CITY PARTNERSHIP As the fastest-growing community in Southeast Missouri, it’s no surprise that retail and restaurant owners have found Jackson to be an ideal place to open a location.

But it wasn’t always easy to attract the kinds of retail businesses that residents were looking for in the region. A partnership between the City of Jackson and the Jackson Area Chamber of Commerce has helped get the word out about the attractiveness of the Jackson market to prospective retailers.

“We’ve had several new businesses come to Jackson because of this development group we’ve put together,” said Jackson Mayor Dwain Hahs.

When the City and the Chamber decided to work on bringing more retail business to the area, one of the first steps was to find a Director of Retail Development.

Jen Berti was hired for that role in January 2017. The expense for the position and the partnership is shared by the City and Chamber.

Recent examples of success were a new Best Western Plus, Rally’s Drive-In and a Jimmy Johns.

“Jen worked closely with the Jimmy John’s franchisee for a location that was acceptable,” Hahs said.

The retail recruitment partnership started with a report on the city’s market from a consultant. The market assessment book gave city and chamber officials a good understanding of where Jackson stands in the retail landscape.

The book is a good sales tool, because it provides valuable information for prospective developers and business owners. “It’s everything they need to make a decision,” Hahs said.

“We are aggressively recruiting new businesses to come to Jackson. We are also working with businesses in the area to expand their business to Jackson,” Hahs said.

Berti and Hahs meet about once a week to discuss progress on current projects. For example, Berti might reach out to a current business to understand its growth plans then pass that information along to Hahs and other city officials.

The City, which gets about 70% of its revenue from sales tax, has about 15,000 residents. Many of them want more retail options, according to a recent survey.

When discussing the area with prospective retail business owners, Hahs and Berti emphasize the population of the entire region, which totals 80,000 for the area businesses could draw from and 35,000 in just the Jackson R-2 public school district.

“We’re in constant contact as we compare notes,” Hahs said.

“We want to make sure people understand the numbers and the income levels,” Hahs said. “Retailers can then see how that matches up with how they look at cities and where they want to go next or expand.”

They keep in touch with developers who have property in the city, as well as realtors.

The Chamber also provides strong support to other key issues and projects.

“The Chamber has been very supportive when we’ve gone to the voters for bond issues, including the upgrades to the water system within Jackson,” Hahs said.

The Chamber also helped get the word out on the public safety sales tax increase, which passed almost two years ago.

Proceeds from the tax hike helped fund more hiring in both fire and police, as well as a new police station. The City also appreciates the Chamber’s assistance in supporting tourism.

The Chamber has been a tremendous asset in communicating the City of Jackson‘s initiatives to the business community. The Jackson Area Chamber of Commerce has communicated the city’s projects via chamber breakfasts, meetings, and after hour events. The Jackson Area Chamber of Commerce has also promoted city projects in its monthly publication-The Chamber Connection, via social media, and talking on various media outlets such as radio, newspaper, and television.

In a recent transportation project, the Jackson Area Chamber of Commerce and The City of Jackson partnered to voice their concerns about the adverse effects to the business community and concentration of traffic flow to certain areas of Jackson.

The strong partnership of the City and the Jackson Area Chamber of Commerce is essential to the growth and viability of the area. Both entities are looking toward the future, working and growing together. w

EDUCATION PARTNERSHIP The consistent success of the Jackson R-2 School District has made it an important factor in drawing businesses to the area, as well as residents.

The district has a AAA classification and ranks highly among other districts across the state. It has an enrollment of about 5,400, with one high school, junior high, middle school and seven elementary schools.

“While the Jackson R-2 School District remains the cornerstone of the community, the Jackson Area Chamber of Commerce is the power source for information and business relationships which are vital to any great school,” said Dr. John Link, Superintendent of Jackson R-2. “By working together, the children of the community are the true winners.”

The school district partners with the Chamber on many important initiatives and committees. For example, they work together on the annual Educator of the Year Award.

“The Educator of the Year Award recognizes an outstanding educator in the Jackson community who helps develop students into productive citizens and valuable leaders in Jackson,” Link said.

