he Jackson Area Chamber of Commerce is cognizant of the needs of existing local and potential businesses, and stays proactive to address measures that protect its members’ business interests. Brian Gerau, Executive Director of the Jackson Area Chamber of Commerce, says a big part of advocacy is educating the community. “It’s our job to educate people on why a certain issue is important to everyone, not just the one entity that it may directly affect,” he said. “It is our responsibility to be a facilitator and an educator on a variety of issues.” Focusing on enhancing economic development, the Chamber recently helped to amend and endorse a Prohibition Era ordinance. The ordinance, which was first established over 100 years ago within towns under 20,000 residents, prohibited the ability for businesses to serve alcohol where a majority of their business is selling alcohol by the drink. The Chamber recognized this ordinance could potentially affect how current businesses operate, and the effort to bring new businesses to Jackson. “We met with affected business owners and decided that we really needed to get up to date, and into 

the 21st century. We don’t want to prohibit businesses from being able to come to Jackson,” Gerau said. To inform the public of the importance of this measure, the Chamber distributed fliers, used media outlets such as local radio, newspaper and social media, and served as a hub for anyone who needed more information about the City of Jackson Question before they voted. With the Chamber’s support, the ordinance was amended. “Jackson is able to recruit businesses of all types, and existing businesses are able to operate without needing to change their organizational structure,” Gerau said. Demonstrating its commitment to education and the Jackson R-2 school district, one of the largest school districts in the state, the Chamber also supported Proposition J on the April 2017 ballot. Prop J was a no-tax-rate increase bond initiative that would reduce class sizes across the district through reconfiguration of the grade structures. It would also increase safety and security by upgrading entrances, adding additional cameras and helping provide controlled access to buildings. “We have one of the largest school districts in the state and it is growing. We have to look into the future and really support our school administration when they see a need. That need is building and infrastructure,” Gerau said. To educate the business community, Superintendent Dr. John Link spoke about Proposition J during the Chamber’s Business Breakfast in March. This allowed for community input. School leaders also spoke to business leaders during the Jackson Leadership and Development

program about Prop J, and took them on tours of the schools to show the importance of the proposition passing. With the Chamber’s support, Proposition J passed with 80 percent of the community voting Yes. “The Jackson Area Chamber of Commerce will continue its partnership with Jackson R-2 to assist them in their growth and sustainability. We believe that our school district is a tremendous draw to the area and helps us recruit businesses and residents to Jackson, Missouri,” Gerau said. The Chamber has also partnered with the municipalities and city officials. Recognizing the water pipes were not equipped to properly handle needs in the event of an emergency, the City of Jackson approached the Chamber to promote the issue on the ballot. The issue was brought to the voters, who approved the change, and improvements have been made to improve the City of Jackson’s water system. “We want to make sure the infrastructure and city resources are in place for growth. We want to have all the resources necessary so we can recruit businesses and provide them with all the resources they need to make their business as successful as possible,” Gerau said.

he Jackson Area Chamber of Commerce strives to serve local businesses by informing the business owners of issues that may affect them. The Chamber develops good relationships with elected officials to keep them informed on where the business owners stand on these issues. Brian Gerau, Executive Director of the Jackson Area Chamber of Commerce, says that they want to take the collective voice from the business community and speak to their elected representatives on issues that will affect them, such as too much regulation, taxes, insurance, or transportation. “We want to be the voice for our businesses, meet with the elected officials on a regular basis, and represent the business community,” Gerau said. Gerau adds one of the Chamber’s strengths is they have the resources to reach almost 600 members quickly, which is a powerful tool. State Rep. Donna Lichtenegger says working with the Chamber is important because it allows her to learn what the businesses and people in the community are thinking. “The Chamber is a group of not only businesses but a group of people and this allows me to get a handle on where my constituents are with certain issues from both of those perspectives,” she said. An issue that is certainly important to the residents and businesses within Jackson is providing the best transportation system. “The Jackson Area Chamber and all Chambers in surrounding communities have a very important role in getting the word out and informing others on how much this is needed,” she said. Lichtenegger is a huge advocate when it comes to the need for skilled workers, which she says is desperately needed not only in the Jackson area but also across the country.

