Foreword Since October 2012 we have comprehensively delivered the business plan successfully put to ballot in July of that year. We have delivered a range of activities and services against the backdrop of economic uncertainty and when the challenges for high streets have never been greater. We know from your feedback that you value what we have achieved and believe that Sutton town centre has benefitted as a result. We firmly believe that Successful Sutton is now an integral part of Sutton’s community.

Our Shopper Shuttle service has been incredibly popular with visitors to the town centre, and in 2016 won a prestigious British BIDs National Award in recognition of the contribution it has made to Sutton.

We know from all the testimonials we receive that the service encourages more elderly and less mobile visitors to Sutton and enables them to access shops, restaurants and services they would otherwise not be able to.

We also launched and manage the ‘Enjoy Sutton’ brand for the town centre which is visible on lamp-post banners, posters and promotional materials. Our Enjoy Sutton website, business directory and social media campaigns also raise the profile of Sutton and drive footfall. Our annual events programme, including the monthly Farmers’ and Artisan Market, Easter activities and Christmas events increase both footfall and dwell time – more people visiting, staying longer and spending more money in the town centre.

Our business support workshops, accredited training sessions, free mixed recycling service, town centre radio scheme and additional cleaning services provide added value to our levy payers. All our activities are focused on helping improve our visitor experience, ensuring the town centre is a safe and clean place to live, work and visit.

We must strive to ensure Sutton is a destination of choice, not a destination of habit, and react to competition from our neighbours. Croydon, Kingston and Wimbledon also have strong effective Business Improvement Districts, and all these towns are going through continued regeneration and growth. We cannot allow Sutton to be left behind, which is why renewing Successful Sutton is so important.

THE SUTTON BID: LOOKING TO THE FUTURE Recently voted as one of the top five places to live in London, Sutton has direct train links to central London, high performing schools and a wealth of green spaces. It also has low unemployment and a thriving commercial sector.

Positioned between Heathrow and Gatwick airports, and less than 30 minutes away from central London by rail, Sutton can help create the opportunities that will protect and advance London’s competitiveness within world markets.

Through its Local Plan Sutton is developing a 15-year vision to unlock development opportunities which will drive prosperity, provide jobs and the 21st century smart living solutions London needs.

Sutton has some of the best schools in the country and is the second safest borough in London. With excellent parks and open spaces and a local authority

committed to generating clean energy and cleaner air, Sutton has the potential to improve the quality of life for thousands of Londoners.

Sutton boasts three Business Improvement Districts (BIDs) within the borough with strong interest for a fourth, which is currently being explored with businesses.

Sutton’s BIDs are an effective mechanism for promoting local regeneration and economic development and are a further indication of a borough in which businesses, small and large, can thrive and prosper.

Collectively Sutton’s BIDs leverage approximately £3 million per 5 year term additional investment into the borough.

SUTTON TOWN CENTRE The exciting, newly-endorsed Town Centre Masterplan provides a strong vision and direction for future development in the town centre.

This includes a series of strategic projects which establish a clear direction for Sutton town centre. The masterplan sets out a wide array of recommendations and projects including new developments, public realm improvements and transport proposals.

Opportunity Sutton, the council’s investment arm, has secured over £410 million of private and public funding to date, paving the way for Sutton’s regeneration. The scale of investment has bolstered business confidence with big name chains including Sainsbury’s, Premier Inn and TK Maxx choosing to stay in the town centre.

The iconic headquarters of Subsea 7, a leading global contractor in seabed-to-surface engineering and one of the borough’s largest employers, is also expanding its operations in the town.

Other high-profile projects include CNM Estates’ development of Sutton Point, in Sutton Court Road, into a 22-storey building that will provide a mix of housing, shops, restaurants and a 130-bed hotel. Supermarket giant Sainsbury’s opened its doors in November 2016 and is the anchor store at the redevelopment of the former gas holders site to the north of the High Street.

