1.0

INTRODUCTION

1.1

Background

1.1.1

Entran Ltd has been commissioned to provide an assessment of the traffic and transportation issues associated with a proposed outline planning application for up to 110 dwellings on land at Laurel Hill west of Catbrain Hill, accessed off Catbrain Hill, Bristol.

1.1.2

Access from Catbrain Hill will be facilitated by the demolition of numbers 4 and 5 Catbrain Hill.

1.1.3

Pre-application discussion has been ongoing between the applicant and South Gloucestershire Council’s Highway Officers.

1.1.4

Throughout this process this TS has sought to reference both National and Local Policy and Plan Documents including: 

Travel plans, transport assessments and statements in decision making (2014);



NPPF paragraphs 17, 23, 29, 32, 36, 39 and 40;



DfT- GTA (2007); and



SGC Local plan and relevant SPD’s.

1.1.5

Furthermore, to inform this statement a site visit has been undertaken and a public consultation event attended.

1.2

Structure of Report

1.2.1

This report provides details of the traffic and transportation issues associated with the development proposals and addresses the following: 

Chapter 2 - Existing development site and highway conditions;



Chapter 3 - Redevelopment proposals;



Chapter 4 – Trip Generation; and



Chapter 5 - Summary and conclusions.

2.0

EXISTING DEVELOPMENT SITE AND HIGHWAY CONDITIONS

2.1

Existing Site Use

2.1.1

The development site is located west of Catbrain Hill on land known as Laurel Hill. The site is approximately 2.56 hectares in area and is irregular in shape.

2.1.2

The site is currently classed as open land.

2.1.3

A residential scheme of 51 dwellings has recently been completed by Persimmon Homes at the northern end of Catbrain Hill (PT10/3060/F) with a further 5,700 homes planned as part of the Cribbs Patchway New Neighbourhood. There are also live applications for 2,100 dwellings within the vicinity of the site (PT12/1930/O and PT14/0565/O).

2.2

Existing Local Highway Network

2.2.1

Catbrain Hill is a 5m-6.5m wide cul-de-sac with a shared use carriageway. The road is unclassified, subject to a 30mph speed limit, unlit and connects to Lysander Road via Catbrain Lane to the north.

2.2.2

The junction of Catbrain Lane with Lysander Road is traffic signal controlled with a dedicated right turn facility into Catbrain Lane. Lysander Road is a dual carriageway with two lanes in each direction.

2.2.3

Access to the strategic road network is gained via the A4018.

2.2.4

The site’s contextual location is illustrated in Figure 2.1 and the existing site layout and access arrangements are illustrated in Figure 2.2

2.3

Access to Local Facilities

2.3.1

Manual for Streets describes “walkable neighbourhoods” as those which are “typically characterised by having a range of facilities within 10 minutes (around 800m) walking distance”. However, this should not be considered as an upper limit as guidance, contained within the CIHT “Providing for Journeys on Foot” publication, indicates acceptable distances up to 1.2km, depending on the journey purpose.

2.3.2

The Design Manual for Roads and Bridges (DMRB) TD 91/05 “Provision for Non-Motorised Users” states in paragraph 2.3 that “walking is used to access a wide variety of destinations including educational facilities, shops, and places of work, normally within a range of up to 2 miles. Walking and rambling can also be undertaken as a leisure activity, often over longer distances”.

2.3.3

The TD also states in paragraph 2.11 that “cycling is used for accessing a variety of different destinations, including educational facilities, shops and places of work, up to a range of around 5 miles. Cycling is also undertaken as a leisure activity, often over much longer distances. As well as being a mode of transport in its own right, cycling frequently forms part of a journey in combination with cars and public transport”.

2.3.4

Local Transport Note (LTN) 2/08 Cycle Infrastructure Design details in paragraph 1.5 “Typical cycle trip distances”. In common with other modes, many utility cycle journeys are less than three miles, although, for commuter journeys, a trip distance of over five miles is not uncommon. Novice and occasional leisure cyclists will cycle longer distances where the cycle ride is the primary purpose of their journey. A round trip on a way-marked leisure route could easily involve distances of 20 to 30 miles. Experienced cyclists will often be prepared to cycle longer distances for whatever journey purpose”.

2.3.5

The topography of the area in the vicinity of the site is considered to be conducive to walking and cycling. There are currently no footways on Catbrain Hill, but once onto Lysander Road there is a comprehensive network of footways and cycleways.

