FROM THE EXECUTIVE DIRECTORS All of us with a stake in the healthcare industry – our employers, our members and, of course, our Funds – have been closely following the new federal health reform legislation to determine the impact it will have on our work. In this issue of 1199SEIU Funds Employer News, we will update you on some of the changes that the National Benefit Fund will be making as a result of the law. We are also happy to share some exciting news. In August, the NBF was one of fewer than 2,000 health plans nationwide to receive federal funding through the new legislation to support coverage for early retiree benefits, a testament to our effective programs for managing chronic and high-cost conditions.

We have also been working with 1199SEIU members and management in our institutions to strengthen the quality of care. Inside, you will read about our Registered Nurse Labor Management Initiative’s program to improve clinical outcomes starting at our patients’ bedsides. In addition to supporting nurses who are already in the field, our Child Care Fund is continuing to build tomorrow’s workforce through its WorkForce 2000 Pre-RN program. This program is just one of many that your eligible 1199SEIU employees can register for during the Child Care Fund’s annual registration period, which is open now through October 30. Finally, please remember to save the date for the Child Care Corporation’s fourth annual “Care for Kids” Awards Gala on December 6.

National Benefit Fund Will Extend Dependent Coverage and Eliminate Lifetime Maximums in January 2011 While the 1199SEIU National Benefit Fund (NBF) already meets most of the criteria of the new Patient Protection and Affordable Care Act (PPACA), beginning in January when our new plan year begins, the NBF will be required to extend coverage for dependent children up to age 26 and eliminate the current $1 million or $500,000 lifetime maximum benefit.

While we told you in our last issue that these changes would probably not take place before the next collective bargaining agreement, the agencies empowered to implement this new law have interpreted it differently than expected.

Of course, these changes will have expenses associated with them, which the collective bargainers could not anticipate when negotiating the current contract. The Fund’s actuaries have been closely analyzing the potential costs of these changes, and we will work with our Trustees on monitoring the impact of these new provisions.

Meanwhile, our Fund staff is already working to implement these changes and ensure a smooth transition for the members. We are notifying all members of the changes and there will be a special enrollment period from November 1 through November 30 to enroll newly eligible dependents to guarantee coverage starting January 1, 2011. Members will receive enrollment forms in the mail and can also request them and get assistance from their Outreach Coordinators or by contacting the Benefit Fund’s Member Services Department at (646) 473-9200. And, if any of your 1199SEIU employees are among the rare few who have reached the lifetime maximum, they should contact the Care Management Department at (646) 473-9200 to discuss transitioning back into the Fund.

What Do the New Provisions Mean for Your 1199SEIU Employees?

Dependent Coverage Extension While the National Benefit Fund has covered dependent children up to age 19 or 23 if they are in school, the new law requires the Fund to cover dependents up to age 26 regardless of student status if they do not have access to other employer coverage. Members will be notified this fall to enroll their eligible dependents under age 26.

Who is eligible and considered a dependent child?

A member’s biological or legally adopted child (coverage for legally adopted children starts from placement). Stepchildren, foster children and grandchildren are not covered by the Fund.

Children of a domestic partner cannot be covered by the Fund unless they are legally adopted by or placed for adoption with the member or the domestic partner is a parent on the birth certificate.

Lifetime Maximum Benefits Eliminated Effective January 1, 2011, the National Benefit Fund will eliminate its $1,000,000 Member Choice lifetime maximum and $500,000 maximum for non-Member Choice participants. The Fund will be reaching out directly to the few members who have exceeded the lifetime maximum over the last few years.

Child Care Fund Program Spotlight

WorkForce 2000 Commemorates Students in the Annual Pre-RN Ceremony On June 10, 2010, the Child Care Corporation’s WorkForce 2000 program hosted its Second Annual Pre-RN Lab Coat Ceremony to honor the students who graduated from the Pre-RN program this spring, celebrating their accomplishments as they graduate from high school and encouraging them as they pursue the nursing profession.

CCC President Vivian Fox congratulated the graduates and encouraged them to maintain a commitment to their profession and to providing quality service.

WorkForce 2000 is just one of many quality programs for which members can register their children this fall.

