dollars to children when they reach the age of 18.

Support for this effort is troubling; passing a large amount of money—in a lump sum— to those who didn’t earn it or know how to manage investments is a recipe for disaster!

Families with significant earnings and investments, back with tradition and knowledge of how a generation who didn’t work for their inheritance, understand the dangers of children experiencing newfound wealth.

It’s common knowledge that the transfer of wealth needs to be conditional—usually turned over later in life as a person matures. Additionally, any financial adviser will confirm that financial rewards should be protected by keeping them in the bloodline, meaning in the family.

At present—which can be predicted to worsen—‘living large’ is the predominant theme among those under 40. Can you imagine the spending vs. investing that will take place? Under all circumstances, fraud reins, as it will with this program.

We predict retailers will become the beneficiaries rather than communities, as proposed.

Confirming our hypothesis, many have come forward, making headlines, such as billionaire Warren Buffet, who has publicly claimed he won’t leave a dime to his kids.

This wisdom is being ignored by those lacking fiscal and economic education— they are part of the problem rather than the solution. It is a political maneuver rather than an authentic and sincere plan. If it were on the ‘up-and-up,’ financial education in schools would be included and mandatory within the proposal, as would be, at the very least, a high school education, but better yet,

graduation with a two-year degree from a community college, which is currently free to residents.

Those unwilling to show effort will prove they aren’t responsible and should not benefit from the plan. Without question, if this idea is to come to fruition, it should contain a lock-down contingency plan that would see funds invested appropriately—not by the government but by a private entity blind and without connection to the program.

Once again, special interests are attempting to override the rights and privileges of struggling families, squeezing them between the poor—who have plenty of assistance and programs, and the rich, who don’t need the help.

Prevent Your Love Life From Getting Flushed

rom the above headline, some of you will conclude your humble writer has taken a long step off a short bridge, quite foolhardy, enough to allow a case of apophenia to be put on display. I have created an unlikely comparison that may seem unjust, even illogical—if not frightening when you consider the use of such an odd metaphor. Still, I stand by my observations and experience, certifying the accuracy of my findings.

While many readers are probably experiencing the vapors—requiring a seat and a glass of water to regain their composure and wondering how such an astute and quality magazine could lower themselves to low-

As for the few with a sense of humor or a trace of curiosity, you’ll be lucky to read further and learn from the thesis of a correlation between oddly paired variables.

I digress; recently faced with replacing one of three aging bathroom receptacles (one indicated a minor leak), I did an inventory of them all, concluding it would be absurd not to change out the whole lot due to the likelihood they would need replacing because of age and function quite soon.

Regarding expenses, I quickly realized that by tackling the project of updating three bathrooms simultaneously, cost-efficiency could be achieved through better pricing by purchasing three toilets and having the plumber do all three installations on the same day.

Little did I realize what would follow after making the decision; I can attest that buying a toilet is very involved.

Size, height, weight, shape, functions, comfort, and desirability are a few characteristics to consider.

My search began because of a complaint—and demand, by a lady friend who objected to the small hairline cracks in the bowl of said toilet (this was before the leak and had nothing to do with the seeping). Intolerant, she made it a point to remind 34 | FEBRUARY 2024 | NEW ENGLAND NEWS + MEDIA

me often that something had to be done with immediacy; she claimed she could not use it in this state.

Finally, to appease and keep peace, I asked for her advice.

Reluctantly, we visited a home improvement store and scanned the long double row of toilets. Clueless, I said, “So, which one do I want?” With laser focus and expertise, she pointed out the one she liked and said, “That’s it, low maintenance should be a priority.”

Caught off guard, I laughed at the thought; all I could think of was that the same advice was given to me about meeting the perfect woman years ago; during their explanation, they also added ‘no drama.’

Without hesitation, she pointed out the most attractive model on display and made the point that it had a smooth skirt (no comment—just another smile), lacked indentations or unsightly shapes, and would make cleaning the exterior a breeze.

It made sense, so I agreed and added it to the wish list: Low maintenance-check!

As for the other options I needed to investigate, I hunkered down and started researching a product I knew little about and didn’t want to explore in the first place—it was agonizing.

I must share that once you begin this journey, expect to read through thousands of reviews, installation techniques, and a

host of likes/dislikes, with many evaluators finding it necessary to offer much more graphical information than required.

People take their toilets seriously!

I came to find more data points and recommendations on selecting a toilet than the origin and treatment of COVID— which I have researched and have become proficient in.

