By Lachlan Ellis After a two-year hiatus thanks to the COVID pandemic, the Blackwood Woodchop & Easter Carnival is finally back on, and this year it will celebrate its 120th anniversary. On Saturday 16 April, Blackwood will be open to one and all, with a huge variety of fun activities in store, beginning with the traditional parade. Featuring striking costumes and floats, as well as brass bands, the parade will head down to the Lerderderg River and “the prettiest sportsground in Victoria”. Along with the woodchop, the day will feature a plethora of free games, including tug-o-war, gumboot throwing, and novelty races, not to mention the food stalls, artisan workshops, and local produce that will be available for all to enjoy. Brendan Hehir is President of the not-for-profit Blackwood Progress Association, and said it would be exciting to have the Carnival back in town for the first time since 2019. “The town’s been incredibly quiet over the pandemic, so this is going to be the big event that’ll kick it off for the town after two years of lockdowns. It’s going to be a big one, it’ll be a big day,” Mr Hehir told the Moorabool News. “We are a holiday town, tourism is Blackwood’s economy, and has been ever since the gold gave out. Not just the town’s economy, but the community as a whole, is embedded in the holiday industry…as a community we run the caravan park, we run all the other facilities in town too, the hall, the sports ground, et cetera.” All proceeds from ticket sales will be invested back into the Blackwood community, with the Carnival providing funds for a range of community groups including the Crown Reserves Committee, Blackwood Cricket Club, and Blackwood Senior Citizens Club. Moorabool Shire Council worked with the Blackwood Progress Association to prepare a grant application through the Regional Recovery Fund – Regional Development Victoria. The group was successful in receiving $30,000 in grant funding which will allow an all-day music event which will continue into the evening, featuring rockabilly, bluegrass, old time, Irish, and country blues music. Community groups will also be able to fundraise for free at this year’s Carnival, previously having to pay a small fee. Tickets will be sold from Martin Street and at the gate from 10 am, with the parade to kick off at 11 am. Tickets are $10 for those over 16, while entry is free for under 16s. Woodchop events will also start from 10 am – including the Victorian Title for Hard Hitters. Cobra set for milestone

Popular Bacchus Marsh Premiership defender Daniel Velden will play his 300th senior game in this Saturday's BFNL season opener against Ballarat at Maddingley Park. The 37-year-old, ahead of his 20th and final season was thrilled knowing the milestone occasion had finally arrived. "I was eyeing off my 300th in 2020 but covid put pay to that," Veldon said. "And again last year, covid left me stranded on 299 (games)." The school teacher and father of two has witnessed firsthand the changes in football since his debut (ironically) against the Swans way back in 2003. "(The increase in) the speed of the game is definitely the most notable (change)," Veldon said. And as for the rivalry with cross-town foe Darley? "When I started it was ruthless," he said. "It's tempered a little since into a healthier, more competitive (than combative) style." There's a collective narrative among 300 gamers that extends beyond football - they're more often resilient, self motivated, quality human beings and Daniel is no exception. Cobras Coach Tom German (2020-) shed light on Daniel the player, and Daniel the man ahead of his remarkable achievement. "Veldsy is very reliable and remains a highly valued part of our team," he said. "You can give him a role on any size player and you know what you're going to get. "Daniel is also an excellent leader and provides us with a good voice on and off the ground." German said Velden was “a pleasure to coach,” and that playing 300 games “is a tough ask in football”. "But the way Daniel looks after himself and goes about it, I'm not surprised he's been able to reach this rare milestone. “He's just an all-round good person," added German. While Velden's 299 games include just eight finals, no-one can take away his fondest memory - the 2016 BFNL Premiership. "It doesn't get any better than that," he said. Green light for park upgrade By Lachlan Ellis The community can now rest easy after plans were recently approved for two new attractions for Gordon residents at the local public park reserve. Last month there were concerns the project could forfeit close to $500,000 in federal government funding due to a delay in the Committee of Management signing off on the project, and a deadline of one week to have it signed, sealed and delivered. Works on Gordon’s first ever skate park will begin at Gordon Public Park in June, with a 3x3 metre basketball court to be built shortly after. Skate park specialists CONVIC will be responsible for the build, shortly after completing similar plans at Mill Park in Ballan. In March, Secretary and Treasurer of the Committee, Dina Bowman, told the Moorabool News that the layout proposed by Council “is not consistent with the current Reserve Master Plan”, and cited “safety and drainage concerns”. This caused an uproar in the community with a barrage of comments on social media. Fortunately, the issues have been resolved, and the Committee has since given its approval. Council CEO Derek Madden said discussions on this project have been taking place between Council and the Park’s Committee of Management (COM) since February 2021. “Planning upgrades to complement existing facilities, including tennis courts, public toilets, a community garden, and clubhouse,” he said. “We have worked very closely with the committee to ensure this is a great deliverable for the people of Gordon and surrounds.” Woodlands Ward Councillor Ally Munari said the new facilities had been desired by the community for many years. “Of course I’m excited, I’ve been excited about this project for a very long time. It’s been a long time since Gordon has received any major funding, this is something that will set off this town in a great way, to have tourists come and use the space.” Cr Munari told the Moorabool News. “Being a parent, I know how excited all the children in Gordon are about this. It would’ve been horrifying if that funding had gone to waste. And the locality of it will be perfect. I think it’ll be quite a hub and an attraction for so many children in our town.” The skate park was originally due for completion in June, but due to the delay in getting the plans fully approved, it will now be completed in July, weather permitting. Cr Munari said that while the delay was a bother, it was better late than never. “I’m frustrated by the delay…doing a major project like that in the middle of a Gordon winter, I am concerned about that. But I just have to trust the professionals. Professional skate park builders have been employed for this project, so I trust them fully that they know what they’re talking about. To tick that safety box in any project like this is huge,” she said.

