Last year we met 17 year old Kimi and followed her on a journey through Tūhoe as she tried to make sense of this new era.

This year we take a trip into Te Urewera to meet Kimi's Koro and gain an insight into his whakaaro on the growth and development of his Iwi, and of Kimi.

The early morning sun peeks through the gap in the curtains, shining bright onto the only photograph hanging in the room. Speckles of dust suspend in the air as Koro reaches over to pull the curtains tighter. The sun shines bright through the worn fabric. Koro clutches harder. Still, the sun persists. A sharp pain shoots through him and loses his grip.

Defeated, he throws the curtains open with all his might.

Koro heaves himself up out of bed, rubs his chest and glances at the tobacco tin. Thinking about the day ahead he shuffles straight to the door and out to the kitchen. After putting the jug on to boil, he sets the table for parakuihi. Cool dew drops drip onto his arms and he mutters something under his breath. An opened letter with a Tūhoe logo catches his eye.

This year will see the rēhita decentralised from Tūhoe - Te Uru Taumatua and moved out to each of the four Tūhoe Tribals. Anamata will continue to support a Tribal led rēhita by working with Tribals to develop policies and systems to activate this approach.

This year the library and archives centre ‘Te Wharepuri’ will formally establish itself as a centre that offers services to whānau, hapū and the community. A service model will be developed to inform the infrastructure of the service, its reporting system and operational activities. We begin shortly with our new Te Wharepuri Manager appointment to implement the services, including a calendar of exhibitions and the events management of Te Kura Whare.

KNOWLEDGE Knowledge brings quality of life, respectful economic growth that achieves true development.

A Tūhoe statistics service and infrastructure will be established to grow the capacity and capability of Tūhoe to understand, use and interpret statistical data, information for robust decision making by Tūhoe - Te Uru Taumatua and Tribals. A working relationship with Statistics New Zealand is confirmed and a work plan will be developed to unlock data to support future planning needs.

Our decisions have rigour.

Options for cultural and career succession is identified as being essential for Tūhoe futures. Leadership programmes are supported alongside reporting frameworks. Three internships or secondments will be offered as a minimum.

There has been exponential growth within Tūhoe - Te Uru Taumatua over the past year, therefore grouping support teams under the umbrella of Anamata will bring legislative compliance and rigour to our decisions.

This year the organisational framework of Tūhoe - Te Uru Taumatua will consolidate and see Communications, People and Development, Finance, Statistics, Rēhita, Information Technology and Reception as a connected and integral team operating across all Blueprint groups activities.

Shuffling out the front door with his hot cuppa tea, Koro thrusts his chair out the sun to the shaded part of the porch. The heavy thud of horse hooves comes trotting in from behind the houhī trees.

“Mōrena moko. You’re up early, where you been?” Koro asks Kimi “Don’t you remember? It’s Mum’s birthday today. I got up early and took Mum some flowers” said Kimi.

Before Koro could speak, the sour taste of anger and heartache landed in his throat, quietly lamenting its way down to his puku. Blinking hard, he looks back out beyond the houhī trees.

“Koro, why do you always look at the trees like that?”

“Every rākau has a story. The boiled bark of the rātā tree can be a dressing for sores. Young koromiko leaves can be made into a poultice and applied on ulcers.

Kimi was leaving. He was one of the few people left in the rohe who practised ronoa within Te Urewera, and was sought after for the deep knowledge he possessed. Kimi understood that her whakapapa meant she was responsible for continuing these practises.

Yet Kimi had bigger dreams for her whānau, hapū and Iwi.

The emerging Te Kawa o Te Urewera, led by Te Urewera Board, represents the future considerations of collective thinking for Te Urewera. This year, the Ōnukurani annual plan also known as the Te Urewera operational plan approved by Te Urewera Board, represents the start of practical mahi under the new authority of Te Urewera Act and Te Kawa o Te Urewera. Ōnukurani begins with the introduction of work programmes for six focus areas - Animal Life, Animal Control, Plant Life, Weeds, Manuhiri and Assets within Te Urewera. We expand this to provide for increased delivery in all four Tribals, bringing biodiversity and assets to the attention to all of our whārua (Rūātoki and Ruātahuna). Achieving these priorities through Tribals, requires attention to the renewal of our responsibilities of old.

Te Urewera Act was built to rely on Tribal leadership and manpower for her protection. Building and growing Tribal capacity is, therefore a mainstay of the Ōnukurani work programme, with on the ground know how necessary before key parts of the operational programme are implemented.

