Greetings from the Mayor
T
he Village of Rockville Centre has been cited as one of the most desirable places in America to live, work, and play. Both Newsday and The New York Times profiled our Village as a model for growth and delivery of services to every segment of our population. I am humbled and proud of this recognition and remain committed to serving each Francis X. Murray and every resident, as well as merchant during my tenure as Mayor. I am very proud of our Village. Rockville Centre is a highly desirable community in part because we are self-sustainable, with our own power supply, police force, fire protection, and competent Department of Public Works. We have a lot to offer besides our first-rate Village services including our excellent schools, beautifully updated parks and ball fields, our booming Recreation Center and Sandel Senior Center for youth and seniors, our thriving downtown business district, and overall quality of life is second to none. However, there is always room to improve. We continue to make great strides on upgrades throughout the Village. We continue to improve our infrastructure, redo-
ing roadways and tree plantings, continuously updating our parks and ballfields. We have left no stone unturned when it comes to receiving grants for new initiatives to hold down the Village property taxes. In the last four years alone, we have secured over $10 million in federal, state and local grants and gifts to make improvements in our Village. Our downtown business district is key to our Village’s future as it represents a significant portion of our tax base and their prosperity protects resident’s property values. It is the most visible indicator of community pride as well as the economic health of our Village. Rockville Centre enjoys a thriving downtown with a staggering 98 percent occupancy rate. New businesses are coming in every week that provide jobs for our residents. We pride ourselves on being available to you. We are committed to communicate with you and to respond to you because we believe that a responsive and responsible Village government is an important reason why Rockville Centre continues to be such a desirable community in which to live. Local veterans performed a 21-gun salute on Memorial Day in honor of soldiers from Rockville Centre who perished while fighting in our nation’s wars.
T
he history of Rockville Centre began on the banks of Mill River in the 1700s, where the first settlers in the area built their homes and their mills. In 1776, a fight broke out between a group of hidden Tories and rebels in a swamp near Anthony DeMott’s mill. It was in this fight that the first blood was spilled on Long Island during the American Revolution. In the 1800s, Mordecai Rock Smith had taken over operation of the mill and pond that DeMott had owned. He renamed them Smith Mill and Smith Pond. Smith became a Reverend at the local Sand Hole Methodist Church and a pillar of the community. In 1848, Robert Pettit opened a general store in his home on Merrick Road. He applied to the federal government for permission to open a post office. Pettit wanted to honor Smith by naming the town after him, but the names Smithville, Smithburg, Smithfield and Smithtown were already in use. Even Rockville was taken, until Pettit added Centre to the name, creating the community of Rockville Centre. The hamlet of Rockville Centre continued to grow. On July 15, 1893, a vote was held to determine whether Rockville Centre should incorporate and become a village. The motion passed, 139 to 79. On Aug. 19 of that year, the first village elections were held. Today, Rockville Centre is an even more vibrant community. According to the 2010 Census, the village has a population of 24,023, more than half of whom are women. There are 6,221 family households in the village with an average family size of 3.24. The Village of Rockville Centre provides its own power and water, giving residents these utilities for much lower rates than neighbors in surrounding areas. The John A. Anderson Recreation Center also hosts programs for children throughout the year. There’s also the Rockville Links Club, a private country club, providing residents with a nearby golf course and pool for members. The majority of students living in Rockville Centre attend the Rockville Penny Frondelli/Herald Centre School District. Village of Rockville Centre As an incorporated village, the government of Rockville Centre handles many of the responsibilities usually left to the county and state in other areas. The village, which employs about 223 people, operates a police department and a court system, maintains its own electric, water, public works, sanitation, building and parks and recreation departments and has community development and senior services agencies. It contracts with a volunteer department for fire protection. The mayor of Rockville Centre is Francis X. Murray, who was elected in 2015 to a second four-year term. Deputy Mayor Nancy Howard was also reelected to a four-year trustee term in 2015, as was Trustee Michael Sepe. Ed Oppenheimer and Emilio Grillo were elected to their four-year terms in June 2013. T
he Rockville Centre Fire Department has more than 330 members and is the largest of its kind in New York state. The members are all volunteers, local residents who join one of seven separate fire companies located in the department’s five firehouses. The department is led by Chief John Thorpe III, First Assistant Chief Robert Seaman, and Second Assistant Chief Brian Cook. The members of the department meet several times weekly to train, drill, and to ready their apparatus and equipment for alarms. Training is held on both the company and department levels, and is coordinated by the department’s Board of Instruction. Over 500 manpower hours are expended by these volunteers each week in preparation and readiness alone. The Bureau of Fire Prevention works year-round conducting inspections of commercial establishments throughout the Village to ensure compliance with village, county and state fire codes. The bureau also provides speakers and presentations for numerous groups including elementary and middle school students and senior citizens. The Fire Police Squad, comprised of members from all seven fire companies who volunteer for this extra assignment, assists the Rockville Centre Police Department by directing traffic at auto accidents and fire alarms, thus freeing officers to perform other law enforcement func-
tions. The Fire Police also assist with crowd control and traffic direction at large village functions such as the annual fireworks display and 10k, 5k and Family Fun run. The department operates 22 pieces of equipment including three chief’s cars, an aerial ladder truck, a tower ladder truck, five engines, an antique engine, a heavy rescue truck, two ambulances, an EMS first response vehicle,
a fire-police response vehicle, a fire inspection vehicle, a utility truck, a passenger van, an inflatable rescue boat and two EMS mountain bikes for use at crowded village functions and events. he mission of the Rockville Centre Police Department is to provide quality law enforcement service to our village. This is a role we take very seriously. I am happy to report that the state of your village police department is outstanding. As we enter the third calendar quarter of 2015, criminal activity remains at historic lows. I repeatedly receive praise Charles Gennario from residents and visitors to the village on the professionalism and helpfulness of our officers who provide safety, service and security; while maintaining order in the community. The police department is a full-service department accredited by the New York State Division of Criminal Justice Services; the only police agency in Nassau County with this distinction. The department is highly trained and possesses the latest in law enforcement technology. Each year our members receive training in firearms, legal updates, first aid, counter-terrorism and active shooter training, in addition to many other topics. Officers attend training conferences dealing with the latest in modern police practices and technological advancements. Despite numerous strains on our village budget, the Village Board has permitted us to maintain high training standards, and has left the training line in-tact. This has greatly benefitted our community.
