NATION & WORLD BRIEFS Police cases converge to stir national debate NEW YORK – From the White House to the streets of some of America’s biggest cities, the New York chokehold case converged with the Ferguson shooting and investigations out of South Carolina and Cleveland to stir a national conversation Thursday about racial justice and police use of force. A day after a grand jury cleared a white New York City officer in the death of a black man, civil rights leaders pinned their hopes on a promised federal investigation. Demonstrators protested for a second night in New York, carrying replicas of coffins across the Brooklyn Bridge, and turned out in such cities as Denver, Chicago and Minneapolis. And politicians and others talked about the need for better police training, body cameras and changes in the grand jury

process to restore faith in the legal system. “A whole generation of officers will be trained in a new way,” New York Mayor Bill de Blasio vowed as he and his police commissioner outlined previously announced plans to teach officers how to communicate better with people on the street.

House OKs campaign against ISIS extremists WASHINGTON – The Republican-controlled House approved a $585 billion defense policy bill that grants President Barack Obama the authority to expand the U.S. military campaign against Islamic militants in Iraq and Syria despite misgivings after more than a decade of war. The vote Thursday was 300119, a reflection of the popularity of the sweeping, bipartisan measure that authorizes funds for American troops as well

as ships, planes and other war-fighting equipment. The bill was supported by both of McHenry County’s representatives, Randy Hultgren, R-Winfield, and Peter Roskam, R-Wheaton. The measure heads to the Senate where passage is expected next week, although some GOP senators are angry over the bill’s unrelated provisions to expand wilderness areas.

al-Abadi has given assurances that U.S. troops will receive immunity from prosecution. Under Iraq’s former Prime Minister Nouri al-Maliki, that issue was a major sticking point, ultimately leading to the decision to withdraw all remaining U.S. troops in late 2011.

stability created by Chechnya’s Kremlin-backed strongman after two separatist conflicts. The new violence raised fears of more attacks in Chechnya and widening unrest in the rest of Russia’s volatile North Caucasus region.

CLEVELAND – A U.S. Justice Department report released Thursday spared no one in the Cleveland police chain of command amid findings of excessive use of force and civil rights violations. It was the second time in recent years the Justice Department has taken the Cleveland police to task over the use of force. But unlike in 2004, when the agency left it up to local police to clean up their act, federal authorities will intervene this time by way of a consent decree.

SANAA, Yemen – Al-Qaida’s branch in Yemen threatened an American hostage who was the target of a rescue attempt by U.S. special forces last month, warning Washington in a video released Thursday not to try again, and giving it three days to meet unspecified demands. “My life is in danger,” Luke Somers says in the footage, which appeared to mimic hostage videos from al-Qaida’s rival, the Islamic State group. It was the first word from the 33-year-old photojournalist

GROZNY, Russia – Police waged hours-long gunbattles Interview: U.S. troops with Islamic militants who have immunity in Iraq attacked Chechnya’s capital BAGHDAD – Washington has Thursday, leaving at least 20 an agreement with Baghdad on people dead and underscoring privileges and immunities for the Russia’s vulnerability just as growing number of troops based President Vladimir Putin used in Iraq who are helping in the patriotic and religious imagfight against the Islamic State ery in his state-of-the-nation group, the new U.S. ambassador address to defend his standoff said Thursday. with the West.