Each year the Jackson R-2 School District Foundation provides a $500 cash prize to the MaryBeth Williams Educator of the Year, which is a fund established in the memory of past Chamber Director and former JR2 Foundation member, Marybeth Williams.

Also, Merideth Pobst, Jackson R-2 School District Communications Director, along with Jen Berti, Vice President of the Jackson Area Chamber of Commerce, and Sara Gerau of Farmers Insurance- Sara Gerau Agency, started the Women’s Impact Network (WIN), which is run through the Chamber.

Thanks to WIN, women have learned about various business and leadership topics, and have worked to help charitable causes.

One of them was an opportunity to put together Snack Packs for students with food insecurities in Jackson Schools.

Jackson R-2 School leaders have participated in many leadership development programs. Superintendent Link is a member of the JIDC Board of Directors, and Pobst is the Vice President of the Jackson Area Chamber of Commerce Board of Directors.

The district’s partnership with the Chamber and the business community helps the community as a whole.

INDUSTRIAL PARTNERSHIPS Relationships are essential to the success of the Jackson Area Chamber of Commerce and its partner businesses.

Together, they help the community grow and thrive.

Here is a look at a couple of Jackson area industries that have worked with the Chamber to drive success.

MIDWEST STERILIZATION CORPORATION “Since 1984, Midwest Sterilization Corporation has been a proud member of the Jackson, Cape Girardeau and southeast Missouri communities,” said Karen Fitzpatrick, CEO and owner. “The Jackson Chamber of Commerce has really helped us network within the community and get more in touch with people in general.”

Karen said her parents, Audry and Wanda Eldridge, purchased MSC because they saw significant potential for growth – both for the company and for the Jackson community. Seeing this potential is what consequently brought about the family’s activity with the Chamber. Audry first served on the Jackson Industrial Development Board following the company’s relocation more than 20 years ago to Jackson’s industrial park.

“My dream is that the Jackson area becomes a medical device manufacturing hub,” she said, adding that MSC is currently sterilizing 40 percent of the nation’s surgical procedure trays. These 14

trays are bundled packs of equipment specific to many routine surgeries, such as heart surgery, knee replacement and eye surgery, to name a few.

Karen believes the Jackson community has a unique advantage. The city is geographically well-situated between many different health care equipment developers and distributors, located in such proximate cities as St. Louis, Chicago, Memphis and Dallas. She believes such a hub would be “a good fit for MSC and for the Jackson community, bringing jobs and further economic growth to the area.”

MSC is Missouri’s only contract sterilizer for medical equipment, using ethylene oxide – the preferred and most common and effective industrial sterilization technique for medical devices. Its relatively “cold” sterilization technique is ideal for the surgical packs MSC sterilizes. The packs contain instruments and equipment that would otherwise be destroyed using other sterilization methods and would still not be completely sterile. MSC’s use of ethylene oxide guarantees 100 percent elimination of bacteria, viruses – any living organism that might present a risk for patient infection.

LIBERTY UTILITIES Liberty Utilities is a regulated water, wastewater, natural gas, electric and propane/air utility company providing local utility management, service and support to small and mid-sized communities across the United States.

Liberty Utilities has been part of the Jackson community since its acquisition of Atmos Energy Company’s Missouri territory in 2012. During this time, the company has focused on forging a multi-beneficial relationship with the Jackson Area Chamber of Commerce.

“This relationship not only benefits the company as it helps position us with other local businesses, but it also serves as a tool for us to market our company’s values with those learning about the Jackson community,” said Matt Huber, Territory Manager, Business and Community Development for Liberty Utilities.

“Liberty Utilities does not thrive unless the communities it serves also thrive,” Huber said.

“That is why it is imperative that we work alongside the Chamber to help attract industry and business to the area,” Huber said. “Recruiting companies to the area promotes employment, increased sales and a higher disposable income for residents to re-invest in their communities.”

Liberty Utilities supports the Chamber “because it benefits the health of communities we serve,” Huber said.

