“We will act with dispatch on these concurrent resolutions and we will strive to approve them before our Christmas break so that rebels whosincerely desire to return to the fold of law and lead normal lives, along with the members of their family, and our nation in general, could enjoy the blessings of peace as soon as possible,” Romualdez said. “The timely adoption of these concurrent resolutions is attuned with the spirit of hope, peace and joy that Christmas season brings,” he added.
Apart from Romualdez, other authors of the concurrent House resolutions include Senior Deputy Speaker Aurelio Gonzales, Jr, Majority Leader Manuel Jose Dalipe, Minority Leader Marcelino Libanan, Senior Deputy Majority Leader Ferdinand Alexander Marcos, and Tingog Partylist Reps. Yedda Marie K. Romualdez and Jude Acidre. The Amnesty Commission is mandated to issue the implementing rules and regulations covering the amnesty program not later than 15 days upon the effectivity of the amnesty proclamation.
Co said they will study the issue. Co, chair of the House committee on appropriations, appealed to his fellow legislators to adopt the substantial changes introduced by the House leadership that promote transparency in public spending, safeguard national security, ensure food sufficiency, and support apopulation still reeling from adverse effects of the pandemic. Co defended the House-approved version of the budget bill, saying that "lawmakers tried to strike a balance in handling debts and allocatingfunds to pivotal government projects and programs while being mindful of the administrative capacity of various agencies to achieve budget objectives." The proposed budget for next year comes to P5.786 trillion, includingP1.748 trillion for debt payments and other expenditures that areautomatically appropriated. General appropriations increased 9.5 percent to P4.02 trillion from the 2023 budget while unprogrammed funds declined by 65 percent to P281.9 billion. The House’s budget version “underscores the need for a comprehensivestrategy to enhance efficiency, transparency and accountability in program implementation,” said Co in his opening remarks of
the bicameral committee meeting. He said in addressing those challenges, the House version was craftedto be "a more cost-efficient intervention” that is aligned "with thetargets and goals for sustainable economic growth and public welfare” of the Marcos administration. In line with that vision, the House version stripped variousgovernment offices, including the Office of the Vice President and the Department of Education— both agencies led by Vice President Sara Duterte—of a total P1.23 billion in CIF and allocated them to frontline agencies in charge of monitoring and protecting thecountry’s territorial rights in the West Philippine Sea. The House realigned the confidential funds and instead used them asadditional budget to the National Intelligence and Coordination Agency, P300 million; National Security Council, P100 million;Philippine Coast Guard, P200 million for ammunition and intelligenceactivities; and the Department of Transportation, P381.8 million asadditional budget for the upgrade and expansion of the airport in Pag-Asa Island. Earlier, some media reports said some senators favor reinstating the CIF, partic-
ularly those for the OVP and DepEd. Co, leader of the House contingent, appealed to their Senate counterparts to “approach this endeavor with a spirit of unity and guided by the principles of transparency, accountability, and the unwavering pursuit of the common good.” “Let us find a way to reconcile our differences, aligning them withthe overarching programs of the present administration,” he added. House Speaker Ferdinand Martin G. Romualdez also sought bipartisansupport for the 2024 appropriations bill, noting the changesintroduced by the House to the budget submitted by the Department of Budget and Management will address the need to increase foodproduction, shield poor consumers from rising prices of goods, and help enhance farmers' and fishers’ income. The House version allocated P20 billion for the rice subsidy program,P40 billion to improve irrigation and P1 billion for fisheries and post-harvest facilities. “The national expenditure program passed by the House, not onlyaddresses food production and combating food inflation, it is also investing more for the Filipino people and the future of this nation,” Romualdez said.
ICC prosecutors are free to conduct their investigation here in the Philippines in the fulfillment of their responsibilities. "We will not cooperate, but ICC investigators are free to come and do their job here," Guevarra said. Commission on Human Rights officials Fayda Dumarpa, for her part, said the CHR was "more than willing to coordinate" if the ICC needs its cooperation. "We are an independent constitutionally created Commission for the promotion and protection of human rights, therefore we may and we'll be happy to cooperate if the ICC deems fit that they need assistance from the [CHR]," Dumarpa said. Guevarra said the decision to cooperate with the ICC investigation ultimately
lies with President Marcos. "I believe that the matter of whether we should cooperate with the ICC prosecutor is a political decision. And in that respect, the Head of the Republic, the Head of State [makes that decision," he said. In 2019, the Philippines, under thenPresident Duterte, withdrew from the Rome Statute, the treaty that established the ICC, after the tribunal began a preliminary probe into his drug war, followed by the launch of a formal inquiry later that year. The probe was suspended in November 2021 after the government said itwas re-examining several hundred cases of drug operations. In January 2023, the ICC authorized
the reopening of the inquiry. InJuly, the ICC Appeals Chamber denied the government’s petition against the resumption of the inquiry. For his part, Senator Christopher Go on Thursday said Duterte should be accorded due respect by the Senate and the House of Representatives if they are to invite him to attend congressional hearings on the resolutions urging the government to cooperate with the ICC. "Let’s give what is due to our former president because he served our country. Like what I've said, he should be judged by his fellow Filipinos not by foreigners,” Go said. Go said he and Duterte have yet to discuss the resolutions filed before the House and the Senate.

He added that the senators shared the belief of the House that the CIF are just for national security agencies involved in intelligence and information gathering. Senator JV Ejercito said the Senate and House had already completedtheir talks on the CIF and said he sees no reason to restore the funds to the government agencies that were stripped of them. Congress has removed the CIF of five agencies in the 2024 budget. These are the Office of the Vice President, Department of Information and Communications Technology (DICT), Department of Education, Department of Agriculture, and the Department of Foreign Affairs. Earlier, Health chief Teodoro Herbosa addressed public concern regarding the spike in the illness in China, saying it is not a new virus but is related to the cold season in the Asian country. The World Health Organization has not recommended specific measures for travelers and border control over the respiratory illness surge. Meanwhile, the Department of Foreign Affairs on Thursday suspended the issuance of e-visa to Chinese nationals. The move came after the Department of Justice discovered irregularities in the issuance of e-visas for Chinese nationals and recommended the turnover of the responsibility from the DFA to a third-party service provider instead.
G. Romualdez had incurred P1.8 billion in travel expenses—a claim debunked by records of the House. Celis later apologized to the Speaker and the House, expressing regret for any harm caused by their statements during the program, while Badoy affirmed that they are not involved in any smear campaign against Congress. The franchise committee, chaired by Parañaque City Rep. Gus Tambunting, is also tackling two resolutions from the Makabayan bloc regarding SMNI. France Castro by former President Rodrigo Roa Duterte and SMNI. Kapisanan ng mga Brodkaster ng Pilipinas (KBP) vice president forlegal and Regulatory Compliance Group Rudolph Jularbal confirmed SMNI's accreditation with the organization, subjecting it to KBP rules. He said KBP is also investigating
complaints against SMNI, specifically about fake news and red-tagging. Asked by Antipolo City 2nd District Rep. Romeo Acop about whether SMNI followed the provisions of the KBP Code of Conduct after hearing all the discussions, Jularbal replied: "Your Honor, we beg your indulgence, but in the context of what has been presented and of which I am informed this hearing, the network is lacking in observance of the Code of Conduct." He said no anchor of SMNI is accredited by the KBP and no one underwent a seminar on broadcast code. Tambunting, meanwhile, emphasized the importance of fair and accuratenews reporting, citing the Broadcaster's Code of the Philippines as a guideline for media practitioners. He underscored that while free speech and freedom of the press are constitutional rights, the allocation of TV and radio frequencies is subject to the authority of Congress over legislative franchises. Groups deplore destabilization rumors against Marcos gov’t A LEADING labor organization has dismissed alleged destabilization plot against the Marcos administration as an attempt to derail government attempt to rejoin the International Criminal Court (ICC). Meanwhile, a youth group also announced its opposition to the threat of destabilization against the Marcos government. The Bukluran ng mga Mangagawang Pilipino (BMP) noted that the destabilization issue against the government of Ferdinand Marcos Jr. arose amid heated debates on the country’s regaining its membership in the ICC. BMP president Gie Relova said the possibility of allowing the Marcos administration to initiate an investigation into mass killings under former President Rodrigo Duterte’s “War on Drugs” campaign, as well as alleged similar crimes committed under Duterte’s tenure as Davao City could be misinterpreted as a result of destabilization rumors. The BMP believed that Duterte’s allies and supporters appeared to be “very worried” about the possibility of the former leader being arrested and tried by the ICC, thus the information campaign line that “no foreign court will can interfere with the legal system of the Philippines.” The BMP surmised that the real purpose of the destabilization talks was to derail the government’s inclination to rejoin the ICC. The BMP warned that initiators or perpetrators of heinous crimes against the people should be held accountable. According to Youth4IntegrityPH spokesman Antonio De Leon, “any threat to the country’s order affects the country’s economy.