“The Chamber has been actively working to promote that need, and I applaud them for their work and dedication to solve this issue,” she said. Congressman Roy Blunt says that hearing directly from Jackson area business owners through the Chamber and individually has helped him understand their concerns and priorities, which, in turn, has guided, and continues to guide, his efforts in the Senate. For example, members of the Chamber have provided invaluable input when it comes to the impact that excessive government regulations have on their businesses. Last year, the Senate passed, and the President signed, several bills scrapping a total of 15 unnecessary regulations that were handed down by the previous administration. Taken together, their repeal will save more than $1 billion annually. “It is important that the business community remain engaged in advocating for policies that will help them continue to thrive. In addition to local meetings, I encourage individual business owners to keep in touch and let me know what issues they care most about,” he said. Lichtenegger says the Jackson area is seeing tremendous positive growth, and much credit goes to Gerau and the work the Chamber continues to do. Mayor Dwain Hahs says the City of Jackson is showing progress, as current businesses thrive and business owners see the value of locating their businesses in the City of Jackson. This growth is the result of a successful partnership between the City and the Chamber. “We have a Chamber of Commerce that truly represents the businesses of Jackson. We know that when we’re working with the Chamber, we’re working with the businesses, and the Chamber has their best interests at heart,” Mayor Hahs said.

he number of people who are coming to live in and visit Jackson continues to increase, and with that increase, the City is also seeing a boost to its retail community, including smaller businesses opening in the popular Uptown, and an effort to attract national retailers to the area. Demonstrating a partnership to recruit new retailers and retain businesses in Jackson is a priority for the City of Jackson and the Jackson Area Chamber of Commerce. One way the City and Chamber are working together is by hiring Jen Berti as the Director of Membership and Retail Development. Berti says the Jackson Area Chamber of Commerce works with local businesses by helping them recruit new employees, offering networking events, along with professional development events, spreading the word about members’ events and meeting with them to understand their needs. “As Membership Director, I am recruiting businesses to become members of the Chamber. My job is to help them get more exposure and educate them on what the Chamber can do for them. My responsibilities also include retaining businesses so our community can continue to succeed and grow,” she said. City of Jackson Mayor Dwain Hahs, who was raised in Jackson, says residents are highly satisfied living here. It’s a safe and friendly city, and they think it’s a great place to live, work and to raise their families. With the positive growth in new housing developments, the school system and special events, retailers are finding Jackson more attractive for business expansion. Hahs adds that, at the city level, they are maintaining the infrastructure, making sure the utilities such as electric, water, and sewer as well as streets are kept up to the standards that the businesses need in order to operate within the city. 

Jackson has many high-traffic areas where retailers can succeed. Hahs says a primary focus for future development is the East Main Street corridor, which runs from Uptown Jackson to the interstate, as well as the interstate exchange at Exit 99, where the Cape Girardeau SportsPlex was recently built. To attract national retailers to Jackson, Berti works closely with a retail consultant to evaluate which national retailers would be the most suitable for the City of Jackson. She has also built strong relationships with local realtors, business owners, developers and brokers who are all vested partners in the growth of Jackson. A market assessment of Jackson, along with vacant properties and buildings, are sent to potential retailers in an effort recruit them to Jackson. This includes providing demographics of the city, such as population, primary retail trade area, average age, household income and major employers. “Jackson saw the highest number of home sales in 2016 since 2005,” she said. “Household growth is a key component when retailers are deciding where to open their next location.” The City of Jackson understands that reaching out to its residents is crucial to knowing their needs. Recently, the City distributed a survey to Jackson households. While the goal was to receive 400 responses, an overwhelming 700 residents completed the survey. The survey provided positive feedback about the City and services provided, as 95 percent said Jackson is a good place to live and raise children. Hahs says the survey also provides a wealth of information on retail needs. This includes how much money residents are spending, where they’re shopping, the goods they are buying and their specific interests. “We were thrilled with the results. People are happy here and voiced their opinions, and we now know what people are really wanting in the City of Jackson. There is a demand for certain businesses, such as a grocery store, sporting goods store, and restaurants in our city,” Berti said, “and we are working to fill that demand so that it’s more convenient for our residents to get what they need.”

