Mr. J. Allen Nolan ope ned the d ebate f o r the affirmative . H e was followed b y Mr. Maurice LeClaire ,th e first speaker :tor the negative. Th e n ext s peake rs were Mr. J ohn Ell is and Mr. J o hn Stafford. The case f o r the affirma tive w as c losed b y Mr. James Conno r a nd that o! the negative w as con cluded by Mr. Warren M c Clella nd .
