in the project’s post-construction phase which is “to use it with care and not to contribute to its destruction.” For Dughan Barangay Captain Alex Maceda, the project is a dream come true. “Thank you so much to all the government agencies, most especially to DAR for remembering us,” he said in the dialect.

inclusion and faster adoption to ICT to support our ability to transform society,” said John Rubio, President & CEO of Globe Fintech Innovations Inc. Mondato Summit is expected to deliver indispensable knowledge, practical solutions, stimulating engagement, and invaluable contacts in a quest to help stakeholders navigate the fast growing, but highly fluid and complex, MFC space. The Summit format is designed to encourage interaction and create opportunities for department heads from banks, telcos, retailers, investors, development finance institutions/ donors, policy makers/regulators, innovative start‐ups, media and others, to discuss real problems in the MFC space, and propose actionable, collaborative solutions. “Mondato identified the Philippines as the MFC innovation cradle in Emerging Asia where companies come to pilot services due to the uniquely favorable business and market environment. Globe Telecom has been an invaluable partner in making this Summit a reality and bringing local and regional players to showcase the innovation and experimentation thriving across the country, building the pillars of the next generation of MFC,” said Mr. Judah Levine, CEO of Mondato LLC. As the MFC ecosystem has grown, and is now on the verge of producing “MFC 2.0,” Southeast Asia looks to be the market leader in innovation. The widely varying markets in the region potentially allow for a cross‐pollination of ideas that may be less likely in other mobile money regions, such as Africa. In fact, companies in the region are taking advantage of the fast growing use of smartphones, social media and m‐commerce to deliver advanced MFC services, such as loans, savings and insurance, and becoming increasingly focused on the introduction of even more complex, multi‐layered MFC value propositions. The Philippines, for instance, has already seen diverse use cases ranging from the fundamental P2P domestic remittance option, to savings and loans products that leverage social media, to large‐scale G2P cash benefit transfers, as well

as convergence propositions. Additionally, international remittances continue to play an important role in the Filipino digital payments ecosystem. It is this variety and spirit of entrepreneurship that makes the Philippines a good testing ground for a country on the road to MFC 2.0. Mondato is a leading management consultancy specializing in strategic, commercial and operational support for the wider MFC industry. Mondato provides high-impact, hands‐on support for clients across the ecosystem, including service providers such as telcos, technology firms, banks, retailers and investors.

Resources in Davao Region for the successful declaration of the closed season meant to conserve and protect small pelagic fishes during spawning period in June to August. “We have great laws, but not implemented. But in Davao, they are trying to enforce, to help conserve our resources and drawing in our stakeholders,” Ramos stated during Friday’s Kapihan sa Isla at SM Lanang. “For many Filipinos, sardines seem like an inexhaustible gift from the sea. Yet, the supply has declined in recent decades, prompting fisheries officials to impose a closed season during the spawning period in the past three years,” Ramos said. BFAR-XI Regional Director Fatma Idris noted a 34 percent increase in the length of fishes being caught from the gulf a year after the 2014 implementation. She said there has also been an increase in terms of volume in the fish catch and 10% reduction of catch of juvenile fishes. Most of the fish catch include bullet tuna or pirit in the local term, big-eyed scad or matambaka and yellowfin found from the East Coast of the region known to be a tuna highway. “Mas maganda ang huli ng mga isda ngayong taon. Humaba ang length at mas maraming matured fish ang nahuhuli, kasi maraming compliant sa closed season,” (This year there is better catch, bigger and more matured fishes are being caught because many are compliant with the closed season.) Idris stated. This was verified by Conchita Masin, head of the Agraryong Reporma Samahang Kababaihan sa Governor Generoso, who attested that there was high production of fishes a year after the ban of commercial fishing was enforced. worse if the coercive machinery of the State such as the courts or any other quasi-judicial body is summoned to aid the candidate who does not stand a chance of winning in the polls simply because that candidate is the anointed candidate of the sitting president. The use of such underhanded tactic makes one’s political ambition no longer a noble desire to serve the people but an obsession. We know that one will do anything and everything just to achieve an obsession. In all likelihood, all those charges hurled against Poe is meant to satisfy the obsession of one thus making such political ambition dangerous. Such obsession should never be allowed to flourish for its logical end result will not be good for the country if it is allowed to come into fruition. Who should prevent such obsession from coming into fruition? It is the thinking silent majority who has the power and the will to write finis to such obsession. And clearly the surveys tell us that the silent majority is not buying all these foul theatrics resorted to by the losing obsessed aspirant since Poe continues to lead in the polls among presidential aspirants. The obsessed to win the presidency next year should rethink his camp’s strategy for clearly this strategy of eliminating a foe not through the ballots is not working in his favor. Only the fool will insist on a strategy that is only backfiring against him. (React at jelbacon@yahoo.com or at jelbaconii@ gmail.com. Read me also at www.raconteurme.blogspot. com)

