DIMAPUR, JUN 20 (NPN): Union Minister for Skill Development and Entrepreneurship, Rajiv Pratap Rudy who is in Nagaland to be part of the International Yoga Day (IYD) on June 21 said that the BJP-led NDA government has been taking serious steps to address the issues of the North East, especially Nagaland. He said the Central government has made it clear that the North East region would get top most priority, as ministers have been assigned to look into social and economic infrastructure development. Briefing media persons here at Police House, Chumukedima on Tuesday, Rudy said he was assigned to be part of the International Yoga Day programme to be held at Agri Expo, 4th Mile, Dimapur from 8.30 a.m. organized by Skill Development & Entrepreneurship and Ayush. SMSA to lift temporary ban on sale of sand
DIMAPUR, JUN 20 (NPN): Sand Mahaldars and Suppliers Association (SMSA) Manja, Karbi Anglong, on Tuesday said it would lift the temporary ban on the export of river sand to Nagaland with effect from June 25, 2017. In a press release, SMSA publicity secretary, Wilson Tisso, said the decision was taken at a crucial meeting held Tuesday at SMSA headquarters, Manja. The association has, however, requested the customers to pay the rate of sand as agreed upon in order to avoid “unnecessary confusion and misunderstandings” among the mahaldars and truck owners and drivers of Nagaland. Meanwhile, SMSA has expressed regret for the inconveniences caused to the general public.

Speaking during the free distribution ceremony of computer sets to government colleges at his office chamber at the Civil Secretariat, Dr. Liezietsu said Nagaland was ranked No. 5 in IT sector in the country and lauded the IT department for the achievement. 4-lane work cannot be stalled: NTC
DIMAPUR, JUN 20 (NPN): Drawing attention to the reports of four lane project work being stalled after contractors were threatened, the Nagaland Tribes Council (NTC) reiterated that “under any circumstances the ongoing work execution cannot be allowed to be stalled by anybody.” NTC media cell expressed gratitude to the Ministry of Road Transport and Highways for providing fund to the ongoing 4-lane Dimapur-Kohima highway . NTC said for the state of Nagaland, it was the best opportunity to complete the project within the scheduled time. NTC said after completion, the four-lane highway would become one of the best assets of the state. It reminded the state government that unhindered execution of the work, ensuring work quality as per
specifications, completion of the project on time and security to contractors and field workers were the primary duty of the present day government. NTC maintained that as much as the credit for successful completion of the project would go to the government, that much discredit would also go to the government should anything go wrong with the project. In this regard, NTC called upon the state government “not to soft paddle with any element trying to stall the progress of the work.” It also made a clarion call to all the contractors “not to succumb to any pressure from any quarter for demand of money which will have immense ramifications.” NTC further advised those facing any inconvenience on account of threats and interferences, to report
the same to the appropriate authorities, instead of discontinuing the work. NTC also warned contractors not to connive with unwanted and destructive elements with intention to take undue advantage of the people of Nagaland. “We expect them to be transparent and prove their worth,” it added. Meanwhile, NTC appreciated the “sincere concern” shown by ACAUT and said the latter had been “cleaning the dirty linen” every time for the sake of the common man. The council also acknowledged the initiatives taken by Nagaland Governor, P.B. Acharya for taking up the issue with the Union Home Ministry. “If the state Govt. is alive and sensitive enough, this initiative should be a sufficient embarrassment,” NTC stated.
Opposition to field consensus Prez nominee NEW DELHI, JUN 20 (PTI): Opposition parties are likely to field their own consensus candidate against NDA’s nominee Ram Nath Kovind for the July 17 presidential polls, sources in the Left parties said Tuesday. Leaders of the non-NDA parties, including Congress chief Sonia Gandhi, NCP president Sharad Pawar and CPI(M) general secretary Sitaram Yechury, will meet on June 22 to discuss the matter, they added. According to sources, former Lok Sabha speaker Meira Kumar, ex-Union home minister Sushil Kumar Shinde, CPI national secretary D Raja, Bharip Bahujan Mahasangh leader and grandson of Dr BR Ambedkar, Prakash, and retired diplomat Gopal Krishna Gandhi are some of the probable contenders whose names the Opposition parties are considering. Sources in the CPI said Raja’s name has been proposed by “some individuals and not any non-NDA parties”. Left party will discuss the issue within itself before Opposition leaders meet on June 22, the sources added. They also claimed that BJP fielding Kovind has “not hurt” the unity among the 17 opposition parties. “These are very crucial polls and we will have to ensure we protect the Constitution. There will be a
contest,” a source said. Sources reiterated that since BJP has named Kovind, a Dalit leader, the Opposition may also zero in on a candidate from the same community. They alleged BJP made the “unilateral” decision probably to remake its image in the wake of alleged attacks on the Dalits in recent past. They also said the party picked a candidate from politically crucial state keeping in mind the next general election. Kovind hails from Kanpur Dehat in Uttar Pradesh. The sources said the BJP’s decision to nominate the 71- year-old without consulting the Opposition has not “surprised” them. They, however, said the Opposition should have declared their consensus candidate before BJP announced NDA nominee. Asked if there was a division among the opposition parties, particularly after Mayawati said BSP was “positive” about Kovind’s nomination, the sources said, the unity is not hurt. The sources also said that before the ruling party announced Kovind’s name, the opposition parties had thought of fielding a tribal candidate after reports that the NDA would field Jharkhand Governor Draupadi Murmu, a tribal leader. Sexual assault of minors in Tsg flayed
DIMAPUR: Phom Peoples Council (PPC) has strongly condemned the alleged rape and sexual assault on minor girls on June 15 at Tuensang allegedly by one Thunglim Lemba Chang of Hakchang village. PPC in a condemnation note by president, P. Chingan has appealed the concern authority to take befitting punishment as per the law. It also demanded that the culprit should not be granted bail under any circumstances. CWO: Chang Woman Organization (CWO) has expressed disappointment and dishear tened over the “heinous crime” by Thunglim Lemba Chang against two minor girls. PHTU also called upon the right thinking citizens and responsible organisations to come forward and condemn the heinous crime. ONA condoles DIMAPUR: Overseas Naga Association (ONA) in a condolence message has said that it shares in the Naga people’s loss at the passing of NSCN/GPRN chairman, late S. S. Khaplang. ONA described late Khaplang as a luminary among the generation of Naga patriots who devoted their entire lives to the Naga people’sstruggle for freedom from colonial domination and outside interference. It added that an unflinching lifelong dedication, like late Khaplang’s, to the cause of human rights and dignity deserves universal admiration. ONA then added that late Khaplang richly deserves the Naga people’s gratitude for making all the Nagas in Myanmar part of the Naga struggle to become a nation - his unique contribution. DIMAPUR: Coming out in support of Nagaland Contractors’ and Suppliers’ Union (NCSU) demand for open tenders on work orders in various governments departments, the NCSU Dimapur unit has cautioned all the departments under Dimapur district to strictly followed the standing order while invit-
ing tender for any contract or supply work. In a press statement, NCSU Dimapur unit president W. Khape and joint secretary A. Tureng also asked the departments that only NSCU identity card holder be allowed to participate in any contracts and supply works. The unit also cautioned that in the event
of failing to comply with the government standing order, the responsibility would be borne by erring officials and for which further necessary action would be initiated by its head office. Further, all
the departments have been asked to maintain records of all the contracts and supply works both the past and ongoing as the union would be deputing its action committee for verification.