Our department takes driving while intoxicated offenses seriously, and our officers make many DWI arrests. This has made our community safer, as evidenced by the fact that we have had no fatal or serious auto accidents this year. With a vibrant downtown district, this is quite an accomplishment. A new youth officer brings a fresh dimension to the department’s youth program. The police department offers programs in bus, bicycle and internet safety for youngsters; burglary prevention, security surveys and a Neighborhood Watch program for homeowners; as well as travel and specialized crime prevention programs for seniors. One of the challenges the department has experienced in the past few years is the turnover of personnel. One third of the department will have changed in that period. This is unprecedented and challenging since a long training process is required for new officers. The caliber of our new police officers is outstanding — the best I have observed in my three decades here. Rockville Centre seems to attract the best. Last year, the Board of Trustees approved the expansion of our department thru the hiring of two additional police officers who will begin patrolling our streets this month. These additions will make our streets even safer. As always, never hesitate to call us; that is what we are here for. If you are unsure whether you should call us or not; you should. Let us determine if the call is warranted. I am extremely proud of the men and women of this department — both sworn and civilian alike — and consider myself fortunate to lead this organization. POLICE DEPARTMENT The Rockville Centre Police Department has authorization for 52 sworn officers and a support staff of 42 civilians, including dispatchers, neighborhood aides and crossing guards. The department is assisted by an 18-member auxiliary force that logs in more than 2,800 hours a year of voluntary service ranging from special events such as the St. Patrick’s parade to Friday and Saturday night youth patrols. Rockville Centre is one of only nine agencies in the region accredited by the New York State Division of Criminal Justice Services, maintaining full compliance with 136 training standards. The department supports a rigorous, professional training program, logging more than 800 hours in areas such as emergency vehicle operations, field sobriety testing, hazardous materials handling, firearms, use of force, active shooter response, narcotics enforcement and gang intelligence. All members are compliant with federal standards of the National Incident Management System, which is required by the Office of Domestic Preparedness in the Department of Homeland Security. s we embark on the start of a new school year, there have been many changes district-wide to our buildings. In 2013 the Rockville Centre community authorized a $45.9 million bond for facility improvements which included building additions at South Side High School and Watson School, a new turf field and track at South Side High School, classroom Dr. William Johnson air-conditioning throughout the District, air-conditioning in the main assembly spaces of the elementary schools, roofing repairs and replacements and upgrades to the music rooms and auditorium in the Middle School. This September we start the new school year with one phase of the planned additions at South Side High School ready for students. The existing High School Library was converted into five additional classrooms and the Library will move to a temporary location before its permanent home in the south addition is complete in September 2016. The construction at Watson Elementary School included three new classrooms, one small instructional space, a new playground and additional parking. These additional classrooms were in response to increased enrollment and also provide a room for art and music instruction instead of having these subjects taught by having teachers push into the grade level classrooms. olloy College, an independent Catholic college based in Rockville Centre, was founded in 1955. The College serves a student population of approximately 4,500 undergraduate and graduate students. isit the John A. Anderson Recreation Center on Oceanside Road any time of the day, seven days a week, and you’ll find a flurry of activity for babies, children, teens, adults and senior citizens. The Recreation Department hosts more than 300 athletic, fitness, entertainment, educational and enrichment classes. Activities are tailored to every age group and interest, offered in fall, winter, spring and summer sessions. The Recreation Department Nursery School has been in session for more than 40 years. Morning and afternoon sessions run throughout the year, with the opportunity to extend the Pre-K experience through enrichment classes. Summer programs are offered for pre-school, elementary and middle school students during July and August. The department also conducts sports schools for baseball, basketball, gymnastics, and lacrosse instruction. Competitive sports sponsored by the Recreation Department include summer basketball leagues for youth and adults, softball leagues for men and women (Spring, Summer and Fall). The Recreation Center is the home base for the L.I. Independent Gymnastics League and the United, Ultimate, Rising Stars and Club gymnastics teams. Special events that have attracted over 25,000 participants a year include the Village Fireworks celebration (July), Kids Fest (September), Halloween Ragamuffin Parade and Party (October),