BIR announces digitalized TIN now available, free of charge T By Julito Rada
HE Bureau of Internal Revenue (BIR) has announced the implementation of the Digital Taxpayer Identification Number (TIN) as an additional feature of the agency’s Online Registration and Update System (ORUS). BIR Commissioner Romeo Lumagui Jr. issued Memorandum Circular No. 120-2023 to inform the public of the digitalized TIN, and the process taxpayers have to go through to get it. “The Digital TIN ID system shows our commitment to providing Excellent Taxpayer Service. With this new sys-
tem, we can eliminate the practice of fixers and scammers selling TIN online while giving taxpayers a convenient alternative in getting a TIN, instead of lining up at our Revenue District Offices,” Lumagui said. The Digital TIN ID serves as a reference for the Taxpayer Identification
Number and as a valid government-issued identification document accepted in various government agencies, local government units, banks, employers, and other institutions. Its authenticity can be verified online via the ORUS system using the QR Code provided. Unlike the usual physical TIN cards, the digital version does not require a signature. The authenticity of the document can be verified online through the ORUS just by scanning the Quick Response (QR) Code appearing in the Digital TIN ID using a mobile device camera. Individual taxpayers with existing TIN can apply for the Digital TIN ID through ORUS. Users must enrol their accounts on the ORUS.

It also includes secondary roads going to shopping destinations in Metro Manila such as Baclaran in Parañaque, Greenhills “The MMDA is serious in its bid to decongest EDSA and provide motorists with alternate routes that are passable and free from obstructions. THE Department of the Interior and Local Government (DILG) on Thursday junked an appeal by a police official found guilty of administrative charges arising from a fatal road accident. “We find that his Appeal is bereft of merit. The evidence points out to his guilt for grave misconduct, grave neglect of duty, and conduct unbecoming of a police officer when he concealed his culpability in the said hit-andrun incident,” the DILG stated in its ruling. The DILG also invoked a decision by the National Police Commission (Napolcom) handed down last Aug. 24 finding Lt. Col. Mark Julio Abong “guilty of three administrative charges
classified as grave offense warranting a penalty of dismissal from the service.” The charges against Abong stemmed from his alleged involvement in a hit-and-run acceding on August 6, 2022 along Anonas St., Quezon City that left tricycle driver Joel Larosa dead and his passenger injured. “We affirm the assailed Decision dated August 24, 2023 and Resolution dated September 22, 2023 of the National Police Commission (NAPOLCOM) Regional Appellate Board National Capital Region (RAB NCR) First Division finding Abong guilty of three administrative charges classified as grave offense warranting a penalty of dismissal from service in the Philippine National Police (PNP),” the DILG resolution read.
SENATOR Francis Tolentino, chairman of the Special Committee on Philippine Maritime and Admiralty Zones, has urged his colleagues to pass the proposed Philippine Maritime Zones Act of 2023. In 2009, Congress enacted RA 9522, which made the archipelagic baselines of the Philippines in full compliance with the UNCLOS. The next logical step for the Philippines to take is to enact a maritime zones law that will establish with certainty the country’s “The Maritime Zones Act is not merely a legal obligation, but a paramount necessity for the Philippines” national, economic, and environmental.

House OKs bill on legal aid to OFWs T By Maricel V. Cruz
HE House of Representatives has approved on third and final reading a bill expanding the scope of legal aid extended to overseas Filipinos and overseas Filipino workers (OFWs).
A total of 246 lawmakers voted to approve House Bill (HB) 9035, a measure expanding the use of the Legal Assistance Fund (LAF) and the Agarang Kalinga at Saklolo Para sa mga OFWs na Nangangailangan (AKSYON) Fund to be
managed by the Department of Foreign Affairs (DFA) and the Department of Migrant Workers (DMW), respectively. “Our overseas Filipinos are our modern-day heroes. Their immeasurable contributions to our country, their fami-
lies, and communities merit the utmost protection from the government. This measure aims to do just that: protect them at all stages of the legal proceedings, from investigation to trial proper and even after,” Speaker Ferdinand Martin G. Romualdez, leader of the 310-strong chamber, said. HB 9035 differentiates the jurisdiction of the DFA and the DMW on using their respective legal aid funds: overseas Filipinos for the DFA and OFWs for the DMW. The measure amends Section 26 of Republic Act (RA) 8042, or the “Mi-
grant Workers and Overseas Filipinos Act of 1995,” to expand the scope of the LAF from being utilized only for legal aid to “consular assistance” for overseas Filipinos. “The expenditures to be charged against the Legal Assistance Fund shall include the fees for the foreign lawyers to be hired to represent overseas Filipinos facing charges, expenses for the filing of labor and/or criminal cases against erring or abusive employers or other persons abroad, bail bonds to secure the temporary releases and other litigation expenses,” the bill read.

DTI seizes uncertified Christmas lights in Divisoria store inspection By Othel V. Campos THE Department of Trade and Industry (DTI) inspected 18 stores at the Divisoria shopping center in Manila and confiscated 235 units of uncertified and unbranded Christmas lights on Thursday as part of its annual monitoring of seasonal holiday products. Led by Trade Secretary Alfredo Pascual, the DTI also issued notices of violation to four sellers who were required to forward a written explanation, within 48 hours, why some of its holiday products were priced higher than the suggested prices. With the agency’s Fair Trade Enforcement Bureau (FTEB), the DTI also checked the prices of common holiday products, such as pasta,
sauce, noodles, ham, and cheese, following the recent publication of the Price Guide for Noche Buena items on Nov. 21. The roving team visited supermarkets and found Noche Buena products priced lower than the suggested prices. Pascual warned sellers that items with price gaps that are way higher than the suggested prices from the guide will be reported to manufacturers, who will be left to their means to deal with the erring retailers. The DTI team did the rounds of malls and stalls within the busy commercial center to check on prices and quality of Christmas ornaments and ensure that all electric holiday decorations conform to the Philippine Standard (PS) mark.

