CHAMBER WELCOME On behalf of the Livermore Valley Chamber of Commerce organization, welcome new businesses, future residents and visitors to our beautiful and dynamic region. The Livermore Valley Chamber of Commerce (LVCC) proudly represents its members, providing leadership to support economic vitality in the region for more than 80 years. Incorporated in May 1937, the Chamber supports its members with education, advocacy, marketing tools and a network of key connections for a sustainable and successful economy. The Livermore Valley is located in the TriValley region of eastern Alameda County. It lies along the I-580/Altamont highway and rail gateway corridor connecting the ninecounty San Francisco Bay Area region with the Central Valley and the rest of California. It is situated within about a one-hour drive to major metropolitan areas including Oakland, San Francisco, Silicon Valley, the San Mateo Peninsula and Napa Valley. LVCC is located within the city of Livermore and its nearby neighbors are the cities of Pleasanton and Dublin. This strategic location makes the

Livermore Valley an attractive draw for business. Chamber members represent private businesses, public and private-public agencies, nonprofit organizations and individuals. Small businesses and the largest employers in the Livermore Valley are LVCC members. Two national laboratories, large health care network systems, educational institutions, manufacturers, wineries, ranchers, hotels, restaurants and retail, high- and low-tech, startups, new and established businesses make up

our membership roster. CHAMBER COMMITTEES & PROGRAMS BUSINESS ALLIANCE The LVCC Business Alliance is a forum for members to hear about and consider issues that affect the economic health of the Livermore Valley. Guest speakers cover topics that include housing, education, legislation and infrastructure. Updates are also given by representatives from local, county, state and federal governments and organizations on issues affecting the economy. Business Alliance meets the first Wednesday of each month at 7:30 a.m. Check with the Chamber online event calendar for location. Open to all LVCC members. For more information, call Dawn Argula at (925) 447‑1606, ext. 202. AMBASSADOR CLUB The Ambassadors are the goodwill arm of the Chamber and the business community. They participate in ribbon cuttings, grand openings and other Chamber events. Ambassadors act as “special greeters” at the Chamber’s many activities and they are responsible for introducing and welcoming new members. LEADERSHIP LIVERMORE – CREATING TOMORROW’S LEADERS Leadership Livermore is a nine month (September through May) program of the Livermore Valley Chamber of Commerce in partnership with the City of Livermore. The class, which is held one day each month, brings approximately 25 participants together to get a behind-the-scenes look at the community and to build relations with other leaders. CHAMBER HISTORY The Livermore Valley Chamber of Commerce enjoys a long legacy of business leadership in the local community. Records show that the Livermore Chamber of Commerce was in existence at least as early as 1926. However, it wasn’t until 1937 that the Chamber filed its articles of incorporation with the office of the California Secretary of State. Since then, the Chamber has been operated by professional staff with oversight and guidance provided by an elected board of directors. In 2011, the Livermore Chamber of Commerce board of directors approved changing the name of the organization to the Livermore Valley Chamber of Commerce, reflecting the reach of the organization beyond city limits. Over more than 80 years, diverse business interests have been reflected in the Chamber’s leadership, with a distinguished list of men and women chairing its board of directors since 1932. The Livermore Valley Chamber of Commerce Film Office markets the Tri-Valley region – Livermore, Dublin and Pleasanton and outlying areas – as a film and video location to studio heads, independent and commercial producers, and location scouts. It assists local and visiting production companies by providing service before, during and after production. GOVERNMENT CITY The City of Livermore is a great place to live, work and play. In 2018, Livermore residents overwhelmingly rated the city’s quality of life as “excellent” or “good” in a National Citizen Survey. With a focus on public safety, libraries and economic vitality, Livermore is a great place to thrive and grow. The city, officially established in 1876, is a full-service city that operates under the council/ manager form of government. Currently, the mayor and city council members are elected atlarge by voters. The mayor will continue to be elected at-large, but council seats will transition to district elections starting with two seats in November 2020 and the remaining two seats in 2022. The mayor serves a two-year term and council members serve four-year terms. The city manager is appointed by the council and serves as the chief executive officer responsible for day-to-day administration of city affairs and implementation of city policies. The city council meets the second and fourth Mondays of each month at 7 p.m. at the council chambers, 1016 South Livermore Avenue. All council meetings are open to the public, and meetings are also broadcast on Tri-Valley Community Television and streamed at www.tri-valleytv.org. The City of Livermore has traditional departments or divisions including police, public works, finance, human resources, planning and engineering. It also boasts an Office of Innovation and Economic Development and a municipal airport. The Livermore Public Library is a municipal department as well, and the city shares its fire services with the neighboring City of Pleasanton. The community’s public school district, the Livermore Valley Joint Unified School District, is a separate governmental agency, as is the Livermore Area Recreation and Park District. Customer service is a core city value supporting residents and businesses. A one-stop streamlined permit process allows customers to easily obtain permits, answers and approvals. The i-GATE Innovation Hub’s technology incubator in Downtown Livermore is designed to help entrepreneurs and small businesses get started with a facility, business education, and training and with links to local scientists and venture capitalists. Continuous awards from the Government Finance Officers Association of the United States and Canada illustrate the city’s commitment to budget transparency. The Livermore Municipal Airport plays a vital role in the community, providing economic benefits, community services and disaster relief to the Tri-Valley for more than 50 years. The Livermore Airport also supports regional needs as exemplified by the 100 transient aircraft hosted there for 2016’s Super Bowl 50 in Levi Stadium in Santa Clara, California and the 2019 Aircraft Owners and Pilots Association Regional Fly-In event supporting nearly 500 aircraft. Public safety is a council and community priority. Half of the city’s general fund budget supports police and fire personnel, equipment and supplies, and the city is a very safe place to live and do business. The Livermore Police Department is a full-service law enforcement agency with a range of services and educational programs. Its longstanding Citizen’s Police Academy remains a popular program that creates more community volunteers each year while yearly events, such as the Halloween Trick-or Treat Trail at the police department successfully connects law enforcement personnel with Livermore families and youth. The Livermore-Pleasanton Fire Department (LPFD) is an all-risk emergency response and community service organization. The LPFD’s goals are to limit the risk of fire, to limit injury and property damage associated with fire, explosions, hazardous materials incidents, storms or other natural and technological emergencies; to prepare city forces for disaster response, and to better prepare the community for self-help in the event of a major disaster. The Livermore Public Library boasts the beautiful Civic Center Library, a 53,000-squarefoot architectural gem. The Civic Center Library houses a collection of 200,000 items for checkout, including books, audiobooks, DVDs, educational toys, games and technology exploration tools such as programmable robots. Additional services include computer workstations, wireless high-speed internet