“The attack on Mayor Otaza is a clear and undeniable proof of the NPA’s human rights atrocities in Lumad communities. This is also a solid proof of the NPA’s continuing campaign to take control of our Lumads and anyone who gets in their way is killed in the process.” Lactao said. Lactao also urged the human rights organizations, like the “Karapatan,” to join in the cry for justice for the killing of Otaza and his son and denounced the NPA’s human rights viola-

Indonesia’s wildfire ‘smog’ reaches CDO By CRIS DIAZ Executive Editor

CAGAYAN de Oro City-The wildfire smog of Indonesia has reached the Southern Philippines Island of Mindanao creating an atmospheric haze that alarmed residents here and airline officials in Misamis Oriental. Jose Bodiongan, the airport manager of the Laguinidingan airport in Misamis Oriental, said on Tuesday that an advised to conduct visual landing was issued Monday after the thick haze almost rendered a “zero visibility” situation. However, Bodiongan said, “everything returned to normal and the flight schedules remained unhampered.” Luz Mercado, a weather specialist at the Philippine tions against the Lumad communities. He said that the military will intensify operations to go after the perpetrators of this cowardly attack and at the same time ensure that the Lumad tribesmen loyal to Otaza would not conduct revenge killings as the attack could trigger a new wave of violence among Lumad factions in Agusan Del Sur. Lactao said that the military, the police, and local government unit in Loreto are now working hard to de-escalate the situation. Otaza, an NPA rebel returnee who was elected as Municipal Mayor of Loreto, Agusan del Sur, became active in the campaign for peace and development in the municipal town of Loreto. A member of the Provincial Tribal Council in Agusan Del Sur, Otaza was responsible in the surrender of 246 NPA leaders and members, the majority of them tribesmen, in Loreto.

Atmospheric, Geophysical, Astronomical Services Administration (PAGASA), said that the haze is caused by the smog of Indonesia’s wildfire. She said that the southwesterly winds drove the smog toward Mindanao, where the haze became visible in most part of Mindanao particularly in North and Northeastern Mindanao regions. Floriquita Gayo Dela Pena Dulfo, a high school principal in Bislig, Surigao Del Sur, reported on Monday that the smog became visible in the province, which caused concern among students there. Mercado said that the smog and the haze could dissipate when rainfalls occur because the smog comprises small particles

that could be dissolved by rains. The smog-belching fires became a perennial problem during the dry season in Indonesia. It is caused by using the illegal slash-andburn methods to make way for the palm oil and pulp and paper plantations in Sumatra and part of Borneo. Astronauts and scientist manning the International Space Station (ISS) could even see the visible traces of the smoke and smog created by these slash-and-burn methods in space. The blazes have intensified in the past months, sending smog over Sumatra and Borneo that has left tens of thousands ill, forced people to wear face masks and prompted the cancellation of flights and school closures.
