Participants
Land regulation is a core tool for peripheral cities to avoid speculation and support social housing, as well as for neighbourhood renewal, social housing and slum upgrading, and reducing urban sprawl. Participants stressed the following planning principles:

Giovanni Allegretti Senior Researcher at the Centre for Social Studies of the Coimbra University, Portugal. He has worked on a number of publications with the UCLG Committee on Social Inclusion, Participatory Democracy and Human Rights and the International Observatory on Participatory Democracy.