Over the last five years you will have seen a range of improvements to our town centre, delivered by the businesses which form part of the Successful Sutton BID, including: new markets and support to new and existing businesses, seasonal events, crime reduction initiatives, additional street cleaning and of course the award winning, hugely popular Shopper Shuttle golf buggy – used by our less mobile visitors to Sutton town centre.

The Successful Sutton Town Centre BID, working as a key partner within the Council’s Sutton Town Centre Masterplan Delivery Regeneration Programme, will strengthen Sutton’s investment offer and make the town centre an even more enjoyable place to work and play.

WE’VE DELIVERED In our first BID proposal in 2012 we pledged to deliver a range of events, activities and services for our levy payers, and for Sutton. Successful Sutton has delivered on those commitments.

We pledged to make Sutton busier and more prosperous. We have: • Created and launched the ‘Enjoy Sutton’ brand for the town centre, including a website, promotional banners, an online business directory, a map and social media channels.

• Launched the ‘Enjoy Sutton’ loyalty card, in partnership with Swipii, with over 5,000 cards in circulation.

• Managed the annual town centre Christmas lights scheme and switch-on event – attracting over 4,000 people each year and generating significant media coverage. Increased investment in the Christmas lights each year to include more areas of the town centre and surrounding areas.

• Hosted a variety of seasonal events each year, including Easter-egg hunts and a Pop-Up Farm, deckchairs on Trinity Square in the summer, Crazy Golf and a Sunset Cinema.

• Launched the monthly Farmer’s & Artisan Market on the third weekend of each month.

• Hosted a variety of occasional speciality and international markets each year at Christmas, Easter, and on St. George’s Day. • Launched the award-winning Shopper Shuttle service – helping elderly and less mobile shoppers up the High Street.

• Co-ordinated a promotional campaign for Sutton town centre – highlighting events, independent retailers and leisure businesses in local print and social media.

• Organised a variety of online competitions to promote Sutton’s retailers, offering prizes to promote Sutton and raise the town centre’s profile.

We pledged to provide increased value for money for levy payers. We have: • Provided a mixed-recycling service, used by a quarter of our levy payers since 2013,offering free weekly collections.

• Installed footfall monitors in the town centre to provide weekly reports on footfall and visitor performance – published on the Successful Sutton website.

• Significantly reduced the number of High Street ‘chuggers’ (unsolicited charity collectors) through an area management agreement with the Institute of Fundraising.

• Launched and managed the annual Sutton Business Awards, in partnership with Sutton Chamber and Sutton’s Best Breakfast competition. Also sponsored the annual Time & Leisure Food and Drink Awards to promote Sutton’s great venues.

• Organised over 90 historic walking tours of the town centre, for businesses, employees and visitors – attended by over 750 visitors, and winning a Sutton Cultural Award in 2015.

• Promoted a shop-front improvement grant programme – providing 50% match-funded grants for levy-payers.

• In partnership with the Council, leveraged £500k funding for improvements to the north end of the High Street.

• Secured British BIDs accreditation, the must-have recognition for well-managed BIDs, providing evidence of quality management and return on investment through service delivery. It is the industry recognised standard.

• Organised over 45 free or heavily subsidised training workshops on all aspects of business support, including accredited courses on First Aid at Work and Health & Safety.

We pledged to make Sutton feel safer. We have: • Subsidised the cost, and increased the number of users, of the town centre radio scheme – linking retailers and evening economy-businesses directly with Sutton Police Station and officers in the High Street.

• Invested in the town centre radio system – providing new digital radio handsets for businesses, additional receivers in Sutton Police Station, and additional handsets for Sutton Street Pastors and Sutton Nightwatch.

• Strongly supported Sutton’s PubWatch and Behave or Be Banned (BOBB) schemes and launched a Sutton ShopWatch initiative to reduce antisocial behaviour and shoplifting.

• Installed convex wall-mounted safety mirrors in the alleyway between Holland & Barrett and M&S. • Supported Sutton Street Pastors – increasing the number of patrols from 19 per annum to 75 per annum including Friday and Saturday afternoons; increased the number of trained street pastors from 8 to 20; increased the number of volunteer hours from 341per annum to 724 per annum.