BI: 150 foreign Herbosa faces Appointments Commission for 2nd time on Dec. 5 sex offenders barred from PH By Maricel V. Cruz
By Vito Barcelo THE Bureau of Immigration (BI) has expressed alarm over the rising number of sex offenders attempting to enter the country, saying Thursday that more 150 foreigners listed as registered sex offenders (RSOs) have been barred entry since January this year. In the past few days alone, four such foreigners were refused entry by the bureau, according to BI commissioner Norman Tansingco. Barred were Francisco Narvios Tecson, Dale Lloyd Bayless, and John Tomas Minor, all US citizens, and British national Derek Gordon Heggie. Tecson was intercepted upon his arrival at the Ninoy Aquino International Airport (NAIA) Terminal 1 aboard an Eva Air flight after finding he was convicted of sexually molesting a child in the US 13 years ago. Records also showed that Bayless was convicted in 1990 of sodomy for an offense in 1989 against a 9-year-old female victim in Neosho, Missouri. “The foreigners are excludable for being convicted of a crime involving moral turpitude as provided in our Philippine immigration act,” the BI chief added.
REAPPOINTED Health Secretary Teodoro Herbosa will face the screening panel of the bicameral Commission on Appointments (CA) for the second time on Dec. 5. House Assistant Minority Leader and Surigao del Sur Rep. Johnny Pimentel said the CA’s committee on health
has scheduled Herbosa’s confirmation hearing on the same morning that the panel’s committee on agriculture will deliberate on Francisco Tiu Laurel Jr.’s appointment as Agriculture Secretary. Citing “lack of material time,” the CA’s committee on health had deferred consideration of Herbosa’s initial appointment as health secretary when it first met on Sept. 26.

AREIT to absorb Ayala Land’s resets Greenbelt malls, towers, hotels MPTC planned initial By Jenniffer B. Austria
P
ROPERTY developer Ayala Land Inc. (ALI) is infusing P23 billion worth of prime office, mall and hotel properties into real estate unit AREIT Inc. via a property-for-share swap deal. The asset infusion includes ALI’s premium office tower Ayala Triangle Gardens Tower 2, luxury mall Greenbelt 3 and 5, Holiday Inn and Suites Makati and Seda Ayala Center Cebu. Combined, these assets were valued at P21.8 billion and validated by a thirdparty fairness opinion. The companies said that in exchange
of these assets, ALI and its subsidiaries Greenhaven Property Ventures Inc. and Cebu Insular Hotel Co. Inc. will subscribe to 642.149 million AREIT primary common shares. AREIT will also acquire Seda Lio in El Nido, Palawan from ALI subsidiary Econorth Resort Ventures Inc. for P1.19 billion. The acquisition is expected to
immediately contribute to AREIT’s income in the first quarter of 2024. AREIT is the first and largest real estate investment trust company in the Philippines. Since its initial public offering in 2020, ALI infused P59 billion in total assets into AREIT. The latest infusions will bring AREIT’s assets under management (AUM) to P117 billion, its gross leasable building area to more than a million square meters and its leased industrial land area to 286 hectares by 2024. ALI said the acquisition of prime commercial properties is aligned with AREIT’s objectives to significantly expand and diversify its portfolio to capi-
talize on various growth opportunities across real estate sectors. The land acquisition will also provide AREIT shareholders with the potential long-term capital appreciation, while earning guaranteed lease income on the property. “We are laying the groundwork to accelerate AREIT’s expansion. With Ayala Land’s deep pipeline of commercial assets as well as other strategic properties in the Ayala Group, AREIT can have the capacity to grow immensely and attain a market presence at par with some of the REIT players in the region,” said AREIT president Carol Mills.
PH falls 3 spots in IMD’s global digital ranking By Othel V. Campos THE Philippines dropped three places from 56th in 2022 to 59th out of 64 economies in the 2023 IMD World Digital Competitiveness Ranking (WDCR). It placed 13th in digital competitiveness in the Asia Pacific region. IMD said Thursday the results of the report highlighted the return of the US as the top ranked country in terms of digital competitiveness. It said the Philippines slid by a notch in knowledge factor to 63rd from 62nd, two notches in technology factor to 51st form 49th and 1 place to 59th from 58th in the future readiness factor. The country’s global digital competitiveness ranking steadily declined for three consecutive years since 2019, but rebounded two places to 56th in 2022 from 58th in 2021. It has sustained its 13th ranking in APAC since 2020. IMD said while the Philippines showed improvements in technological framework by two places to 43rd in 2023 from 41st in 2022, it needed to enhance its regulatory framework and boost capital investments. The Philippines should also improve on the knowledge and future readiness factors to move up on global and regional rankings, according to the report. The top economies in this year’s ranking are those that could be considered “digital nations” or those that facilitate the full adoption of digital technologies, including AI, by governments, companies and individuals.

NGCP seeks lifting of Supreme Court’s TRO on Panay-Guimaras link By Alena Mae S. Flores TRANSMISSION operator National Grid Corp. of the Philippines (NGCP) asked the Supreme Court to lift the temporary restraining order against the P3 billion Panay-Guimaras 138-kiloVolt (kV) Interconnection Project and allow it to proceed and avoid undue delays. The TRO prevents NGCP from carrying out one of the components crucial to the completion of the Panay-Guimaras project by December 2024.
“We are hopeful for the urgent resolution of the issue so as not to hamper the interconnection which will improve the region’s power transmission backbone,” the company said. “When we plot the route of our transmission line projects, a major consideration is the existence of structures and residents. We aim to traverse areas that will cause least destruction to property, and result in the least number of persons displaced,” NGCP said. The project is expected to address the
load growth in Iloilo City and the need to accommodate the wind power plants in Guimaras. The SC earlier granted Iloilo Grain Complex Corp.’s (IGCC) petition for certiorari and prohibition with very urgent application for temporary restraining order and/or writ of preliminary injunction on Apr. 12, 2023. It prevented NGCP from executing the writ of possession (WOP) and all other related orders issued by the Iloilo Regional Trial Court Branch 33 dated Dec. 12, 2022.
public offering on merger talks By Darwin G. Amojelar METRO Pacific Tollways Corp. (MPTC) postponed plans for an initial public offering (IPO) this year after it started talks with San Miguel Corp. about merging their expressway businesses, a top executive said Thursday. MPTC president and chief executive Rogelio Singson said the planned IPO in the third quarter would be delayed until 2025 because of the possible merger with San Miguel’s toll road unit. “As far as MPTC is concerned, we’re ready to do an IPO after the delisting of MPIC. We were supposed to do it first, but because of this merger, it would be somewhat delayed,” Singson said. MPIC was delisted from the PSE after completing the P28.4-billion tender offer to acquire the remaining shares held by minority investors. Its units, however, plan to list or remain listed with the local bourse. “It would be delayed because we have to find out whether, we will do it together, or it would be merger first or IPO first,” Singson said of the MPTC IPO plan. Metro Pacific chairman Manuel Pangilinan earlier said the group was eyeing to form a joint venture company with San Miguel on expressway projects that could be a candidate to list in the Philippine Stock Exchange. When asked if the IPO would be jointly undertaken with San Miguel, Singson said, “ Possibly. That is why we don’t know yet whether we will be combined, or they will do it alone [ the joint venture company].” Singson said the IPO might happen by 2025, but the company needed to engage a third-party assessor first. MPTC and SMC signed in August 2023 a P72-billion deal to construct two expressways south of Metro Manila. Under the memorandum of agreement, MPTC and SMC will jointly undertake the construction, operation and maintenance of the 87.96-kilometer Cavite-Batangas Expressway and Nasugbu-Bauan Expressway. MPTC operates 105 kilometers of North Luzon Expressway, 94 km. of Subic Clark-Tarlac Expressway and 14 km. of Manila-Cavite Expressway. It also operates the 8.5-km. CebuCordova Link Expressway in Cebu.

