Tubod, Lanao del Norte. Tubod is the Capital Town of Lanao del Norte, and the Home of Sagingan Festival – the Mother of Lanao del Norte Municipal Festivals. The late Hon. Romana dela Cruz Neri, former

Municipal Mayor, is considered as the Mother of Sagingan Festival. The Sagingan Festival is the first festival in Lanao del Norte which has institutionalized its performance content through the support of the National Commission

for Culture and the Arts (NCCA) and the Department of Tourism (DOT) – X. The festival’s performance scenario, original music and signature steps were conceptualized by Prof. Steven P.C. Fernandez, DFA of the MSU-IIT Integrated Performing Arts School. Mr. Vicmar Pancho Paloma, Tubod’s designated Culture and Arts Coordinator, was instrumental in the establishment of the institutionalized Sagingan Festival with the support of the Municipal Tourism Officer, Mr. Marlon M. Palomares. Incumbent Tubod, Lanao del Norte Mayor Nelieta “Nenen” Quibranza-Noval is the eldest daughter of the first elected Municipal mayor in Tubod, the late, Hon. Arsenio A.

Quibranza. Living by the legacy of his father, Mayor Nenen also believes that “Ang Gahum sa Kagamhanan, Nagagikan sa mga Lungsuranon” (Official Municipal Slogan Coined by Hon. Arsenio Quibranza). Mayor Noval says “Cultural tourism is one of the executive agenda of my administration. I am happy that our community and the LGU employees are working together in promoting our local heritage through the Sagingan Festival.” The major highlights of the celebration include the Search for Mutya ng Tubod 2015, Sagingan Booth Competition, Drum and Lyre Corps Competition, Sagingan Street Dancing Competition, 2015 Sayaw Tubod: Dance Sport, Folk Dance and Hiphop Dance Competition and Acqua Bolla Foam Party.