We pledged to make Sutton cleaner and more attractive.

We have: • Managed a one-off deep clean and jet-wash of the High Street covering 30,000 sq. ft. of pavement.

• Managed ongoing jet-washing, totalling over 18,000 sq. ft. of pavement and street furniture.

• Provided 1,170 hours of supplementary street cleaning each year, through our in-house cleaning team – collecting litter, dealing with flytipping and removing unwanted lamp-post flyers and posters.

• Removed over 11,000 pieces of chewing gum.

• Managed a one-off deep-clean of the alleyway between Holland & Barrett and M&S – jet-washing the pavement, removing graffiti from the walls and repainting with anti-graffiti coatings.

• Installed over 35 vibrant hanging basket displays across the town centre, and 12 large coloured plant pots on Trinity Square and St Nicholas Road.

• Installed promotional ‘Enjoy Sutton’ lamp-post banners across the town centre, promoting our events and activities.

• Supported Sutton Council’s ‘Clean Streets Sutton’ campaign to reduce chewing gum and cigarette butt litter in the town centre.

As a business which exists to serve the community, we all at TazZa Coffee are delighted to cast our vote in favour of the renewal of the BID. The BID has been responsible for numerous activities and events up and down the High Street and elsewhere which have enhanced the profile of Sutton town centre. We have benefitted especially from the buggy supplied by the BID, which helps some of our customers cope with the slope. It suits us very well that TazZa Coffee is the terminus point at the north end of its journey; David, Junior and their passengers are always welcome.

Our award-winning shopper shuttle Our Shopper Shuttle provides free transport up and down Sutton’s mile long High Street. Half the High Street is on a gradually steepening incline that is difficult for older or less mobile visitors to navigate with their shopping. Our shuttle provides the opportunity to access parts of the High Street that have effectively become ‘beyond reach’.

The shuttle has become a popular community asset in the High Street and we believe it is unique within the BID industry and unique within a pedestrianised town centre environment in the UK. Launched in December 2013 initially as an eight week addition to our Christmas shopping campaign the shuttle was immediately popular with both our levy payers and shoppers.

Following the success of our initial campaign the Successful Sutton board agreed to retain one buggy operating a service 6 days per week (Monday Saturday), 9am–5.30pm. We regularly receive ‘thank you’ letters from the public praising the operation of the buggy and the customer service provided.

The service is funded partially through levy funds and partially through sponsorship. For 18 months the buggy was sponsored by the Post Office. The buggy makes approximately 6 return trips per hour, with an average 8 passengers per return journey. Approximately 1,728 passengers per week are made on the buggy – approximately 89,000 passengers per year.

Results of our annual customer feedback survey are consistently high. In September 2015 the survey recorded a 92% ‘Excellent’ rating from over 355 buggy users who completed feedback forms. The shuttle is unanimously supported by the Successful Sutton board and a significant majority of our levy payers – who have identified the service as an integral element of the town centre visitor experience offer, a valuable community asset and a high profile deliverable from the BID. Regular feedback from passengers confirms: • a significant number of elderly passengers only visit Sutton because of the shuttle service.

• over 90% of passengers recognise the service is funded by local businesses – enhancing support for the local community and fostering civic pride.

• 70% of levy payers have confirmed sales as a result of passenger use of the buggy.

In November 2016 we were very proud to win a prestigious national British BIDs Award for the contribution the shuttle makes to Sutton town centre.

OUR PLANS The strong level of support already expressed for Successful Sutton is significant – during our consultation 81% of businesses confirmed they intended to vote in support of our renewal. It is important that you VOTE YES in the postal ballot in May to ensure we can continue and build upon our programmes to make Sutton town centre a more attractive and vibrant retail, office and leisure destination.

Our plans for 2017–2022 are based on consultation with our businesses and feedback from consumers who inform our plans for the future.

