Mnre Issue Framework For Competitive Bidding In Procurement Of Electricity From Grid-Connected Wind Solar Hybrid Projects

MNRE has introduced comprehensive guidelines under Section 63 of the Electricity Act, 2003 These guidelines pertain to the long-term procurement of electricity through a competitive bidding process for Wind-Solar Hybrid Power Projects The provisions aim to streamline the process and establish a framework for the procurement of clean energy, ensuring a sustainable and diverse energy mix. Under the newly issued guidelines, the procurement process is intended for Wind-Solar Hybrid Power Projects with a bid capacity of 10 MW and above for projects connected to the intra-state transmission system For projects connected to the inter-state transmission system, the bid capacity requirement is set at 50 MW and above A crucial condition outlined in the guidelines is that the rated power capacit f , either wind or

solar, must account for at least 33% of the total contracted capacity The solar and wind components of a hybrid project can be situated at the same location or different locations, allowing for optimal utilization of available resources

Odisha’s New Draft Regulations Pave Way For Green Energy Access

The Odisha Electricity Regulatory Commission (OERC) has unveiled the draft Green Energy Open Access Regulations, 2023, ushering in new opportunities for consumers in the state’s energy landscape The regulations offer a comprehensive framework for consumers with contracted or sanctioned loads of 100 kW and above, enabling them to procure power through green energy open access. Notably, captive consumers seeking power via green energy open access will be exempt from any load restrictions The draft regulations closely align with those issued by the Ministry of Power in June 2022, reinforcing the national drive towards renewable energy integration

Government Of India Approves National Green Hydrogen Mission And Standards

The Government of India has given its official nod to the National Green Hydrogen Mission, a significant step towards sustainable energy production. The mission is centered around the production and utilization of “Green Hydrogen,” which is hydrogen generated through renewable energy sources These sources encompass methods like electrolysis and biomass conversion, with the added criterion that electricity stored in energy systems from renewable sources will also be included For hydrogen produced via electrolysis, specific emissions standards have been set. The emissions from processes such as water treatment, electrolysis, gas purification, and hydrogen compression should not exceed 2 kilograms of carbon dioxide equivalent per kilogram of hydrogen (kg CO2 eq/kg H2) over twelve months

Uttarakhand Electricity Regulatory Commission Extends ₹4 64/Kwh Tariff For Small Solar Projects In MSSY Program Until 2026

Uttarakhand Electricity Regulatory Commission (UERC) has prolonged the prevailing generic tariff of ₹4 64/kWh for the fiscal year 2023-24 This extension applies to solar power projects designated under the Mukhyamantri Saur Swarojgar Yojna (MSSY) Program, spanning three years until March 31, 2026 The Uttarakhand Renewable Energy Development Agency (UREDA), the agency tasked with implementing the MSSY program, had petitioned the UERC for a gross generic tariff of either ₹4 49/kWh or higher The proposal sought to encompass 246 5 MW of solar projects for FY 2023-24, catering to various capacities of 20/25/50/100/200 kW.

KERC Issues Vital Directive On Wheeling Charges And Banking For Renewable Power Projects

The Karnataka Electricity Regulatory Commission (KERC) has taken a momentous step by issuing a noteworthy directive concerning wheeling charges and banking facilities for renewable power projects This strategic move is in alignment with the KERC (Terms and Conditions for Open Access) Regulations of 2004, a comprehensive framework that encompasses vital components such as transmission charges, wheeling charges, and cross-subsidy surcharge. The scope of this directive is of paramount importance It applies to applications received for wheeling and banking activities from April 1, 2018, up to the date of applicability of the Grid Electricity Open Access (GEOA) Regulations Specifically, it covers applications submitted before the nodal agency on or before January 13, 2023, for Short-Term Open Access (STOA), and before January 2, 2023, for LongTerm Open Access (LTOA) Regarding the determination of transmission and wheeling charges for forthcoming Wheeling and Banking Arrangements (WBAs) the outcome of a pending case holds su ance.

