MOSCOW--An Apollo mission secretly hidden in a classified tape for almost 40 years has been finally revealed, according to a NASA recent report. Three astronauts who served on the Apollo 10 mission dating back to 1969 — before Apollo 11’s first manned moon landing — were terrified to hear radio transmissions similar to music during the radio-free mission while traversing the far side of the moon. They were cut off from the Earth for about 60 minutes but still could hear radio sounds through their headsets after they entered lunar orbit. Atty. Marlon Casquejo, assistant director of the Comelec XI said election propaganda materials must be seen only on designated poster areas. He said the poll body will start the removing of election propaganda materials first from the

national roads and will go on towards the city, town and provincial roads. Casquejo said posting on non-designated areas like trees and posts, oversized tarpaulins are already violations of election rules. “We have entrusted this job to the personnel of

the Department of Public Works and Highways to remove everything as long as they are posted on trees and electric posts,” he said. Casquejo said all parties are already informed of the location of the common poster areas in the city. He said local poster areas

DTI Lanao del Norte cites gains in consumer awareness in barangays For decades, residents of IIigan City and nearby municipalities in Lanao del Norte were barely aware of their rights and responsibilities as consumers. According to the Department of Trade and Industry’s (DTI) National Consumer Awareness Survey conducted across the country in 2012 to 2014, only 30%, 57% and around 60% of those surveyed had actually heard, read or viewed on TV anything about consumerism. Respondents could hardly identify their eight basic consumer rights and five fundamental responsibilities. They had no idea on how and where to file a complaint, or even determine what actually constitutes a consumer complaint. Consumers were also unsure of what laws or ordinances they could cite to when asserting their consumer rights. To help fulfil the DTI’s mandate to increase the level of consumers’ awareness on their rights and responsibilities from 50% to a more respectable 80% by 2016, DTI – Lanao del Norte Provincial Office launched the Awareness-

Raising Campaigns for Consumer Empowerment (ARCCE), pursuant to the Philippine Development Plan (PDP) 2011 – 2016. A consumer empowerment initiative, the ARCCE project aims to increase the level of consumerism by enhancing their knowledge and awareness on the relevant provisions of Consumer Act of the Philippines and other fair trade laws especially in rural areas. Among other things, this involves consumer education seminars in the barangays to encourage a significant number of consumers to purchase duly licensed products and patronize business establishments which comply with government regulations; identify and understand their rights and responsibilities as consumers, guide them in handling their own complaints, and empower barangay officials to establish and maintain barangay-based consumer welfare desk (CWDs). At pres ent, around twenty barangays and close to a thousand consumers benefited from these Barangay Consumer Education Seminars, including

barangay officials, purok presidents, senior citizens, persons with disabilities (PWDs), women’s group, store owners and other sectors in the community. Two thirds of the beneficiaries were women. As one p ar t i c ip ant from Barangay Tipanoy in Iligan City puts it in the vernacular, “Nagpasalamat me nga adunay seminar sa DTI aron masayran namo kon asa moadto kon dunay problema.”(We are very grateful to DTI for conducting this seminar which informed us on where to go if we have complaints). Besides focusing on Education and Advocacy in 2015, the Consumer Welfare Division of DTI Lanao del Norte also focused on price and supply stabilization in the barangays to empower consumers in coordination with barangay officials, youth, women and consumer sectors. Barangay Price Watch was piloted in the Iligan barangays of Hinaplanon, Mahayahay, and Buru-un which organized their respective price and supply monitoring teams, and established consumer welfare

AS usual, the presidential candidates mutter only the same old songs. Every election, the candidates would always tackle issues about poverty, education, peace and order, infrastructure and development. The promises that are meant to be broken had become a vicious cycle that a candidate, it seems, sees no other reason in running for an elective post. Of course, the issues about the alleviation of poverty, free education, free health services, infrastructure development and peace and order were the same social issues that the presidential candidates argued about during the presidential debate held in Cagayan De Oro City last Sunday. Nothing so special and nothing is new. An old man who was watching on the sideline mused that he did not hear anything new during the debate. “The candidates were all the same people who have made politics their means of livelihood,” he said. However, hearing

