Reducing Complexity to Two Dimensions: IUWM Capacities and Challenges Index We have collected publicly available information for 31 cities to create an index that measures the challenges faced by cities and the capacity of cities to meet these challenges through IUWM. These cities have been selected to represent the biggest (more than 2 million population) and fastest growing (at least 1 million and more than 3 percent growth) cities in Africa, complemented by a few major cities where the World Bank has active water management programs—for example, Cotonou and Lilongwe (see Figure 3.3). These data have been used to create an IUWM challenges and capacities index and a database of relevant information.1