CERC Directs Timely Power Allocation And Sales Amidst High Demand Period

The Central Electricity Regulatory Commission (CERC) has issued a directive under special circumstances to ensure optimal power supply Grid India, in a recent communication, highlighted a significant surge in power demand and reported load shedding of approximately 6-7 GW on August 11, 2023. Interestingly, despite having a surplus generation capacity of 3 GW under reserve shutdown, this available power was not made available for sale in the market during the load shedding. CERC directed State Load Dispatch Centers (SLDCs) to promptly advise drawl schedules to the respective Regional Load Dispatch Centers (RLDCs) by 10 AM on the day before the power is needed. This change aims to expedite the process and make unrequisitioned power available for sale in the day-ahead market

MERC Proposes Draft Regulations For Green Energy Open Access In Maharashtra

The Maharashtra Electricity Regulatory Commission (MERC) has unveiled its draft regulations for Green Energy Open Access (GEOA) in the state of Maharashtra This move aims to align the existing MERC (Distribution Open Access) Regulations of 2016 with the GEOA Rules, which were recently notified by the Ministry of Power in June 2022 Consumers with a Contract Demand or Sanctioned Load of 100 kW or more are eligible for GEOA Furthermore, entities with multiple connections totaling 100 kW or more within the same electricity division of a Distribution Licensee can also benefit from GEOA Captive consumers utilizing GEOA for power supply will face no limit on power consumption. Additionally, open-access consumers procuring power from renewable energy generators will not be restricted by capacity limits up to their Contract Demand or Sanctioned Load.

GERC Approves Competitive Tariffs For 600 MW Solar Power Procurement At Khavda Solar Park With 600 MW Greenshoe Option

In a significant development for Gujarat’s renewable energy sector, the Gujarat Electricity Regulatory Commission (GERC) has given the green light to tariffs determined through competitive bidding for the procurement of 600 MW of solar power from grid-connected projects at the Khavda Solar Park Additionally, the GERC has granted a greenshoe option for an additional 600 MW of power As per the Commission’s approval, the tariffs for the 600 MW capacity are fixed at ₹2 73/kWh for 200 MW from NHPC, ₹2 88/kWh for 200 MW from SJVN Green Energy (a wholly-owned subsidiary of SJVN), and ₹2.89/kWh for 200 MW from NTPC Renewable Energy. Furthermore, in response to a petition filed by Gujarat Urja Vikas Nigam (GUVNL), the regulator has also sanctioned a tariff of ₹2 73/kWh for procuring the 600 MW under the greenshoe option from the Gujarat Industries Power Company (GIPCL)

In a move to streamline the implementation of the Approved Models and Manufacturers of Solar Photovoltaic Modules (ALMM) Order, 2019, the Ministry has issued a series of updates and reforms The Ministry’s recent Office Memorandum brings significant changes to the enlistment

criteria for solar PV module manufacturers and models, with a focus on compliance with BIS standards and module efficiency. The minimum module efficiency required for enlistment varies based on the application/use category For Utility/Grid-Scale Power Plants (Category I), the minimum module efficiency is set at 20.0%. Rooftop and Solar Pumping (Category II) require a minimum module efficiency of 19 5% while Floating (Category III) demands 19.0%.

The Ministry of Power has introduced key guidelines to propel the growth of solar PV power projects in India. The guidelines apply to all upcoming solar projects, with or without energy storage, marking a significant inclusion as the earlier guidelines lacked provisions related to energy storage. The Power Purchase Agreement (PPA) period has been revised to 20 years from the scheduled commissioning date, with a

possibility of extension up to 25 years under exceptional circumstances beyond the generator’s control; this is a reduction from the previous PPA period of 25 years In terms of the bid structure, bidders will now be allocated the power capacity they offer only if their tariff bids fall within 2-5% of the lowest bidder’s tariff. Additionally, a single bidder can be allocated a maximum of 50% of the total capacity specified in the Request for Selection (RfS), a restriction that did not exist in the earlier guidelines

Earlier nine companies agreed on standardizing the dimensions of rectangular silicon wafer modules, based on Trina Solar’s 210R modules, which pushes the industry one step further toward universal adoption of 210mm technology and its modules

Trina Solar’s products featuring "golden size" include small, medium and large-format modules, covering the entire power range of 400W-500W-600W+ The optimization of formats has delivered improvements in efficiency and value in a broad range of settings, including large power plants and for commercial, industrial and residential use

How would you characterize the current state of the debt financing market for the solar industry in India? Are there any notable trends or shifts that you've observed in recent years?