access, early learning classes, maker space for children, small business support, science events and a variety of cultural and educational programs for all ages. The Rincon and Springtown Branch libraries serve the surrounding community with a wonderful selection of resources, cultural events and educational programs. The National Ignition Facility is the world’s largest and most energetic laser, used in support of fusion energy research for national security, energy and basic science. SANDIA NATIONAL LABORATORIES Sandia National Laboratories in Livermore was established in 1956 and, combined with its Albuquerque, New Mexico, location, is the largest U.S. Department of Energy national security research facility. Sandia/California employs more than 1,400 staff members and contractors, post-doctoral fellows and students who share the goal of applying science and technology to create a more peaceful and secure world. Sandia grew out of the Manhattan Project. Maintaining the safety, security and reliability of the U.S. nuclear stockpile remains the foundation of its work. It provides crucial systems engineering capabilities to its sister laboratory, Lawrence Livermore National Laboratory. Building on this core scientific knowledge, Sandia/California cultivates multiple capabilities in biosciences, cyber security, energy, materials science, engineering and systems analysis to anticipate and respond to the evolving national security landscape, accelerating innovation in all that they do. Today, its mission spans many national security needs, including areas such as homeland 18

security, transportation energy and bioscience. Examples of current work going on at Sandia/California include: ◗ Sandia researchers have developed an additive mixing fuel injection system and method for fast control of the timing of combustion in an internal combustion engine. The system includes a fast-acting fuel additive supply valve to meter a tiny, variable amount of fuel additive into the fuel stream. This forms a precise additive-enhanced fuel mixture that may dramatically increase fuel economy and engine efficiency. ◗ Ducted fuel injection (DFI) is a patented technology invented at Sandia National Laboratories’ Combustion Research Facility, that enhances engine combustion and lowers soot emissions, while potentially enabling higher operating efficiency. This technology was designed to overcome the soot-NOx (nitrogen oxide) tradeoff, a longstanding barrier to improved diesel engine emissions. DFI enables soot emissions to be dramatically lowered, without increasing NOx emissions. ◗ Multiple areas of study are focused on proliferating the use of hydrogen fuels and hydrogen fuel cells as alternatives to consumer vehicles operating on fossil fuels or electricity as the direct fuel source, and large diesel or natural gas powered generators. These include the development and analysis of new materials for hydrogen transport and storage, new hydrogen fuel cell membrane materials, and the design and application of large fuel cells for both on shore and offshore marine applications. ◗ Increase in bioethanol production throughout the U.S. has led to an increase in the process coproduct – distiller’s grains

with solubles (DGS). In order to commoditize this DGS surplus, a team at Sandia developed a “one-pot” bioconversion process that converts both the major biochemical pools (carbohydrates, proteins, and lipids) into valuable biofuels, industrial chemicals, and high value acids for fertilization. The added value of these products will potentially reduce ethanol production costs, reduce waste products from the process, and enable revenue generating markets for these otherwise discarded materials. Although Sandia is a government research and development laboratory directed to meet the nation’s security needs, it also welcomes commercial and business partnership opportunities. Sandia already collaborates with private companies, universities and state and government agencies and is actively looking to find more partners. The Livermore Valley Open Campus, a partnership between Sandia National Labs and Lawrence Livermore National Lab, is expanding opportunities for researchers and external partners to collaborate on some of the toughest technical challenges facing our nation and the world. Sandia National Laboratories is a multimission laboratory operated by National Technology and Engineering Solutions of Sandia LLC, a wholly owned subsidiary of Honeywell International Inc., for the U.S. Department of Energy’s National Nuclear Security Administration. Sandia Labs has major research and development responsibilities in nuclear deterrence, global security, defense, energy technologies and economic competitiveness, with main facilities in Albuquerque, New Mexico, and in Livermore, California.