ENHANCING SUTTON During our next five year term, we pledge to promote Sutton as a destination for visitors, residents and investors, ensuring a positive lasting impression which encourages them to return.

Vote Yes to ensure we can deliver our four key commitments to: • Continue to develop and deliver a robust events and marketing programme which includes large scale events such as the Christmas Light Switch On and Easter Farm plus targeted campaigns to promote independent retailers and markets.

• Continue to operate the award-winning Shopper Shuttle.

• Maintain the town centre Enjoy Sutton website and social media channels to create engagement opportunities for BID businesses, which continues to generate 13,000 visitors a month.

• Deliver a quality markets programme that continues to attract existing and new visitors to Sutton town centre as well as ensuring the local residents and workers are also catered for. This includes the existing monthly Farmers’ & Artisan Market, annual Christmas Market and visiting markets. New markets such as street food and late night markets will also be launched.

BRIGHTER SUTTON Riva Bingo has benefitted from being recognised as a business that serves the community by winning the prestigious Business of the Year in Sutton. The BID has been instrumental in making the whole of the High Street reachable with the introduction of the daily buggy service.

This enables our customers to access the club as a central point to all the High Street shops. St Nicholas Road is also brighter and cleaner with the welcome addition of the BID’s vibrant pot plants.

PROTECTING SUTTON A strong YES vote means we can ensure that Sutton remains one of the safest boroughs in London by managing and implementing a number of partnership working schemes in order to reduce crime.

Sutton already has one of the lowest crime rates in London. Vote Yes and we can continue to help maintain that position, concentrating our efforts on those crimes that cause real problems for business while tackling any misconceptions over fear of crime.

Our four key commitments for 2017–2022 are to: • Manage the town centre radio link service linking businesses with the Metropolitan Police and the BID allowing them to share intelligence and tackle issues real time.

• Continue to strengthen a Crime Prevention Partnership between Safer Sutton Partnership, local businesses and the BID. • Continue to deliver and manage the PubWatch and ShopWatch schemes to ensure that Sutton remains one of the safest boroughs in London and businesses continue to work together to combat crime.

• Continue to fund the Sutton Street Pastors to provide additional patrols over the weekend.

It is important that you have a voice. A strong YES vote in our renewal ballot means that we can provide increased value for money for businesses and one united voice to the business community.

OUR four key commitments: • Act as a strong collective business voice that has influence on the decisions made about the town centre.

• Extend the free recycling scheme to over 150 businesses in order to drive down costs further and to continue to provide a heavily subsidised food waste collection.

• Make available High Street grants to businesses in order to continually improve the High Street environment.

• Work with Sutton Council to provide an effective and enhanced town centre management service.

A strong yes vote also means we can continue to: • Manage the site management agreement with the Institute of Fundraising to restrict unsolicited charity workers (chuggers) in the High Street.

• Host networking events for levy payers to meet and make new contacts and share best practice.

• Organise historic walking tours to promote Sutton and its heritage to new residents, visitors and employees.

The Successful Sutton BID levy will raise £1,525,605 million to be spent exclusively in the BID area over its five year term. Where possible, Successful Sutton BID will work with partners and stakeholders to supplement its annual income.

Decisions on expenditure and budget allocation will be governed by the BID Board and minuted accordingly.

The BID Levy The amounts paid by each business annually to fund Successful Sutton’s services and projects is determined by our BID levy rules. These are summarised on the following page. The majority of businesses pay between £250 and £950 per annum.

• The levy is paid proportionate to the size of the business premises and is 1% of rateable value – i.e. for a business with a rateable value of £45,000 the levy is £450.

• The levy applies to all business ratepayers with a rateable value over £10,000. If a premises is empty the leaseholder remains liable. If there is no lease in place the premises owner becomes liable.

• Charity shops benefit from an 80% reduction in the BID levy.

• All retailers inside* the St. Nicholas Shopping Centre and Times Square Shopping Centre receive a 25% reduction on the levy.