Remodeling can be expensive; prices range from a few hundred to many thousands of dollars—each, causing pause as to why they fall on a never-ending spectrum; except for a few, most appear to be relatively the same, albeit different shapes and sizes, most are made from porcelain and imported from China.

Unlike buying a luxury car with an extensive list of options and accessories, I didn’t think there would be much contemplation, and I’d have this wrapped up in a couple of days—not so!

Heading to my trusty search engine, I listed the critical categories, believing they would help me find happiness and enjoyment in purchasing new thrones. I began with what I was told, ‘low maintenance’ is a must; I then added to the list:

With this information, I began comparing and weighing the countless details; my effort resulted in sympathy for those facing similar challenges, such as subscribers to online dating—it’s an equivalency; you want to get it right without hassle or regret.

I painstakingly went through every conceivable product, balancing the importance of what I needed versus what others found in their search for the ‘perfect one.’

Ironically, truth be told, my friend’s suggestion ended up being my final choice; I brought home three fabulous Kohler toilets, and they could not be a better match to my list of expectations; however, it’s more than I can say about us; her wisdom proved enlightening and rational, but now I’ve finished with this marathon, I’m looking for a new model—one that isn’t so ‘high maintenance.’

After a few weeks, with the skills of a research scientist, I narrowed my choices down to a couple of brands, with the pressure of knowing I would have to live with my choice for many years, if not the rest of my life, finally, I placed the order and confirmed an appointment with the plumber— another story, for a later date.

A couple of weeks after the installation, while in the bathroom, I began to reflect on the amount of effort that went into what I believed would be a five-minute decision.

My expectations had been in flux because so many reviewers had a wide array of opinions on the subject—some indicating a mistake could result in long-term grief and expense.

Ultimately, I made a good choice, causing me to see the experience’s humor. I often relive the moment my friend ‘instructed’ me to select the toilet she pointed out as low maintenance— I continue to smile and laugh loudly about the episode.

From this home-improvement journey, there was a lesson to be learned; upon reflection, I realized that if people put the same effort into finding the best partner possible as they do when searching for a perfect toilet, their outcomes might improve.

IS AGE MORE THAN JUST A NUMBER?

ignificant age differences between romantic partners may have gained popularity relatively recently, but they aren’t unprecedented.

There are two well-known Biblical couples with significant age gaps. Scholars place the age of Boaz, a wealthy landowner in Bethlehem, at 80. His wife, Ruth, whom Boaz first noticed working in his fields, was estimated to be 40 years his junior.

It’s also theorized that Joseph may have been much older than his teenage wife, Mary, who is estimated to be between 13 and 16 years old.

In contemporary America, the average age gap amongst heterosexual couples is just 2.3 years, with men tending to be older.1 But besides the power duos who capture our collective imagination, it’s likely many of us know of couples who boast a significant age gap.

In Western nations, about eight percent of heterosexual couples have at least 10 years separating them, increasing to 15 percent of female-female relationships and 25 percent of male-male relationships.1 About one percent of U.S. heterosexual couples are separated by 28 years or more.1 NO OPTIMAL AGE DIFFERENCE

Scientists say there isn’t an optimal age difference between romantic partners since what works for one couple may not work for the next. Where age may be just a number for one couple, a large age gap can present an issue for another couple.

When there’s a wide age gap, issues can arise with changing energy levels, having children or blending families, empty nesting, retirement, etc. When one person gets ready to retire, the working partner will still need to support the other as they enter a new life stage and search for a new identity out-

side of work. Meanwhile, household chores and income adjustments will need to be made, that can create added stress.1 Older marital partners separated from their beloved by the sands of time seem to be satisfied, at least initially.

A study of nearly 9,000 Australian households published in 2018 showed that while men tended to be happier married to younger women, older women tended to be happier married to younger men. At the same time, their younger spouses tended not to be as satisfied.2 But while marital satisfaction was initially high, it tended to decline after 6-10 years compared to married couples of similar ages. The researchers say evidence suggests age gap couples don’t have the resilience to weather marital storms that those closer in age do. In the end, any increase in marital satisfaction with an age gap is negated when men and women are pooled together.2 The researchers made several other interesting observations and/or assumptions based on their research and that of others.

The researchers say similarly aged spouses generate greater overall marital satisfaction than age gap partnerships. It could be, they say, that age gap partners haven’t the foresight to anticipate the unexpected “shocks” that can derail such marriages and instead opt for a similarly aged partner.