SCC disassociates from jt. council forum DIMAPUR: Sunrise Colony Council (SCC) Burma camp Dimapur held its general meeting on June 17 and has unanimously resolved to disassociate from Joint Council Forum (JCF). In a press release, SCC chairman Hautung Phom and GB Lutovi Sumi stated that JCG was formed on December 28, 2015 to jointly pursue the matter of shifting the present Dimapur Municipal Council (DMC) garbage dumping site elsewhere. As the matter could not be materialized jointly due to difference of opinion, SCC stated that the council has resolved to spearhead the ongoing issue by the council. It has informed that all issues related to DMC garbage dumping site shall be dealt by SCC including any kind of official/ unofficial correspondence.

Biren calls for implementation of Agricultural and Wetlands Act

IMPHAL, Jun 20: Manipur Chief Minister N Biren Singh Tuesday stressed the need for a fair implementation of Manipur State Conser vation of Paddy Land and Wetland Act, 2014 taking into consideration the shrinking of cultivable and wetlands of the state. According to a report of state agriculture department, the available agricultural land in Manipur is only 7.41 percent of the total area of the state. Of the total cultivated area, 52 percent is confined to the valley. However the available agricultural land has been fast shrinking due to developmental projects. Taking serious note of the issue, Manipur government enacted Manipur State Conservation of Paddy Land and Wetland Act, 2014. Addressing a one-day interaction programme
of local and district level monitoring committees constituted under the Manipur State Conservation of Paddy Land and Wetland Act, 2014, organized by department of revenue, at MFDC auditorium, Imphal, state chief minister vowed to protect agricultural lands and wetlands. He said that his government was committed to protect cultivable land in order to ensure sustainable development to the people and also to maintain ecological balance. Expressing serious concern over shrinking of paddy lands and wetlands at an alarming rate, Singh directed the officials concerned to review the perfor mance of local, district and state level committees constituted under the Act and induct competent officials and social-minded locals into the committee. Observing that Manipur being a landlocked state, the chief
minister said that it was necessary to make Manipur a self-reliant state in food production, however, it can’t be achieved without protecting agricultural lands and wetlands, he added. Biren further said that he was in constant touch with the agriculture minister to find ways and means to introduce widespread practice of double-cropping in the state. Expressing his disappointed over the conditions of the wetlands in Imphal area, he directed the district administrations to take up immediate steps to curb onslaught on paddy lands and wetlands there. Stating that protection of Loktak Lake was another task which the present g ove r n m e n t i s t a k i n g seriously, Biren asked the DC of Bishnupur district to constitute a committee comprising MLAs, DC, LDA officials and elected leaders of Panchayats in this connection at the earliest.
Speaking on the occasion, state revenue minister Karam Shyam said that the interaction programme was organised under the super vision of the chief minister considering the significance of the Manipur State Conservation of Paddy Land and Wetland Act, 2014. The minister observed that people should be i m p a r t e d awa r e n e s s about the Act in order to get co-operation from them towards its effective implementation. Agriculture minister V Hangkhanlian said that the state government was putting in serious effort to double agricultural products of the state by 2020. However, the fast shrinking of cultivable land was a hindrance to achieve the goal of the department. “There is the urgent n e e d f o r a n e f f e c t ive implementation of the Act (Manipur State Conservation of Paddy Land and Wetland Act, 2014). While implementing the Act, the interest of the farmers should keep in mind,” he said. “I believe concer n department will effective implement the Act in the interest of the farmers,” he added. DCs of different districts, directors of different depar tments, SDOs and other officials also took par t in the interaction programme.

M a j o r contribution came from Bankura that recorded 177 mm of rainfall in past 24 hours, followed by Cooch Behar at 143 mm and Digha 142 mm. The countrywide cumulative rainfall has fur ther decreased and now stands at 5% as on June 19. Presently, South Peninsula is surplus by 17% and Central India by 5%. The only deficient is East and Northeast India at -3%. The Nor ther n Limit of Monsoon (NLM) continues to pass through Valsad, Nasik, Jamshedpur and Bhagalpur. While active Monsoon conditions are possible over Northeastern states, Coastal Andhra Pradesh and Coastal Karnataka, monsoon is likely to remain weak over Rayalaseema, Tamil Nadu, Marathwada and Telangana.
Major crimes in Assam fall by 3%, 12,229 cases in 2016-17
Guwahati, Jun 20 (PTI): Major crimes in Assam have come down by more than three per cent during the 2016-17 fiscal though cases of extortion, kidnapping and fake currencies have seen a rise during this period, according to the state police. A document prepared by Assam Police and shared with the Home Department says a total of 12,229 major c r i m e s we r e r e p o r t e d during the last financial year compared to 12,628 cases in 2015-16, a fall of 3.16 per cent. During 2014-15, the number of major crimerelated incidents stood at 12,256. The analysis of data shows that cases of murder have been on steady decline during the last three years with 1,427, 1,263 and 1,157 incidents reported in 201415, 2015-16 and 2016-17 respectively. Same is the trend with
rape cases -- 1,988, 1,801 and 1,719 -- during the last three financial years. Rioting incidents declined to 1,487 cases in last fiscal year from 2,056 cases in the previous year and 2,521 incidents in 201415, the document pointed out. Cases of dacoity also fell to 156 in last financial year from 170 in 2015-16 and 285 in the previous fiscal. O n t h e c o n t r a r y, kidnapping, extortion and fake currency incidents have increased in recent times. Kidnapping cases have increased to 6,295 from April 2016 to March 2017 across Assam as against 6,040 incidents in the previous year. In 2014-15, a total of 4,516 kidnapping incidents were reported from different parts of the state. Extortion cases have also went up to 1,344 from 1,248 in 2015-16 and 1,459
in 2014-15. Cases of fake currencies have shot up by 42 per cent at 71 incidents compared to 50 in 2015-16. However, cases of fake Indian currency notes stood at 60 in 2014-15, the document said. In 2016-17, security agencies have recovered fake currencies worth Rs 23,42,930 compared to Rs 15,83,800 in the previous fiscal. It was Rs 35,38,600 in 2014-15. During the period under analysis, vehicle theft cases have gone up substantially, but the recovery of the same has come down. In 2016-17, 4,277 vehicles were stolen as against 3,971 units in the previous fiscal. The recovery during the same period stood at just 523 units compared to 531 units respectively. In 2014-15, 4,225 vehicles were stolen and 376 were recovered.