he Jackson Area Chamber of Commerce has developed a successful program called Jackson Leadership and Development. This program gives business leaders a behind-thescenes look at how their community works, an opportunity to network with business leaders, and seminars to help them professionally develop as leaders. Since 2006, the professional development program has been offered annually to 20 to 25 business leaders in the Jackson area. In an effort to have a diverse group each year, Brian Gerau, Executive Director of the Jackson Area Chamber of Commerce, says they only allow two to three individuals from each industry such as banking, education, sales and manufacturing to participate. Every third Wednesday of the month from February through September, the group focuses on a specific topic. For example, during civics month, the participants meet one-on-one with city officials including the Mayor, sheriff, county commissioners, police and fire chiefs. The following months, the class focuses on education, getting to see educational facilities, as well as manufacturing, taking a tour at area manufacturers such as Mondi and Rubbermaid. These tours give the class an idea of what happens behind the scenes. he Jackson Area Chamber of Commerce is working to increase jobs and encourage business growth within the City of Jackson, and one way they are doing that is by recruiting new industries to come to Jackson. Through a collaboration with the Chamber, the Jackson Industrial Development Company (JIDC) recently spearheaded a $2 million dollar 50,000-square-foot spec building project to recruit manufacturing and jobs to Missouri. Partnering with seven area banks and economic groups across the state to assist with financing, the Chamber lead a project to build the spec building in its industrial park. The economic development partners that joined the Chamber on this project include the Department of Economic Development, the Missouri Partnership and the Missouri Economic Development Committee. The spec building allows the Jackson area to be considered for potential industry relocation and local industry expansion to ensure retention, says Brian Gerau, Executive Director of the Jackson Area Chamber of Commerce. While the exterior of the building has been completed, the interior is being left unfinished intentionally because JIDC wants to build to suit. “If we get someone who wants to add another wall or if a floor needs a certain level of thickness, we can build it out to their needs,” he said. “We want to make it as general as we can so we’re able to make it available to as many businesses as possible.” The Chamber is working with economic development organizations locally and on the state level, submitting information regarding the spec building in various publications. They’re also working with local manufacturers to inform them that this space is available.

“We’ve been spreading the word that there is no reason to look anywhere else if you need a 50,000-square-foot building. It’s right here in Jackson, Missouri,” Gerau said. It’s never an easy task to sell a $2 million building but the Chamber wants to make sure to get the right people who can use that space, and they plan to find the right business. “Our goal is to ensure that the building is the right fit for that business. We want that business to be here permanently, and we want to make sure that it’s creating the right types of jobs, the right number of jobs and that longevity is definitely in place,” he added. Since forming in April 1962, the Jackson Industrial Development Company has focused on recruiting and retaining industry in the City of Jackson. The first industry recruited to Jackson was Lee-Rowen, which is now Rubbermaid, and the company has helped bring more industries to Jackson and has helped industries expand. Among them are Procter and Gamble, Coca Cola, B&B Door, Mondi, Signature Packaging & Paper and more. “The City of Jackson is not dependent on one industry. If something happens in the economy, we’re very diverse,” Gerau said. Along with developing new infrastructure, the Chamber is working diligently with developers and property owners to develop an extensive database of existing buildings and potential areas for development. “By showcasing current infrastructure, we are able to pinpoint opportunities for growth and expansion and have developed a strategic plan to enhance and promote these locations,” Gerau said. The Chamber is working closely with the City of Jackson to forecast any utility, water, and service enhancements in order to assist existing infrastructure. They’re also working with the municipality and businesses to make sure regulations are feasible for the infrastructure owners. Attracting industries to Jackson is all about growth. The Chamber wants to make sure if a business is looking to come to Jackson, whether it’s a retailer, a manufacturer or a small family, that the City has the jobs, premier schools and resources available.