“When partners are well-suited, regardless of their age gap, they can have a strong, satisfying partnership.”

OLDER MAN, YOUNGER WOMAN

It can happen, of course, that a predatory older man is attracted to the vulnerability of a younger woman. But there are other cases where intentions are sincere.

An older man can be naturally attracted to a younger woman’s appearance, vigor, and life perspective. And a younger woman can be attracted to an older man’s financial prospects. This dynamic is supported by decades of research, most recently with a 45-nation study involving more than 14,000 individuals. The age of the partner was a strong predictor of sex differences and mate preferences across cultures.3 Cross-culturally, it was also observed that as gender equality increased, the age gap between partners decreased.3 Some suggest that this age gap between older men and younger women is how early men successfully perpetuated the species. Youthful, symmetrical features and wide hips in females have always signaled health and vitality to men, which ensured mankind’s survival. Another international study showed that despite cultural differences in mate selection, like religiosity and celibacy, female traits known to be fundamental to the reproductive success of our collective ancestors eventually won out in both Eastern and Western cultures.4 Indeed, the issue of “fecundity,” or when a person is most fertile, has always played a major role in the economy of relationships and societal gender roles. In one predictive model, older and financially successful men prefer marrying younger, fecund women whom they compensate with higher earnings. These fecund women are relatively scarce, according to the model, and men behave according to the laws of supply and demand to secure them. 2, 5 While men prefer women in their 20s, most women desiring long-term relationships have been shown to prefer men of their age or older. They may instinctively seek a traditional older provider; since it takes longer for men to mature mentally, they may desire the emotional security of an older man, have unresolved 38 | FEBRUARY 2024 | NEW ENGLAND NEWS + MEDIA

issues with father figures, or they may simply share common life views, chemistry, and physical attraction.6 DO THESE AGE GAP MARRIAGES BETWEEN OLDER MEN AND YOUNGER WOMEN LAST?

Divorce lawyers like age gaps. Data from 3,000 people analyzed by Emory University economics professors Andrew Francis and Hugo Mialon revealed that the bigger the age gap, the greater the likelihood of divorce. Couples with just a oneyear age gap had only a 3 percent chance of divorce; those with a five-year gap had an 18 percent increased likelihood; those with a 10 year gap had a 39 percent increased risk; a 20 year age gap meant a 95 percent increased risk; and those with a 30 year age gap had a 172 percent increased risk of divorce. 7 The reasons for age gap marital failure could be many; such as spouses with generation gaps having different formative experiences and values, different life stages and energy levels, different types of friends, different tastes in entertainment, and different sexual styles.

Even if the relationship does last, research suggests marital satisfaction begins to decline with an age gap over 10 years.8 OLDER WOMAN, YOUNGER MAN

The “cougar” is more of a post-modern phenomenon, with the elder woman, younger man relationship not as well understood as its older man, younger woman counterpart.

It’s been shown that women tend to count the costs before entering a relationship with an age gap, so they’re better prepared for societal stigma. But they tend to derive greater satisfaction than their peers who aren’t involved with younger men. This is because of greater equality in money and career. As for the men, research also shows they can be equally satisfied with an older or younger female partner.9 On the other hand, evidence suggests that older divorced women tend not to want to remarry, instead seemingly preferring to date and have noncommittal sexual relations with younger men.10 When they do remarry, older women tend to be initiators of divorce.10 Older woman, younger man partnerships tend to be even more fragile than older man, younger woman liaisons. Even a woman just five years older than her husband has three times greater odds of her marriage dissolving.10 These partnerships also aren’t as common as the older man, younger woman scenario. Just 1.3 percent of heterosexual marriages involve an older woman with an age gap of 10 or more years.10 BRIDGING THE GAP

Age can be just a number for many couples, but they tend to be closer in age. Other couples with significant age gaps must be sure they’re on the same page to ensure their relationship works.

Experts say age gap couples need to determine what they value in their relationship. Is it to be a short-term, fanciful adventure,

or a long-term endeavor? If long-term, there are questions that should be addressed in advance. For example, is retirement on the horizon for the older partner? How will you spend weekends?

Does either partner want children? Is there social support from friends and family (to help overcome stigma)? How will money be handled? How will health issues be handled? 1, 11 Other challenges that need to be anticipated can arise in age gap relationships. Depression can set in as an older partner loses vitality and begins feeling inadequate for their younger spouse.

Infidelity then becomes a possibility as a more youthful partner gravitates toward someone closer in age with an equal sex drive.

