Letter from the Chair of the Independent Taxpayer Oversight Committee

Dear Napa Taxpayers and Fellow Community Members:

It has been a pleasure to serve as the chair of the Independent Taxpayer Citizens Oversight Committee since its inception in 2018. I have enjoyed my life as a public servant, including my years as Napa County’s AuditorController. My career has been governed by transparency and financial accountability, and keeping the transparency and accountability going is my role as ITOC chair.

Measure T is a half-cent sales tax that improves local streets, roads, sidewalks, ADA ramps, curbs, and gutters. It is expected to generate about $500 million over 25 years. Napa County, the Town of Yountville, and the Cities of Napa, American Canyon, St. Helena, and Calistoga first received Measure T revenue in January 2019. Measure T was passed by voters in Napa County in 2012; the ballot measure also created an Independent Taxpayer Oversight Committee (ITOC), which is the citizen oversight committee that helps ensure transparency of this local sales tax revenue.

Citizen oversight committees provide the opportunity for citizens to take an active part in their government and its direction. The ITOC is made up of people who want to make sure that the Napa Valley Transportation Authority is on the right course and spending its tax revenue to reflect what was voted on by the taxpayers. We are often looking for more citizens to get involved. Please go to https://nvta.ca.gov/programs/itoc/ to learn about ITOC member opportunities.

As we continue to recover economically from the pandemic, I’d like to remind my fellow Napans when you shop in Napa Valley, Napa Valley benefits. Every time we spend money in Napa County, the tax revenue goes right back to our community. It goes to improving roads and reducing wear on vehicles; to bike lanes so that people can more safely enjoy alternative transportation or outdoor recreation; and to better sidewalks so kids and families can safely walk to school.

Letter from the NVTA Board of Directors Chair

Dear Napa County Residents:

As a Napa native, I grew up with the small-town charm of a quiet but bustling hub for world-class agriculture, great schools, and unmatched outdoor activities. So much of Napa’s small-town vibes are in the seemingly small things like walking or biking to work, kids being able to safely get to school, or exploring the Valley’s hidden (and not-so-hidden) treasures through a safe network of streets and roads. These seemingly small things are anything but small.

In Napa County, Measure T allows us as taxpayers to reinvest in ourselves. Every time we buy groceries, dine out, or shop locally, we are sending tax revenue right back into our community. Every penny generated goes to those seemingly small projects like better roads and safer bike and pedestrian infrastructure.

Measure T projects can cost anywhere from the tens of thousands to millions of dollars. Of course, these projects don’t magically appear overnight, either. Measure T generates jobs within our community. The workers who work on these transportation projects are local. From people to projects, there is no corner of Napa Valley that Measure T doesn’t touch.

Over the past two years since the last Measure T Report, we have repaired over 10 miles of road and over 7,000 feet of sidewalks, and installed or replaced over 28 ADA curb ramps, throughout the County.

I am especially grateful to the Independent Tax Oversight Committee members who provide their expertise in accounting and finance, so that NVTA can remain transparent and on track to deliver these important transportation projects to make life in Napa Valley even better.