IMPHAL, Jun 20: At least 10 houses were torched and four women sustained injury in a clash between two groups of villagers over land dispute in Manipur’s Tengnoupal district on Tuesday. The inter-village clash wa s r e p o r t e d b e t we e n Khudei Khuman and Machi Khun villages under Machi block which is located about 40 km from Tengnoupal district headquarters this forenoon, around 10.30 am. The situation remain tense after villagers of Khudei Khuman allegedly destroyed around 10 banana farms belonging to the villagers of Machi Khun while claiming the land belongs to their village yesterday (on Monday). Three villagers of Machi village working in the banana farms were also beaten up, the report said. When womenfolk of Machi village went to negotiate yesterday’s incident, Khudei Khuman
villagers took up their licensed guns and fired towards the womenfolk l e av i n g f o u r o f t h e m injured. Following the firing incident, villagers of Machi village stormed and torched at least 10 houses of Khudei Khullen village. Mizo man drowns while swimming in M’laya
NONGSTOIN, Jun 20 (Agencies): In a tragic incident, a vacation turned ugly for a 39 years old man from Mizoram after he drowned in the river Nongbah located at New Nongstoin in West Khasi Hills district of Meghalaya on Monday afternoon. Sources informed that the deceased identified as David Zonun Sanga hails from Ramhul, North Aizawl District of Mizoram. Though an excellent swimmer, David however, couldn’t handle the current of the river and
drowned. It was informed that David had come to the state to stay for a few days with his elder brother, who currently works at Nongstoin. On that day, he decided to visit the river and take a dip in the river when the unfortunate incident happened. Eyewitnesses said that the river is not that deep so David jumped into the river and swam from one end to the other but something happened and he lost control and drowned.

He was a close associate of Tengsrang A Sangma alias A’chura WeGaro A’gitok II, Ruram Sureng & Sonaramni De Sudrang, who were responsible for posting a fake news report ‘A pastor rape a girl’ which went viral on Facebook. sued on June 12 when an FIR was filed by the pastor, whose image was maligned on social media. Yoga Day: YMA not to attend Healthy Mizoram Campaign Aizawl, Jun 20 (PTI): The central committee of the Young Mizo Association (YMA) Tuesday said it will not participate in the ‘Healthy Mizoram Campaign’ to be observed coinciding with the International Yoga Day tomorrow. YMA central committee said the central executive committee (CEC) meeting held on Monday decided that the YMA central committee will not attend the campaign to be held at the Assam Rifles ground here on June 21. The YMA central committee said yoga is not compatible with the Mizo society and Christian preachings. ITANAGAR, Jun 20 (Agencies): A girl was killed and three others were seriously injured when a landslide, triggered by heavy downpour, hit Chimpu village near Itanagar on Monday, police said. Biki Anju (18), a class 10 student of Chimpu Secondary School, succumbed to her injuries. She was sleeping when the landslide hit her dwelling. More than five dwellings were completely damaged in the landslide. Out of the three injured, one Bengia Nina’s condition was critical. Parliamentary secretary for urban development cum local MLA Techi Kaso along with Itanagar Municipal Council (IMC) councillors Biri Tukdo and Techi Mema visited the affected area. Kaso provided some immediate relief and assured to fetch more relief materials from the government soon. “Though we cannot prevent a natural calamity from happening, we can minimize the extent of damage if we remain alert and take precautionary measures during the monsoon,” Kaso said.