ptown Jackson has become a lively, attractive retail district, providing a variety of shops and special events to bring nearby residents and visitors to shop and dine, while attracting new businesses to join the vibrant community. The City of Jackson is growing, and business owners are seeing its Uptown as a great place to open their business, says Jen Berti, Director of Membership and Retail Development for the City of Jackson and the Jackson Area Chamber of Commerce. The Uptown Jackson Revitalization Organization (UJRO) uses a progressive approach to create an attractive environment that brings in businesses and consumer traffic. The primary mission of the Economic Vitality Committee is to identify vacant and unused spaces, and fill them with successful retailers. UJRO, along with the Chamber, also works to retain current businesses, and assists them by providing the necessary resources for them to succeed and grow. Several new businesses have opened within the past year and a half, adding to the unique atmosphere of Uptown Jackson. That, in itself, is an accomplishment considering it’s the largest growth since the beginning of Uptown Jackson Revitalization Organization in 2010. Retailers include Ann-Louise Bridal, The Ground-A-Bout, Barrel 131, Stitched and Stamped, and Vanices Boutique & Beauty Bar. Joe and Michelle Hobbs, along with Ronnie and Jessica Maxwell,

opened Barrel 131 in March 2017, where people can enjoy fine wines, spirits, craft beer and food for a relaxing time with friends. They are also able to purchase drinks to take home. “The reason we chose Uptown was because it’s starting to grow, and we think it’s going to become a destination,” said Hobbs, who also owns a sports bar in Jackson with his wife, Michelle. What makes Uptown Jackson special is the support the businesses provide each other, advertising together and organizing special events to bring shoppers to Uptown. One event is Sip & Shop, when several boutiques stay open later every Thursday from mid-March to December and provide refreshments, and on occasion, live music. Other special events include Jackson in Bloom, Homecomers, Cruisin’ Uptown, Oktoberfest, and Christmas festivities including a Christmas parade. One of the boutiques that created Sip & Shop is Cobblestone Corner, which opened in September 2013, and is owned by Janey Foust and Amy Beussink. It is a full-service boutique that provides clothing, accessories, home decor and an exclusive wine line. Foust says that one reason Uptown Jackson is seeing the growth is that the businesses feel welcome. “It’s very much a community,” she said. “Business owners support each other. We do a lot to attract customers to the area. It’s a cohesive group of business owners, and that in itself, attracts other business owners to come and join the party, so to speak.”

roviding a small-town community with top-notch schools, quality employers, beautiful parks and a variety of home styles and prices, the City of Jackson is seeing a boost of buyers who are calling Jackson home. “The residential growth is reflective of the small town atmosphere, the quality of the schools that we have here and the cooperation with the City of Cape Girardeau,” said Jeff Martin, Broker/Manager of Realty Executives in Cape County, adding, “The major employers also play a big part in our housing in this area, and because they are solid businesses, they continue to grow.” Jackson has seen many positive changes in 2017 including a 17.9 percent increase in the number of homes sold compared to 2016. The City has seen a number of developments within this past year that have been completed, and those homes are now available for sale. This includes East Ridge, Touchdown Estates, Terrace Park, Savers Farm, Jackson Ridge, Pioneer Orchard and Bent Creek subdivisions. Martin says about 85 percent of homes available within the City of Jackson are priced under $250,000, providing the ideal price for firsttime homebuyers, individuals needing a larger home or the couple that is downsizing after their children move away. “We also have a number of homes in the upper range of $1 million that have sold this year compared to last year,” he said. “We have a diverse residential market here in Jackson.” Jackson offers an eclectic mix of housing options, including ranches,