Community consultation undertaken by Council and CONVIC last December showed unanimous support of the park upgrades from community members, with a more recent survey from the Committee of Management further confirming community support. Council is currently seeking quotes for a suitable contractor to construct and install the 3x3 metre basketball court, which is also expected to be completed in the coming months. Meanwhile, Council will continue working with the Committee to plan for Stage 2, which will include landscaping works including drainage, safety measures, footpath and fencing works. Stage 2 will come at a cost of $325,000, funded by the Federal Government’s Local Roads and Infrastructure Program. Gordon Public Park COM chairperson Heidi Johnson said the committee had been working with DELWP and Council officers to progress these much-needed upgrades. “We’d like to thank Council officers and the community for their support,” she said.

Skatespace grinds to halt By Helen Tatchell A project timeline that commenced with a draft design and community consultation last December, and due to be completed in June this year, is up in the air and with it, close to $500,000. The Gordon Public Park Improvements Plan is being delivered by Moorabool Shire Council, in partnership with the Parks Committee of Management and involves a new skate space and basketball practice court for the reserve. Currently, the reserve is home to tennis courts, a conversation corner, meeting rooms, public toilets, playground, and soon to be built, bbq, seating and a solid roof structure. The Gordon community took to social media after they got wind the project may lose the Federal funding to build the skate space and basketball court as the Committee of Management has not signed off on the application, which would then be signed off by DEWLP with Council then submitting the completed application to the Federal government. Money would then be handed over with contractors due to start this week however, that is now on hold. Derek Madden CEO Council told the Moorabool News there is a very likely possibility the funds could be lost if the Gordon Public Park Committee of Management do not sign off. “We are working with the two committee members at the moment with a meeting scheduled for early this week to achieve the adequate sign off. Council has received external funding for significant works at that park and have done extensive consultation to identify what was required.” Mr Madden said the funding had to be utilised by the end of this financial year. “This is not Council land, it is DELWP land and for Council to do any works on that land we need not just the permission from DELWP but from the committee that was appointed by them,” he said. “The hold-up at this time is the liaison with the