Agartala, Jun 20 (Agencies): As many as 423 people including 23 minors remain untraced since January 2014 in Tripura who had gone missing in past three and half years. In a release police today said there were 467 missing cases from January 2014 to May 31, 2017 registered in various police stations of Tripura and of them 126 cases were registered in 2014, 153 in 2015, 139 in 2016 and 49 up to May this year. However, 423 persons of the total registered missing figure were still reported untraced and in respect of them specific kidnapping cases were registered as per the Supreme Court guidelines. Police claimed no stone is being left unturned to trace out the persons. It is suspected that some of them might have gone outside the state to earn livelihood on their own and engaged in private sectors.
Khandu for rationalisation process in transfer of teachers Itanagar, Jun 20 (PTI): Arunachal Pradesh Chief Minister Pema Khandu today directed officials of the education department to carry out rationalisation process in transfer and posting of teachers. Khandu told department officials during a meeting that revamping of education scenario is a priority for the state government, an official release said. In total 1,718 teachers are proposed to be transferred and posted within the
districts and 802 teachers from one district to another, the release said. Khandu assured to bear the financial implication of carrying out massive exercise of transferring the teachers, which comes to around Rs 10.82 crore. Taking serious note of acute shortage of books in schools, Khandu said funds will be release to meet the gap and assured of creating additional teaching posts at secondary and higher secondary level.
3.5 magnitude quake jolts Arunachal ITANAGAR, Jun 20 (Agencies): An earthquake of magnitude 3.5 hit Arunachal’s Kameng at around 10:01 am on Tuesday morning. As per reports, no damage to property and loss of lives have been reported so far. This is the fourth earthquake in the north eastern state in one month. A few days ago, a mild earthquake with a magnitude of 4.4 hit Manipur’s Imphal city. A mild earthquake with a magnitude of 3.0 hit Manipur’s Churachandpur district on June 19, before which, on June 1, another earthquake of 3.2 magnitude hit Senapati district in Manipur at around 5:48pm.
Mobile Medical Units launched for tea gardens Guwahati, Jun 20 (Agencies): Union Health Minister JP Nadda on Tuesday flagged off Mobile Medical Units, an innovative measure to take the health care facility to unreached tea garden workers in Assam. These Tea Garden Mobile Medical Units have been made operational to total 320 tea gardens where health care facilities have been found inadequate. These units will be operated under the PPP mode with the Assam government as the supervising and monitoring authority. Each Mobile Medical Units (MMU) consists of two vehicles--one vehicle is equipped with OPD and laboratory facilities, IEC materials and the second vehicle is being used for transportation of human resources. The OPD vehicle is also equipped with diagnostic and laboratory equipment. Each MMU is manned by a medical officer, an ANM, a pharmacist, a laboratory technician, an opthalmic technician, two drivers and a helper. Master strike
t is was a long held view that the opposition nonBJP parties even including its ally the Shiv Sena, will have to do better than to merely talk about an opposition consensus candidate for president. While the fractured non-BJP and non-Congress parties were trying to get the name of their nominee through, parties such as the TRS, YSR Congress and TDP had already indicated where they will vote. Both Modi, Shah and other prominent BJP strategists had worked hard to ensure that the party got the required votes( which was short by around 17,000). The BJP did not name any one as its candidate but allowed speculations to do their own work. The BJP strategy was the hallmark of the Modi- Shah duo who had even their own partymen wondering who would be the party candidate. There were names galore that had come up as probable BJP candidates included- – External Affairs Minister Sushma Swaraj, Lok Sabha Speaker Sumitra Mahajan, RSS chief Mohan Bhagwat and Jharkhand Governor and Dalit Draupadi Murmu, among others. If the UP election proved that the BJP was far ahead in its strategy and planning; the failure of the disparate opposition parties to run the course in a cohesive manner also proved they are far behind to pose any threat to the BJP and could well face another drubbing in 2019. The inability of the non-BJP parties to hold together also exposed the inability of the principal opposition, the Congress, from playing a stellar role mainly because it has no credible leader around whom other parties could gravitate. That being so, the BJP candidate for president of India Ram Nath Kovind, a Dalit, was a brilliant master stroke because the opposition chose to live under their own cloud of disunity. Kovind’s name was announced at the BJP headquarters in New Delhi by party president Amit Shah following a 90-minute long meeting of the party’s Parliamentary Board, which was attended by Prime Minister Narendra Modi and the board members. Kovind is a hardcore BJP worker and that also is a double whammy for the opposition who continue to believe that their tag of who is “secular” and who is not, matters. Today, the “secular” parties such as BJD,YSR Congress, TRS, TDP, AGP, NPF, NPP, AIADMK to name some, have already made it clear that they would vote for the NDA nominee. That itself will ensure that the shortage of around 17,000 votes will be wiped out by an excess margin when voting takes place on July 17,2017. Even the Bahujan Samaj Party(BSP) a party of avowed Dalits led by Mayawati, cannot but support Kovind. The BJP has forced not only BSP but most opposition parties with a Hobson’s choice- supporting Kovind would break opposition unity and opposing him would risk they being branded as anti-Dalit. The BJP had played along the motion of trying to prop up a consensus candidate with the opposition. In the strategic move neither the government nor the opposition were willing to name their choice(s). After announcing Kovind’s name prime minister Narendra Modi had the pleasure of contacting the shell shocked opposition leaders and sought their support. Even if the opposition attempts to prop up a nominee, it will be a futile exercise.

Khaplang, the Supreme Commander, the President and Chairman NSCN/GPRN and the legendary revolutionary patriarch and patron of the revolutionaries of West South East Asia peacefully departed for his home heavenly home at the Council HQ,Taka on 9 June 2017. The ablest and the staunchest and the most consummate patriot ever who led thousands and inspired millions across the region and international arena with his undying spirit of nationalism, all the ranks and files of NSCN/GPRN pays our deepest respect and bow down in honour of our departing “Supreme Commander”. The incredible journey spanning more than half a century in leading the Nagas towards national deliverance is indeed outstanding and unparalleled. Late.Shangnyu Shangwang. Khaplang was born on April 7,1940 to Mr.Langngee and Mrs.Khapvi of Waktham Village, Tangshang Naga tribe, at the age of 23, he was elected as the President, Naga National Convention in the year 1963 and was instrumental in signing Naga-Kachin peace agreement with KIO/KIA Chairman late. Zautu in October 1968 and with late Brangseng in 1977 thus ending the misunderstanding between the two brothers that arose during 1964 to 1968 and since then the relationship between the Nagas and Kachins had been peaceful hitherto. In the year 1965, April 7,the nomenclature Naga National Convention was changed to Eastern Naga Revolutionary Council where Mr.Choboh was elected the Chairman, S.S Khaplang the ViceChairman and Mr.Kitiwon as the General Secretary, later in the year 1972 ENRC was again changed to Eastern Naga National Council with Nuri as the Chairman as the Chairman and S.S.Khaplang as the Vice-Chairman. In January 1975 S.S.Khaplang was elected as the Chairman, ENNC with Brig.Thungbo as the Vice Chairman and on March, 1979, the Naga National Council and Eastern Naga National Council signed a merger agreement
and S.S.Khaplang was elected the President FGN and T.Venuh as Vice President, FGN respectively. It was through S.S.Khaplang’s sincere endeavour that the artificially divided Nagas were united under the same political banner of Naga National Council. In the subsequent year 1980, 31st January, the National Socialist Council of Nagaland was formed under the Chairmanship of Isak Chishi Swu, S.S.Khaplang as the Vice-Chairman and Th.Muivah as the Gen.Secy. In the year 1988 a political crisis erupted within the NSCN, however, due to S.S Khaplang’s resoluteness, the NSCN could withstood all the turbulence and sailed past the crisis safely and later became the Acting Chairman and Chairman of the NSCN with late Mongro Dally as the General Secretary respectively in the year 1988 and 1989 and remained the Chairman till his last breath on June 9, 2017. Various accomplishments of NSCN/GPRN under the Chairmanship of S.S.Khaplang1. In 1990,Indo-Burma Revolutionary Front compromising of NSCN,ULFA and UNLF was formed. 2.In 1996 S.S.Khaplang attended UN Working Committee on Indigenous Population at Geneva. 3.In 2001, the NSCN/GPRN under S.S.Khaplang’s leadership entered into bilateral ceasefire agreement with India. 4.In 2012, upon the invitation of the Myanmar Government, S.S.Khaplang signed a ceasefire agreement with Myanmar Government. 5.On 27 March 2015, the NSCN/GPRN abrogated ceasefire agreement with India due to insincerity and divisive policies of GOI. 6.On 17 April,2015, Under S.S.Khaplang’s leadership, United Liberation Front of WESEA His entire life, from dusk to dawn, winter to summer and for decades till his last breath was woven to the Naga liberation struggle choosing to live a pious revolutionary life in the jungles and make shift camps along with comrades and followers rather than being swayed away by comforts, luxuries
Extortion: The Bane of our Society