Trust and communication are key in relationships, especially

with an older man and a younger woman. Big life questions must be addressed at the onset to reduce the risk of conflict and resentment later.6 Additionally, if there are children in an age gap relationship, be sure to set aside family bonding time to help overcome any blended family breaches. Never condescend to or “parent” a younger spouse; while a younger spouse can feel taken care of initially, for example, this can lead to the younger spouse feeling controlled if care is not taken. Partners should also stay curious about one another and really listen to each other’s needs as they each go through different life stages at different times.

It’s certainly possible for age gap relationships to succeed and partners to thrive. Though the Danish research showed a decrease in lifespan with age gap couples, longer life has also been demonstrated.

Greater economic security and a younger spouse caring for their aging spouse are two ways this can happen.

Ultimately, communicating each other’s needs and boundaries is critical for success in age gap partnerships.9 With that, psychology professor Theresa DiDonato, Ph.D., maintains that couples with age gaps can be even better matched by their interests, energy, and health than those closer in age.11 Says DiDonato, “When partners are well-suited, regardless of their age gap, they can have a strong, satisfying partnership.” H 1. Investing In 2024 Brings Speculation And Opportunities

he stock market had been in the doldrums over the last couple of years after a high hitting the Dow of 40,008.47 in December 2021; the result hasn’t been flattering, with investors hoarding cash on the sidelines, waiting for a break in the bear’s influence.

The Nasdaq showed less constraint but wasn’t enough to move traders and investors into the ring until the end of the fourth quarter.

When it looked as if 2023 was going out with a whimper, November rolled around, and like a shot of a steroid, both exchanges went on a tear, causing a flurry of activity that hasn’t ceased to impress as of January 10, 2024, when this story must be filed.

Leading indicators show that markets and dispositions turned an important corner when a slew of data and projections lifted Artificial Intelligence (AI) and elected it the star of the day! It seemed any sector within a breath’s distance from the potential use of AI saw its price increase dramatically.

At the same time, Technology hooked a ride with companies that dance with security, chip manufacturing, and data collection, along with those who will benefit from ‘machine learning;’ all are enjoying enhanced stock prices—at least for the near term.

With this move comes takeovers, mergers, and partnerships; information, research, and development fluidity is attributed to enthusiasm for 2024.

While all this is happening, some of the sleepers are stirring. Over the last two

months, renewed interest in health and medicine, specifically in biotechnology and pharmaceuticals, has been the new flavors of the month, enticing investors.

In contrast, many stocks in the index have been slow to react, except Lilly (LLY) and a few others; now, all eyes are watching for momentum within the category.

As for consumer goods, pundits and prognosticators are eyeing staples like Home Depot (HD), Walmart (WMT), Estee Lauder (EL), and even luxury brands, including Lvmh Moet Hennessy (LVMUY), that will be driven by rate cuts causing mortgage rates to decelerate followed by an increase in home sales and remodeling, plus, generation that is looking more towards quality rather than quantity. Adding to this spark would be a decrease in inflation, causing increased spending across the board, specifically equities such as Costco (COST).

There is talk that people will soon lose favor with a cache of stocks known as the Magnificent 7: Apple (AAPL), Amazon (AMZN), Alphabet (GOOG), NVIDIA (NVDA), Meta Platforms (META), Microsoft (MSFT), and Tesla (TSLA), and roll into less lofty areas with lower costs and similar futures. At the same time, even though Tesla and Apple are showing wear and tear, the luster of a 75 percent return in 2023 keeps many loyalists returning for more.

Turning to real estate, as interest rates are relaxed—providing the economy doesn’t show signs of overheating and inflation remains tame, the crystal ball shows home buyers and sellers returning to the

field. Most will expect to upgrade due to the confidence of lower mortgage rates, yet many brokers are questioning inventories.

All communities have reached rollercoaster pricing holding at new heights; even the least desirable properties have enjoyed remarkable returns, leaving many first-timers out of the game.

Divesting is always good, and real estate has historically proven itself repeatedly, but it is expensive.

Bitcoin, one of the most controversial investments, is getting more attention now that it can be traded as an ETF. Facing numerous battles and concerns, not to mention someone hacking the Securities and Exchange Commission’s (SEC) site and falsely announcing the approval, there are skeptics for a host of reasons.

The future of Blockchain (Crypto Currency) is difficult to predict; young investors see it as a path to riches, while more seasoned traders see it as fraught with fraud, equating it with the 17th century ‘Tulip Mania’ fiscal fallout.