PARKS & RECREATION Recreation opportunities are abundant for Livermore residents and visitors. The Livermore area is served by two park districts – the Livermore Area Recreation and Park District (LARPD) and the East Bay Regional Park District (EBRPD). LIVERMORE AREA RECREATION AND PARK DISTRICT This independent special district is separate from the City of Livermore and operates more than 40 parks, dog parks, trails and facilities for outdoor and indoor fun all year long. Livermore residents and visitors have access to 33 neighborhood parks offering features such as playgrounds, multi-use open turf areas, practice sports fields, picnic areas, walking paths, basketball courts, and tennis courts. Three community parks provide a broad range of recreational opportunities that draw people from throughout Livermore and beyond. Community parks contain sports fields, swimming pools, group picnic areas and serve as locations for a variety of special events. Special-use parks and facilities serve citizens looking for everything from sports fields, event rentals and meeting spaces to a skate park and an equestrian arena. The great outdoors are also easily accessible with the district’s open space

parks and preserves. Hiking, biking and rangerled programs can be enjoyed in open space parks such as Sycamore Grove Park. The District also operates Camp Shelly, a family campground in South Lake Tahoe which is open annually from June through September. The District coordinates with the Livermore Valley Joint Unified School District to provide before-and after-school licensed child care programs for elementary school students through their Extended Student Services program, as well as in middle schools through PAL. LARPD’s youth services also provides preschool classes at six locations in the community. Many classes and programs are offered yearround for a variety of interests and age groups. The Robert Livermore Community Center on East Avenue serves as the hub for recreational fun. The 71,000-square-foot center includes the senior center, meeting and activity rooms, a double gymnasium, large ballroom for weddings and other special events, sports fields, a sand volleyball court and tennis courts. The Robert Livermore Aquatic Center on Loyola Avenue provides year round lap swimming as well as aquatic fun for all ages during the summer months. Livermore Area Recreation and Park District

offers a variety of district-wide community events that are open to the public including the Daddy-Daughter Dance, Breakfast with Bunny, Breakfast with Santa and the aquatic-themed Spring Splash, as well as their signature special events, Children’s Fair and Dogtoberfest. A THRIVING WINE REGION IN THE SAN FRANCISCO BAY AREA Visitors are sometimes surprised to find a flourishing expanse of vineyards and wineries less than an hour to the east of San Francisco: Livermore Valley Wine Country. Sharing the picturesque canyons and ridges of the area with outposts of suburbia, the welcoming sight of vines and tasting rooms defines the quality of life in the Livermore Valley. To the delight of residents and visitors alike, the region continues to experience a wine renaissance harking back to the golden years of early California wine history. The Livermore Valley is one of California’s oldest wine regions and played a pivotal role in shaping California’s wine industry. Robert Livermore planted the first commercial vines in the 1840s. Pioneer winemakers C. H. Wente, James Concannon and Charles Wetmore recognized the area’s winegrowing potential and founded their wineries in the early 1880s. Attracted to the rich winemaking tradition, climate, soil and geography, new vintners and winegrowers work alongside fifth-generation winegrowers creating a Livermore Valley wine renaissance. The region now has over 2,800 acres of vineyards and over 50 wineries, with more poised to open. Wineries vary in size from limited-release, 100-case labors of love to 400,000-case industry heavyweights, and grapes range from familiar Merlot and Chardonnay to Italian, Rhone and Spanish varieties. The award-winning wines of the Livermore Valley can be found around the globe. SENIOR SERVICES The mission of the Livermore Area Recreation and Park District’s (LARPD) Senior Service Center is to improve the quality of life for Livermore’s older adults and their families by educating and advocating for health and social services while providing recreation, socialization, and meaningful volunteer opportunities to encourage full, active and healthy lives. LARPD Senior Services Center is a community hub for adults 50 years and older to come together for services and activities that reflect their diverse needs and interests. The dedicated staff provides seniors with resources to assist with health screenings, insurance, transportation, legal assistance, tech tutoring, form assistance, nutrition, support groups, and affordable housing information to support their independence with dignity. Senior Services staff plan fun and affordable adventures, socials, and craft-making sessions to encourage participation in discovering, learning and developing a sense of connection to the local and surrounding communities. Activities include rock painting, flower arranging, coloring, historical walks, theatergoing, luncheons, nature walks, fitness, yoga and dance classes to enrich the mind, body and spirit.

The Day Trip program offers excursions in vans and motor-coaches, as well as overnight and extended trips all over the country and the world.