The Pre-RN track is offered by the WorkForce 2000 program for students interested in pursuing a career in nursing. This unique program enhances the students’ ability to gain acceptance into nursing schools, not only helping ease the nation’s nursing shortage but also increasing the diversity of the nursing workforce. Since the program’s inception in 2006, 40 students have graduated and nearly 80 percent of those have continued to pursue nursing at some of the most prestigious nursing schools.

In September, the Child Care Fund launched its 2011 registration season, allowing eligible members the opportunity to register for child care benefits. In order to accommodate as many members as possible, the Child Care Fund is offering various registration locations and options – including extended office hours – through October 30, 2010.

In-person registration began with Registration Kickoff events held in New York City and Long Island. Members may still take advantage of the Child Care Funds’ convenient

Parents can learn more about the Funds’ offerings, such as the Child Care Resource & Referral Services (CCR&R) and upcoming parenting seminars, during on-site registration.

The theme for this year’s Gala is “Combating Childhood Obesity” and will highlight First Lady Michelle Obama’s “Let’s Move” campaign, which is a national initiative to fight America’s childhood obesity epidemic.

The 1199SEIU National Benefit Fund was recently one of only 156 plans in New York State and fewer than 2,000 from across the country selected to receive funding through the Early Retiree Reinsurance Program. One of the provisions of the health reform legislation passed earlier this year, this funding will provide financial relief to those employer or Taft-Hartley plans that provide early retiree health coverage, bridging the healthcare coverage gap between leaving work and becoming eligible for Medicare.

In order to win a share of the $5 billion funding pool, plans were required to demonstrate that they had meaningful programs in place to control the costs of chronic and highcost medical conditions for their participants.

“With a proven track record of containing costs, in the tens of millions of dollars per year, the National Benefit Fund was clearly a front-runner in securing funding,” said Bruce McIver, President of the League of Voluntary Hospitals and Homes.

1199SEIU Benefit and Pension Funds Executive Director Mitra Behroozi and longtime Assistant Director of Member Services (and now an early retiree) Aura Morales represented the NBF and the 1199SEIU early retirees at a press conference in Washington, D.C., on August 31, where the awards were announced by Health and Human Services Secretary Kathleen Sebelius.

Health Care Employees Pension Fund As the economy gradually recovered throughout 2009, so did our Health Care Employees Pension Fund, achieving a 17.5 percent return and growing to an estimated $6.6 billion in assets.

However, this is much less than the amount lost in 2008, so the road to recovery is long, and the nation’s weak economy will affect our Pension Funds for the coming years.

Therefore, the rehabilitation plan put into place by the Trustees will remain in effect. We will closely monitor the status of the Fund as we work to rebuild our assets.

Transforming Care at the Bedside RNLMI Empowers Frontline Nurses to Improve Care The 1199SEIU Registered Nurse Labor Management Initiative (RNLMI) Transforming Care at the Bedside (TCAB) pilot program significantly improved staff vitality among frontline nurses, according to results of a recent TCAB Vitality Survey.

The pilot began in March at Beth Israel Kings Highway Division, Montefiore North and North Shore LIJ Forest Hills hospitals. In order to achieve better clinical outcomes, improve the quality of patient care and reduce nurse turnover, management and labor came together to empower nurses and other frontline staff to redesign work processes.

How It Worked The steering teams composed of both management and labor leaders at each site selected one Medical/Surgical unit to participate in the TCAB pilot. RNLMI staff members trained pairs of nurse managers and RN team leaders in TCAB tools and techniques. “Core teams” of five to six staff RNs met for two hours per week and collected data using a variety of methods including staff surveys and handheld PDA devices. Each team identified the top “time wasters” that pull the nursing staff from the bedside. They were similar at all three sites:

The first measurable gain for all the teams was an improvement in staff vitality as measured by the TCAB Vitality Survey. The 19-question survey was given to all members of the care team on the pilot units prior to the pilot launch. The survey was re-administered in July.

All three sites saw significant increases in key areas (see tables). In addition, teams began achieving results from specific projects within a few weeks of implementing ideas. One team, for example, worked with food service and experienced a 68 percent drop in calls through the implementation of three ideas in three weeks.

At the conclusion of the pilot and based on its early successes, the RNLMI will offer TCAB to all of the 1199SEIU RN facilities as part of its standard complement of services. The teams will continue to work with the RNLMI-identified issues during the 27-week pilot period and will be coached and mentored to gradual independence.