Surprisingly, the art & collectibles sector, reserved for the knowledgeable and highly speculative, shows entry into many portfolios; money is being made but also lost.

Volatile and plagued with forgeries, it isn’t for the faint or those who risk their nest eggs to profit.

There is so much hype about buying gold and silver it should raise a red flag. Yes, gold is reaching new highs, but it isn’t the time to go all in; it only benefits those who bought long ago or have scrap to sell and invest elsewhere. As for the other precious metal, its movement is minuscule. Buyers beware.

PRESERVING HISTORY VERSUS GOVERNMENT Facts The Public Needs To Know About What Is At Stake

ast month, we introduced you to the conflict brewing between the Preservation Society of Newport County, a.k.a. ‘The Newport Mansions,’ and the United States Government’s Bureau of Ocean Energy Management (BOEM).

To reiterate the essence of our coverage, BOEM’s oversight in approving a massive and intrusive industrial-scale wind farm off the Rhode Island coastline, one of the largest on record, ignored the protections imposed by legislation so that national treasures are not harmed or taken from the public. According to a brief submitted by the Preservation Society, BOEM’s actions

violate federal laws that allow guardianship of the country’s environmental treasures, cultural gems, and historic sites.

In this matter, BOEM bypassed legal processes for the siting of industrial wind farms, having full knowledge such a decision would cause financial and physical damages to an organization dedicated to restoring and preserving historic landmarks and harm the public by making damaging changes to ‘views’ that are supposed to be protected.

Although the Preservation Society extended all courtesies through proper channels to achieve resolution, efforts were ignored, leaving the group with a single course of action; it filed an appeal to reverse BOEM’s decision to obstruct the protected views that have been accessible and uninterrupted since settlers first arrived to the shores of Rhode Island and Newport’s discovery in 1639.

In the last month, since the announcement of the appeal, the story has gained national attention and, with it, an accumulation of misinformation.

According to a release by the Preservation Society’s press office, “The appeals detail the failure of the Bureau of Ocean Energy Management (BOEM) to comply with the heightened levels of review required under the National Environmental Policy Act and the National Historic Preservation Act. Developers have to date, proposed nine massive wind farms off the coast. At least 457 turbines, each twice the height of Rhode Island’s Superman Building or taller, will be visible, occupying up to 100 percent of the ocean views from key community sites for the next 30 years.

BOEM concludes this will cause a ‘major adverse impact’ to Newport’s sense of place and economy.”

Danish developer Orsted’s own study suggests that this level of ocean industrialization could lead to losses to Newport’s heritage tourism economy of an estimated $5.17 billion and thousands of jobs, not including inflation, property value reductions, and loss of tax revenues. Yet, BOEM is allowing the developers to proceed without appropriately mapping these harms [or taking responsibly to mitigating them].

In the spirit of transparency and efforts to inform the public of their rights—protected by law—the Preservation Society has released a comprehensive outline detailing the many questions left unanswered and many reasons they filed the actions.

Understanding the importance of this battle, we are pleased to share the following information. Lengthy but detailed, we hope to add transparency to the issue.

The Preservation Society appealed BOEM’s decisions because BOEM violated federal laws passed by Congress to protect the nation’s environmental and cultural resources. In repeatedly violating those laws to speed up the development of offshore wind farms, BOEM is setting a terrible precedent that significantly weakens the ability of those same laws to protect against environmental and cultural harms caused by every other type of industrial development, whether it be fracking on traditional Native American sites, building highways through the center

of historically Black neighborhoods, or constructing coal-powered plants in lowincome communities. This is among the primary reasons that the oldest and largest association of Tribal Nations, the National Congress of American Indians, has passed a ‘strongly worded resolution’ calling for a moratorium on continued construction of industrial-scale offshore wind farms until BOEM corrects its multiple failures to comply with its duties.

2. What is BOEM’s duty?

Every form of industrial development, even green energy projects with positive impact, also has harmful consequences.

BOEM has a federal mandate from Congress to look out for the interests of the American people by finding a balance between the need for any

industrial energy development in oceans and the harmful impact of that development on the environment and cultural resources. Other federal agencies have the same duty for different types of industrial development on land; for instance, the Federal Energy Regulatory Commission (FERC) is similarly charged with balancing the benefits and harms of gas pipelines.