committee looking at the proposals. In our eyes the engagement has been done and has changed significantly during the consultation from what the community wanted to utilise that park for. “Council was of the understanding everything was moving forward, and the works tendered. We are hoping to find a resolution this week so these works can then commence within two weeks.” Dina Bowman is the Secretary and Treasurer of the Gordon Public Park Committee and said on social media they had expressed concerns to Council officers in relation to safety and drainage. “The layout proposed by Council is not consistent with the current Reserve Master Plan.” She told the Moorabool News it was mainly the “orientation of the skate space, highlighted safety and drainage concerns.” “I am not going to go into detail, we’d rather have that discussion around the table with Council in a considered way. We are keen to resolve them,” she said. “It is puzzling how this fuss and bother on social media came about when we have not been informed of any deadline to sign off by Council.” On social media Ms Bowman said Council officers have not responded in any meaningful way to the committee’s concerns. “The committee continues its efforts in working with Council on improving the park for the community.” Chair of the committee Heidi Johnson said she wanted everyone in the community to “rest assured Gordon WILL have an awesome SkateSpace in 2022. “There was NEVER any doubt about it,” she wrote on social media. If the adequate sign off does not eventuate this week, the $475,000 over the next two years could expire. Council does have the option of possibly asking the Federal government to hold over the funds and then divert them to another recreation reserve in the area, with Springbank, Bungaree or Dunnstown at the top of the list.

Surviving cancer, five years on By Lachlan Ellis A local survivor of ovarian cancer has shared her story five years on from her diagnosis, with her life today a far cry from the ordeal. Ashlee Hamm (nee Bartleman) grew up in Ballan, and her battle with ovarian cancer began in December 2016, with doctors initially suspecting a swollen stomach was the result of pregnancy, a parasite, or food intolerance. “It all started in December when I got back from Morocco. I ended up with lot of fluid in my stomach, it started off as feeling bloated and not being able to eat, which got worse and worse,” she told the Moorabool News. “I saw about seven doctors that kept turning me away, and just did pregnancy tests, not really listening to the story. When I did finally get diagnosed, I ended up having Stage 3 ovarian cancer … from there they drained the fluid, and I had 11 litres of fluid in my stomach. “It pushed all my organs up … it took a long time to get diagnosed, but once I got diagnosed, it all happened very quickly, I had surgery on the 24th of January and started chemo in March.” Six rounds of chemo and 18 rounds of Avastin – a treatment which prevents new blood vessels growing, including those which feed tumours – Ms Hamm had the cancer surgically removed and a long road to recovery began. Today, Ms Hamm is cancer-free – despite a 95 per cent chance of her type of cancer re-occurring “within weeks, if not months”, it hasn’t come back – and thanks to her

sister, she and husband Stephen have a beautiful baby boy, Paddy. “He came from a donor egg from my sister … during surgery my ovaries were removed, so Sam donated her eggs to make embryos and that’s where Paddy came from,” she said. “He was born last May. We did that through IVF in Ballarat … life five years from my diagnosis on is really good, having Paddy ... I feel like you don’t take life for granted, you’re more resilient, you pick up on the good a lot more and not stress about the bad. You take every moment as it comes.” Her new perspective on life includes a focus on health – she no longer drinks alcohol, eats a plant-based diet, and has done four triathlons following her recovery from ovarian cancer. In her latest triathlon which took place in February, Ms Hamm even made a podium finish. “The Barwon Heads Triathlon, which we kind of do every year with Dad, a brother-in-law, and my sister…I ended up coming third in my category, I was pretty happy with that. It was fun…we’re signing up for another one in Noosa in October, that should be good,” she said. “I definitely started taking my health very seriously after being diagnosed with cancer…especially after having Paddy, the thought of cancer re-occurring is a bit scarier now than before I had him.” Ashlee Hamm has also shared her story on podcast ‘The Innerview’, which can be listened to on Apple Podcasts and Spotify.

