KEY INDICATORS THE SPECIFIC GOALS ARE: To improve Local Authorities’ institutional capacities in management of development, consolidating them as development agents at local level as well as development actors at national and international level in the scope of decentralized South-South cooperation. To consolidate the articulation of a network of Local Authorities in Local Authorities Associations, enabling their projection as cooperation actors; building synergies between Local Authorities and fostering their interaction with other decentralized actors.