It is BOEM’s duty to ensure that the risks of those impacts for offshore wind are shared between the project developers and the communities that are home to the environmental and cultural resources that are harmed. This duty has been federal law for more than 50 years, despite repeated efforts by the fossil fuels industry (many leaders of which now develop offshore wind projects) to weaken it. failure to ensure balance for offshore wind development on the East Coast is among the most egregious, fast-moving, and large-scale failures of any federal agency in modern history.

BOEM knows that they are making serious mistakes. We know this because they are trying to fix those mistakes on the West Coast for the industry that will develop later. They are moving too quickly on the East Coast; however, to take the time to fix their errors and instead are hoping that everyone turns a blind eye or is intimidated from raising concerns for fear of being labeled as anti-environmentalists.

3. In what specific ways has BOEM failed to find balance?

BOEM’s legal process failures are so numerous that we encourage you to read the complaints by visiting culturalheritagepartners.com/offshorewind-appeals/. Here are some examples.

First, BOEM is obligated to consult adversely impacted communities very early in the project development process.

In the case of the South Fork Wind Farm Project, BOEM allowed the developer to proceed long into project development without BOEM talking to Newport, even though BOEM documented very early on that Newport would undoubtedly be harmed by the projects.

Second, BOEM is required to analyze the cumulative impacts of all related or adjacent projects, not just look at each project in isolation. In these cases, as in cases up and down the Atlantic coast, BOEM assesses the impacts of one wind project at a time. In the case of South Fork, they began the project with the smallest number of turbines (because then it is easier to conclude that the harms are more limited), knowing full well that immediately behind that project are multiple other projects containing hundreds of turbines, creating an industrialized ocean with impacts greater than the sum of the 46 | FEBRUARY 2024 | NEW ENGLAND NEWS + MEDIA

parts. This “segmenting” of projects to draw less attention to scaled-up harms is an old fossil fuels industry trick, which some developers have brought to offshore wind development, now with BOEM’s blessing.

Third, BOEM must have a staged process for permitting any project. First, BOEM must map the environmental and cultural resources that might be harmed. Then, analyze the nature and degree of harm. Next, adverse effects must be avoided, minimized, or mitigated to the greatest extent possible. Only after completing those steps should BOEM decide whether to allow the project to proceed. In the case of offshore wind, BOEM has illegally reversed that order: they are allowing projects to proceed without having completed the first three steps.

Imagine that this was a proposed factory threatening the water supply of a neighboring low-income historic community. No one would want to reverse the required legal order such that the factory is built before the regulating agency analyzes the impacts on the water. BOEM is setting the precedent for exactly that pattern to happen in thousands of places across the country for years to come.

Fourth, BOEM has failed to ensure balance by allowing the risks of the harms of offshore industrialization to be borne by the impacted communities and Tribal Nations instead of requiring the developers, best positioned to address those harms, to mitigate the risks.

4. Are you exaggerating the threats to all American communities of the bad precedent that BOEM is setting?

No. The law firm representing us (The Preservation Society of Newport County) is the foremost firm in the United States dealing with enforcing the National Historic Preservation Act and applicable sections of the National Environmental Policy Act. They have

resolved numerous high-profile cases on behalf of all types of communities (small, large, rich, poor, white, indigenous, Black, and other underserved communities) being harmed by all types of industrial projects (from pipelines to data centers).

Our advisors see, and we agree, that there is a direct line between BOEM’s failures in these projects and the strategies that other industries will take to speed projects through permitting with improper review. Our firm has warned the President’s Advisory Council on Historic Preservation about this concern for several years through multiple administrations, regardless of the party in power.

5. What are the risks to Newport?

For at least the next 30 years, Newport will be home to an industrialized ocean landscape with hundreds of turbines three times taller than the Statue of Liberty.

Newport is known as the “City by the Sea,” and Rhode Island is “The Ocean State.” An industrialized ocean viewshed will alter for at least 30 years, one of the main reasons that people from around the world visit Newport. Our natural

Atlantic Ocean environment and views give us our sense of place—valued not just by occupants of our famous big mansions but by millions of people who journey here and keep coming back.

To say that this character-defining and economy-driving asset must be sacrificed because of the pressing need for green energy is to present a false choice.

There are countless ways to address climate change, including offshore wind. Unfortunately, the position large developers have adopted with BOEM’s illegal consent is this: it is our way or nothing. The developer’s proposal is the cheapest way for them to build the wind farms, but it isn’t the only way.