• The BID levy can only increase annually by 0.01% to allow for inflation and is at the discretion of the board.

• Following a successful renewal ballot, the BID levy is a mandatory charge for all those defined businesses or occupiers in the defined BID area.

• Businesses in premises below the levy threshold can still benefit from our services and projects by paying an annual £100 voluntary levy. * ‘Inside’ is defined as being if the main entrance to the retail unit can only be accessed from within the shopping centre.

Alteration of the BID arrangements The streets and hereditaments to be included in the BID area may change due to alterations in Sutton Council’s rating list.

Rateable business units may additionally be included if their rateable value, at any time during the BID period, meets or exceeds £10,000 or they are newly added to the ratings list and the rateable value threshold criteria is met. They may also be excluded from the BID area and BID levy charge in cases where amendments are made to the ratings list that either remove rateable units from the list or alter the rateable value to below £10,000.

BID arrangements may be altered without an alteration ballot as long as there is no proposal to alter: • The geographical area of the BID • The BID levy in such a way that would: 1. cause any person to be liable to pay the BID levy who was not previous liable to pay; 2. increase the BID levy for any person other than for inflation purposes as mentioned above.

The BID’s finances are independently audited and reviewed each year and are presented at the AGM to which BID members are invited.

Baseline agreements To be agreed

It is important that the activities of the BID represent additional value above and beyond public services already provided

by Sutton Council. To that end, Sutton BID has entered into a baseline agreement with the Council to clearly define the levels of service that can be expected from Sutton Council.

Collection of the BID levy Arrangements for the collection of the BID levy are set out in a formal Operating Agreement between Sutton BID and Sutton Council (for details visit www.successfulsutton.co.uk).

These arrangements are governed and administered within the guidelines set out in the BID (England) Regulations 2004. Sutton Council will be responsible for collecting the BID levy on behalf of Sutton BID. The levy will be collected in one instalment due on 1st October each year and held in a separate account solely for Sutton BID. Enforcement measures for collection of the BID levy are detailed in the Operating Agreement between Sutton BID and Sutton Council.

A Board that represents Sutton Successful Sutton BID is an independent, not-for-profit company limited by guarantee, governed and chaired by the Successful Sutton BID Board.

The Board provides strategic direction and input and is responsible to stakeholders for the conduct, performance and due governance of the BID Company. It is also responsible for setting the annual budget and monitoring finances throughout the course of the year. Membership of the Board is voluntary and directors are unpaid.

Financial Arrangements 2017–2022 • Successful Sutton is accountable to businesses paying the BID levy.

• The Successful Sutton BID Board will approve, in advance, an annual budget for the BID for each financial year.

• Successful Sutton will produce annual accounts for each financial year and these will be available to all BID levy payers and the Local Authority. These will be presented at an annual levy-payer meeting.

• Successful Sutton will not be able to operate in deficit or incur liabilities that come into effect after the operational period i.e. after September 2022.

• The BID Board will decide how any unspent or additional income should be utilised.

• All budgets include a 5% contingency reserve to take into account any unexpected shortfall.

• Any redistribution of funds among all projects within the total annual programme budget will require BID Board approval as set out in our operating procedures.

How do I know what it will cost me?

A Business Improvement District (BID) is a business-led and business-funded body formed to improve a defined commercial area, in this case Sutton town centre.

A BID is funded through the BID levy, which is calculated as 1% of a business’ rateable value. A business with a rateable value of £20,000 would pay £200 per annum.

Once a ballot is successful the BID levy is mandatory and payable annually for all eligible businesses for the 5 year term. BIDs can choose to exclude certain businesses from paying the levy (and therefore from voting in the BID ballot). Successful Sutton chooses to exclude the smallest businesses – those with a rateable value under £10,000 – and offers a reduction to charities and businesses in both Times Square and St Nicholas Shopping Centres.