ASEAN Social Security Association (ASSA) Awards in Malaysia. Pag-IBIG Fund also won a silver award for the Best Government PR Team at the ASEAN Public Relations Network (APRN) PR Excellence Awards in Vietnam. At the heart of all these achievements is Pag-IBIG Fund’s guiding principle, Tapat na Serbisyo, Mula sa Puso – a promise to provide honest and heartfelt service to the Filipino worker. Stocks, peso fall on profit-taking, buck other Asian markets’ uptrend By Jenniffer B. Austria

HILIPPINE stocks fell for a second day, bucking the uptrend in other Asian markets. The 30-company Philippine Stock Exchange index lost 40.26 points, or 0.64 percent, to close at 6,224.88, while the broader all-shares index dipped 15.24 points, or 0.46 percent, to settle at 3,324.44 Thursday. Philstocks Financial Inc. research analyst Mikhail Plopenio said that aside from continued profit-taking, investor sentiments were dampened on concerns over China’s economy after its November manufacturing data registered a contraction. “Market participation continued to show improvement with a net value turnover of P7.8 billion,” Plopenio said. Manila The peso also closed lower at 55.485 Standard TODAY against the US dollar Thursday, compared to 55.39 Wednesday as global
crude prices picked up. Meanwhile, other Asian markets ticked higher Thursday, with focus on the release of key US inflation data that comes as traders ramp up bets the Federal Reserve will cut interest rates next year. Observers say signs the world’s top economy is feeling the effect of longrunning monetary tightening has given the bank room to take a more dovish approach to fighting inflation, which is sharply down from the four-decade highs seen in 2022. That, combined with several Fed decision-makers indicating they are in favor of holding rates where they are, has given a much-needed shot of confidence to traders at the end of a tough year. And the latest reports provided further optimism. The Fed’s Beige Book summary of the economy showed activity had slowed in recent weeks and the labor market continued to cool -- policymakers have said some softening in jobs would be required in order to get inflation back to

ACEN secures P20-b bank loan to fund renewable energy projects ACEN Corp., the listed energy platform of the Ayala Group, signed a 10-year term loan facility worth P20 billion with a single bank for general corporate purposes, including investments in renewable energy. The company did not disclose the name of the bank to the stock exchange. ACEN also secured a P5-billion loan facility from Metropolitan Bank & Trust Co. for its RE projects on Oct. 13, 2023. The company said the transaction is related to the disclosure it made on March 8 on the board’s approval to procure additional credit facilities of up to P32 billion to ensure the completion of its power generation projects.
ACEN said it was arranging loan facilities with various lenders with no specific timing for use. ACEN expects to reach its goal to have a capacity of 5,000 megawatts within the year, two years ahead of its 2025 target. “ACEN has around 4.5 GW of RE capacity across our global portfolio and we expect to cross the 5 GW mark within the next few months, two years head of our 2025 goal,” ACEN president and chief executive Eric Francia said earlier. Francia said ACEN is now “4x away” from reaching its vision of 20 GW of renewables by 2030.
“The Philippines will continue to be our core and single largest market, accounting for about 40 percent of our business. This means we expect to grow our Philippine renewable capacity from 1.7 GW today to more than 4x to 8 GW by 2030,” he said. ACEN’s latest investment involves a 335MW onshore wind power project in the provinces of Laguna and Quezon. The project is being undertaken through ACEN’s wholly-owned subsidiary, Giga Ace 6 Inc., which was awarded as a successful bidder in the Department of Energy’s Green Energy Auction Program 2 in July this year. Kissinger, arguably the most identifiable secretary of state of modern times, died at his home in Connecticut, announced Kissinger Associates, through which the late diplomat grew wealthy helping businesses for decades after his government career. With his bookishly thick glasses and his deep monotone voice that never lost a touch of his native German, the immigrant academic turned ultimate insider became instantly recognizable and even an unlikely sex symbol, hobnobbing with famous women. Kissinger spoke of his reputation with a classic realpolitik answer, “Power is the ultimate aphrodisiac.” Kissinger is survived by his wife of nearly 50 years Nancy, two children from a pre-

His consulting firm said that Kissinger’s family would hold a private funeral, with a memorial service to take place later in New York, where Kissinger grew up after his Jewish family fled Nazi Germany. The statement did not provide a cause of death. Kissinger had remained active even as a centenarian, traveling to China in July to meet President Xi Jinping. China was one of Kissinger’s most lasting legacies. Hoping to shake up the Cold War fight against the Soviet Union, Kissinger secretly reached out to Beijing, culminating in a historic 1972 visit by president Richard Nixon and later the US establishment of relations with the isolated country, which has soared to

Taiwan leader says major China invasion unlikely due to ‘domestic challenges’ Tsai was responding to questions about the risks of an invasion, in the aftermath of a closely watched meeting between the US and Chinese presidents, Joe Biden and Xi Jinping, in California this month. The leaders’ talks, on the sidelines of the Asia-Pacific Economic Cooperation summit, were aimed at preventing growing tensions from spiraling into conflict. But Xi and Biden remain far apart on the flashpoint of Taiwan, with the Chinese leader telling his US counterpart that reunification was “unstoppable.” AFP
EU agrees on rules to keep safe journalists from abusive lawsuits BRUSSELS, Belgium – The European Parliament and EU member states agreed on draft new rules on Thursday intended to protect journalists and activists from abusive lawsuits used to silence public criticism. European Commission president Ursula von der Leyen said on X, formerly Twitter, that she welcomed the agreement to “protect those who try to reveal inconvenient truths.” So-called Strategic Lawsuits Against Public Participation (SLAPPs) are aimed at intimidating critics with burdensome legal action.

NEW YORK – China is not likely to consider a major invasion of Taiwan for now due to domestic challenges, the island’s president Tsai Ing-wen said Wednesday, although Beijing is trying to sway its upcoming election. “I think the Chinese leadership at this juncture is overwhelmed by its internal challenges,” Tsai told the 2023 DealBook Summit in New York. “My thought is that perhaps this is not a time for them to consider a major invasion of Taiwan,” she added in a recorded interview.

Even if the actions sometimes seem likely to fail, media outlets and NGOs are often forced to back down, fearing lengthy and costly legal battles. The new rules would allow a person targeted by a SLAPP lawsuit to request a rapid rejection by the courts. A court can also decide to make the plaintiff bear the costs of the proceedings, particularly the legal fees of the person facing the lawsuit. The European Commission first proposed the draft directive in April 2022 to combat these abusive procedures, expressing concern about their increasing use. AFP

