Minutes of Last Meeting on 1/29/22 (emailed 4/27/22 to the Board)

Correction to Minutes: Ken asked that the actual entry fees & increases be written into the minutes for all DCA National Events (not just that they were increased).

Ratifications:

• January 31: Would you like to accept the $400/issue increase for a 3 year contract with Lynne Dahlén to produce the DCA Newsletter from $5700/issue to $6100/issue? (Yes)

• February 11: Connie proposed an update to the Triathlon Program, adding the Novice Earthdog title. (Yes)

• February 23: Denny proposed adding “Rally Top Ten” to DCA Annual Awards and to adjust Obedience Top Ten to Exclude Virtual Classes (Yes)

• February 27: Do you approve of the REVISED Membership Survey from the Membership Committee as posted by Debby on February 25? (Yes)

• March 23: Cheryl moved that DCA cast a vote for James Crowley (conformation) and Pluis Davern (performance) as suggested by Ken, and Curt Curtis (companion events) as suggested by Georjan. Deadline for DCA to cast our vote(s) is April 18th. The motion was seconded by Lorraine & passed via email vote.

• April 26: Does the Board want to approve breeders to judge local Dachshund Club Specialty Clubs under the AKC rule? (No)

• Apr 27: DCA Board to renew Zoom video conferencing

All Motions were passed via email since the January 29 meeting and are now ratified.

• Cheryl brought up that local clubs can now have 9 specialties (4 independent, 4 designated & 1 National Host Specialty), 8 Earthdog events, but only 4 Field Trials per calendar year. Per Caroline Murphy (AKC Director of Performance Events) at AKC, DCA can request that 8 Field Trials per year be allowed. The Performance Event Committee will be asked to weigh in on this issue. The Board discussed reducing/eliminating DCA Parent Club specialties which would reduce DCA’s liability at such events. (Thank you to Kathy Lockyer for starting the minutes to this point)

Cheryl reported that a local club wanted to only offer medallions for their Field Trial stakes, and not purchase a plaque for Absolute. They did not see that option on the existing forms on the DCA website. The issue was sent to the PEC (Performance Events Committee) and they came back with 2 recommendations:

1. Change existing plan to offer medallion only option

2. Corrections needed to form on the DCA website

MOTION: To adopt the PEC’s above recommendations. MOTION PASSED.

Randy brought up that we need to listen to the needs of local clubs. Cheryl also added that the Absolute win is a ROM qualifier which the Board should also consider in these kinds of requests. Cheryl will work with Sheila on the Language for the forms.

Treasurer’s Report: Ken Levison

Financial Reports (emailed on May 6 & 8) MOTION: The Standing Rules be amended to reflect that DCA will make the following annual contributions: 1) $2000 to the DCA Health & Welfare Trust and any excess revenue, over expenses, from the Ways & Means Committee.

2) Maintain Membership in the AKC Canine Health Foundation with a yearly contribution for membership (currently $200). 3) Make annual contribution of $2000 to the National Animal Interest Alliance (NAIA). All 3 MOTIONS PASSED.

AKC Delegate’s Report: Larry Sorenson

Larry reports that the AKC slate was elected, none contested.

Standing Committees: Health

Health Recommendations by the Board–Dan recommends an update to the Parent Club Health Recommendations that any licensed Vet can do cardiac auscultation screening. We don’t say anything about ‘optional’ testing such as Lafora, IVDD, PRA, etc. Dan will write up & get to Cheryl for her to submit to AKC. Genomia DCA testing discount-Debby will look into their offer

Membership: Georjan Bridger

New Member Applicants Michelle Kutzler, Stacey Samela & Jennifer Van Niman were all voted into membership.

Associate Membership-Discussed and sent back to Committee to come up with a plan.

Pedigree Research

Cheryl & Debby will contact Cyndy Senff to get a status report by the next meeting.

Special Committees

DCA 2023 – The Board agreed for Debbie Melgreen (IL) to be Assistant Show Chair. Judge nominations for Puppy Sweeps at DCA National and conformation judges for DCA Host specialty put on by the Board will be nominated & voted on via email ASAP.

The Board discussed Debbie M. soliciting RFPs for a Show Secretary.

DFW DC asked the Board if grooming proceeds would be shared. Discussion followed that DFW DC is not a host show. MOTION: The grooming proceeds will not be shared with DFW DC. MOTION PASSED.

National FT–Carl reports that Mission City DC is interested in hosting with Gloria LaTour as Chair and Sandy Russell as Secretary. Plan is to hold at Kirbyville grounds.

DCA 2024–Without objection, Debbie Melgreen will judge Junior Showmanship.

New Business

Denny reported that Sharon McDonald will look into how to incorporate the new Novice Earthdog class into the Versatility Program.

The Board directed Ken to come up with language for the Bylaws about financial responsibilities.

Next meeting date: To be determined via email vote on the date the most members are available. Nashville, TN & Phoenix, AZ were both suggested.

• June 9: Follow up from May meeting to donate funds from Purina Parent Club Partnership Program-Round up $3571 to $4000 to donate to Dachshund focused Canine Health Foundation Research Grant. (Approved)

• June 29: Board voted to allow DCSL to choose & hire judges for National Earthdog Test since none were nominated from membership. Judges must follow DCA guidelines to be able to judge through ME & can’t judge 2 yrs in a row. (Approved)

• August 3: Cheryl conveyed Florida East Coast Dachshund Club’s request to hold a DCA Specialty on Dec 16, 2022, in Orlando with the AKC National Championship week of shows. (Approved for 2022).

• August 24: Motion to approve renting the Purina Farms Event Center for the full day (not just half) on March 20, 2023, to be able to hold 2 Agility Trials on that day. (Approved).