Budget reduces road funding By Lachlan Ellis The Federal Budget has been released, and as with most Budgets, there are benefits for Moorabool, and areas where we may miss out. The last few years have seen an ambitious campaign from Council, seeking Federal and State Government funding for a range of projects and programs, and this year is no exception. Moorabool Shire Mayor, Cr Tom Sullivan, told the Moorabool News Council has several applications currently before the Federal Government for consideration, which they hope will be successful. “These include funding for the sports precinct in Bacchus Marsh through the Regional Infrastructure Fund 2021, and for the upgrade of the Bacchus Marsh-Balliang Road Upgrade Project as part of the Remote Roads Upgrade Pilot Program,” he said. “The $812 million over five years provided for expanding digital mobile coverage in regional Australia is also most welcome, as this is much needed for Moorabool Shire. The $500 million extension of the Local Roads and Community Infrastructure Program will assist councils to build more libraries,

sporting facilities and footpaths, and deliver important road upgrades to improve safety.” However, Cr Sullivan said Council was disappointed by a lack of Federal funding for disaster prevention, and a decrease in funding for roads. “We would have liked to have seen some budget support for disaster prevention, as this could potentially cost our communities more as we face the likely event of frequent and severe natural disasters in the future,” Cr Sullivan said. “While it is pleasing to see the amount of funding available for the bridges program has increased by $42 million, it is concerning that the total amount of Roads to Recovery Program and Black Spot Program funding are each down $8 million from the current allocations.” Cr Sullivan said like many councils, improving roads and connectivity is a major focus, and they rely on external funding to help achieve these improvements. Labor MP for Ballarat, Catherine King, said the Budget was “disappointing” for the region, and the Federal Government was “once again…picking winners and losers across regional Australia”. “It’s been a long time since the Morrison-

Joyce Government invested in any infrastructure priorities in our region, whether that be further upgrading the Western Highway or sports and recreational facilities across our communities,” she said. “Nothing in this Budget makes up for a decade of attacks on wages, job security and Medicare. Even these billions of dollars sprayed around on the eve of an election won’t go near topping-up the $3,600 typical Australian families are already out of pocket because of skyrocketing costs of living.” Ms King said she was particularly disappointed to see that the government has identified four regions across the country to share in $7.1 billion, but “have not included any parts of Victoria, South Australia or Tasmania.” Liberal Senator for Victoria, Sarah Henderson, said the Budget would “deliver for all Australians”, with both measures to reduce the cost of living, and an increase in government investment. “The Budget demonstrates the Morrison Government’s clear plan to create more and better paying jobs with big investments in skills, small business, infrastructure and our regions, to push unemployment to a 50-year low. The Budget also guarantees the essential

services like health, education, aged care, and the NDIS, and provides a major boost to our defence and national security,” she said. “With a cut to the fuel excise, more tax relief, a $250 payment for 6 million Australians including pensioners and cheaper medicines, the Budget is delivering very substantial cost of living relief so that more money stays in the pockets of Australians. “A 1.3 billion investment for improved telecommunications in the regions including enhanced mobile connectivity is a game changer,” Ms Henderson said. Photo – Gordon PS Harmony Week was brainstormed by students at Gordon Primary School, with a dress up day on Friday 25 March emerging as the clear winner. Proceeds from the day will be donated to Ballarat’s A Pot of Courage Café, which began in 2018 as a forum for migrant women to share stories and experiences, with the difficulty of gaining employment arising as a major issue. Today, A Pot of Courage is a not-for-profit social enterprise that runs workshops, such as cooking classes and team building exercises, alongside regular café and catering operations. Grade 6 teacher at Gordon Primary, Hollie Searl, explained how the dress up day ran, and how important the cause is. “As Harmony Week is all about celebrating diversity and multiculturalism, we decided to ask the students to dress up in cultural clothing. We looked at the ‘did you know facts’ from the Harmony Week site, and used this as a platform to encourage students to find out their background, and celebrate different cultures within and outside of our community. We had students dress up from all over the world; Russia, Germany, Italy, Estonia, Ukraine, Mexico, USA, Indonesia, and the list goes on,” Ms Searl told the Moorabool News. “To be honest, A Pot of Courage is a cause close to me, so I may have instigated that one. I have worked with Shiree Pilkington (the co-founder) in the past, and really love the way it came about – literally from a group of women celebrating their food and understanding that migrating to Australia, without the language, poses such a problem for many to live here safely and comfortably.”