THINK a minute. A wise marriage counselor asks every couple wanting to get married if they have had a real argument yet. Often they answer: “Oh, no! We love each other. A very important skill in building a happy marriage and life together is learning how to debate with your mate. But there are rules you must follow to have a fair, good debate, so you will still be close friends afterwards. First, before you start, both of you should agree to stick only to that issue. Don’t bring up past problems and hurts. Second, remember that your goal is not to win the argument, but to understand each other’s feelings. In other words, TUNE IN. Really listen to what each other is thinking and feeling. Try to understand how you are causing them to feel hurt or wronged. Put yourself in their place and see things from their side. Remember, feelings are not right or wrong, but they are very real to your mate. So how your wife or husband feels should be important to you. Third, never argue and talk about personal, private matters in front of other people. Number four, stop the fight if either of you loses control of your anger or words. We hardly ponder about the tireless efforts of our farmers in the laborious process of producing the food we eat. Farmers are the people who work in acres and not in hours. They are our unsung heroes that we seem failed to recognize. Without them, the entire human race will be unable to survive. Model farmer, public servant Striving for success without hard work is like trying to harvest what you have not planted. For Macias D. Abog, 60, a farmer from a small town of Polanco, Zamboanga del Norte, he

has proven that life is just like farming: you reap what you sow! As a successful farmer, Abog, a high school graduate, has earned the respect, love and admiration of many. So, when he threw his hat in politics, he got elected as one of the barangay officials in Barangay Guinles uniterruptedly from 1994-2002, starting off as barangay councilor and then as barangay chairman. After his tenure as barangay chairman, he became chairman of the Barangay Agrarian Reform Council (BARC), which mediates land conflicts in agrarian reform areas. He also became one of the officers of the Coconut Famers Association organized by Philippine Coconut Authority (PCA). He again ran as barangay chairman in the 2013 barangay election and won. family. Today, Abog has hectares of lands planted with coconut, corn and rice. From a nipa hut, his house is now made of concrete materials furnished with appliances and high-tech gadgets. He now also owns a four-wheel service vehicle which he uses to take his family to the farms and his wife to her store near the poblacion. “We could now buy what we wish and eat what we want,” Abog said. For him, dreams do come true if you believe in yourself, work beyond your imagination and have faith in the Almighty God. Separated parents He was raised by family of farmers and at a young age his parents separated. “My parents got separated and I did not know any kind of job except tapping rubber trees,” he shared. “Before I got married to my wife, I was just like

a stowaway, a person with no direction and meaning,” he added. When he was 20 years old, he went to Manila then to Olangapo City. There, he met a German national, a husband of one of his neighbors in Polanco, who became his close friend and offered to finance his college. But he declined the offer because the nephews and nieces of the wife also wanted to study. Used to being a farmer, he engaged himself in planting and selling bananas and camote (sweet potato) while in Olanggapo. In 1977 he decided to go back to Polanco and there he married his wife, former Evangeline P. Ong. Church worker Abog is not only known as a hardworking man but a man of principle and virtues as well. “Those times were really difficult and challenging. We were just living in a very small nipa hut, about six by eight meters in size. I helped in harvesting corns just to eke out a living,” he recalled as his eyes welled up with tears. His family then transferred to the house of his father-in-law near the highway and his life slowly changed when he started to barter bread for corn to his neighbors with cornfields. “I bought on credit 100 pieces of bread from the bakery and bartered pack of bread for three pieces of corn. “I was able to save some money which I would use whenever somebody comes to me to mortgage his/her farmland,” he said when asked about the beginning of his success. Simeon Limbago, 58 of Matugas Bajo, Jimenez town here claimed that he and his fellow Subanen learned to speak fluently of their dialect because they used it during Family Development Session (FDS), a co-responsibility of an indigenous people-beneficiary under the Modified Conditional Cash Transfer for Indigenous People (MCCT-IP) of Pantawid Pamilyang Pilipino Program. Limbago said his cluster, composed of more than 30 IP household grantees, sings the national anthem in their dialect. Aside from that, his fellow grantees discuss topics of the FDS using their dialect. A father of four, Limbago said he is happy with the implementation of MCCTIP because he has learned to speak the Subanen dialect, a culture that he and his neighbors almost forgotten to speak for years. Limbago can speak both in Cebuano

and Subanen dialect fluently now. “Amo gyud gigamit sa panahon mag-ampo mi, mokanta og Lupang Hinirang ug kung mag-discuss mi,” he said. Saligan claimed she is starting to learn the Subanen dialect because her neighbors are using it frequently during FDS and other engagement. Also, Saligan said their Subanen Bae is constantly teaching them different rituals of the Subanen Tribe. NIA urged to waive irrigation service fees to Cotabato farmers A LAWMAKER is urging the National Irrigation Administration (NIA) to waive the irrigation service fees (ISF) to be paid by the farmers in the province of Cotabato. Rep. Jose Tejada (3rd District, North Cotabato) said in House Resolution 2656 that the province was identified by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) as one of the provinces with the highest El Niño vulnerability for rice crop. “The current weather pattern in the Philippines

reinforce the announcement of PAGASA that a strong El Niño event is already taking place, affecting the dry season rice crop,” Tejada said. Tejada said the ongoing strong El Niño condition was at its peak during the November-December-January 2015/2016 planting season and may continue up to the May-June-July 2016 planting season. The Mindanao solon cited the warning raised by the International Rice Research Institute (IRRI) over food security in the country as the El Niño phenomenon