India has made substantial progress towards achieving its target of net-zero emissions by 2070. Over the last 6 years we have added 68 GW of renewable capacity (largely led by solar) involving a debt financing of over $30bn This growth is attributed to improving tariff competitiveness of renewable projects, presence of strong central intermediaries viz SECI, NTPC etc, consistent government policy support and a concerted push towards sustainable power generation

Initially around 2017-18, following the challenges posed by non-performing assets (NPAs) arising from large thermal power projects, public sector banks restricted their exposure to the power sector This limitation severely constrained the availability of debt capital for the industry. Consequently, debt financing was primarily facilitated by private NonBanking Financing Companies (NBFCs), private banks, and infrastructure debt funds. Domestically, financing is now accessible through state-owned NBFCs, development banks, and financing institutions such as PFC, REC, IREDA, NIIF etc, in addition to lending from PSU Banks that have renewed their interest in the sector A growing proportion of debt is also sourced from the capital markets, including green bonds.

As an emerging trend we see various developers financing their underconstruction projects through domestic borrowing, which is later refinanced through international debt, typically through b d E t nal Commercial Borrowi he project

becomes operational. While this mode of financing may not save much on interest cost for the developers on ‘all-in’ basis, it certainly helps them by releasing their limits with domestic lending institutions for financing the next growth phase Furthermore, in terms of refinancing, whether through international bonds or domestic institutions, we observe an increase in lending through the 'Obligor-Coobligor' or Restricted Group route This involves pooling surplus cash flows from various operational projects after servicing debt Apart from the benefit of cash pooling, such structures offer diversification advantages in terms of technology, geography, and off-takers. They provide more stable cash flows and are consequently competitively priced by lenders/investor

In terms of loan tenure for utility projects, we see lenders extending project loans of elongated maturities of 16-18 years, compared to previous 12-14 years, and in select cases loan tenures of 20 years are now being considered This shift underscores lenders' confidence in the technology and predictability of cash flows from renewable projects

Risk management is essential in any financing arrangement. What are some of the key risks that CARE Ratings assess when considering debt financing for solar ventures in India.

Assessing credit risk in a solar project closely parallels the evaluation of risks in any power project. Key risks in power projects can be categorized into pre-construction and postconstruction risks Those risks which apply to both under-construction and operational projects encompass an evaluation of the strength of the Power Purchase Agreement (PPA), the quality of the off-taker, tariff competitiveness, regulatory risks, the quality of management, and the promoter’s resourcefulness in supporting the project

During the pre-construction stage, additional parameters are analysed, including land acquisition and permitting risks, an assessment of module/Wind Turbine Generator (WTG) suppliers, the quality of Engineering, Procurement, and Construction (EPC) contractors, and an analysis of contractual risks. Furthermore, securing finances, both debt and equity is an integral part of this stage

Once the project becomes operational, additional parameters come into play These include evaluating the quality of the operations & maintenance (O&M) contractor, assessing the operational performance of the project, receivables analysis, and conducting financial risk analysis including leverage and debt coverage indicators. Financial risk assessment also involves analysis of interest rate, foreign exchange and refinancing risks

Currency fluctuations and interest rate volatility can affect financing costs. How do CARE Ratings incorporate these macroeconomic factors into its assessment of the rating of solar projects in India?

Considering the absence of any fuel requirement to generate power, one of the most significant cost components for any renewable project, aside from O&M expenses, is the interest cost Interest expenses may also encompass foreign exchange-related charges, depending on the proportion of foreign currency debt within the overall borrowing structure Typically, for a solar project financed at a ratio of 3:1, interest expenses constitute approximately 50% of total revenues during the initial period.

In our assessment, we subject the debt service coverage ratio to various scenarios involving interest rates and forex rates This sensitivity or stress analysis provides insights into the relative strength or buffer available to the rated entity to withstand volatility in these macroeconomic indicators

Regulation covers all activities of Public or Private behaviour that may be detrimental to societal or governmental interest but its scope varies across countries It can be operationally defined as “taxes and subsidies of all sorts as well as explicit legislative and administrative controls over rates, entry and other facets of economic activity”. The rules laid down by regulation are supported by penalties or incentives designed to ensure compliance

The process of domestic reform and external liberalisation is still ongoing However, the producer profile in various sectors has undergone a significant change with private firm co-existing with government firms in many sectors which were previously government monopolies

Regulation in India can be mapped under three broad categories; Economic Regulation, regulation in public interest and environmental regulation

There is little doubt that the power sector has come long way in the last two decades. The power sector has opened doors to private participation, increasing competition and transparency in the process and greater certainties in the policy level interventions today. Record capacities are added each year in electricity generation, the transmission system is more robust and tariff petitions and revisions have become more regular, AT&C (Aggregate Technical and Commercial) losses have come down and rural electrification levels have improved significantly. Yet, two persistent problems over the past two decades have undermined the sector’s true potential One, DISCOMs continue to be in a bad shape and are unable to procure the power on offer and two, tariff are still not viable. This along with finding efficient ways of energy storage, finding clean coal technologies to drastically reduce CO2 emissions and improving electricity and data safety in this age of rampant hacking is where the challenges lie and the growth of the sector will depend on how fast they can mitigate those challenges and move ahead