In the UK, the majority of BIDs exist in town centres, however they are also in industrial, commercial and mixed-use locations. The BID mechanism allows for a large degree of flexibility and as a result BIDs vary greatly in ‘shape’ and size. The average size of a BID is 300–400 hereditaments, with some of the smallest having fewer than 50 hereditaments and the largest over 1,000. Annual income is typically £200,000– £600,000 but can be as little as £50,000 per annum or over £2 million. Legislation enabling the formation of BIDs was passed in 2003 in England and Wales (with subsequent regulations published in 2004 and 2005 respectively) and in 2006 in Scotland. The first BID in England started in January 2005. The first Scottish BID started in April 2008 as did the first Welsh BID. BIDs were first established in Canada and the US in the 1960s and now exist across the globe, including in South Africa, Germany, Japan, New Zealand and Australia.

What is the levy used for?

Successful Sutton is a not-for-profit organisation and all expenditure is focused on activities and initiatives for Sutton town centre.

When do I get to vote and how does that work?

Every business receives one vote for each business premises they occupy. Each business is asked to identify the nominated voter for their business and this was confirmed through a mailout in March. Ballot papers are sent out by Sutton Council to each voter.

These must be returned to Sutton Council by 5pm on Thursday 8th June 2017.

What choices do I get on the ballot paper? Who is standing for election?

There are just 2 choices – vote Yes to continue to support Successful Sutton for another 5 year term or No to cease the services and support from Successful Sutton. There are no third parties to vote for, it is a simple Yes/No vote.

What does the BID need to be successful in the ballot?

There are two measures that the ballot needs to meet; a simple majority of those that vote, voting ‘Yes’, and a simple majority of the rateable value of the eligible businesses in the BID area voting ‘Yes’ .

Successful Sutton BID and all its services and activities will cease to exist from 30th September 2017.

Each year we publish regular printed newsletters that provide updates on our activities and detail our activities. Our audited financial accounts are also published each year and uploaded onto our website.

Our website is kept up to date with news stories and we produce a monthly e-newsletter that is distributed to every business by email. We report directly to our Board of Directors on progress against our Business Plan.

How can I influence what Successful Sutton BID does?

Throughout the 5 year term we continually consult with levy payers on what your key priorities are, and our executive team regularly meets with businesses through networking events and High Street activities. Please contact us on 020 8643 9304 if you would like us to visit you.

How do you ensure Successful Sutton isn’t just doing what the Council should be doing?

BIDs enter into baseline agreements with the local authority and other service providers which guarantee the level of service provision in the area. These ensure that any services the BID provides are truly additional.

An Operating Agreement is also entered into between a BID and the local authority governing how the BID levy monies are collected, administered and passed over to the BID.

Is it just another tax?

No. The money does not go to the Central Government or Sutton Council. Funds are ONLY for the projects agreed and voted for by the participating businesses.

What happens if the property is currently empty?

If a property is empty and there is no current tenancy agreement then the property owner will be responsible for payment of the levy.

What do I pay my rates for?

Business Rates are a statutory local tax levied to provide generic services by the local authority. The Successful Sutton BID levy will pay for specific services and functions on top of the baseline services that Sutton Council provides. These additional services are agreed by the BID Board in consultation with our levy payers.

Your ballot – how to vote

In order to continue for a further five years, Successful Sutton BID must receive a ‘YES’ vote from a majority of businesses voting in the ballot, both by number and by the total rateable value those businesses represent.

The ballot will be a confidential postal ballot of all eligible hereditaments on the Ratings List at the time that the Notice of Ballot is issued. Sutton Council will be responsible for managing and paying for the ballot to ensure it is carried out fairly and not influenced by the BID.

The ballot will run from 12th May until 5pm on 8th June 2017.

A voting paper will be sent to you for each business unit that you own or occupy that has a rateable value of £10,000 or more. Where a business has more than one rateable business unit with a rateable value of £10,000 or more, it will receive a ballot paper for each individual unit. Each paper counts as one vote and it is therefore important that every voting paper is completed and returned.