wreaks havoc across the vast agricultural areas, leaving staple crops such as rice dying in parched earth. Tejada said based on the assessment and conveyed in a January 2016 report by the Provincial Disaster Risk Reduction and Management Council (PDRRMC), the El Niño occurrence damaged 7,216.06 hectares or 36,683.47 metric tons (MT) or rice crop. “The report further stated that the damage affected 9,061 farmers and incurred a total loss of 172,193,221.95 pesos, with the additional burden of the occurrence of

drought-triggered infestation and disease,” Tejada said. According to Tejada, the Office of the Sangguniang Panlalawigan of the Province of Cotabato issued Resolution No. 014 on Jan. 19, 2016 declaring the Province of Cotabato under a State of Calamity due to the occurrence of drought and rat infestation. Tejada said Cotabato has been identified as one of the top ten rice producing provinces in the Philippines in the past 10 years by the Bureau of Agricultural Statistics, contributing a

yield of 530,029 MT or 2.79 percent of the nation’s produce of 18,967,826 MT in 2014. He said the local government units (LGUs) moved to save the remaining crops by bringing in additional irrigation pumps and seeding clouds to induce rain. Based on the current situation of the farmers in

the province, the farmers and their families deserve relief from their situation, Tejada said. Tejada said the widespread effect of the El Niño occurrence is considered a general calamity beyond the control of the farmers that waiver in the payment of irrigation fees should be favorably considered. Sending pupils to school not only demands and requires that pupils should and must learn from the teacher, citing primarily the basic education, but also teachers should strengthen positive values and attitude towards their pupils, so that in one way or another, there should be a harmonious relationship among them, in the classroom. The qualities for a positive relationship can vary to set of learning experience approachable and inviting the pupils to learn. A teacher and pupils who have the qualities of good communication, respect in a classroom, and show

interest in teaching from the point of view of the teacher and learning from a student will establish a positive relationship in the classroom. Definitely, pupils have different learning strategies and goal achieving. A few pupils in a classroom can grasp and learn quickly, but at the same time there will be those who have to be repeatedly taught using different techniques for the student to be able to understand the lesson. On the other hand, there are those students who fool around and use school as entertainment. Teaching then becomes difficult, especially if there is no proper communication. Canoy said there was only one question on the Bangsamoro Basic Law which only one presidential candidate was made to answer. She said an important question like BBL should be given to all candidates to answer so the voters will know whether the next administration will continue or not the peace process in Mindanao. Jobags Bagabuyo, a resident, said the peace process involving the Moro Islamic Liberation Front and the New People’s Army is an important issue for Mindanao because it has become a lynchpin to its development. “Sayang, they have a very lackluster performance because they were given short time. The ads should have been limited to allow the candidates more time to explain their answers,” Bagabuyo said. Borja said even the candidates’ answer to the question about development are vague—evident that many of them are not aware of the problems in Mindanao. He said other issues like the Lumad killings, agriculture, mining and environment that beset Mindanao were not even asked.

“I wondered how the organizers came up with the questions. It is like they do not have a good script writer,” former Cagayan de Oro councilor Birchman Abejuela said. Philippine Daily Inquirer’s John Nery said they conducted several “town hall meetings” across Mindanao to be able to get the questions that would be raised during the debates. Iryn Salcedo, a nurse at the J.R. Borja Hospital, said she was disappointed that the candidates could not offer a solution to the image of a river with no bridge in Zamboanga del Norte. She said it meant that the candidates have little grasp of Mindanao’s woes. “They only offer motherhood statements. They did not offer solutions,” Salcedo said. Another NGO worker, Mark Brazil, said he wanted the candidates to offer solutions or offer action plans for Mindanao development. “We already have enough promises. We need action plans,” Brazil said. Media workers from Cagayan de Oro who have chosen to cover the debates despite the restrictions came out complaining. Bobby Lagsa, Cagayan de Oro stringer for Rappler, said not all in their team were allowed inside the debate venue. Lagsa said GMA 7 allegedly objected to the entry of Bea Cupin, his colleague at Rappler, reasoning that she came from their main office in Manila. He said the Cagayan de Oro Press Club had “adopted” Cupin and gave her one of the 13 slots assigned by GMA7. Rowena Fernandez of the UNTV also complained at the reception in the media center where journalists were supposed to cover the debates. “Only one in our team was allowed inside. Me and my cameraman covered the debate from the streets,” Fernandez said. Ed Montalvan, publisher and editor-in-chief of the weekly Mindanao Current, said they have chosen to boycott the coverage of the debates because of the restrictions imposed to the local journalists. “This is our city and yet they were arrogant enough to impose these restrictions to us,” Montalvan said.

