elcome to the Wheeling and Prospect Heights area, two suburban communities with plenty to offer. One of the most attractive parts of both towns is that they are both so close to Chicago – by train or road. Better yet, there is plenty to do in each community year-round. Each town is extremely well-run, with a dedicated staff of professionals running the day-to-day business, excellent park districts and well-trained first responders. Wheeling, a diverse community with 40,000 residents, has an appealing mix of neighborhoods, industry, retail and restaurants. In fact, the village boasts the nationally known “restaurant row” on Milwaukee Avenue, which offers a wide
variety of cuisines to satisfy everyone’s palate. Wheeling’s train station not only offers a link to Chicago via metra rail service on the north Central Line. It has become an even bigger focal point for the village because of the Wheeling town center development, which will be completed in 2019. Wheeling town center is next to the station and will feature 100,000 square feet of retail space – including a luxury theater, restaurants and cafes – and about 300 apartments. Also, Wheeling and Prospect Heights are co-owners of the Chicago Executive Airport, which is a popular outlet for business travelers and is the third-busiest airport in the state.

EVENTS DON’T-MISS ACTION
I
n 2019, in addition to its popular annual events, the village of Wheeling is organizing get-togethers that mark its 125th anniversary. On June 23, a parade that celebrates Wheeling’s anniversary will take place on Dundee Road between Northgate Parkway and Wolf Road at 4 p.m. and end with a concert in Heritage Park. Also, a sock hop and the Wheeling classic car show will be held on July 27 at Heritage Park. The car show happens every year and the sock hop is an addition just for this year because of the anniversary. Other notable events in 2019 include: Summerfest Block Party: the annual block party will take place June 22 at Lions Park in Prospect Heights. The party includes food vendors, a beer garden, games, family activities and entertainment. Rock n Run The Runway will be held on June 29, Chicago Executive Airport will be
the site for this truly distinctive event that includes a 5K run in the morning and a party—including music, refreshments and food trucks—at night. The night is topped off by fireworks. Taste of the Town will include restaurants from Wheeling’s famed Restaurant Row and the surrounding area participate in this event, which takes place in late September. More than 20 food providers have participated in past years, offering samples of American, Asian, Italian, Korean and Mexican dishes. The event, which takes place at Chevy Chase Golf Course in Wheeling, also includes food, drink and entertainment. Lights around Wheeling offers a time to celebrate the start of the holiday season at the annual lights around Wheeling holiday lighting ceremony. It will take place on Sunday, November 24.

OUR SCHOOLS EDUCATING OUR YOUTH
E
xcellent schools are one of the most notable attributes of Wheeling and Prospect Heights, with outstanding educators and facilities serving students from pre-K through high school. Community Consolidated School District 21 is based in Wheeling and has 13 schools across six communities. The district includes nine elementary schools, three middle schools and one early childhood facility. District 21 emphasizes critical basic skills that are the foundation for success in reading, writing and math while also focusing on high-level concepts, ensuring students are well prepared to be life-long learners. In 2018, voters allowed the district to borrow $69 million for facility improvements that include: securing school entrances by installing more cameras and exterior lighting; installing air conditioning; and updating six classrooms to offer districtwide full-day kindergarten. Prospect Heights School District 23 serves students from pre-K through middle school from Prospect Heights, Wheeling and two other communities. Its four schools are split into grade levels from pre-K-first; second and third grades; fourth and fifth grades; sixth through eighth grades. Wheeling High School, which serves Wheeling and Prospect Heights as well as residents of other adjoining communities, has been recognized as one of the best high schools in the state by U.S. News and World Report. About 90 percent
of the high school’s graduates pursue post-secondary opportunities. The high school focuses on STEM, offers about 24 Advanced Placement courses and has many partnerships with local colleges and universities, including dual-credit options. Higher education offerings are also within and nearby the two communities, including National-Louis University in Wheeling and Harper College’s Learning and Career Center in Prospect Heights.

here are many health care-related offerings in the Wheeling and Prospect Heights area, ranging from urgent care centers to post-acute and longer-term rehabilitation sites. There are also many renowned hospitals within about a half-hour drive. For example, Northwest Community Hospital, a 489-bed facility in Arlington Heights, provides about 350,000 outpatient and more than 20,000 inpatient services per year. f you’re looking to stay fit, get in shape or participate in a variety of activities as a family, you’ll find plenty to do at the Wheeling and Prospect Heights park districts. The Wheeling Park District has 20 park sites that cover 342 acres. The park district offers plenty of water-focused fun, with the Family Aquatic Center and an indoor pool next door in the Community Recreation Center. Most programs are held at Heritage Park, which includes facilities such as the CRC, the Sports Complex, Family Aquatic Center and the Performance Pavilion. Work is under way for an enlarged and state-of-the-art Fitness Center. The district also manages Chevy Chase Country Club, a full service banquet facility with two recently renovated ballrooms such as Devonshire and the grand ballroom as well as traditions at
Chevy, an 18-hole golf course with all the amenities of a championship golf course. The hub of activity for the Prospect Heights Park District is the Gary Morava Recreation Center, which features a gym with a full-size basketball court, fitness center, a sauna, racquetball court, dance room, fitness studio, an outdoor swimming pool and tennis courts. Additionally, the district offers about 14 parks that have a variety of features, including basketball and Pickleball courts, playgrounds, picnic areas and soccer fields. The Prospect Heights Park District also has a golf course and newly renovated banquet facility – Old Orchard Country Club. Both districts are partners with the Northwest Special Recreation Association which provides opportunities for individuals of all ages with disabilities.