Developer Orsted’s study found that 15 percent of visitors would not return to an Atlantic coastal community once turbines became visible. BOEM’s and the developer’s analysis demonstrates that the visual effects on Newport and Block Island from Revolution Wind alone will be “major” because National Historic Landmarks in these communities – including Bellevue and Ocean Drive Historic Districts – are

within 12.7 miles of the closest turbines.

A loss of 15 percent of Newport’s heritage tourism economy would cost the community an estimated 5.17 billion dollars during the project’s lifespan. That figure is not adjusted for inflation and does not count property value losses and related losses in tax revenue. Those lost billions pay for our schools, hospitals, roads, emergency responders, parks, and countless other public services. More than 8,000 local jobs—actual, currently existing blue-collar jobs, not those promised by the developer—depend directly on our heritage tourism economy.

Newport is willing to make sacrifices, just like every other community should be prepared to do to address climate change.

BOEM should balance the threats to the livelihood of the people who live here and the profits of multi-billiondollar developers, mostly foreign-owned companies who have probably never set foot in our community.

Other organizations can speak to BOEM’s abject failure to measure impact. For example, concerning fish populations on the continental shelf, which is the fish “superhighway,” BOEM’s response is that they will get to study the harm to one of the world’s most important fishing zones after the farms are built.

6. Does The Preservation Society expect to stop the projects?

Our appeal does not seek to stop the projects. We expect the projects will be permitted responsibly, with fair consideration of alterations that can limit harm to the communities that bear the brunt of the impacts as federal law requires.

7. What is the Preservation Society hoping will come from the appeals?

The appeals aim to have projects properly permitted, as BOEM should have done from the beginning. We do not want federal environmental laws that our communities depend on to be irresponsibly weakened. We hope that a court will order BOEM to accurately NEW ENGLAND NEWS + MEDIA | FEBRUARY 2024 | 47

assess the impacts on Newport and mandate appropriate changes reflecting a realistic assessment of those harms.

8. Will the turbines be visible from Newport?

BOEM concedes that 457 turbines will be visible from Newport. The proposed industrialized farms will be highly visible. When the federal government allowed the lease areas for offshore wind to be determined a dozen years ago, it allowed communities to be misled into believing the turbines would be barely visible. This is untrue. BOEM admits this volume of proposed turbines will cause Newport harm but requires that Orsted do nothing about it—putting all risks on the community.

9. Is the Preservation Society against offshore wind?

No. We are proud supporters of green energy, but rushing the permitting process when there are many legitimate, unanswered questions about offshore wind’s adverse effects causes unnecessary risk of loss to our cultural heritage, economy, environment, and bedrock environmental laws. Indeed, the Society’s leadership includes persons who haven’t just talked the talk of environmental progress but have spent entire professional careers and civic lives as advocates for smart energy solutions.

10. What does the Preservation Society want?

We want a permitting review process that follows the law. We want laws that are not weakened under political or developer pressure. We want to educate the community on what it means to balance cultural and environmental preservation with clean energy development so that the two goals can be simultaneously pursued, which they are in other places in the United States and worldwide. We find it regrettable that industry and BOEM have been feeding the public the idea that you cannot have both clean energy and preserved community character and local economies in balance because that is a false choice. We also regret that some narratives take the easy but unhelpful route of painting this need for balance in stark black-and-white terms (pro or against clean energy) instead of acknowledging the complexity of the issue and the ability to achieve aligned goals.

11. Is the Preservation Society saying preserving their viewshed is more important than saving the Earth?

No. It is a false choice. First, just for perspective, one might consider that BOEM itself has determined that the effect of these wind farms if built according to developer specifications, will impact global warming reduction that is so small as to be impossible

to measure. Those are BOEM’s conclusions, in small print, hidden at the back of one of their environmental assessments. We recognize that green energy projects must start somewhere and that the symbolism of offshore energy is important in the movement.

That said; there are thousands of clean energy solutions required in every corner of the globe to address our climate disaster. Are we to treat every developer’s proposal for every project as beyond question? Is anyone who dares to raise a hand and say, “Can’t we take a moment to consider how some of the anticipated and unanticipated harms of these projects should be more carefully considered?” to be labeled as indifferent to climate change? We deserve a more thoughtful dialogue.

12. Is this just about money?

No. Throughout BOEM’s flawed consultation process, we have advocated for design changes such as removing rows of turbines, reducing the number of turbines, and reducing the size of turbines. Other measures, such as using non-reflective paint and Aircraft Detection Lighting Systems (ADLS), have become industry standards; permitting review should start from there, not end.