two-story homes, split levels, bungalows, Tudors, Colonials, duplexes, townhomes and apartments. To help those looking to purchase a home but may have difficulties acquiring the down payment, the City of Jackson offers the USDA rural development loan program. This program allows individuals to get a home for a little or no down payment and low interest rates. The selling environment has also been positive in Jackson as houses are selling more quickly in 2017, averaging 59 days from listing to contract, with the average sale price of $165,000. “Homeowners are getting 97.3 percent of the list price for sales, and the overall appreciation of our market is up 4 percent over last year,” Martin added. The City of Jackson still has potential for future growth as additional land has been annexed by the city, and there are also parcels of land just outside the City being considered by developers to turn them into residential developments. While Jackson sees this growth, both in commercial and residential developments, it also strives to provide that small-town community that the residents treasure. “Jackson prides itself on having a small town feel, and the civic leaders are making every attempt to continue to grow responsibly in their developments,” he said. “We still are trying to keep that small town feel because that’s one of the things that draws people to Jackson.”

he Jackson Area Chamber of Commerce may be a small chamber, but it is one that strives toward taking big actions, which includes retail retainment and recruitment, advocating for causes important for businesses and building future leaders. Recognizing all the work that the Chamber has accomplished this past year, the Jackson Area Chamber of Commerce was chosen to receive the Missouri Chamber of the Year Award from the Missouri Chamber of Commerce and Industry. Receiving the award for the first time, Brian Gerau, Executive Director of the Jackson Area Chamber, says it’s an honor to be put in the same conversation as the St. Louis, Kansas City, Columbia and Springfield Chambers, who feature a larger staff and do tremendous work for their members and across the state. “To be recognized with some of the larger chambers is quite an accomplishment because we have such a small staff,” he said. “Just because we’re small doesn’t mean that we’re not doing big work. We may not be the loudest but at least we’re at the table.” The Chamber is doing its best to represent the Jackson area well, and that is what is leading others to take notice of Jackson, including the retail growth, the programs they are offering, and the leaders they are developing. that each member has the opportunity to grow their business, feels that they are a vital part of the business community, and that they have a voice in the community, has been pivotal in the evolution of the Chamber. “Being a small chamber, we can relate to the small business challenges, including working with small budgets, small staff and the day-to-day demands,” he said. The Chamber is continuing to grow, showing 91 percent membership growth and 90 percent membership retainment since 2008. The Chamber has also seen a 350 percent increase in attendance at Chamber events. While the Chamber is seeing tremendous growth, they also work to be frugal. The Jackson Area Chamber of Commerce prides itself on being resourceful, with 90 percent of membership dues being the general revenue for their budget. The Chamber also works diligently to be active at the local, state and national levels. They are involved in Chamber of Commerce Executives of Missouri, Missouri Economic Development Council, International Economic Development Council and Missouri/Arkansas/Kansas/ Oklahoma (MAKO). They participate in foundations and committees ranging from universities and agriculture to economic development and charitable giving. The Chamber has also developed a strong partnership with the City of Jackson to create a retail initiative, which is attracting business to Jackson and enhancing the community. The Chamber also works with the county to educate members on area issues and future measures that will affect businesses. The Jackson Area Chamber of Commerce works closely with surrounding chambers, such as partnering with the Cape Girardeau Chamber of Commerce on workforce and industrial initiatives, and assisting surrounding chambers with program development and mentorship. The Chamber also takes an active role in Chamber Management Academy to guide new leaders. The Jackson Area Chamber of Commerce may be perceived as small in regards to staff, budget, and resources, but they are actively engaged in community growth. Gerau says they treat every person with care, finding their success is the Chamber’s success. “We strive to grow with our members and to be by their side when they face challenges,” he said. “We celebrate their accomplishments and assist them in attaining their next goal. Our goal is to shatter the myth of small chambers and the perception of their limits.”