“Without the Chamber’s lobbying for new businesses to locate in our territory, we would not have economic growth to stimulate the local economy and business growth.” w

CHAMBER PARTNERSHIPS To be successful, a chamber of commerce must be a collaborator, partnering with other chambers in the area and around the state.

The Jackson Area Chamber of Commerce is a perfect example. It has a successful track record of working with regional chambers of commerce to bring in business that is beneficial to the entire area, and with the state’s chamber to help ensure state leaders pay attention to the needs of the business community.

Locally, the Ste. Genevieve Chamber of Commerce, which is based about an hour north of Jackson, has worked with the Jackson Area Chamber of Commerce on developing and executing a leadership program.

“Working with President, Brian Gerau, and his staff to ensure that our program was top notch and adding to the benefits to our members was key to our success,” said Ste. Genevieve Chamber Executive Director Dena Kreitler. “I personally have had the pleasure of knowing Brian for the past ten years, and in those years, he has been a sounding board to me and our community on various community issues and initiatives.”

“The Jackson Area Chamber of Commerce has been a voice in Southeast Missouri and proudly represents their area and our southeast region throughout the state,” Kreitler added.

The Scott City Area Chamber, which is just south of Jackson, works with both the Jackson and Cape Girardeau chambers.

Scott City relied on input and ideas from both chambers during a recent transition period – especially from Gerau, said Scott City’s Blake Lingle.

Even though it is five hours away from Jackson, the Chillicothe Area Chamber of Commerce and Jackson Chamber have been able to enhance each other’s programs, said Crystal Narr, Executive Director of the Chillicothe Chamber.

For example, the chambers worked together “to bring members of the Jackson community and area school district to Chillicothe to tour our vocational-technical facility,” Narr said. “They had heard of our state-of-the-art agriculture education facility so we facilitated a visit for them to experience it first-hand.”

The chambers also worked together on programs at the state level to “share our experiences and enhance not only our organizations but others all around the state,” Narr said. “This is possible through collaborations with CCEM – Chamber of Commerce Executives of Missouri along with the Missouri Chamber.”

The most beneficial part of collaboration between chambers is how it helps the internal growth of the organization, which then has positive rewards for members, Narr said.

“Creating those connections for our members to others in fellow chamber communities is invaluable,” Narr said. “It creates networks that they otherwise would never make.”

The Jackson Area Chamber has been a valued and active member of the Missouri Chamber Federation, a grassroots organization that unites local chambers of commerce and the Missouri Chamber of Commerce and Industry behind a set of common public policy goals each year, said Daniel P. Mehan, President and CEO, Missouri Chamber of Commerce and Industry.

“As a member of the federation, the Jackson Area Chamber of Commerce has a voice in Jefferson City as policy is being made,” Mehan said. “The federation also helps the Chamber keep the business community in Jackson engaged in statelevel advocacy. It’s especially helpful when leaders from the Jackson Area Chamber of Commerce and the local business community travel to the capitol to meet with their lawmakers and participate in hearings.”

Federation members also are able to offer the Chamber Benefit Plan – a unique, cost-saving health insurance plan – to the community business leaders.

The Jackson Area Chamber has received accolades for its work in the southeast Missouri area and around the state. In 2017, the Missouri Chamber named it the Chamber of the Year.

“That honor was based on the Chamber’s outstanding membership growth and retention success as well as the Chamber’s innovative work in economic development and helping businesses meet their workforce needs,” Mehan said. w

The Jackson Area Chamber of Commerce works with a variety of organizations to bring business to the city and in the surrounding area.

The Chamber is also working with JIDC on promoting the sale of a 50,000-squarefoot spec building. JIDC has previously sold spec buildings, including ones occupied by American Railcar Industries and Midwest Sterilization. The newest one could meet the needs of a manufacturer, distributor or an industrial company that moves to the area.

Manufacturing plays an important role in the economy of Jackson, which is located along Interstate 55, just north of Cape Girardeau and about an hour and a half south of St. Louis. The city, which has a historic downtown, is also an economic and entertainment center for an area that totals about 70,000 people, making it an ideal location for national retailers.