ecently the NSCN (IM) was at it again, brutally manhandling a Volunteer at Peducha area and shutting down all ongoing works on highway expansion. Reason... Sovereignty Tax (read EXTORTION). This incurred the wrath of the Kiruphema Youth Organisation (KYO) and the Angami Students’ Union (ASU), and rightly so, with the ACAUT right behind. Not a whimper out of the State Government... perhaps it had not officially received information, like in the ‘Pillai Sir’ criminal case! Our memory is so short! A few years back the GoI-sponsored highway project through Chakhabama, Zunheboto, etc. was abandoned due to multiple commission/extortion by the concerned politicians, bureaucrats, technocrats, etc. and various armed factions. To cover its misdeeds the State Government requested the Central Government to raise the construction value by an absurd percentage. Even the GoI, which is not bothered with the open loot here in Nagaland as long as there is some semblance of peace, smelt a huge rat. WHO SUFFERED because of this GRAND LOOT? We, the Public; and we will continue to ply on that excuseof-a-highway because there is no other option. For how long are we planning to continue to suffer (a really stupid question indeed)? The ULB election had generated so much disgust (partly for the wrong reasons) coupled with extreme violence (totally uncalled for). Was it because, as is famously known, the Government of Nagaland is a Paper Tiger? Now we are strangely silent, as if it is the problem of the KYO and ASU... and ACAUT, and we have nothing to do here. Maybe the barrel of the AK47 sends shivers down our spines? We are truly a generation of cowards, except for a brave few who stood up against the atrocities of some armed faction not so long ago. Our brave, honest ancestors would have hung their heads in shame if they were here today. The AH 1 (Kohima-Chumukedima section) also faces the same fate as the other, almost forgotten highway (except for those regularly plying over it). Civil Societies of Nagaland... don’t shy away from your responsibilities. Please come out in the open and support the KYO, ASU and ACAUT. It is not their fight alone. Their fight is OUR fight. Overcoming every political storm, overwhelming temptations and controversies during the tumultuous decades of political sojourn of 54 years in the Naga national service, S.S.Khaplang was the lone Naga leader to have had firmly stood his ground uncompromisingly, salvaged the national struggle from demolishment on many occasions and raised the hopes of our people from nadir to higher level keeping thus the aspirations alive till today. While we mourn our great leader’s demise, with pride and glory, the NSCN/GPRN shares the testimony of our selfless, courageous and visionary leader in the person of S.S.Khaplang who left us at the ripe age of 77 and is survived by wife, three sons and a daughter. May his soul be at peace with God. The NSCN/GPRN once again pledges to carry on forward the unfulfilled dreams and hopes and visions of our great leader and appeal to every Naga to uphold the spirit of nationalism exhibited by our departed leader during his life time and to walk together in the everlasting footprints imprinted upon the rock of ages. The NSCN/GPRN also extends our heartiest gratitude and indebtedness to all the members of UNLFW and other revolutionary fraternities of the region, various Civil Societies, Hoho’s, NGO’s, Churches, Faiths, Student’s and Women Organisations, Individuals, businessmen and especially the youths from various towns and cities who held candle light vigil in honour of our departed leader, the Naga Yuya, CNA, TNSA, NMA, NSF, NSO, ENSA, Poumai Students’ Union etc for sacrificing physically, materially and for going all the way out without any reservation in ensuring a successful grand funeral for our departed leader. While NPCC respects the freedom of expression by individuals that contributes constructive opinions towards vibrant democracy, yet it cannot allow some individuals or loose cannons to spread lies and half truths laced with ulterior motives to hog the limelight as it insults the intellect of all right thinking people in Nagaland. Firstly, the writer in a tearing hurry to blame Congress has got his facts totally wrong. Yes it is true that The Nagaland Municipal Act, 2001 was drafted and enacted during the time of Congress government but the provisioning of 33% Women Reservation in ULBs was done by the NPF led DAN government through The Nagaland Municipal (First Amendment) Act, 2006. Therefore, NPCC has no role in raising or dashing the hopes of our womenfolk as alleged by him. Moreover, the continual flip flop of the NPF led DAN government on the issue of 33% Women Reservation is solely responsible for the civil unrest that caused an unprecedented shutdown of the state for a month. Secondly, while every Naga public is aware about the NPF-DAN gover nment’s treacherous betrayal of the NBCC brokered tripartite agreement with JCC that led to the loss of two innocent young lives, what is the writer trying to prove by holding Congress responsible for their death? Rather Kahuto Chishi is in a way directly responsible for adding fuel to ULB agitation by his exaggerated write-up on The Nagaland