Gordon Primary’s Junior School Council Leaders, Caitlin and James, said the day was a fun way to celebrate the many cultures present in Australia. “We got to see how everyone interpreted Harmony Day, one kid dressed up in a complete princess dress, representing England. I don’t think anyone in the whole school dressed the same as anyone else. I feel like we have helped a lot of people and making others feel good for something that was fun for us,” Caitlin said. “The day was terrific, it was great to see everyone in what they wore. We are all different and we all know different things. It’s really good to help people, people who have come from all over the world (the women at A Pot of Courage),” James added. Prizes were awarded for the best dressed students, and a drawing competition was also held.

Over an hour wait for ambulance By Helen Tatchell An elderly man in his 90s has waited over an hour for ambulance to arrive, after falling in a confined space. Emergency services were called to a Ballan residential property on Tuesday 22 March at 5.16pm, with the local fire brigade attending and finding the man on the floor in a locked toilet. A spokesperson said the man had fallen and the door did not open outwards. “We had to take the door off at the hinges and monitored the patient until the ambulance arrived, as he was known to have a previous back injury.”

It is alleged the ambulance arrived at 6.30pm, one hour and 14 minutes after the call was made, and came from Bacchus Marsh, despite there being a 24-hour ambulance station at Ballan, only blocks away from the scene. Ambulance Victoria would not provide the Moorabool News with an explanation for the delay or, why the paramedics were not dispatched from Ballan. The Moorabool News did receive a brief comment from an Ambulance Victoria spokesperson. “Ambulance Victoria has discussed our response with patient’s family and, in accordance with their wishes, will not provide any comment on this case.” It was not made clear if AV were experiencing paramedic shortages due to COVID.

The Get Active Kids Voucher Program offers eligible kids up to $200 to cover membership and registration costs, and also reimburses fees already paid for those eligible. To apply, a child must be 18 or younger, living in Victoria, and one of the following: named on an Australian Health Care Card, named on an Australian Pensioner Concession Card, residing in Victorian Care Services, the child of a parent or guardian who holds a temporary or provisional visa or have their own, the child of a parent or guardian who holds an international student visa or have their own, or an undocumented migrant. You can apply for vouchers for more than one eligible child. Successful applicants will receive their child’s voucher by email, for use at the chosen sport or activity provider. Vandalised and out of tune By Lachlan Ellis A piano arranged by Moorabool Shire Council for free public use over summer has sadly been vandalised, with the culprit unknown. Situated at the Eddie Toole Reserve, Bacchus Marsh, the piano is one of two set up by Council under the ‘Pop-Up Pianos’ project, with the other located at A.A. McLean Reserve Ballan. Both pianos were sourced from the community, and were painted by local artists with beautiful, eyecatching designs. However, photos of the pop-up piano at Eddie Toole Reserve were posted on social media on 19 March, showing a panel smashed off the piano. A Council spokesperson said it was disappointing to

see the piano vandalised, but it was due to be removed anyway. “The piano was due to be decommissioned, as rain had made it unplayable. Our arts team has arranged for it to be removed,” Council’s spokesperson told the Moorabool News. “The piece was always planned to be ephemeral for use over the summer months, or as long as it lasted. It lasted well, and was a shame it was vandalised but was due to be removed anyway.” The pop-up pianos were set up last December, and are due to be removed at the end of March from both locations. Crime drops in Moorabool