Should PH resume ICC membership? FOLLOWING two resolutions of the House of Representatives for the Marcos administration to reconsider its membership in the International Criminal Court, to bring justice to the victims of extrajudicial killings during the bloody six-year war against illegal drugs of then President Rodrigo Duterte, many questions have cropped up, Santa Banana! Foremost is whether or not President Marcos Jr will reconsider membership with the ICC since the ICC wanted to investigate further the brutal and bloody war against illegal drugs. It was Duterte himself who had cut off the country’s membership during his term.
—“—
Even now there are rumblings, not exactly rumors, about a possible ‘Sara Duterte for President and Rodrigo Duterte for Vice President’ tandem The ICC had sought further investigations in the many extrajudicial killings where some 6,000 were killed, per official records of the Philippine National Police, but unofficial estimates allege some 28,000 were killed. The ICC had sought to investigate the killings under the Duterte administration, including allegations that during his time as longtime mayor of Davao City, there were killings by the reported Davao City “Death Squad.” The ICC had wanted to probe deeper into all those killings as “crime against humanity.” Corollary to the question whether or not BBM wants to resume membership in the ICC is whether or not the Marcos administration would allow the ICC to send investigators to the Philippines with the cooperation of the Marcos government. If you recall, the reason why Marcos Jr. did not want to cooperate with the ICC was the government had wanted to have the exclusive right to investigate
T all those killings under its own justice system. In fact, there already had been investigations on extrajudicial killings and some cases have been brought to court. But, we know the justice system grinds slowly. It is now up to BBM to decide, knowing the consequences of his actions if membership in the ICC will resume. Political implications Whatever President Marcos Jr. will decide in connection with the House Resolutions on whether or not the Marcos government would resume membership in the ICC definitely would have political implications, considering that while the former President is now on his retirement and the fact that there are moves for his daughter Sara, who is now Vice President and concurrent education secretary, to break off what they call UniTeam. With the resumption of ICC membership, the Hague-based International Court would surely enter the Philippines to investigate those killings under Duterte’s administration, and even when he was Davao City mayor. Santa Banana, even now there are rumblings, not exactly rumors, about a possible “Sara Duterte for President and Rodrigo Duterte for Vice President” tandem! We all know that in this country, people eat breakfast with politics, lunch and dinner with politics. Don’t forget the statement of former senator Leila de Lima after her release from almost seven years in detention that the time of “reckoning” has come, referring to Duterte, whom she believes was responsible for her detention. De Lima will certainly take the opportunity to help the ICC in case BBM will decide on resuming membership with the ICC, to pin down the former President’s bloody war against illegal drugs and “crimes against humanity.” Any decision Marcos Jr. will make will surely have implications on politics. Relatives and families of victims of the bloody war against illegal drugs are crying out for justice and accountability and that will weigh in on thousands were killed during Duterte’s six-year term. Don’t forget, the coming of the ICC into the country to further investigate the killings under Duterte, not only as President, but as a long-time mayor of Davao City, will surely make headlines, Santa Banana!

Motive in criminal cases (1) MOTIVE is something that causes a person to act (Merriam-Webster Dictionary). “Motive becomes relevant and its absence may assume determinative significance when the accused has not been positively identified, and proof thereof becomes essential only when the evidence of the commission of the crime is purely circumstantial or is inconclusive” (People of the Philippines v. Sarino, et al., G.R. 94992-93, April 7, 1993). In the case of U.S. v. Go Foo Suy, the Supreme Court declared the “motive of committing the crime was powerful; the incriminating evidence is strong; and suspicion rests upon the exculpatory evidence submitted by the defense in many places.” “The appellant Go Foo Suy was offered as a witness in his own behalf by counsel, but upon being refused a Chinese interpreter, counsel declined to permit him to testify” (G.R. 8217, Sept. 5, 1913). However, “Go Foo Suy himself testified he had been resident of Cebu 17 or 18 years, and the court observed the witness was able to testify in the local dialect if he had wished to do so. “[T]he court stated an interpreter would translate his statements whenever he found any difficulty in making them… [hence], there was [no] prejudicial error in not allowing the appellant an interpreter” (G.R. 8217, Sept 5, 1913).
Appellants Go Foo Suy and Go Jancho were the owners of the merchandise and the beneficiaries of the insurance.
—“—
The Supreme Court said as long as the testimony of the witness is coherent and intrinsically believable as a whole, discrepancies in minor details and collateral matters do not affect the veracity… of the witnesses’ declarations “[T]hat their business operations… just prior to the fire had resulted in a loss of at least P4,000… [and]… had been conducting their business at a loss for nearly 18 months… meant they would receive about twice the value of their stock of goods and thus convert a losing investment into a profitable one” (G.R. 8217, Sept 5, 1913). In another case, there was an absence of motive in the testimony of a witness against an accused.

HE latest Social Weather Stations survey gives us a snapshot of the current situation of Filipinos under the Marcos administration.
—“—
The survey, from Sept. 28 to Oct. 1, found that 30 percent of the respondents said their personal quality of life worsened in the past 12 months, 28 percent said it got better, while 41 percent said it remained the same. Those who said their quality of life worsened in the past year increased from 22 percent in a similar survey last July. The 30 percent obtained in the latest survey was the highest since the 31 percent obtained in June 2022—the last survey under the Duterte administration. The figure is also the highest so far under the Marcos administration. If a third of all Filipinos feel that their quality of life has worsened over the past year, this should send alarm bells ringing in the various offices in the bureaucracy concerned with the delivery of basic social services to the people. It should also pose as a challenge for the Marcos administration to assist them turn their lives for the better, whether through food security, jobs,

Amnesty for rebels
YOU would think that with the Marcos Sr. administration’s scorched-earth policy toward both the communist and Muslim separatist rebellions, the second Marcos administration would be just as hardline and unyielding in its stand against any attempt to seize political power through the barrel of the gun. But we know that change is the only constant, and the current administration has apparently chosen to take another path in putting an end to rebellion in the country by declaring amnesty for those who have chosen to take up arms in pursuit of political goals. The amnesty offer, issued last month via Executive Order 47, covers both former and active members of the New People’s Army, Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/ Revolutionary Proletarian Army/Alex Boncayao Brigade (RPMP-RPA-ABB), Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF). As expected, the amnesty offer has been hailed by the defense and security sectors of the national government as well as by two of the Muslim separatist groups. For the National Security Council, the amnesty offer “will create a climate conducive to peace and reconciliation, provide a pathway for former rebels to reintegrate into the society, and give them access to socio-economic services of the government [and] contribute to the overall stability and unity of our nation.” It urged former rebels to seize the opportunity and avail themselves of the government’s once-in-a-lifetime offer. The Department of National Defense, through Secretary Gilbert Teodoro, said the DND is fully behind the government’s concerted efforts to advance reconciliation and healing from the armed conflict that divided the nation for decades: “The grant of amnesty offers an invaluable opportunity for our brothers and sisters to transform their lives, avail
(themselves) of government services, and rejoin their families and communities.” Presidential Peace Adviser Carlito Galvez also backed the President’s amnesty proclamation, as it would allow the rebels “to transition into peaceful and productive civilian life through the restoration of their social and political rights, which will provide them greater participation and engagement with the broader community.
The Supreme Court said “the records are bereft of any showing that Victoria’s testimony was inspired by ill motive or was attended by bad faith” (People of the Phiippines v. Manzano, et al., G.R. 217974, March 5, 2018). “Jurisprudence holds that when there is no evidence to show any improper motive on the part of the witness to testify falsely against the accused or to pervert the truth, the logical conclusion is no such motive exists, and that the former’s testimony is worthy of full faith and credit” (G.R. 217974, March 5, 2018). The Supreme Court further declared
“the accused-appellant failed to proffer any convincing and material variations in the testimony of Victoria that would warrant the Court to reverse the RTC’s finding as to her credibility. “It is settled in this jurisdiction that as long as the testimony of the witness is coherent and intrinsically believable as a whole, discrepancies in minor details and collateral matters do not affect the veracity… of the witnesses’ declarations” (G.R. 217974, March 5, 2018). What the amnesty offer clearly signifies is that peace and order should be restored soon if we want political stability, economic growth and social concord to prevail in the years ahead AFP Chief of Staff Gen. Romeo Brawner expressed the AFP’s support for the President’s amnesty proclamations, saying it will bring closure to hostilities, foster unity and reconciliation, and pave the way for lasting amity among Filipinos. “The AFP is confident that the administration’s grant of amnesty will promote an atmosphere conducive to the attainment of a just, comprehensive and enduring equanimity as we collectively address other pressing challenges to our country,” he said. For its part, the Philippine National Police said it “stands in full support of President Ferdinand R. Marcos Jr.’s comprehensive peace initiatives particularly the recent proclamations granting