The spineless NPF led DAN government could not even take notice of his inflammatory write-ups and take preventive measures. There is a method in madness but specifically attacking an opposition party while sparing the ruling government is a clear case of unstable mind that cannot differentiate between past and the present. Moreover, the mindset of a person like Kahuto Chishi has been revealed recently when he merrily abused his own Sumi tribe through print and social media in the guise of so called ‘Reality Check.’ It was another story that he had to tender an unconditional apology to his all forgiving Sumi tribe after causing irreparable damage to the image of the Sumi’s in the eyes of people across the world. NPCC reminds Kahuto that blaming congress governments of the past will not absolve the misdeeds and mass corruption perpetrated by NPF led DAN government for nearly 15 years in power. onest Politician’s’ is now an oxymoron in Nagaland. The anti-corruption crusade which is at its crescendo of popularity and a diminished lost of public faith in the institutions is a direct result of public anger over persistent corruption, lack of transparency and accountability in political system. Nagaland has well-earned a place for itself among the most corrupt States in India. It’s almost a non-issue to have politicians worth enough to stand the test of public trust and instances of campaign funding are hardly probed into. The Campaign for ‘Clean Election’ launched by Nagaland Baptist Church Council(NBCC) has created a ‘buzz’, among Citizens and it has for good opened a debate on why it is imperative on the part of Society to start taking responsibility in fixing the ‘mess’ which has accumulated over the years, where the ruling class remaining aloof and non-responsive. What has contributed to this is the mass-scale Corruption, Proxy Voting and cash-for-votes during election is a familiar phenomenon. Then what ethical qualities and morality, one can expect from the Candidates? Mortgaging of votes makes one disenfranchised. Clean Election is crucial because with vote comes a voice. Clean Election are an important steps towards empowerment and re-asserting the trampled voice. Critical development efforts cannot succeed without a legitimate and democratically elected government that is responsive and accountable to its citizens. Election provide an important opportunity to advance democratization and encourage political liberalization. Voters should be fully conscious of the value of his vote and the power of the ballot as the most potent instruments of Change. There are certain elementary actions that need to be taken before electing a candidate that is responsive
to the people. It has to ban the practice of outside funding of candidates during election, because most candidates after getting elected ends up been the puppet to their sponsors. Voters should also ensure that no candidates with good appetite for corruption is elected. Various Political Parties would do itself a lot of good by empowering independent panels to make Policies in Public Interest. As a pledge to Clean Election all the intending Candidates should voluntarily declare the assets they hold. There is no alternative to Clean Election at this juncture. It calls for embracing Change, an engine for the
growth of Society. We cannot afford to walk over the corruption that has become the hallmark of our system. We cannot allow communalisation of politics to hijack good governance. As a voter we should be conscious and know the responsibility as to what we can do for the society. Election ensures that the will of the people is reflected in the formulation of public policies and decision. So human beings who are cruel, wicked, hateful, jealous and inimical to fellow human beings in any pretext are never in relationship with the Creator. Metal is a good conductor of heat. Human being is a good conductor of love. Metal is colder than any other objects without contacting with fire or electricity. Human being is more dangerous than beasts without having relationship with God. So first of all the world is to seek having relationship with God in order to have peace and goodness in the world. Pathankot Air Commodore Dhamoon resigns post inquiry
NEW DELHI, JUN 20 (AGENCIES): Air Commodore J S Dhamoon, who was the commander of the frontline Pathankot airbase when it was stormed by Jaish-e-Muhammed terrorists in January last year, has resigned after an IAF inquiry allegedly indicted him and others for failure of command and control as well as several security lapses during the attack. The government had asked a reluctant IAF to conduct a proper court of inquiry (COI) into the January 2 terror attack, during which the security forces had taken almost three days to kill the four heavily-armed terrorists while losing seven of their own personnel, to pinpoint lapses by different officers in the forward airbase near the border with Pakistan. The National Investigation Agency, of course, conducted the overall probe into the terror attack, which had come soon after PM Narendra Modi made an unscheduled trip to Lahore to attend the wedding of Nawaz Sharif ’s granddaughter as a goodwill gesture in December 2015.

The NIA probe held that Pakistan-based JeM chief Maulana Masood Azhar and others had masterminded the attack. Source said the IAF inquiry, apart from naming Air Commodore (equivalent to a brigadier in the Army) Dhamoon, has held there were a series of security lapses in and around the sprawling airbase despite it being on a high alert - which included spy drones in the air for surveillance - after prior intelligence about an impending terror strike on a military installation in the Pathankot area. The lapses ranged from failure to follow basic standard operating procedures and plug “vulnerable perimeter gaps” to
inadequate flood-lighting and the inability of the IAF Guard commandos to initially pin down and isolate the attackers, who had gained entry into the airbase by using branches of trees adjacent to the outer main wall, said sources. Fortunately, the terrorists did not manage to penetrate the critical “technical area” of the airbase, where the fighters, missile units and radars were located, and were eventually neutralized in the “domestic area” by National Security Guard commandos. Air Commodore Dhamoon, incidentally, was transferred to the IAF headquarters in New Delhi soon after the terrorist attack despite not having completed his two-year tenure as air officer commanding (AOC) of the Pathankot airbase. On being contacted, a tight-lipped IAF officer said, “Air Commodore Dhamoon has voluntarily taken premature retirement...he has not been sacked. The CoI (usually followed by summary of evidence and court martial in military legal pro-
cedures) report is under the process of finalization (being approved by higher authorities).” A top tri-Service committee constituted after the Pathankot attack, under former Army vice chief LtGeneral Philip Campose (retd), had punched several holes in the existing security set-up of most military bases around the country, as was earlier reported by TOI. The committee had recommended several measures, ranging from installation of modern “accesscontrol, perimeter securitycum-intrusion detection systems” to providing new weapons, bullet-proof jackets and night-vision jackets to personnel guarding the bases. But the government is yet to get fully cracking on the recommendations. The IAF, on its part, has finalized an over Rs 8,000-crore comprehensive security plan for 54 of its major airbases around the country. The IAF is also raising 12 additional “flights” of Garud Special Forces to supplement the existing 15 “flights” of around 900 commandos.
15 arrested for celebrating Pak’s Trophy win Bhopal, Jun 20 (AGENCIES): The police has arrested 15 persons here allegedly for shouting pro-Pakistan slogans after its cricket team won the ICC Champions Trophy final by defeating India. The accused have also been booked for sedition. Pakistan had hammered India by 180 runs to lift the Champions Trophy in London on Sunday. Tension gripped Mohad town on Sunday night after some persons shouted slogans in favour of Pakistan and celebrated its cricket team’s win by bursting firecrackers at public places. Security was stepped up immediately in the town to avoid any law and order problem. The police later registered a case on a complaint by Subhash Laxman Koli and arrested 15 persons yesterday, Shahpur police station in-charge Sanjay Pathak said. “There was a complaint that these accused celebrated Pakistan’s victory by bursting crackers and raising pro-Pakistan and anti-India slogans,” Mr. Pathak said. The police booked the arrested persons, aged between 19 and 35, under the IPC sections of 124-A (sedition) and 120-B (criminal conspiracy), he said.

The Uttar Pradesh government plans to shift water-polluting industries away from Ganga as part of the Centre’s ambitious drive to clean the river. The state gover nment’s spokesperson and its power minister Shrikant Sharma told reporters on Tuesday that the Yogi Adityanath dispensation has drawn up plans to move such industries, which are a major source of pollution to the river.
“We are now working in a big way to join the central government’s drive to clean the river,” Sharma said. The shifted industries will be provided with treated water from the sewage treatment plants. It will also help in augmenting water supply to households, he added. Soon after coming to power at the Centre in 2014, the Modi government had launched ‘Na-
mami Gange’ programme aimed at cleaning the holy river but has not been able to meet its target so far. The BJP had blamed this for the alleged lack of cooperation from the then Samajwadi Party government in Uttar Pradesh and the Congress government in Uttarakhand, the state from where Ganga originates. The BJP came to power in the two states in March following the assembly elections.