The Government has taken several steps to promote renewable energy in the country These include;

Permitting Foreign Direct Investment (FDI) up to 100 percent under the automatic route

Waiver of Inter State Transmission System (ISTS) charges for inter-state sale of solar and wind power for projects to be commissioned by 30th June 2025

Declaration of trajectory for Renewable Purchase Obligation (RPO) up to the year 2022

Setting up of Ultra Mega Renewable Energy Parks to provide land and transmission to RE developers on a plug and play basis

The National Electricity Plan (Volume I) on Generation Planning has been prepared by CEA National Electricity Plan Volume II (Transmission) is being prepared, incorporating the review of Planning for the ongoing plan period 2022-27 and Perspective plan for 2027-32 keeping in view various factors, such as interregional transmission links, reactive compensation, cross border exchange of power etc

An important aspect of regulatory independence is financial independence Dependence on uncertain budgetary allocations reduces the independence of regulatory bodies. In India, ERCs, with few exceptions, depend upon state exchequers although the Electricity Act 2003 empowers them to generate revenue through license fees etc The lack of financial independence also leads to problems relating to quality and capacity of personnel

Policy guidelines require regulatory bodies to adopt transparent and participatory decision making processes. However, on the brighter side, ERCs have been successful in ensuring fast redressal and this in turn has led to an improvement in the quality of service. To sum up, political issues have played a very important role in the regulation of this sector, by and large, political interests have been able to regulate the regulators However, ERCs have been able to augment transparency and accountability to some extent.

Drawback Conclusion

Regulatory reforms in India have been initiated as these have become essential in the light of changing macroeconomic policies. At the level of the central government, the progress is quite satisfactory but state government need to supplement it by taking similar initiatives At the sector level, many sectors remain unexplored from a regulatory point of view. Role of round-the-clo based renewable ener achieving energy tran

India has set an ambitious target of meeting 50% of its energy requirement through renewable energy (RE) sources by 2030 and increasing the non-fossil power capacity to 500 GW by 2030, with the goal of moving towards net zero emissions by 2070 This is reflected in the strong policy support for the sector from the Government. This apart, the largely untapped potential for solar & wind projects in India, their superior tariff competitiveness, and sustainability focus by the large industrial and commercial customers are the key factors driving the growth for renewables. These factors have, in turn, enabled a significant increase in the RE capacity in the country over the past decade, with the capacity going up by 4X over the past nine years, standing at 130 GW as of June 2023 and 176 GW, including large hydro. RE plus hydro accounts for 42% of the overall installed capacity In terms of the generation mix, the share of RE plus large hydro increased to 23% in FY2023 from 16% in FY2016.

Looking ahead, the rise in the RE capacity over the next seven years is estimated to increase the share of RE plus large hydro in the all-India electricity generation from 23% in FY2023 to 40% in FY2030 as per ICRA’s estimates Moreover, the National Electricity Plan (NEP) approved by the Government of India (GoI) expects the share of RE plus large hydro to increase to 44% by FY2032. The optimal generation mix report by the Central Electricity Authority (CEA) estimates the RE plus large hydro share at 41% by 2030 Given the intermittent nature of wind and

solar power generation, achieving such a high level of RE share in the generation mix requires the use of storage capacities One such mechanism is to make use of hybrid RE projects (wind plus solar) complemented with storage systems to provide round-theclock (RTC) supply to the grid The requirement of RTC supply by RE projects can be met by oversizing the wind & solar capacity in relation to the contracted capacity, along with a component of storage.

In June 2023, the Ministry of Power issued the guidelines for tariff-based competitive bidding for the procurement of firm and dispatchable power from the RE projects with energy storage systems There have been three RTC tenders so far aggregating 1 6 GW by the SECI and the Indian Railways The tariffs discovered in the RTC tenders so far remain highly competitive against the conventional sources. The tendering activity is expected to pick up for RTC projects following the notification of the bidding guidelines, the competitive tariffs discovered so far, and the benefit of assured supply to the customers The SECI has recently come out with three RTC tenders aggregating to 2 8 GW. Further, large agreements for RTC supply are being tied up in the C&I market

The returns for the developers under the RTC bids remain linked with the cost of storage components, apart from the capital cost associated with the wind and solar components.