amnesty to rebels and insurgents. These actions, which reflects the administration’s unwavering commitment to national reconciliation and unity, represent a significant step towards bringing individuals involved in insurgent or rebel groups back into the fold of the law.” The PNP is correct in pointing out that amnesty initiatives for former members of rebel groups would contribute significantly to fostering peace and stability in the nation: “Our commitment to safeguarding all citizens remains resolute as we actively support initiatives that foster harmony and understanding within our communities.” From another direction, we have the Bangsamoro Autonomous Region in Muslim Mindanao also expressing its strong support for the grant of amnesty to the members of both the MILF and MILF: “This development is a significant milestone in the achievement of meaningful and enduring peace in the Bangsamoro, as this will form part of former combatants’ full transformation towards being productive and peaceloving Filipino citizens.” The Moro National Liberation Front lauded the issuance of Proclamation 406 granting amnesty to its members who wish to return to the fold of the law as “it serves as a vehicle to ever-lasting unity, peace and reconciliation.” Meanwhile, the Moro Islamic Liberation Front joined the MNLF in welcoming the amnesty offer to communist rebels and Muslim separatists. MILF Chairman Al Haj Murad Ebrahim said amnesty will “allow qualified former MILF combatants to get a new lease in life and seize the opportunity for healing and reconciliation.” What the amnesty offer clearly signifies is that peace and order should be restored soon if we want political stability, economic growth and social concord to prevail in the years ahead. PH best not enough vs. elite volley foes
FILIPINO bets stood their ground against top-ranked opponents, but still fell short down the wire in the Volleyball World Beach Pro Tour Challenge qualifiers on Thursday at the world-class Nuvali Sand Courts in Santa Rosa City. Anthony Arbasto and Alche Gupiteo duked it out against world No. 157 Yusuke Ishijima and Takumi Takahashi of Japan before running out of steam in the third set of the men’s qualification for a gritty 18-21, 21-19, 11-15 defeat. The Philippine tandem held its own in the three close sets highlighted by a thrilling 21-19 win in the second frame of the biggest beach volleyball event ever hosted by the country behind the leadership of Philippine National Volleyball Federation (PNVF) president Ramon “Tats” Suzara. Two more Filipino duos fell in the opener of the elite four-day tournament organized by the Volleyball World, which also holds the prominent Volleyball Nations League, but not without a fight under the scorching heat. National team first-timers Sofiah Pagara and Khylem Progella did not shy away from the challenge despite an 18-21, 16-21 defeat against world No. 47 Zhu Lingdi and Shuting Cao of China, in the women’s qualification.

MVP candidate Quiambao vows better game for Archers in Game 2 By Peter Atencio
T
OP Most Valuable Player candidate Kevin Quiambao vowed to be better in Game 2 of the 86th University Athletic Association of the Philippines Men’s Basketball Tournament Finals.
The 22-year-old Quiambao promised this after the La Salle Green Archers fell to their worst setback, a 67-97 loss to the University of the Philippines Fighting Maroons, who moved a win away from claiming the crown after Game 1 on Wednesday in front of 17,129 fans inside the SM Mall of Asia Arena.
“Medyo na-disappoint talaga ako sa ipinakita ko, pero this coming Game 2, expect niyo na ibang Kevin Quiambao ang makikita niyo. (I was disappointed with my showing, but in Game 2, expect a different Kevin Quiambao),” said Quiambao. The top Archer leads the overall
statistical race with 97 points, ahead of second placer, Rey Remogat of the University of the East (85.929 points), with Quiambao’s teammate Evan Nelle in third and Season 85 MVP and UP’s top bet Malick Diouf in fourth. The 6’6” Quiambao was limited to just 11 points on his 4-of-10 shooting from the field, with UP guard Reyland Torres sent to stop him. “Good thing naman series itong Finals na ito so may Game 2 pa. For us, ‘yung mindset namin kailangan namin ibahin, ‘yung approach namin sa game,” said Quiambao. The Green Archers will try to get over their 30-point loss to UP, consid-
ered as the largest margin of victory in a finals game since 1998 when La Salle got past Far Eastern University by 25, 72-47, in Season 61. “We got reminded that this game is going to be physical. As much as we want to complain about some things, we really want to just focus on ourselves. There’s no crying over spilled milk, and that is one of the worst losses in a finals series,” said Green Archers coach Topex Robinson. UP held La Salle to 18 turnovers, scoring 24 easy points along the way, and to a woeful 8.7 percent from the three-point area, making just two of their 23 attempts.
Luisita dethrones Southwoods, wins Fil-Championship crown BAGUIO—Luisita produced another 114 points at the short but tricky Baguio Country Club course to cruise to a 19-point win and dethrone Manila Southwoods in the Fil-Championship at the close of the seniors’ competition of the 73rd Januarius Fil-Am Golf Invitational. Abe Rosal spearheaded the finalday charge with 33 markers. Other scorers were Rodel Mangulabnan 29, Chino Raymundo 27 and Dan Cruz 25 for the Tarlac-based squad finished with 494. Manila Southwoods (104-475) was led by the 31 of Junjun Plana, 26 of Bong Brobio, 25 of Raul Miñoza and 22 of Theody Pascual. “The players really wanted the win. This victory would serve as an inspiration for us for the PAL Interclub next year,” said Luisita non-playing captain Jeric Hechanova, whose team last won in the Fil-Am in 2019. The Southwoods’ quintet in the Am-Championship gave the team a reason to still celebrate as they came through with an easy triumph over last year’s runner up Srixon-IMG. For the second straight day, Joseph Tambunting top scored for Southwoods with 34. Monet Garcia supported with 30 and Monet Garcia and Raul Magpantay each added 26 for 116 and 428. Srixon-IMG (398) was paced by Elmer Sagadraca’s 35, August Cruz’s 32, Demy Saclot’s 31 and Francis Telan’s 29 for the day’s 127 output.

Golf yearender: Ababa rises, Uy dominates in year of surprises LOCAL golf continued its upward trajectory in post-pandemic, seamlessly transitioning from last year with a flourish of 10 tournaments in both the Philippine Golf Tour and the Ladies PGT. And a shift from stroke play competitions to the match play format provided a fitting conclusion to an intense and competitive season. With eight different winners in the men’s tour and seven in the distaff side, seasoned campaigners showcased their prowess over the emerging talents, including a couple of top amateurs in the LPGT. The diversity of winners reflected the level playing field in both circuits, debunking the notion that golf is exclusively a young man’s game influenced by technology. Jhonnel Ababa and Daniella Uy emerged triumphant in the Order of Merit derby, underscoring that, amidst the club-hopping season at the country’s various championship courses, success still hinges on hard work, discipline and a positive mindset. Ababa, a multi-titled campaigner, clinched his first OOM title after a stellar campaign. His victory at the Philippine Masters, where he edged out 2023 top player Guido van der Valk and Joenard Rates by one at Villamor, and his five-stroke romp over Michael Bibat and Dino Villanueva in the season-ending Mimosa Plus Championship in Pampanga, solidified his top position with total winnings of P1,499,825. The former national team standout outpaced fourtime OOM winner and Caliraya Springs leg titlist Daniella Uy
Tony Lascuña, who banked P1,325,196, and two-leg champion (Forest Hills and Del Monte) Clyde Mondilla, who pocketed P1,305,250, to claim the coveted title. “First, I want to thank God for all the blessings he has bestowed on me,” said Ababa. “Winning the OOM title for the first time did have a great impact on my career. I didn‘t expect (to win) it but it will boost my confidence for next season.” Reflecting on his performance, Ababa appreciated the highs and lows of a highly competitive season, emphasizing moments of outstanding play while acknowledging challenges in the course of his campaign.
Jhonnel Ababa
“‘Yung low moment ay yung pangit minsan ang mga palo at wala sa kondisyon. Pero ang high point naman ay yung super ganda ng laro at halos lahat ng tournament ay maganda ang resulta,” added Ababa. “This (year) is most special dahil natupad din ‘yung pangarap ko na maging No. 1 sa Pilipinas,” said Ababa, whose campaign was backed by Borough Lasik Center, Ping, Calatagan Golf Club and Canlubang Golf and Country Club. The other PGT leg winners were Ira Alido (Negros), Rupert Zaragosa (Iloilo), Reymon Jaraula (Valley) and Justin Quiban (South Pacific).