Salem said the CBI has to go first. Salvi said he was ready to begin his submissions on Tuesday. A 12th standard pass who did not get to graduate, Feroz presented certificates of courses he completed while in jail in Human Rights, Arabic and on M K Gandhi. Feroz stated that at the time of arrest he was 40 years old and had a daughter and a son, who are now 11 and 9 years old respectively. “My children know that I exist somewhere and that one day their father will come back to them.’’ On grounds of mitigating circumstance, Feroz told court that his wife, children and parents were all dependent on him. “At the time of arrest,” Feroz said, “I was heavily in debt”. He said that after his arrest, his parents had “no means of income” as
his “father got a pension of 6000 to 7000 rupees” and his mother took to stitching clothes to earn an insufficient livelihood. After the arrest his “wife got the job doing henna embroidery” to support the family. His parents lived alone and could not answer society as to why Feroz was incarcerated. Consequently, they were “outcast” and most of Feroz’s “close relatives slowly distanced themselves” from his family and him. Feroz furthered the evidence stating that he had submitted an application to court for becoming
an approver with “remorse and repentance”. He also said, “I did not participate in the destruction of weapons”. In either case, Feroz gave the names of all those who attended the respective meetings. In further comments, Feroz said that “I have become very ill ... ‘’ and asked by the judge to specify, he said, “I am on the verge of collapse”. Feroz pleaded that “I do not belong where I am,” repeating that he “needs to be by the side of my father who is seriously ill” and that “I need to look after my kids”.

Elusive Justice CS Karnan arrested
NEW DELHI, JUN 20 (AGENCIES): Former Calcutta high court judge CS Karnan was on Tuesday arrested from Tamil Nadu’s Coimbatore and was taken to Chennai. “Kar nan had been found staying in an apartment at Madukarai, near Coimbatore. We provided technical assistance to the West Bengal police, and they arrested him from the apartment,” A Amalraj, City Comissioner of Police (Coimbatore), told TOI. Sixty-two-year-old Justice Karnan had been evading arrest since May 9 after being sentenced to six months imprisonment for contempt of court by the Supreme Court. He won the dubious distinction of being the first sitting high court judge to be awarded a jail term by the apex court. Karnan is facing six months imprisonment for contempt of the Supreme Court, retired on June 12, probably escaping the odium of a sitting judge being arrested while in office. Justice CS Karnan High Court, including the Chief Justice, has been untraceable ever since the apex court sentenced him for contempt on May 9. A seven-judge bench headed by Chief Justice Jagdish Singh Khehar held Karnan guilty of contempt and ordered six months imprisonment for him. A team of West Bengal police had rushed to Chennai and other places in Tamil Nadu looking for him but without success. Probably the police may lay its hands on the controversial judge now that he has retired. Reacting to the situation, senior counsel and former president of the Supreme Court Bar Association Dushyant Dave told IANS that “it reflects failure on the part of the police in not having found him. .. It shows complete lack of re-
spect of the Supreme Court by the Executive.” “Right or wrong the Supreme Court judgment has to be implemented and the state is fully responsible for the lapses and must be held accountable,” Dave said, pointing out that “The whole saga reflects the sorry state of affairs in the judiciary.” However, well-known lawyer Kamini Jaiswal says that Justice Karnan may have escaped arrest so far but now he will be arrested. Unlike what happens in the case of the common man, in the case of Justice Karnan they have to follow procedures and take the help of Tamil Nadu police in arresting him, Jaiswal said. Justice Karnan had left Kolkata on May 9 itself and remained elusive thereafter even though Director General of West Bengal Police constituted teams of police personnel which went to Chennai and other places looking for him. He moved the top court for the suspension of his sentence and sought review of the May 9 order but he did not get any relief. His plea for review was declined on technical grounds without its coming before the seven judges bench.