Poe did not say anything about the BBL but talked of a “transparent, inclusive at sustainable na pag-uusap at kasunduan” (negotiations and agreement),” giving the audience the impression that she would go for another peace negotiations, even as there is already an existing agreement – the Comprehensive Agreement on the Bangsamoro (CAB) that the government and MILF signed on March 27 , 2014 and is already on the implementation phase, which includes the passage of the BBL. Congress, however, adjourned on February 3 without passing the BBL. The Philippine government also has a peace agreement with the MNLF, signed in 1996 but whose implementation remains in question to this day and although the Tripartite Review with the Organization of the Islamic Cooperation (OIC) last month was reported to be the last review, implementation will still be carried into the next administration. “Ang nais ko po magkaroon ng isang transparent, inclusive at sustainable na pag-uusap at saka kasunduan. While negotiations are going on, Poe said, these should be accompanied by projects, including the Mindanao Railway project, job generation, power generation, rehabilitation of Agus (she referred to it as Angus) and Pulangui dams, roads, tourism. Duterte brought Poe back to Ground Zero with his rebuttal: “Let me focus on Mindanao and what is happening today with the failure of (Congress to pass the) BBL, there is a great, great hurt there,” the seven-term Davao City mayor said. “Unless I said we can come up with another card which is federalism, nothing, nothing at all can appease Mindanao. On August 3 last year, in M’lang, North Cotabato, Duterte said that more than just talking peace, the next President “should understand the root causes of the conflicts and honor the peace agreements.” In her counter-rebuttal, Poe said she respects Duterte’s bid for federalism and acknowledged the need to discuss if this would really be good for the country as she referred to the Autonomous Region in Muslim Mindanao (ARMM) as “pinakamalapit sa federalism” (closest to federalism). But it is not the ARMM that is closest to federalism; it is actually the proposed Bangsamoro which will replace the ARMM when the BBL is ratified, that is nearest to federalism as its system of government, as agreed upon with the Philippine government, will be parliamentary and there is power and wealth-sharing between the central government and regional government. The ARMM is autonomous in name only but in reality is an administrative body with no fiscal autonomy. “Malayo sa federal” (far from federal form), says former ARMM Executive Secretary Naguib Sinarimbo. “Mas powerful pa sa ARMM ang barangay kay may fiscal autonomy at di kailangang mag beg sa Congress for its budget” (The barangay is more powerful than the ARMM because it has fiscal autonomy and does not need to beg Congress for its budget). The barangay gets an automatic share from the internal revenue allotment while the ARMM has to “beg” Congress for its budget. Poe said the discussions on federalism would be done at the start of the term of the new President “pero sa tingin ko ang kailangan ng ating mga kababayan ay devolution of powers kung saan ang local government ay may prerogative sa pag gasta ng kanilang pondo. Sa ngayon po, dapat ay 40% pero less than 30% or mga 30% lang ang nabibigay sa local government. Mali po yun. Kailangan ay taasan natin ito” (but I think what our countrymen need is devolution of powers where the local government has the prerogative to spend their funds. Now, the local government should have 40% share but receive less than 30% or around 30% only. That is wrong. We have to increase that.” The Bangsamoro issue was the last question asked in the 135-minute debate (48 minutes of that in advertisements). To the dismay of Mindanawons, it was the only Mindanao-specific question out of supposedly five under the label “Mindanao Issues” in Round 3 of the debate’s Mindanao leg held in Cagayan de Oro City. The issues of the Lumads (Indigenous Peoples) in Mindanao were ignored not only in the debate itself but also in the video clips shown by the TV network. The groups pointed out that rushing consultations also effectively evades the issue of the absence of consensus on the safety of GMOs, which pose possible threats of irreversible damage to biodiversity and ecosystems, as well as presenting possible risks to human and animal health. The groups also said that the DA could call on, and give incentives to, local farmers and producers to come forward and supply the local market needs for non-genetically modified corn, soya and other crops. This is to address any possibility of crops shortage, which the DA says it estimates from the temporary ban on imported GM crops. “This is an opportunity to shift from harmful chemicalbased and GM farming to resilient, pesticide-free, ecologically-friendly agriculture,” Lava added. “Government must support scientists and researchers who work for studies and experiments that aim to improve agricultural production that is free from corporate control.” Last December, the Supreme Court affirmed the May 2013 Court of Appeals order for a permanent ban on field trials of the GM eggplant, Bt talong, and the temporary ban on the development of genetically modified organisms (GMOs), by applying the precautionary principle, in the absence of scientific consensus on the safety of GMOs for human and animal health and the environment. The temporary ban is in place only until a new ‘administrative order’ takes effect.