The latest figures released by the Crime Statistics Agency (CSA) are out and according to those statistics, crime has dropped, not just in Moorabool but across the state. The CSA’s data for the 12 months to the end of December 2021 shows that there were 477,999 criminal offences recorded in Victoria in 2021, representing a decrease of 12.8 per cent, or 70,087 offences, from 2020. The total marks the lowest number of criminal offences in a calendar year in Victoria since 2014, with robberies also at their lowest since 2014. Burglaries/break and enters, were at their lowest in Victoria since the Law Enforcement Assistance Program was introduced in 1993, at 21,277 homes broken into. Moorabool saw an even sharper decline in crime proportionally speaking, with 1,617 offences in 2021 compared to 2,048 in 2020 - a decrease of 21 per cent. “While the highly unique environment in Victoria last year clearly contributed to the overall decrease in crime, it was incredibly positive to see a reduction in serious offences which impact the community such as home burglaries, robberies and car thefts,” Deputy Commissioner of Regional Operations, Rick Nugent, said. “While each victim of crime is one person too many, we are pleased that last year we had the lowest number of victims in Victoria since 2010, with almost 14,500 fewer victims of crime than the year prior.” The top five suburbs for crime in Moorabool remained the same as in 2020 – Bacchus Marsh, Darley, Maddingley, Ballan, and Gordon. All five towns saw a decrease in crime – Bacchus Marsh experienced almost 300 less crimes, from 907 in 2020 to 608 in 2021. However, incidents in Moorabool of stealing from a motor vehicle increased from 149 offences to 159, and breaching family violence orders increased from 108 offences to 113.

Close to $1.4 million has been provided for 117 projects across remote, rural and regional Australia, and Moorabool has been granted a piece of the pie. Of the 117 projects given funding by the Foundation for Rural Regional Renewal (FRRR), 33 are in rural Victoria, sharing a total of $366,637 in grants. Two projects in Moorabool will receive funding under the Strengthening Rural Communities (SRC) program – the first, in Dunnstown, will see $4,640 supplied for back-up batteries, boosting the area’s disaster preparedness. Moorabool Shire Mayor Cr Tom Sullivan said the funding would be vital to boost preparedness for future disasters, after last year’s devastating storms. “We’ve had a few incidents in the past 12 months, where the first thing that happens is, telecommunications go out. Even getting updates and advice on what’s happening when the power goes out is impossible – that was quite evident during the storms in Blackwood, Greendale, Korweinguboora, and Barkstead last year,” Cr Sullivan told the Moorabool News. “This funding will allow the local community to become more resilient...I think resilience is something we’re going to have to get good at going forward. Disaster readiness and those issues have been really elevated to government… if there’s any opportunity to put in funding for it, Council would be more than willing to promote that.” While the damage storms cause is inevitable, Cr Sullivan said, it’s the “lack of knowing what’s happening” and being unable to connect with family and neighbours that projects such as the back-up batteries can remedy. The second Moorabool recipient was Djerriwarrh Community & Education Services, which runs the Melton and Moorabool TAC L2P Program. Acting L2P Project Officer at Djerriwarrh, Debra Milvain, said the program was vital for young drivers, and the $10,000 in funding would help the program continue to grow. “The TAC L2P Program assists young learner drivers aged 16-20 years, who are without appropriate family support

to achieve their necessary 120 hours of supervised driving experience. The Moorabool L2P Program provides a muchneeded pathway to a licence and independence for our young people,” Ms Milvain said. “A fully fuelled car is provided as part of the program and at present, we are using a borrowed car from a Djerriwarrh Youth program. The grant will go towards a new Moorabool L2P vehicle, supporting ongoing growth of the program. “The geographical location of Bacchus Marsh and surrounding towns means transport options for work and education are limited, and present a barrier to our youth.” The Program has serviced over 100 local disadvantaged youths over the past decade, with 5000 driving hours supervised by its generous volunteer Mentors, and 35 drivers getting their probationary licence through the Program. The purchase of a new vehicle for the L2P Program is also being financially supported by Moorabool Shire Council. A further two rounds of SRC funding will be announced this year, with Round 13 closing for applications on 31 May, and Round 14 opening for applications on 1 June.

Victoria’s energy regulator is seeking input on principles that should apply when energy companies access land to undertake early works for transmission projects. “While open consultation and development of a Statement of Expectations is a great start in the right direction, I note Dr Hamill has said “following the statement of the expectations, the commission would develop an enforceable access code”. I query the purpose of the Statement of Expectations if it this is not enforceable until an access code is produced or may not be enforceable at all. This is a question I will raise during the consultation process.”