Meanwhile at the centre, we continue to customise a range of urgent and much needed systems to help us unify our standards of excellence and relevance. There is a wide range of cultural, legal and operational responsibilities required as part of the contribution to Te Urewera. These needs will continue, in time will capture exemplary examples of Tribal practice to be echoed and shared across wharua.

The natural features of Te Urewera; lakes, rivers, bush, mountains, hills, mist and everything that lives within Te Urewera needs our attention. Patience, and together with our hard work and effort will return Te Urewera to her place of health and wellbeing.

After breakfast Koro and Kimi saddled up their horses and made their way out through the back blocks, down over steep hills into the valley.

A tīrairaka flittered to and fro guiding them down to the awa.

Once at their eeling spot, Koro began cutting up bait while Kimi climbed the tree to untangle the hīnaki.

Whairawa will work with the four Tribal tari to support and enable Whakahīwana - Tribal Economic development initiatives. A Development Framework to consider livelihood opportunities for whānau and hapū-marae will be implemented. The Development Framework will consist of tools and processes so projects can be reviewed and prioritised using a consistent method. Real life scenario projects will be selected and supported to develop Tribal learning and leadership.

Whairawa will lead the Whakahirana - Growth projects.

Tribal plans will be considered to identify and prioritise respective growth projects. This year we will investigate sustainable solutions for improving Te Urewera route of State Highway 38; establish highspeed broadband at Waikaremoana and support Tribal build projects.

Whairawa will support and enable development of the Tōhana Sharing programme, which supports whānau, hapū-marae for the collective benefit of the Tribal community.

Sharing projects identified this year are Tūhoe education contributions; introduction of an Iwi saving scheme; and policies and processes developed for an insurance scheme for all Tūhoe marae.

Whairawa will administrate embedding of Te Penapena Preservation programme, to inspire behaviour and consideration into Tribal and Iwi decision making. We will continue to support quarterly Investment Committee hui and ensure financial reporting is consistent with the Mātohatoha model and flows to our hapū -marae communities.

Learnings from the Tribal build projects will be shared to widen home building options. Whairawa will administer the compliance of the Living Building Challenge (LBC) for Tribal builds at Waikaremoana and Ruatāhuna.

To maximise the learnings gained as a result of the certification process, the Whairawa team will create and make available resources to share with our Tribal communities.

Whairawa will survey existing Iwi owned assets to understand the potential areas of development. Assets will be managed in accordance with Tūhoe values and principles. A labour market analysis, to view the state of the Tūhoe labour market, will be carried out and the findings will be used to advise the planning of future growth areas.

The protection of existing Tūhoe assets for the benefit of the Iwi is an annual focus area for Whairawa mahi. Tūhoe governance principles for assets management will be reviewed and fostered.

Annual support of the Tūhoe subsidiaries will continue refining the Statement of Investment Policies and Objectives (SIPO). Whairawa will contribute administration and guidance for the development of our Tūhoe subsidiaries, the Central North Island - Kainaroa and Tūhoe Fish Quota Limited.

The night was a cloak weaved with a thousand stars that wrapped itself around the moon. Drifting kohu guided them back out of the nāhere to the lively Tribal hui taking place down the road. Hearing the waiata flowing out from the wharepuni, they tie up their hōiho and make their way inside.

HEALTH Health-focused outcomes for Tūhoe.

Iwi will complete the network of four Tūhoe Medical Centres, while scoping and progressing their transition to Tribal governance and development. Hauora and ronoa approaches developed by Tribals and hapū-marae will integrate into the Tūhoe Medical Centre philosophy. Iwi to ensure delivery of high quality services through a Tūhoe Medical Centre Standards Committee, including representation of all Tribals whilst gaining Cornerstone Accreditation membership. The eighty policies developed specifically for the Tūhoe Medical Centres, will be endorsed and routinely reviewed there after. Future funding for the Tūhoe Medical Centres to be secured. The planned oral health service is to begin.

Firstly, Iwi team will endeavour to connect the elements of the Living Building Challenge (LBC) from Te Kura Whare through to an existing domestic purpose building. This renovation showhome highlighting the LBC and a sample of practical ways to improve current homes.

Second, Iwi team will support the Tribals to assess housing needs, and ways to address it. This will likely include a community social housing project, growing from and responding from housing needs identified at hapū-marae and Tribal level.