3-driver roster banners PH team in Suzuka Clubman tilt J
APANESE motorsports powerhouse and race car manufacturer West Racing Cars has officially entered its all-Filipino lineup for the final leg of the 2023 Suzuka Clubman Race, scheduled for December 2 and 3 at the iconic Suzuka Circuit in Japan.
The Philippines will be represented by a formidable trio of top Formula V1 Challenge champions, led by defending overall and PRO class champion Milo Rivera. Joining him is 2022 AM Class Champion Bryan Co and adding to the prowess is the inclusion of 2021 AM Class champion Joaquin Garrido, marking the first time three Filipinos will simultaneously participate in this prestigious race. Rivera emphasized the honor of representing the country and highlighted the team’s commitment to mutual support both on and off the track. “It’s always an immense honor and privilege to represent your country, and we will definitely promise to give our all. Although we will be racing to the checkered flag individually, our job is to also help and uplift each other throughout the way,” Rivera said. Graced with West Racing’s invitation to headline the event, the three Pinoy drivers will be behind the wheel of the latest Vita race cars, complete with comprehensive race services provided by the Japanese manufacturer and race team. “I’m extremely thankful to all who’ve made this possible and as I will definitely give my best come race weekend, it will also be an experience I shall savor very much,” Co said. Rivera, Garrido, and Co departed

Kings pull off comeback win over Bolts MERALCO failed to sustain an early surge and fell to the New Taipei Kings, 97-92, Wednesday night in the EASL at the Xinzhuang gymnasium in Taipei City. The Bolts leaned on the hot start of new import Zach Lofton, who fired 19 of his game-high 35 points in the first half, which they dominated and even stretched all the way to the third period. But behind former NBA player Jeremy Lin, the Kings got their rhythm going when it mattered most, hitting 5-of7 threes in the final quarter to complete the comeback win. The 35-year-old Lin spearheaded a late run by the home team to give the Kings a 94-85 lead in the final 1:24 of the tightly-fought game. “Man, I’m proud of my team,” said Lin, who won an NBA title with the Toronto Raptors in 2019. “But what
Full circle THEY say that most professional athletes would tend to lose everything within five years after retiring from the sport they play. There are so many reasons why this usually happens and among these reasons include not preparing for the future especially when the pay checks stop coming and the always ringing phone becomes eerily silent. Football players are also not exempted to this reality. But for some, the ability and the common sense to look forward into the future, come in handy when the body is no longer able and willing to agree with what the mind tells it to do. For Misagh Bahadoran, former team captain of the Philippine Azkals and Global FC of old, life after football is far better than he could hope for. His story is one of the exceptions of the rule and it turned out to be a happy one despite a sad end to the last team he signed with. After leaving Global FC, Bahadoran went to Malaysia to play football. His stint, however, proved to be uneventful, marred by club concerns and an injury that eventually led to his retirement. Bahadoran is now into realty development, a passion that came from an idea while having his room renovated to accommodate his pairs of shoes during the early days of the pandemic.

Chris Newsome and Bong Quinto hound former NBA star Jeremy Lin.
I really liked was in the second half, we were really locked in defensively. We got a lot of great defenders as well. This was a full team effort. Fun game.” Lin finished with a team-high 25 points and accounted for seven of the Kings’ 21 assists. He also went 11-of-12 from the stripe in leading the P.League+ side to a 2-0 record and remained atop Group B. Lofton was 3-of-6 from the three-point arc, while import partner Prince Ibeh added 18 points and six rebounds for Meralco, which suffered a second straight loss to stay at the bottom of its group. The Bolts, who held a three-point lead at the half and a slim 66-65 edge entering the fourth quarter, also got double figures from Chris Newsome with 16 and guard Anjo Caram with 10.
“We flip houses then sell them,” he explained. Bahadoran is also now a husband to Rizza and a father to Krishna, who is just weeks old. He is doing well despite being off the pitch for several years now and now fully embracing his new role as a father to Krishna, which means “God’s given gift. “I was waiting for this dream all my life. To become a father and have my own family. It is probably one of the reasons why God gave me some injuries so that I’ll stop from playing football and be a good husband and a father,” Bahadoran joked. When it comes to his business, Bahadoran said playing football has helped him prepare for the demands of his projects. Just like on the pitch, teamwork plays a big role in his day job (being a father is his fulltime occupation now). He says that if everyone in his company is on the same page then work is not that really hard. “I treat my employees as my teammates. We work together, we build together and we enjoy the challenges together,” he said. Bahadoran is also grateful to have his wife, Rizza on his side. He revealed that he met his wife during the lowest point in his life–without a club, injured, jobless and trying to find his way back to earn his keep. “When I met her, she didn’t know much about me as a football player. I think she hasn’t seen me play for the Azkals or seen me on the pitch ever. If not for the videos where I scored some goals, she wouldn’t believe that I was once a football player,” he laughed. Jokes aside, Bahadoran says he couldn’t ask for more but somehow, somewhere there is a lingering desire to quit the sport he loves on his own terms. Bahadoran, the footballer, you see, is
not yet done. He said he is set to compete in an upcoming seven-a-side tournament being organized by former Azkals teammate, Anton Del Rosario. Bahadoran said he will be part of Pampanga FC, which will mark his comeback in the sport that gave him so much. He, however, cautions his fans not to expect too much from him, being away from competitive football for so long. “I was actually born in Mabalacat so I was hoping to represent my home province in the 7’s and looking forward to having my own football team in the future. I’m also hoping to eventually put up a football facility to train and coach young footballers someday,” Bahadoran said. Bahadoran, as early as now, also wishes that his daughter will play for the Philippine Women’s National Football team when she grows up. And his future son, if God makes this a reality someday, for the Philippine Azkals. “If these things happen, then it will be a full circle for me,” he added. Speaking of updates, the TEAM SMG Valorant, composed of Filipinas Kelly “Shirazi” Jaudian, Alexandria “Alexy” Francisco and Camille “Kamiyu” Enriquez, Abigail “Kohaibi” Kong of Singapore and Odella “Enerii” Abraham of Indonesia, split its first two matches in VCT Game Changers Championship 2023 in Sao Paulo, Brazil. SMG got off to a rousing start after blanking Evil Geniuses GC, 2-0 in their opening game but lost to G2 Gozen, 2-1 last Wednesday night. The team resumes its bid to go deep in the tournament with a crucial game against the winner of KRU Blaze and Chao Hui EDG today. A win will keep SMG’s hopes of entering the next round of the tournament that offers $500,000 in total cash prize. Laban, SMG! Laban, Pilipinas!
NATIONAL University will bring in a new batch of performers when it seeks to retain its title in the coming 86th University Athletic Association of the Philippines Cheerdance Competition on Saturday at the SM Mall of Asia Arena. Most of last year’s cast are no longer around, and the new ones are familiar with the routines that new head coach Gab Bajacan wants them to do. “They are still part of our program for the longest time, and they have been exposed to many competitions. And, it’s their time to perform,” said Bajacan, during Wednesday’s launch. Last year’s NU team performed to a lively and synchronized “Cheer-obics.” This time, Bajacan said they will unravel routines to the tune of Elvis Presley songs and make themselves relatable to the audience. Coach Ghicka Bernabe recently stepped down as NU Pep Squad head coach after getting married and turned over her responsibilities to Bajacan. The University of Santo Tomas Salinggawi Dance Troupe is expected to challenge NU’s dominance, along with the Far Eastern University cheerdances, who landed third last season. “We are thrilled to host the UAAP Season 86 Cheerdance Competition at the SM Mall of Asia Arena. This event is not only a showcase of the incredible talent and athleticism of our student-athletes but also a platform for schools to come together and celebrate the spirit of friendly competition,” said UAAP Season 86 Executive Director Atty. Rene Saguisag Jr.