Mr Edwards said that it was vital the community is more involved in transmission line projects, especially in the years ahead as Australia transitions from coal-fired electricity to renewables. “Transmission line projects, the scale we are about to experience right across Victoria, have not been built for close to four decades. As such, the regulatory framework is not fit for purpose, and there is a notable lack of planning policy for new transmission,” he said. “Instead, project proposals such as the WVTNP (Western Victoria Transmission Network Project) have stumbled upon regulatory intervention, community opposition, and last-minute reform because no one considered the importance of community in the planning process. “It is extremely important that community-guided policy and framework lead this transition.” For more information and to view the draft Statement of Expectations, visit www.esc.vic.gov.au and click ‘Electricity transmission company land access statement of expectations’.

A new nature strip guide that allows hard surface nature strips has been approved by Council, but not every Councillor was in favour. The ‘Draft Nature Strip Policy and Nature Strip Guidelines’ came before Council at the 3 March Ordinary Meeting, after a public exhibition period ran from August to September 2021. Despite over 9,000 people viewing the ‘Have Your Say’ Council webpage and over 3,700 downloading the Nature Strip Policy and Guidelines during the exhibition period, only 22 provided survey submissions. Of those 22 respondents, 10 favoured hard surface nature strips such as crushed rock and mulch, compared to 1 for grass and 1 for mulch and shrubs. The recommendation before Council was to adopt the updated Draft Nature Strip Policy and Draft Nature Strip Guidelines, allowing grass/turf, plants/shrubs with a maximum height of 500mm with wood chips/mulch, and compacted gravel to be used in nature strips in residential areas of Bacchus Marsh and Ballan. The recommendation was moved by Cr Moira Berry and seconded by Cr Rod Ward, but opposed by Cr Ally Munari, beginning a debate. Cr Berry expressed her satisfaction that the policy “addressed all concerns and reports that have come in”, while Cr Ward argued the policy “reflects residents and ratepayers’ developments over the past decade or so”. “It legalises the toppings and the gravel of nature strips that

have existed in the past, so that saves residents the cost of watering. I think it also puts very strict guidelines in place for the development of nature strips in new estates,” Cr Ward said.

Millions in forgotten money up for grabs

Energy companies accessing private land is an issue in the forefront of many Victorians’ minds, including those in Moorabool, at the moment, and now the state’s energy regulator wants to hear how the process should be improved. The Essential Services Commission (ESC) is an independent regulator which regulates Victoria’s energy sector, and is working on a statement of expectations for transmission companies to follow when accessing land. The ESC is particularly interested in hearing from those who have had their land accessed for transmission line projected or similar works. “Landholders expect transmission companies to respect their land by following reasonable and transparent processes,” CEO of the ESC, Dr John Hamill, said. “We will engage with a wide range of stakeholders in developing the statement of expectations, including landowners, community organisations and energy companies.” Dr Hamill added that following the statement of the expectations, the commission would develop an enforceable access code. While he encourages everyone to have their say on the draft Statement of Expectations, Darren Edwards from the Energy Grid Alliance expressed a level of concern about the announcement. “While the need for more transmission

The State Revenue Office (SRO) has put out a call to Victorians, to check if part of a whopping $111 million in unclaimed money belongs to them. Over 740,000 entitlements are waiting to be claimed across the state, with individuals and businesses able to claim their unclaimed cash through a simple system, beginning with a search on the SRO’s website. There are 2,602 outstanding entitlements in Moorabool totalling $264,122, and 1,085 totalling $120,754 in Hepburn. The money includes share dividends, salaries/wages, rent and bonds, debentures and interest, proceeds from a sale, and Tatts/