The Jackson Industrial Development Company (JIDC) is a vital partner, serving as the economic development arm of the Chamber.

“The two groups work together on business retention and expansion visits with existing businesses,” said Matt Huber of Liberty Utilities, who serves as President

LEGISLATIVE PARTNERSHIP The Jackson Area Chamber of Commerce is a strong partner to area legislators, helping to support initiatives on the state and federal levels that provide a healthier business climate and a better standard of living for the region.

The Chamber works with many political leaders and their staff members, and communication goes both ways. Legislators let the Chamber know about upcoming initiatives, and Chamber representatives discuss what their members need.

“We appreciate the support that state and federal officials provide the Jackson area to make it a great place to live and do business,” Chamber President Brian Gerau said. “Our goal is to be a unified voice for our members on issues that are most important to them and their employees.”

U.S. Sen. Roy Blunt appreciates that the Chamber “brings together the views of local business leaders to help elected officials like myself better understand the opportunities and challenges facing small business owners. Connecting with business leaders from the area through the Chamber helps guide my work in the Senate so we can be sure we’re doing everything we can to support job creators.”

He pointed out that the Chamber has effectively made the case for additional infrastructure investment, which helps the economy.

“In December 2018, the Department of Transportation (DOT) invested $19.8 million in grant funding to improve the Semo Port,” Sen. Blunt said. “And last October, the Delta Regional Authority awarded Cape Girardeau County $137,825 in federal funds to improve the roads leading to the industrial park. I was proud to support federal funding for both projects. As a member

of the Senate Appropriations Committee, I’ll keep working with the DRA and DOT to ensure our communities have the resources they need to compete and succeed.”

Blunt said he has made it a priority to help businesses, including recent efforts, to recognize those who hire veterans and to provide resources for apprenticeship opportunities.

“I always appreciate the Jackson Area Chamber’s advocacy for solutions that will help businesses grow and create more jobs,” Sen. Blunt said. “In addition to attending local meetings, I hope business owners will keep in touch and let me know what issues they care most about.”

On the state level, the Chamber works closely with senators and representatives such as House District 146 Rep. Barry Hovis, who represents Cape Girardeau County.

“The Jackson Chamber is a well-run organization,” Rep. Hovis said. “I am a member, and have been pleased with the services they provide and the interaction opportunities the membership enjoys.”

Rep. Hovis has worked with the Chamber on a variety of issues, including the I-55 center junction project, in which the intersection needed to be upgraded while also minimizing disruption to the area, including nearby businesses.

“The relationship I have with Brian Gerau, President of the Jackson Area Chamber of Commerce, allows for great communication, which helps me greatly when representing the community and District 146,” Hovis said.

WOMEN’S IMPACT NETWORK defense, heart health, organizing methods, travel tips, how to deal with conflict, and this past December, they assembled over 800 Snack Packs for the Jackson R-2 School District.

Businesswomen in the Jackson area can get that kind of support when they’re part of the Women’s Impact Network, or WIN. A personal and business development group connected to the Jackson Area Chamber of Commerce, WIN is dedicated to helping women reach their full potential.

“The goal is to provide events on the second Thursday of every other month where women connect with other women, learn something new, and feel empowered,” said Jen Berti, Vice President of the Jackson Area Chamber of Commerce, and one of the group’s founders. “We want to give women the opportunity to achieve their goals and make a difference in their lives, community and world.”

WIN began in May 2018, and was founded by members of the WIN Committee, which includes Berti, Sara Gerau of Farmers Insurance-Sara Gerau

PARKS & RECREATION Since 1933, Jackson City Park has been a place to gather for family outings, sporting events, special events like the July 4 Celebration and many other activities. The park system has grown to a total of five parks: Jackson City Park, Litz Park, Soccer Park, Brookside Park and Jackson Football Park.

Newly added park amenities include disc golf and pickle ball.

A recreational trail system for walking, running, biking and incline skating connects users to areas around the city.

The Jackson Parks & Recreation department is always looking to develop and add recreational activities that complement its green spaces.