All Motions above were passed via email since the May 18 meeting and are now ratified.

MOTION: DCA will ask AKC to increase the number of Field Trials from 4 to 8 per year. MOTION ADOPTED: (OPEN-Corresponding Secretary will follow up with AKC on process)

MOTION: DC of St. Louis will have a specialty in 2024 but is NOT a Host Club. MOTION ADOPTED. (CLOSED)

MOTION: The Board instructs the National Specialty Advisory Committee to look into every aspect of hosting the National. MOTION ADOPTED. (OPEN)

MOTION: Add Debby Krieg to the National Specialty Advisory Committee. MOTION ADOPTED. (CLOSED)

Larry reports that there are 2 Meet the Breeds left that are scheduled for 2022— Columbus, OH (Oct. 15) and New Orleans, LA (Nov. 20).

Standing Committees:

Bylaws

Ken emailed the Board on 9/21/22 a proposed amendment to the Bylaws based on discussion at the last meeting (May 18). Under ARTICLE 4, Section 1:

ARTICLE IV. Directors and Officers

Section 1. Management:

General management of the Club’s legal, financial, and operational affairs shall be entrusted to the Board of Directors and Officers of the Club. Pursuant to its financial responsibilities, all expenditures of DCA Funds must be approved by the Board of Directors.

MOTION: Adopt above wording changes to Article 4, Section 1. MOTION ADOPTED.. (OPEN—to be brought up at Annual Meeting. Corresponding Secretary to send to AKC and to ensure it complies with NY State Law)

Membership

Georjan reported on Membership Committee progress on possible “Associate” membership.

MOTION: To send “Associate” Membership back to Committee to work out details and language for Bylaws. MOTION ADOPTED.(OPEN-Georjan to take Board feedback back to Committee).

Georjan emailed new member applications to the Board on 9/14-18 & 9/25.

Heather Ackby (NM), Kelly Buckner (GA), Jennifer Carlson (CO), Richard Frey & Ranie Howe (FL), Kathleen Frizzell (MI), Tina Gibson (CAN), Paige Hartman (PA, Junior), Celli Jones (CO), Erin Karst (CA), Kim Lamontagne (CO), Chris Moore (OH), Penelope Neil (PA), Kimberly Ristedt (VA) and Cassie Rzeznek (CAN) were all voted into membership.

The Membership Chair will contact sponsors of Margitta Arroyo for more information.

Pedigree Research

Cheryl contacted Cyndy Senff regarding the current status of project.

MOTION: Thank Cyndy for her service and to stop current work on Pedigree Research. MOTION ADOPTED.(OPEN–Letter to be sent to Cyndy Senff)

MOTION: Debby Krieg to chair Committee. MOTION ADOPTED. (OPEN–Debby will form a committee to look at other Parent Club programs and possibilities. Janet expressed interest, and non-Board members Robert Schwalbe and Emi Pedraza).

Sportsmanship Award

Janet reported that the Committee has received 4 nominations. Due to a conflict of interest, Janet will recuse herself from the selection process. The selection committee consists of: Connie Delaney, Jane Fowler, Adrian Woodfork, Kurt Miller, Kathleen Johnson and the other 2 Committee Members Randy and Denny. Jerry Cerasini will step in for Janet to assist with the selection process. Deadline for nominations is Feb 1, 2023.

All events are now AKC Approved. MOTION: The DCA Board Meeting will be held on Tuesday, March 21, 2023 at the Holiday Inn Host Hotel in Eureka, MO. MOTION ADOPTED. (CLOSED)

Dca 2024

Without Objection, Janet Schwalbe agreed to be Show Chair and Cheryl Shultz will be assistant Show Chair. (CLOSED)

MOTION: Carl will contact Purina Farms to secure dates for the DCA National Specialties in 2025-2027. MOTION ADOPTED. (OPEN)

Unfinished Business

DCA Revised Hosting Guidelines

MOTION: 8˝ New Title Rosettes will be offered for DCA National Specialty Obedience, Rally, Field Trials and Earthdog (Agility already approved). MOTION ADOPTED. (CLOSED)

MOTION: Allow $250 for DCA National Earthdog Test Prizes. MOTION ADOPTED. (CLOSED)

MOTION: Best of Open & Best Field Champion Rosettes are to be camouflage color. MOTION ADOPTED. (CLOSED)

Revised Parent Club Rec Health Screenings on AKC Website

Cheryl reported that Parent Club recommended health screenings appear on the AKC website in 3 places. These were not consistent with the same recommendations and AKC is getting it fixed. (OPEN)

DCA Local Club Event Approvals

MOTION: DCA Parent Club approved specialty shows will only be considered when local clubs will exhaust their 4 independent specialty club shows for the prior year. MOTION ADOPTED. (OPEN–Letter to be sent to FGCDC explaining this new policy that Board just passed)

MOTION: Previous Motion will take effect on January 1, 2023. MOTION ADOPTED. (CLOSED)

MOTION: Local Independent specialty clubs that have a DCA specialty must provide insurance for the DCA Show, effective 1/1/23, with DCA as additional insurance. MOTION ADOPTED. (CLOSED)

MOTION: DCA Earthdog only allowed when local club exhausts 8 Earthdog trials the prior year to become effective 1/1/23. MOTION ADOPTED. (CLOSED)

New Business

DCA National Field Trial, Shipping Absolute Plaque

Without Objection, Digital images of plaques on foam board will be created and framed for the 2023 National Field Trial photos. (OPEN: Cheryl will ask Sheila to complete this)

MOTION: To hold a December Zoom Meeting and not have a January Board meeting. MOTION ADOPTED. (CLOSED)
