What an exciting year and we’re just getting started! It’s great to see so many guests at the Health & Fitness Center enjoying the new amenities. Both gymnasiums also have been active destinations with lots of drop-in programs going on throughout the day and into the evening.

We look forward to welcoming our seniors to the new, permanent home of congregate dining at the Community Recreation beginning Monday, March 2. Our Preschoolers also will have a brand new home that truly reflects the “Learning through Play” philosophy. It’s all part of the ongoing CRC Renovation and Expansion Project.

Spring is coming! The annual Spring Egg Scramble is Saturday, April 4. All those from the ages of two to six can hunt for candy- and toy-filled eggs on the Wheeling High School football field. On Sunday, April 19, everyone is invited to take part in the Earth Day Celebration at Heritage Park. Summer is when the Heritage Park Performance Pavilion comes to life. The Summer Entertainment Series begins June 5, with the first of three, once-a-month, Friday Night Headliner concerts. The Sounds of Summer concerts start up June 7 and continue every Sunday through August 2. Take in some movies under the stars, too. The giant screen goes up one Thursday a month - June 25, July 16 and August 6. Let the party begin at the popular Craft Beer & Wine Festival on Saturday, June 20. A portion of the proceeds from this ticketed event will benefit the PURSUIT adult day program. Cars and trucks will cover the Heritage Park grounds on Saturday, July 25, for the annual Car Show and Touch-a-Truck. On Thursday, July 30, from 6:00 to 8:00 pm, the Family Aquatic Center is reserved just for middle-schoolers. Show your neighborhood spirit at National Night Out on August 4. The summer season wraps up with a celebration of diversity at International Festival on Sunday, August 16. To learn more about these summer events, see pages 6-11. Unplug at the Park events return every Wednesday, from 6:00-8:00 pm, starting June 10, and continuing through August 5. This year, we will be at eight different parks with lots of free activities and unique demonstrations and performances. See page 14 for details. This is the season to enjoy our beautiful Family Aquatic Center. Get in on our Early Bird Membership Special and receive a 10% discount through May 24. Watch for the opening of Traditions at Chevy Chase Golf Course and take in a round. See you in the parks.

IN-DISTRICT RESIDENT REGISTRATION for spring/summer begins Monday, March 9, at 8:00 am.

OPEN REGISTRATION for spring/summer starts Monday, March 16, at 8:00 am.

WHAT DOES IN-DISTRICT/RESIDENCY MEAN?

In-district means you live within the Wheeling Park District boundaries. In addition, all children enrolled as students in School Districts 21 and 23 are granted in-district resident rates. For a complete explanation of these terms, please see page 62. If you have never used our registration system and want to qualify for In-district resident fees, please stop by the Guest Service Desk at the CRC and show proof of In-district status. Valid drivers license, utility bill, copy of lease or mortgage agreement are acceptable forms of proof. Out-of-district / non-resident guests are always welcome to take part in programs and activities.

This outdoor stage, complete with a state-of-the-art sound system and views of Heritage Lake, is the perfect venue to enjoy music and movies on the lawn. REGISTER FOR THE 2020-2021 SCHOOL YEAR STARTING JULY 1 The Wheeling Park District with the cooperation of District 21 has developed a before- and after-school program for working parents that provides quality care for children in grades K-5 who attend Field, Tarkington, Twain and Whitman schools. The program is committed to providing safe recreational activities including games, crafts, sports and homework/quiet time to counterbalance the day's educational activities. Parents may choose either before- or after-school care or both before- and after-school care. The program sites are Tarkington and Field schools. Twain and Whitman students using before school care must be dropped off at Field School in the morning; they are bused to their home schools. Twain and Whitman students using after-school care will be bused to Field School and should be picked up there.

Want your child to learn all-important, lifelong swim skills? Add swim lessons to your child’s camp experience. Available to those attending Adventure, Art, Sports and Tue/Thu Flex Camps. All children registering for the 2020–2021 Preschool programs must meet the age requirement for the class. A complete registration form with class choice(s), up-to-date medical forms, and a copy of your child’s birth certificate must be on file prior to the first day of attendance. A non-refundable $25 registration fee is due at the time of registration. The Preschool payment plan is set up in nine equal payments from August to April. The Wheeling Park District requires a 30-day notice for all withdrawals. Fees will be charged through the 30-day period. Additional fees may apply depending on the participant's last day of enrollment. A $75 cancellation fee is assessed for all Preschool withdrawals. Refunds are not issued for absences or vacations.

SCHOLARSHIPS SCHOLARSHIPS FOR RECREATION PROGRAMS

Scholarships for recreation programs may be available to Wheeling Park District residents whose households meet specific criteria. Details on the program are listed on the right.

TO APPLY FOR A SCHOLARSHIP

Pick up an Application for Recreation Programs Scholarship form at the CRC Guest Service Desk or download a copy from our website.

Return the completed application and required documentation to the Guest Service Desk, along with a completed program registration form, as well as a photocopy of the participant’s birth certificate (if under age 18). Submitting an application or qualifying for a scholarship is not a guarantee that the program request will be honored. Applications will be reviewed in the order in which they are received. Allow a minimum of seven business days to receive notification of the decision.