2.3.6

Cribbs Causeway and all its facilities including numerous leisure, commercial and employment opportunities is within a 1500m walk, with Macro within an 800m walk. There is also a public house and restaurant within 400m.

2.3.7

A segregated footway/cycleway commences at the junction of Catbrain Lane with Lysander Road and links into the local cycle network. Local and long distance cycle routes are available for those wishing to commute by bike. More details are available at: http://www.betterbybike.info/maps

2.3.8

On review it is considered that there are no particular deficiencies in the local highway network that would act as a deterrent to walking or cycling as a preferred mode of travel.

2.4

Access to Education

2.4.1

There are a number of schools covering all age ranges within 2.5-3.0km of the site including Henbury, Woodstock and Brentry all of which can readily be accessed by bike.

2.5

Public Transport Services

2.5.1

The nearest bus stops to the site are located on the A4018 approximately 400-600m walk from the site. There are no obstacles to prevent access to these stops.

2.5.2

The following routes can be accessed from these stops; 1, 4A, X14, 40 and 54. These services provide excellent access to a wide range of employment, leisure, education, health and retail facilities including Bristol City Centre, Bristol Temple Meads, Henbrury and numerous intervening locations.

2.5.3

2.5.4

Bristol Temple Meads Rail Station can be accessed via bus services 1 and 54/54A.

2.5.5

Temple Meads Rail Station is managed by First Great Western and provides access to local, regional and inter-city services with regular and frequent departures to major destinations including London, Birmingham, Manchester etc throughout the day.

2.6

Summary of Access to Facilities

2.6.1

As described above, the site benefits from excellent pedestrian and cycling access to local facilities as illustrated in Figures 2.3, 2.4, and 2.5.

3.0

REDEVELOPMENT PROPOSALS

3.1

Proposals

3.1.1

The development proposals comprise a development of up to 110 residential units.

3.1.2

Whilst reading this section of the report is must be borne in mind that the application is outline only with all maters except access reserved. In this regard therefore exact parking numbers and locations cannot be fully determined, nor can traffic calming features or indeed the final internal layout. Nevertheless, this section presents an indicative layout and proposes design principles.

3.1.3

The proposals also include for; 

Vehicular access from Catbrian Hill, through the demolition of 4 and 5 Catbrain Hill;



Provision of a reserved and upgraded footway / cycleway corridor through the site coupled with a minor diversion of the existing ProW to ensure that land north of the application site retains a formal link with land to the south of the application site;



MfS visibility splays provided reflective to the character of the road, vehicle speeds and driving line; and



Policy compliant car / cycle parking provision.

3.1.4

The proposed site layout and proposed site access arrangements are illustrated in the Architects Layouts is attached as Appendix A.

3.2

Proposed Means of Vehicular Access

3.2.1

Vehicular access to the development will be from Catbrain Hill and is designed to facilitate access by a large refuse vehicle, whilst keeping dead carriageway space to a minimum. Furthermore, the site access proposals include for widening Catbrain Hill to approximately 6.8m in width as shown in Figure 3.1 with swept path analysis shown in Figure 3.2.

3.3

Internal Access Road Layout

3.3.1

The current thought process is that the following internal layout constraints will be developed during the reserved matters applications; 





 



3.3.2

Internal estate road from priority junction with Catbrain Hill will remain private but still built to an adoptable standard; Access road width 6.0m with 2.0m wide footpath on the northern side for the first 20m and 5.0m shared surface thereafter throughout the site; Internal road layout designed to assist the movement of pedestrians around the site and control internal traffic speeds to 20mph and below Permeable layout avoiding, where possible, cul-de-sacs; No new footpath along Catbrain Hill therefore keeping it as a shared surface road with rural character and promoting a pedestrian access through the site to the north; and Minimum visibility splays to be achieved, with justification where required.

The above criteria as well as the site access proposals are incorporated in to the indicative site layout, which is attached as Appendix B.

3.4

CPNN S106 Contributions

3.4.1

The emerging CPNN SPD at Section 5, identifies a whole range of transportation measures that are required to support the development of a new Cribbs/Patchway neighbourhood. These measures are predominantly focused in the south of the development area and on review are considered; 

to provide no benefit to the application site;



not enhance linkages or facilities to serve the development site; and



to be irrelevant to the application site based upon its limited size and negligible impact in terms of increase in vehicular traffic

3.4.2

Furthermore the development proposals do not prejudice the delivery of measures pf existing and proposed cycle links and actually cater for them within the internal design proposals.

3.4.3

In this regard therefore, the application site is not in any way reliant on the delivery of the proposed measures.