Every spring, the John A. Anderson Recreation Center hosts a very popular egg hunt for village children. through Saturday, 9 a.m. to 7 p.m., the MLK Community Center serves as a vibrant neighborhood gathering place that strives to provide residents of Rockville Centre with the tools and knowledge to support their dreams. The MLK Center has established innovative programming to meet the ever-evolving needs of those within the community. Many of the programs offered provide children with a safe environment where they can learn and grow. Some of these programs include: Youth Employment Training for ages 14 to 17 to provide youth with work experience and necessary skills to apply for jobs successfully; Next Generation, a youth outreach program geared towards boosting morality and social values amongst children in the community; Peer Mentoring for youth ages 11-17 to provide them with adult mentors to assist with educational, recreation and social issues; and a Homework/Tutoring Program aimed to offer assistance to children to do homework in a group setting and receive extra help in a variety of subjects. The MLK Community Center is not only available for children. Adults are welcomed to participate in one of the many programs geared towards them including: Open Basketball available for men and women 18 years and over; Senior Arts and Crafts, in cooperation with the Town of Hempstead, seniors have the opportunity to create projects for themselves or others; and the Senior Club that plans activities and events.

The Sandel Senior Center provides many fun activities for its members, including trips in the summer and parties and other celebrations all year round at the center.
T
he Sandel Senior Center provides Rockville Centre’s older adults with a multipurpose facility that promotes vital aging and life satisfaction through programs and activities, volunteer and civic participation and meaningful social engagement. A full schedule of classes, programs and activities are offered including fitness, arts, computer lessons, discussion groups, workshops, special events, parties, guest speakers and trips. Transportation and meals are offered daily. Sandel volunteers provide service to the senior center as well as the Rockville Centre community. Indeed, volunteerism is often called the “heart” of the Sandel Center. Volunteers provide homework help at the library, serve as friendly visitors and callers for homebound seniors, act as ambassadors at Village Hall and serve on committees that organize special events, trips, intergenerational programs and more at the center. A professional Social Work department provides assistance with Medicare, Medicaid, SNAP (food stamps), HEAP (fuel rebate), EPIC and other benefit programs. The department provides information and referrals to families regarding housing, transportation, homecare and the many other complicated issues faced when caring for aging loved ones. In addition, the social work staff link village residents with resources in the larger community. The department continues to help residents lower their drug costs in other ways as well. National studies show that a majority of seniors overpay on average $500 annually for prescription medication because of a lack of information on how to go about evaluating and changing drug plans. Social work consultations save Rockville Centre seniors thousands of dollars annually. The Sandel Center is a role model on national and local levels for other agencies that serve senior citizens. It was recently
reaccredited by the NCOA (National Council on Aging) and NISC (National Institute of Senior Centers) and remains the only senior center on Long Island to achieve this prestigious designation. Nassau County is governed by an elected Legislature. The Legislature is comprised of legislators from 19 districts. It includes an independent budget director who advises the Legislature on spending and revenue matters. The Legislature also enables residents to submit petitions for proposed new laws that legislators are obligated to consider. The 19 county legislators serve two-year terms. The county executive — currently Republican Edward Mangano — serves a four-year term and is the chief administrator. Nassau also has an elected comptroller, currently George Maragos, a district attorney, Madeline Singas, and a county clerk, Maureen O'Connell.
The Town of Hempstead, founded in 1644, is the largest township in the United States, encompassing 142 square miles with a population of approximately 760,000 people. Within the Town there are 34 unincorporated areas and 22 incorporated villages, more than 65 parks and marinas, and 2,500 miles of roads. Under the current system, the Town of Hempstead is overseen by a town supervisor — currently Republican Kate Murray — and a six-member Town Council. The six members of the council are elected from one of six councilmatic districts. The supervisor has a twoyear term, and the council members have a four-year term of office. The supervisor serves as the chief executive officer of town government. She presides over all town board meetings, directing the legislative and administrative functions of that body. The supervisor also oversees the day-to-day operations of a municipal government of 24 major departments, employing just more than 2,100 people. As the chief financial officer of the township, the supervisor is responsible for the creation and the implementation of a town budget. Council members are responsible for adopting the annual budget, amending the town code and the building zone ordinances, adopting all traffic regulations and hearing applications for changes of zone and special exceptions to zoning codes.

The chamber continues to be focused on increasing membership and bringing tangible value to all local businesses and the residents of Rockville Centre, guided by the outstanding leadership of a new president, vice president and Board of Directors. This looks to be a banner year for the chamber. We are happy to report that in the short time since we took office, we have more than 50 new members. As residents of Rockville Centre for more than 75 years combined, we fully understand and support the needs of both the residents and businesses in town.
