Security Council While the General Assembly can discuss any world concern, the Security Council is primarily responsible for questions of peace and security. Five are permanent members: China, France, the Russian Federation, the United Kingdom and the United States. The other 10 nonpermanent members are elected by the General Assembly for two-year terms and are chosen on the basis of geographical representation.
