









As the iEC develops, it will host a range of tenants who collaborate to solve key engineering and industrial challenges, growing to extend beyond the region into the wider UK and globally.
Cumberland Council owns the iSH Enterprise Campus site and will be landlord to the tenants.
This is part of Cumberland Council’s regional economic and strategic plan to build upon the region’s world leading capability and grow and expand that so that the unique skills we have here are utilised to solve even more of the world’s engineering and scientific problems.
iSH is providing support to achieve those goals and will be available to help businesses who occupy the site, providing access to business support, equipment, facilities and skills.
iSH brings together industry, SMEs, academia, national bodies, research facilities, and community stakeholders into a business cluster focused on real-life problem solving and practical applications.
Through collaboration iSH will deliver solutions to industry challenges which can then be exported around the globe, helping organisations expand and create further job opportunities.
Through this collaboration, iSH will enable businesses and organisations to grow, strengthening the resilience of the regional economy.
iSH’s economic assessment has estimated its programme will generate more than 100 new jobs over a period of 18 months, with the overall scheme creating more than 700 new jobs in the next 10 to 15 years.
A proposed 4,000 square metre campus hub building will become the new focal point of the campus, helping to create links between existing tenants, outside users, the education and skills sector, the local community and the wider public.
The hub will also be a place in which meeting rooms can be hired, conferencing and training facilities will be available to businesses, and it will all be easily accessible to those on the site.

Some existing units on the estate will be refurbished and landscaping and improved biodiversity will take place to make the campus an ideal environment for businesses and organisations - of all shapes and sizesto move to the site and work collaboratively.
There are opportunities for business, industries, organisations and academic institutions across a range of diverse sectors - to get involved and move onto the iEC to collaborate and grow.

Included in the Enterprising Town plan for the iSH Enterprise Campus at Leconfield, Cleator Moor, Cumbria, delivered by Cumberland Council, is:

The creation of new cycle and footpaths to connect the site with wider areas of Cleator Moor.

Phase One of the iSH Enterprise Campus, delivered by Cumberland Council, is part of Enterprising Town - one of four projects that make up the Cleator Moor Town Deal.
The Cleator Moor Town Deal secured £40.9m in funding for its project programme – £22.5m coming from the Government’s Towns Fund and a further £18.4m from match funders.
iSH is supported in its activity by funding from Cleator Moor Town Deal Board which, working with the then Copeland Borough Council, secured a provisional offer of £22.5 million from the Government’s £3.6 billion Towns Fund initiative in 2022.
Significant match funding sums have since been pledged by the NDA, Sellafield, and the Copeland Community Fund. Further contributions were made by Copeland Borough Council, Cleator Moor Town Council and Regen North East Copeland.
In January 2023 £20m of investment from government was awarded to Copeland Borough Council for the iSH Enterprise Campus, phase two of the redevelopment at Leconfield through a successful bid to the Levelling Up Fund.
Part of the latest funding will create an attractive ‘Spine’ development: an active travel route providing improved connectivity between the Campus and the town centre through landscaped footpaths and cycleways.
This will ensure the development of Leconfield helps the regeneration of Cleator Moor and surrounding communities.
We are lucky to already have pioneering businesses on the iSH Enterprise Campus, many with a long-standing reputation of serving global markets with world-leading products and services.

The campus is also home to Sellafield Ltd’s Engineering Centre of Excellence, delivering pioneering solutions to challenges in the nuclear industry right across the UK, including home to world-first technology in Unmanned Aerial Vehicle (UAVs) and Remotely Operated Vehicles (ROVs).

Businesses who choose to join us at the iSH Enterprise Campus also have the added benefit of a nursery and gym already being established on site thanks to Little Explorers Pre-School Ltd and KT Fitness and Nutrition.
In terms of parking availability, there are due to be approximately 18 Electrical Vehicle (EV) car charging points and parking for approximately 180 cars.
Whitehaven is the nearest train station to the campus with rail connections to airports at Manchester, Newcastle, Edinburgh, Glasgow and London.
The iSH Enterprise Campus, delivered by Cumberland Council, opens up opportunities for businesses of all shapes and sizes.
World-leading operations such as Sellafield Engineering Centre of Excellence and pioneering engineering businesses are already in situ. This gives any business coming to the site a head start in terms of being able to collaborate with other industries.
It is part of a cluster focused on practical problem solving and will encourage entrepreneurs, start ups, spin outs and R&D.
New businesses and organisations relocating to the site can get access to other companies to complement what they do.
iSH is a cluster support organisation which is there to help these businesses and connect them up with other organisations and places in the region. It will also provide facilities and equipment that these businesses might otherwise not have access to.