Lyceum, San Beda dispute 2nd finals’ berth SAN Beda and Lyceum of the Philippines University go at it one final time as they battle for the last finals berth today in NCAA Season 99 at the Smart Araneta Coliseum. The Lions will try to ride the momentum they built following an emphatic 89-68 decimation of the Pirates in their first Final Four showdown Tuesday at the MOA Arena. It set up a 3 p.m. knockout duel that would catapult the winner straight to the best-of-three finale against Mapua, which made quick work of College of St. Benilde in their own semis duel, tentatively slated Sunday or Monday at a still unspecified venue. Jacob Cortez will be the player to watch out for after unleashing a stellar and a career-high 28-point performance that he laced with eight assists, four rebounds and three steals. It was made more impressive that son of former La Salle and PBA standout Mike Cortez did it in just 11 shots as he hit nine of it including four from beyond the arc apart from his six free throws.

Ultimate Heartthrob Piolo Pascual banners horror film ‘Mallari’
OLLYWOOD giant Warner Bros. lends its seal of approval to Filipino horror flick Mallari, marking a “watershed moment” for Philippine
cinema.
The Hollywood studio has joined forces with up-and-coming Filipino production company Mentorque Productions to distribute the highly anticipated horror film. The partnership was officially sealed during a contract signing ceremony held at the Chairman’s Lounge in Okada Manila on November 25. The event was attended by Rico Gonzales, Distribution Director of Warner Bros. Philippines, and John Bryan Diamante, President of Mentorque Productions. Under this new agreement, Warner Bros. will assume theatrical distribution of Mallari across the Philippines, marking a significant departure from their previous limited involvement in local film distribution, which dates back to the 2003 release of an indie film. The path to Warner Bros.’s first major local venture began when Gonzales, with the green light from their regional and head offices in Burbank, embarked on a mission to explore strategic partnerships within the Philippine film industry. It was during this quest that Mentorque’s production of Mallari captured Gonzales’s attention, sparking discussions for a potential collaboration. Diamante, echoing Gonzales’s belief in the power of collaboration, expressed his admiration for Warner Bros.’s commitment to supporting high-quality local films. “It’s like the stars aligned,” Diamante remarked, alluding to Warner Bros.’s newfound interest in local films and Mentorque’s strategic decision to elevate their production portfolio to include major film productions with “mainstream and international appeal.” According to its lead star, Piolo Pascual, the landmark collaboration, which marks Warner Bros.’s first foray into mainstream Filipino film distribution, cements Mallari’s position as a film of exceptional quality and underscores the global appeal of Philippine storytelling. In the film Pascual plays the titular character Fr. Severino Mallari, known as the Philippines’ first and only documented Mallari serial killer. “It’s a privilege to be a part of something this significant and to be recognized by Warner Bros., an international brand,” Pascual stated. The actor further emphasized the potential impact of this collaboration on the Philippine film industry, noting that Warner Bros.’s involvement will undoubtedly open doors for Filipino filmmakers and elevate the global recognition of Philippine cinema. “It’s not just a welcome change; it’s something we should celebrate as Filipinos,” Pascual added. Directed by Derick Cabrido and written by Enrico Santos,
Veteran actress and beauty queen Gloria Diaz
Versatile actress Janella Salvador
Mallari boasts a stellar cast that includes Janella Salvador, JC Santos, Gloria Diaz, and Tommy Alejandrino. Initial buzz highlights several factors that make Mallari an attractive prospect for Warner Bros. The film boasts epic horror elements, spanning three distinct time periods, incorporating extensive special effects, and seamlessly blending popcorn horror thrills with mind-bending mystery. Reputed as the most expensive film in MMFF 2023, Mallari required filming in two distant provinces to ensure authenticity, alongside extensive soundstage work for special effects. A complete 19th-century Pampanga plaza was constructed in a remote Batangas location, including a fully functional church. Notably, most of the cast members have never ventured into roles as intense and demanding as the ones they portray in this film. Warner Bros. has made a bold and strategic move by entering the resurgent Philippine cinema market. Beyond local film distribution, Warner Bros. and Mentorque are exploring avenues for Warner Bros. to distribute Filipino films across the Asian region, collaborate on streaming platforms, and even consider co-productions in the future. As Gonzales aptly quoted Warner Bros.’s classic Casablanca, “I think this is the beginning of a beautiful friendship.”

Nurturing lives for sustainable future Bayer, ASSIST Asia launch program offering expert-led seminars on family planning, self-care, and financial literacy IN 2023, with a population of 118 million, Filipinos heavily rely on approximately 9.22 million agriculture workers for sustenance. Despite their crucial role in food production, these workers, among the most marginalized in the country, lack access to resources that could enhance their quality of life. Bayer supports Filipino farmers through the Bayer Kubo program in partnership with ASSIST Asia. This initiative provides expert-led seminars on health, agriculture, family planning, self-care, and basic financial literacy. Launched in pilot locations in Luzon, including Dolores, Quezon, and Manaoag, Pangasinan, the program aims to improve the well-being and productivity of smallholder farmers and their families beyond the fields. “Bayer is here to help grow healthy crops and healthy communities. Since the launch last year, we’ve already reached more than 5,000 farmers in both sites. The Bayer Kubo and the network of demo farms and learning centers will continue to host programs on both health and agriculture – as part of our mission to achieve Health for All, Hunger for None,” says Angel-Michael Evangelista, Managing Director and Country Division Head - Pharmaceuticals, Bayer Philippines Inc. “Bayer Kubo is a unique and holistic program that integrates the CSR programs of Bayer’s three business units. By delivering health training and awareness campaigns, as well as financial literacy for farmers, their wives, and families, Bayer Kubo positively changed the lives and health of communities in Quezon and Pangasinan” says Francis Macatulad, Executive Director of ASSIST Asia. “Bayer Kubo is a good example of how business can effectively work with civil society to create long-lasting social impact among marginalized and underserved sectors. ASSIST is proud to have been partnered with Bayer for this initiative,” Macatulad adds. The farmers of Dolores, Quezon have already begun to see an improvement in their lives since the Bayer Kubo initiative was launched in their community. Bayer Kubo’s financial literacy training has likewise helped to inculcate the value of saving and budgeting among the farmers of Manaoag. Iiinas Ivan lao, Country Commercial Lead, Bayer Crop Science Philippines says that they will continue to grow the program to reach more Filipino farmers. “We will certainly intensify programs related to agriculture and health within the Bayer Kubo. Because a bountiful harvest requires the vitality and effort of healthy farmers and communities.”
