Strategic planning and land regulation: sustainable cities Strengthening strategic planning was stressed as a priority, both for ensuring a real territorialisation of planning in peripheral cities (going beyond traditional partners) and for joined up planning at metropolitan and/or regional level. Strategic development plans were recommended as a tool for strategic planning and financing. The connection between planning and solidarity/democracy was made in a discussion on participatory strategic planning.
It is essential to take into consideration connectivity between rural areas and metropolis and citizen participation when we speak about peripheries