3.4.4

However, local to the site junction improvements are planned for both J17 and the A4108/Lysander Road junctions. Whilst these improvements could be considered to be relevant, the impact of the development on these junctions in the peak hours will be less than one vehicle per minute and will therefore be imperceptible in the overall operation of either of these junctions and easily below daily variation.

3.4.5

In this regard therefore, the proposed CPNN S106 tarrif of £5,800 per unit cannot be considered applicable for what is a much smaller non-strategic site. The site in terms of size and number of dwellings should be considered on a similar basis to the application approved at Catbrain Hill (App No. PT10/3060/F.) It is worth noting that this application made contributions to the Lysander Road/Catbrain Hill junction and this should be considered before requesting any transport contribution.

4.0

TRAFFIC GENERATION

4.1

Introduction

4.1.1

As requested by SGC, the following chapter has been prepared to identify the extant and future traffic generation profiles of the development site. However, it has been agreed in advance that detailed analysis of the local highway network will not be required.

4.2

Existing Use – Trip Generation

4.2.1

As described in Chapter 2 of this TS, the existing site can be described as agricultural farm land.

4.2.2

The DfT Guidance on Transport Assessment (March 2007) advises at paragraph 4.7 that baseline traffic data should be derived as follows: “Baseline transport data 

The quantification of person trips generated from the existing site and their modal distribution, or, where the site is vacant or partially vacant, the person trips which might realistically be generated by any extant planning permission or permitted uses;”

4.2.3

The development site described currently has no vehicular trips associated with it, therefore, all trips generated are classed as new trips.

4.3

Proposed Use – Trip Generation

4.3.1

The redevelopment proposals consist of constructing up to 110 private residential dwellings.

4.3.2

In order to assess the potential trip generation characteristics of the proposed development site, the TRICS 2013(a) database has been interrogated using both the ‘Houses Privately Owned’ and ‘Houses for Rent’ categories and is calculated per unit of development.

4.3.3

TRICS data attached as Appendix B.

4.3.4

The result of the TRICS review is illustrated in Table 4.1 below:

Table 4.1 above illustrates that a 110 private unit residential development on this site would, when compared to the extant use, increase the number of daily trips entering and exiting this site by 515 vehicle trips. This equates to an increase in trips during the AM peak hour of 53 trips and an increase of 63 trips during the PM peak hour. In both instances therefore 1 additional trip a minute

4.3.6

As a result of this analysis and for the reasons set out in this section, further analysis of the operational capacity of the local highway network is considered unnecessary. Furthermore, it has been agreed with SGC and that the proposed development will not be detrimental to highway capacity or safety.

5.0

SUMMARY AND CONCLUSIONS

5.1

Summary

5.1.1

This report presents a Transport Statement (TS) that has been undertaken in support of a planning application associated with the proposed development of up to 110 residential units.

5.1.2

Whilst reading this section of the report it must be borne in mind that the application is outline only with all maters except access reserved. In this regard therefore exact parking numbers and locations cannot be fully determined, nor can traffic calming features or indeed the final internal layout. Nevertheless, this section presents an indicative layout and proposes design principles.

5.1.3

The proposals also include for; 

Vehicular access from Catbrian Hill;



Provision of a reserved and upgraded footway / cycleway corridor through the site coupled with a minor diversion of the existing ProW to ensure that land north of the application site retains a formal link with land to the south of the application site;



a refuse strategy consistent with guidance contained in MfS; and



Policy compliant car / cycle parking provision.

5.1.4

The site benefits from excellent access to all facilities without any obstacles. It is concluded therefore, that the site is in an extremely sustainable location.

5.1.5

It has been agreed with SGC, that there no requirements for an assessment of the cumulative impacts of the various CPNN applications.

5.1.6

Whilst the majority of landowners within the CPNN have agreed a tariff of £5,800 per dwelling for strategic highways infrastructure, clearly such a level of contribution would be inappropriate for a development of this scale and nature. As proven via this report, there are already excellent opportunities to travel by other means than the private car and the number of vehicular trips generated by the site in the peak periods is less than 1 a minute. Furthermore, this level of impact, as agreed with SGC, will not be detrimental to highway capacity or safety.

5.2

Conclusion

5.2.1

Based on the evidence set out in this TS, there is no reason why the proposed development should be refused on grounds of highway capacity, safety or impact on the transport network. Furthermore, a S106 contribution per dwelling commensurate with that proposed for the CPNN would be entirely inappropriate.