Intralot/TAB winnings and prizes. Since 2017, there have been more than 60,000 successful unclaimed money claims from the SRO, worth close to $20 million. These have come from a range of sources, including utilities companies, councils, real estate agents, insurance companies and lotto tickets. The highest unclaimed gaming ticket in the state is a $2,136,327 Tatts ticket received in March 2016. It’s free to search the register and make claims. Freakish Petracca stuns By Michael Howard (HRV) The hype machine has reached fever pitch after speed demon Petracca blitzed his rivals with a spectacular 40-metre win, positioning himself as a leading player in this lucrative two-year-old season. Emma Stewart’s colt by Captaintreacherous out of Lovelist has been closely watched since a stunning first trial and only enhanced his reputation at Tabcorp Park Melton last Saturday night with a powerful win for reinsman Nathan Jack and owners Danny and Jo Zavitsanos. “He looks a superstar,” was TrotsVision co-host and leading reinsman Anthony Butt's assessment. “That’s freakish that performance.” The hit-out was Petracca’s third, having previously won his Bathurst Gold Crown heat and then overcame a difficult draw to power into third Petracca: Photo Stuart McCormick in the final. The IRT Australia Shakamaker Classic always looked a case of how far would he win by, having been backed into a $1.04 favourite and when Jack slid quickly to the front it became a race against the clock. A 27.1sec final quarter closed out a 55.7sec last half and a 1:54.1 mile race for the short distance, just 0.9 seconds outside of Act Now’s age track record over 1720 metres. “I’m sure he’s got the potential to be the best (two-year-old I’ve driven), but (I am) not (declaring that) just yet,” Jack told TrotsVision. “He was just a gem to drive. He’s got great manners. He went to Bathurst and just stood there in front of the whole crowd, nothing worried him. He’s just a natural.” Jack said Stewart initially planned to spell him after the Bathurst campaign but instead elected to give him a run on home soil, a decision he made good in the $24,000 Classic, which he won by 40 metres ahead of Captain Foxtrot and Mister Hunter. “(Emma’s stable) has done a great job with him like they do every year,” Jack said. “I take my hat off to them, year after year they get the best early one, they get the best late one. They just have the best juveniles. “He just does everything right. You just click him up, he’s lazy, but you can chase him off the gate and he’ll come back to you.” Jack walked away with a double having also steered Boots Electric to an impressive win in The Big Screen Company Pace, finding the front from the widest gate and then keeping his foot on the pedal throughout. Boots Electric separated himself from the chasing pack and while Major Roll and Bulletproof Boy battled on well to place, the win was always in the leader’s keeping.

Two teams claim premierships

Meatloaf sang ‘two out of three ain’t bad,’ which ended up the result from Grand Final matches for a local lawn bowling club. Ballan Bowling Club had three teams vying for premierships, the Tuesday Midweek team and Saturday’s Division 3 and Division 7. Success came early in the week with the Midweek team defeating City Oval, at Sebastopol. After eight years without a team in the midweek competition, 2022 was their year with a new crew. The Ballan team went into the match slight favourites. A tight competitive match was played early before the two rinks were declared outright winners. Grant Stirling’s rink came away with a +15 win whilst the rink of Chris Love played a tough one, going down by -2. Ballan defeated City Oval 46-33. Division 3 and Division 7 both travelled to Ballarat Bowling Club for their grand final matches. Div 3 played Victoria BC and Div 7 played Ballarat East BC. Division 7 went into the final undefeated all season,

unfortunately they lost on the day. The teams played 84 ends and the scores were locked with another end having to be played, still resulting in locked scores. Another end was played with Ballan losing by a single shot. A tight match was also played by the Division 3 team in front of a massive Victoria BC opposition crowd. The teams got their noses in front and didn’t look back. They pushed on to come away with an 11 shot win overall. Anne Draffen captained her team and recorded a 25 shot win whilst David O’Hanlon’s team saved their best until last, winning 11 of the last 14 ends to come away victorious by 10 shots. Club President David O’Hanlon said it was a great achievement by the club. “I was asked how have we been so successful this year and the answer is simple, “we are all best bloody friends”,” he said. “We are a club where we are all the same, whether you are a Brad Coffey 10 time club champ or a new bowler, we practice together, we enjoy the wins together and commiserated the loses as one.” Mr O’Hanlon said whilst they are still enjoying the wins,

they are also thinking about the next season. “We hope to have all current bowlers back and build on getting many new faces through the doors to fully fill three weekend teams.” Ballan 87 defeated Victoria BC 78 after 84 ends.
