SMALL GRANT SCHEME

THE HENRY PLUMB FOUNDATION

The grant is aimed at improving animal welfare and productivity, through the purchase of equipment, with items ranging from EID readers to handling systems to GPS technology. The grant is based on 40% of cost, with a minimum grant of £3,000 meaning the total cost needs to be in excess of £7,500.

The Henry Plumb Foundation funds young people (18-35) with interests, business ideas and study plans that will lead to a career in the agricultural or food industry. Funding, in the region of £500—£3,000 is offered for the following: •

Our Trainee Land Agent, Charlotte Brown is currently on Maternity Leave until August 2021, following the safe delivery of her son.

Many people apply for planning permission for an agricultural workers dwelling on the basis that there is an essential and functional need for a person to be present on site.

In addition to funding, successful applicants receive a mentor, experienced in the industry, in order to make the most of the opportunity.

However, the National Planning Policy Framework states that there is a presumption for permission where “there is an essential need for a rural worker, including those taking majority control of a farm business, to live permanently at or near their place of work in the countryside”.

The closing date for the next round of applications is 5th March, 2021.

Additionally many appeal cases have successfully argued that where an existing dwelling is occupied by a retired person, that dwelling can be discounted in any assessment regarding the need for a dwelling on site.

You need to carry out your annual inventory of sheep and goats.

With ELMS not due to be rolled out until 2024, there will be future rounds of Countryside Stewardship, with the Government confirming that no one will be disadvantaged if ELMS suits their holding or business better.

Whilst the application window for both Hedgerow and Boundary and Countryside Stewardship are currently closed, the team would like to get ahead of the game and commence meetings this Autumn/Winter with any clients interested in applying for either scheme next year.

AUTUMN NEWSLETTER AGRICULTURE BILL

BPS SIMPLIFICATIONS

The Agriculture Bill is currently with the House of Lords and we are expecting updates in the coming months, including a consultation on the de-linking. To keep up to date, please follow us on Facebook, or keep an eye on the news page of the website.

The RPA have confirmed that greening rules will not apply for 2021, meaning there is no requirement to comply with the three crop rule, or have Ecological Focus Areas.

GREEN HOMES GRANT SCHEME

Greening Rules do however apply until the end of 2020 and therefore any land designated as an Ecological Focus Area needs to remain in place until 31st December.

The Government’s Green Homes Grant Scheme covers two thirds of the cost of a qualifying energy efficient or low carbon heating improvement in your home, up to a maximum of £5,000.

Qualifying items are; insulation or low carbon heat measures.

DO I NEED PLANNING PERMISSION? When it comes to grant-aided farm projects, you will find that you will need to apply for planning permission before any work can begin. More often than not, planning permission for agricultural buildings can be obtained in one of two ways:

1. Via a Notice of Intent (NOI), which takes 4 weeks from submission and is a deemed consent if no decision is issued by the planning authority.

2. Via a full planning application, which should be determined in BPS 2020 Payment Exchange Rate The RPA have confirmed the euro exchange rate for calculating 2020 BPS payments will be €1 = £0.89092. This is the same rate used for 2019 BPS payments.

FARM DIVERSIFCATION OPPORTUNITY—WORLD OWL TRUST The World Owl Trust is an international Owl Conservation Charity based in the north of England for the past 30 years, with one of the largest collections of Owls in the UK. They are looking to lease a 3-5 acre area of land, possibly wooded/redundant quarry, preferably close to a main road which could be used to develop the World Owl Centre. This would be a Visitor, Education and Breeding Centre focused on Owls and their habitats but with a wider remit of giving people a realistic view of the Countryside.

8 weeks for a minor scheme, often going over 8 weeks.

Once approval is granted it lasts for 3 years. Any consent that is more than 3 years old that has not been commenced is inoperable and to start work would be a planning breach.

Another important detail to remember is that the works approved need to be constructed as approved. The drawings are not simply a loose guide to follow, deviating from what has been approved can render the consent invalid.

Planning is time-consuming and authorities often miss the 8-week deadline and for a full application there is no deemed consent. If you have grant application deadlines you must start the planning application early. We have known applications take over 3 months for agricultural buildings.