hopping is a favorite activity in the Wheeling-Prospect Heights area, with plenty of places to choose
from. One of the newest places to check out is Wheeling Town Center, a $110 million development being built at 351 W. Dundee Rd. adjacent to the Wheeling Metra Station. Once completed in 2019, the project will have 100,000 square feet of retail space anchored by a movie theater and restaurants. The learning experience was one of the first stores to decide to locate in the complex, and 312 Nails & Spa will
be housed there as well. Lynn Plaza is another shopping center of note in Wheeling. In addition to beauty and health care-focused stores, there is Carniceria Jimenez, a full-service grocery store; and a discount outlet score called Bargains in a Box. Also, there are two major stores such as, Target and Walmart on Lake Cook Road in Wheeling In Prospect Heights, Rand Road is the primary business corridor on the west side. ow that you’re a resident of Wheeling or Prospect Heights, you likely have a lot of questions about issues such as how to start up utility service, what stickers or licenses you need to buy and when you might need a building permit. We’re here to help! Take a look at our checklist for new residents.
WHEELING The village has a checklist for new residents on its website on www.wheelingil. gov/459/New-Resident-Checklist.com. We’ll include some information from that list and add a few more items: WHERE IS THE VILLAGE HALL AND WHEN IS IT OPEN? The village hall is at 2 Community Blvd., Wheeling. The phone number is (847) 459-2600. It is open from 7 a.m. to 5 p.m. Monday through Friday; public works is open until 3:30 p.m. each weekday.
WHAT TYPE OF GOVERNMENT DOES WHEELING HAVE? Wheeling has a council-manager form of government, led by a village manager. Policy is led by the elected Village President and Board of Trustees. Regular Board meetings take place on the first and third Monday of the month. HOW CAN I START WATER/SEWER SERVICE? Please notify the village before you move and provide the new owner’s name. Also, give ample notice for a final reading; a week is preferred. If needed, contact Water Billing at (847) 459-2607. If you reach the voice mail during busy times or after hours, leave a message with the moving date and new owner information. Also, you should know the village has two districts for water and sewer billing purposes; each one is billed bimonthly.

DO I NEED TO BUY A VEHICLE STICKER? You do not – the village does not have a vehicle window sticker program. But you do need to contact the Secretary of State’s office to change the vehicle registration to your new address. DO I NEED AN ANIMAL LICENSE FOR MY PET? Yes, the village requires that you purchase an animal license. Contact the Finance Department at (847) 459-2600. SHOULD THE VILLAGE BE NOTIFIED IF I HAVE AN ALARM SYSTEM? Yes. The village requires every person, firm or corporation who leases, uses or owns an alarm system to get a permit from the Finance Department.
DOES THE VILLAGE CARE IF I RENOVATE MY HOME? It likely does. People who are renovating a home might need a building permit from the village. WHERE IS THE PASSENGER TRAIN STATION AND CAN I PARK THERE? Trains stop at the Wheeling Train Station as part of Metra’s North Central service line, which runs from Chicago to Antioch. The station is on Town Road which intersects with Wheeling Road just south of Dundee. Almost 500 commuter parking spots are available on two lots, with permit and daily fee payment options. The current parking fee is $1.75 per day per vehicle. Monthly parking passes per vehicle cost $35. The East lot is on Northgate parkway

Weekly curbside collections are handled by Waste Management. Collections include trash, including bulk items, and recycling. Landscape waste is collected on the same day as regular refuse service from April 1 through November 30. IS THERE A SENIOR SERVICES PROGRAM? The village’s Human Services Department is in charge of Senior Services. Services
include medical lending, transportation information and recreational activities at the Wheeling Park District Community Recreation Center.
PROSPECT HEIGHTS WHERE IS CITY HALL AND WHEN IS IT OPEN? City hall is at 8 N. Elmhurst Rd., Prospect Heights and is open 8:30 a.m. to 5 p.m. Monday through Friday. Phone is (847) 398-6070. WHAT TYPE OF GOVERNMENT DOES PROSPECT HEIGHTS HAVE? The city is governed by an elected Mayor, five aldermen, a City Clerk and Treasurer, while an appointed city administrator and staff run the city day-today. The city is divided into five wards, with one alderman per ward on the city council. City Council meetings are on the second and fourth

Mondays of every month. City Council meetings start at 6:30 p.m. at City Hall, 8 N. Elmhurst Rd., Prospect Heights. WHO PICKS UP TRASH, RECYCLING AND YARD WASTE? Collections for residential waste, recycling and yard waste are handled by Republic Disposal Company, Inc. You must put materials at the curb no later than 6:30 a.m. of the day of collecton but not before 6 p.m. the day before collection. A brown recycling card is provided for recycling. No separation of materials is necessary. Yard waste collections takes place March 15 through December 15. HOW CAN I START WATER/SEWER SERVICE? There are multiple ways that residents get their water and sewer service. For example, most homes have individual private wells,
while others get their water from the city or Illinois American. Contact your individual provider or the Public Works Department if you have questions about your service. If you have questions regarding your service, please contact your individual provider or the Public Works Department. The city or Illinois American will operate your sanitary service systems. Call your provider if there is a backup of your system before checking with a plumber to make sure the main lines are clear. DO I NEED TO BUY A VEHICLE STICKER? Yes – you need a sticker for any vehicle that is housed in the city and/or has license plates that are registered in the city. You have 30 days to purchase a sticker if you’re a new resident or just bought a vehicle. Application forms may be mailed in with a check, dropped off at a 24-hour drop-

Trains stop at the Prospect Heights Train Station as part of Metra’s North Central service line, which runs from Chicago to Antioch. The station is on Wolf Rd., just south of Camp McDonald Rd. There are 382 parking spaces along with 8 handicap stalls, 6 motorcycle stalls with posts for locking, 4 bicycle racks, and a drop-off area. Commuter parking is available at the station for $1.75 per day. Monthly permits and overnight parking permits may be obtained by mail or in-person at city hall.