Mitigation for adverse effects is one of the many ways that developers can assist a community in balancing both the benefits and harm of development. BOEM has ignored all such input.

13. How do you respond to people who say viewsheds are a NIMBY concern and you care only about rich people’s views?

The importance of Newport’s National Historic Landmarks has nothing to do with market value or an owner’s net worth. These historic treasures speak to our history as Americans, and for that reason, Federal law requires the highest level of protection. The Preservation Society is proud to be the steward of some of these landmarks for future

generations and to take action to ensure that laws protect them, including their viewsheds, are enforced.

There are many places in Newport where people from all walks of life enjoy unobstructed ocean views, such as Newport’s famous Cliff Walk, Ocean Drive, and Brenton Point State Park.

Sachuest Point National Wildlife Refuge in nearby Middletown has miles of trails bordering the ocean. Throughout the Ocean State are many beaches where the public comes to relax and recreate—not to see an industrialized horizon with hundreds of wind turbines.

Every year, millions of people come to Newport to see the world-famous Newport Mansions. Their visits power the local economy and provide employment for thousands of residents.

Orsted’s studies have indicated that over 30 years, billions of visitor dollars will disappear from the local economy if their wind farms are built as planned.

14. What mitigation has been offered, and why wasn’t that acceptable?

In the South Fork Wind Farm permitting process, The City of Newport was completely cut out and offered no chance to provide input on project design measures to mitigate harm. For the Revolution Wind Farm, BOEM proposed a hodgepodge of random projects developed by consultants, which the community neither asked for nor needed. Further, these projects are not guaranteed and are absurdly inadequate compared to the scale of loss they will experience for the next 30 years. This result is because BOEM has skipped the legally required steps that accurately map the harm and the adverse impacts.

Sunrise Wind continues this pattern.

15. What is Section 106 of the National Historic Preservation Act (NHPA)?

The primary historic preservation law at the federal level is the NHPA. With its passage by Congress in 1966, it became

the nation’s most comprehensive preservation law, creating institutions to advance historic preservation goals and establish a clearly defined process for historic preservation in the United States. Section 106 is a part of the NHPA that requires the government to identify historic properties and assess the adverse effects caused by the proposed development; adverse effects can be direct, indirect, or cumulative over time and include visual effects that change a historic property’s context or setting. The Section 106 process requires federal agencies to consider these adverse effects to find ways to avoid, minimize, or mitigate harm to these properties through consultation with “consulting parties.” “Consulting parties” are individuals, governments (local, state, or Tribal), or entities with demonstrated economic or legal interest in a project’s outcome. The Preservation Society has participated as a “consulting party” in BOEM’s review of South Fork Wind, Revolution Wind, and Sunrise Wind, but BOEM has ignored our comments.

16. What is Section 110(f) of the National Historic Preservation Act? Section 110(f) requires federal agencies in charge of permitting to use “all possible planning to minimize harm” to National Historic Landmarks, our nation’s most outstanding historic properties. Section 110(f) requires federal agencies to consult with the National Park Service, which administers the National Historic Landmarks Program, and requires a more heightened level of scrutiny than Section 106 because of the historic significance National Historic Landmarks represent. Newport has some of the nation’s most recognized National Historic Landmarks in the United States, including the Bellevue Avenue and Ocean Drive Historic Districts and individual National Historic Landmarks within those districts.

17. What is NEPA? NEPA, otherwise known as the National Environmental Policy Act, is the federal law passed by Congress to inform the American public about the effects of major government actions on all aspects of the human environment. NEPA provides procedural protections in permitting by requiring an analysis of adverse impacts on the environment, which, in addition to the natural environment, includes historic and cultural resources and economic effects.

Under NEPA, a federal agency may not proceed with a proposed action until it performs an environmental review that provides for meaningful consideration of alternatives to the proposed action that would avoid or have a less harmful impact. The review can either result in an Environmental Assessment or a more robust document known as an Environmental Impact Statement if the federal agency determines that the proposed action will significantly affect the human environment. In either event, critical to the agency’s analysis is whether a proposed action will significantly affect historic or cultural resources. At issue may be the degree and the way a proposed action affects historic or cultural sites listed or eligible for listing in the National Register of Historic Places and impacts on the natural environment, such as water, air, fish, and wildlife. Sometimes, seemingly insignificant impacts, including visual intrusions, may rise to the level of a significant effect or cumulative impact when viewed collectively.