CRITERIA

1. Applicants must reside within the boundaries of the Wheeling Park District. 2. Documented proof must be presented that one of the household’s principal providers is actively serving in the military; or a complete and accurate copy of the prior year’s Federal income tax return filing (with all social security numbers redacted), including all W-2s, must be submitted to verify that the household meets the poverty-level standards defined by the U. S. Department of Health and Human Services. The Executive Director may consider extenuating circumstances and award scholarships to those individuals who do not consistently meet the established criteria.

LIMITATIONS

An eligible participant will be limited to scholarships for: 1. No more than fifteen (15) days of summer camp annually 2. No more than two (2) seasonal recreation programs per year Contractual programs not conducted by Park District staff, trips, cooperative programs, punch-card programs, memberships, and private lessons are ineligible for scholarships.

PARTICIPANT CO-PAY AMOUNT

Eligible participants must contribute to the cost of the program by making the following co-pays: 1. Seasonal Recreation Programs – 25% per participant 2. Summer Camp – 50% per participant 3. Summer Camp Swim Lessons – 50% per participant 4. Summer Extended Camp (Before/After Care) – 50% per participant 5. Preschool – 50% per participant 6. Before and After School Recreation – 50% per participant

FUNDING

The amount of scholarships available each year shall be determined during the Park District’s annual budget process. Additionally, net proceeds generated from designated events may be dedicated to support this program. Should scholarship requests exceed available funds, it will be at the discretion of the Executive Director to provide additional scholarships.

CRC RENOVATION & EXPANSION PROJECT

On Monday, March 2, the Wheeling Park District welcomed the 60-years-plus population to the new, permanent home of congregate dining. This multi-purpose room, on the main level of the southwest side of the building, features new furnishings and carpeting as well as a dedicated kitchen space with new appliances and easy access to restrooms and parking. When not being used by the seniors, this space provides additional programming and rental space. The bright, new Preschool wing also is complete and occupied by eager to “learn-through-play” three- and four-year-olds. The dedicated entrance and vestibule provide an extra measure of security. Inside is a comfortable waiting area adjacent to three banks of cubbies, large enough to accommodate coats, hats, backpacks and boots. The three newly furnished classrooms, each with secure, outdoor access to the fenced-in playground, set the tone for imaginative play and social interaction. Included in the space are toddler/youth-sized restroom facilities and a kitchen. Construction continues on the final phase of project at the northwest corner of the CRC. This wing of the building will house additional programming and rental spaces.

This system warns guests and staff with a horn and strobe system when a lightning strike hazard is present. Areas served by Thorguard include Heritage Park, Family Aquatic Center, CRC and all adjacent areas and neighborhoods. The system is intended to warn guests and staff of probable lightning hazards in the area so lightning-related injuries and deaths can be avoided. Since Thorguard is a lightning prediction system, it is possible for the warning system to be activated even when weather conditions do not seem to indicate lightning is present. Be assured that these warnings are accurate and must be followed to ensure personal safety. Two distinct signals sent out by Thorguard: RED ALERT External warning horns blare for 15 seconds and strobe lights begin to blink. This signifies a lightning hazard in the area. All outdoor recreation activity should be suspended and guests and staff should seek appropriate shelter, preferably indoors. ALL CLEAR External warning horns give three consecutive blasts lasting 3-5 seconds each. This means the lightning hazard has left the area and it is safe to resume

normal activities. Chevy Chase is protected under the WeatherBug lightning detection system.

VANDALISM

The Wheeling Park District has experienced a tremendous amount of vandalism. This vandalism in our community has included acts of arson, destruction of playground equipment and landscaping materials, destruction of bathroom fixtures, stolen materials and graffiti. Vandalism affects residents and other guests when bathrooms are closed, playground equipment is under repair and amenities are not available for use. Vandalism is costly to repair and results in higher insurance costs. In order to ensure the safest parks and facilities possible, we need your help. We ask that when you see or hear about vandalism or something that may be unsafe, such as broken playground equipment, or anything else that you feel may be hazardous, please call 847-465-3333 or complete the online Report a Problem form under the Parks and Facilities tab.

Help the Wheeling Park District stop vandalism in your neighborhood park. Call us with information about the person or persons who vandalize any Wheeling Park District property. This would include the destruction of any property such as vehicles, playground equipment or landscape materials, the theft of any equipment or materials, any act of arson, and any act of graffiti. If your information leads to arrest, case resolution and/or restitution, you will be given a reward from $500 to $5000. Your name will be kept confidential. INDOOR CRC ROOM RENTALS The Community Recreation Center (CRC) has a variety of rooms for all your event and party needs. Kitchen facilities are available to all guests renting a room for an additional fee, which includes access to a refrigerator, sink, microwave, oven, and stove top. Our newly renovated kitchen is available for individual use, for an additional charge of $30. Please see the CRC Rental Request form available online or at the CRC Guest Service desk for all fee information.