national Relief for domestic flyers as airport charges slashed MUMBAI, JUN 20 (AGENCIES): Domestic air passengers will have to pay less at the airports, particularly the non-major ones, from the next month as the aviation regulator has brought down certain charges to the level of last December. The Directorate General of Civil Aviation (DGCA) had hiked the air navigational charges at all domestic airports besides increasing passenger service fee, user development fee as well as landing, parking and housing fee at all non-major airports from December 16, 2016. “The tariff pertaining to air navigational charges at all airports and airport charges at non-major airports of AAI for all domestic flights are restored hereby to the rates... prior to 16.12.2016,” DGCA said in a notification last Friday. The restored tariff will be applicable for the period from July 1 to March 31 next year. Generally, airports serving less than 12 lakh passengers annually are considered as non-major. The charges for these aerodromes are fixed by DGCA whereas for major airports the rates are determined by Airports Economic Regulatory Authority (AERA).
PM faced terror threat during Kerala visit: State DGP KOCHI, jun 20 (agencies): Prime Minister Narendra Modi faced a terror threat during his recent visit here for inauguration of the Kochi Metro Rail project, Kerala police chief TP Senkumar indicated today. “There was a big threat perception here on the day of the Prime Minister’s visit (on Saturday).. There was a terror module here during his visit. We cannot disclose much of its details,” Senkumar told reporters here. Asked about the ‘terror threat,’ Senkumar said he could not elaborate further. The Kerala director general of police said this while justifying police action on Friday near the Kerala High Court against people who were protesting against an LPG terminal coming up at Puthuvype near here. DIMAPUR: The Chakhesang Women Welfare Society (CWWS) and North East Initiative Development Agency, Kohima (NEIDA) conducted an internal review and monitoring visit on backyard piggery farm intervention to 6 villages under Chizami, Pfutsero and Kikruma Blocks in Phek District from June 14 to 16. Dr. Vihilie Sanchu (project associate, Livestock NEIDA) during the visit interacted with project piggery beneficiaries, village livestock service providers and village project monitor-
ing committee and reviewed on the progress, issues and challenges at the village level. Tribhuban Lama, senior counselor, Kripa Foundation, educated the youths about substance abuse-drug, alcohol and narcotics. Bendang Imsong, coordinator, RRTC Kripa Foundation, Nagaland also highlighted the negative impact of HIV/ AIDS. 32 AR: In a similar programme on June 15, 32 AR conducted an interaction with GBs at Diphupar village, Dimapur with the aim to share information about various government schemes with the villagers. During the interaction, issues pertaining to development projects, creation of Jan Dhan accounts, Aadhar cards, HIV & AIDS and Drug Abuse were highlighted. Altogether, nine GBs of Diphupar and neighbouring villages took part in the interaction. 40 AR: In an effort to motivate Naga youths to join the Indian Army, 40 Assam Rifles (AR) conducted motivational lectures in Tuensang at St John’s School, CKS Hall and Chang College on June 12 and 13. According to PRO (Defence), col. C Konwer, director (recruiting) ARO Rangapahar, col.
MK Singh conducted the lectures. Delivering the motivational lectures, col. MK Singh highlighted the various job avenues in the Indian Army and required standards to join both as Soldier and Officers. He also explained the procedure of passing written exam, physical test and medical examination. Col. MK Singh also clarified queries and warned the students against touts who fool them in pretext of helping them join this noble profession. Further, he encouraged the young Naga boys and girls to exercise their option to join as officers and “Live a Life Less Ordinary”. The lecture was concluded by showing a motivational video giving a glimpse of life in Army as soldiers and officer. 36 AR: 36 Assam Rifles organised an awareness camp on HIV and AIDS at Jalukie on June 17. The camp was conducted in conjunction with Peren district medical authorities and NGO “Innovative Society”. The activities included an awareness lecture highlighting causes of spread, preventive measure and stigma attached to HIV and AIDS followed by medical screening of volunteers and distribution of leaflets on precaution and cure. The event was attended by a total of
87 youths and locals from Jalukie and neighbouring villages. 32 AR: 32 Assam conducted a lecture regarding recruitment process of Army and Assam Rifles at L Hotovi village, Dimapur on June 18. Ac c ording to Lt. Col Amitabh Sharma Hq IGAR (North) the aim of the event was to motivate the youth to join armed forces and provide in formations of the procedures in vogue. Procedure of recruitment, eligibility criteria and service benefits applicable to armed forces were highlighted during the lecture which was attended by youths from L Hotovi and neighbouring village along with GBs and village chairman. 41 AR: 41 Assam Rifles under the aegis of Headquarters IGAR (N) organised an essay writing competition on the theme ‘Drug Free Nagaland’ at Government High School, Chumukedima Village on June 19. Eight northern states to share information on criminals Chandigarh, Jun 20 (Agencies): To contain activities of gangsters, drug smugglers, absconders and organised criminals in the northern states, eight states in the region decided on Tuesday in principle for effective coordination, mutual sharing of information and creation of common database about such offenders. The inter-state coordination meeting of the eight states was held at the Punjab Police Headquarters. Chaired by Punjab`s Additional Director General of Police, Law and Order, Rohit Choudhary, thje meeting had participation of officials from Punjab, Haryana, Uttar Pradesh, Rajasthan, Uttarakhand, Himachal Pradesh, Delhi and Chandigarh. “The meeting was fruitful in which participating officers discussed and deliberated on the various crimes and concerted efforts to nab the criminals.
It was concluded to form a joint group by the respective states and hold interstate coordination meeting quarterly,” Chaudhary said. Punjab Director General of Police Suresh Arora, while addressing the meeting, said the objective of the meeting was to ensure peace, law and order with the mutual coordination of police forces of different states and agencies. “Sharing information and exchange of dossiers would also help in solving various cases and find effective measures to prevent the crimes besides containing the activities of interstate gangs, absconding lawbreakers, wanted criminals,” he said. Choudhary said that to tackle the increasing inter-state crime regular sharing of information and improving the response on information shared were also discussed in the meeting.
Bengaluru, Jun 20 (PTI): Two city traffic policemen have won fulsome praise and reward from their department for quick thinking in allowing an ambulance ahead of President Pranab Mukherjee’s convoy during his recent visit here. Traffic Sub-Inspector M L Nijlingappa with about 38 years of experience along with his subordinate Vishwanath was on duty at the city’s busy Trinity Junction when the incident happened on June 17. Senior police officials said as the two policemen saw an ambulance heading towards a private hospital stuck in the traffic that was halted for the President’s movement, they took a split-second decision and allowed it to go. Their spot decision came even as the President’s convoy was just a couple of minutes away from the junction. “Sh Nijlingappa, PSI-8, Ulsoor Tr PS, allowed the ambulance before President of India’s convoy at Trinity junction and he took reward for deftly allowing the ambulance before the 1st citizen of India,” Bengaluru Traffic Police posted on its Face book page. Both Nijalingappa and Vishwanatah have earned approbation from social media users for their presence of mind and quick decision.

Darjeeling, Jun 20 (Agencies): An all party meeting called by the Gorkha Janmukti Morcha to decide the future course of the Gorkhaland agitation has decided to continue the indefinite shutdown in the Darjeeling hills. The meeting, which was held at the Darjeeling gymkhana club was attended by fourteen political parties and social organisations, including all major hill based Gorkha parties and the BJP. H-1B visa issue likely to figure during Modi-Trump meet New Delhi, Jun 20 (PTI): Problems being faced by the domestic IT industry on the H-1B visa front are expected to figure during the meeting between Prime Minister Narendra Modi and US President Donald Trump next week in Washington. Modi is slated to visit the US during June 25-26. Asked whether India would raise the H-1B issue during Modi’s visit, Commerce Secretary Rita Teaotia said: “I cannot say what would be the issues that would come up in the discussion. This is one of the issues on the table. (But) it is not the only issue. But in the event the issue comes up, it would certainly be taken up.” Teaotia also said the US has started a trade policy review of those countries with which it has adverse trade balance and India is ninth on that list. India has time and again raised the issue of H-1B with the US authorities and asked them to liberalise their visa regime as Indian companies contribute significantly to the American economy. The country is reviewing its visa programme for foreign workers to curb purported abuse and frauds related to visas. Indian IT companies use temporary work visas to send employees to work on client sites. With visa programmes in countries like the US becoming more rigorous, domestic technology firms will face challenges in movement of skilled professionals and spike in their operational costs.

New Delhi, Jun 20 (PTI): Incessant rains and lightning have claimed nine lives in West Bengal, while about 2,000 people in Tripura have been displaced due to floods triggered by heavy showers. The flood situation in Assam, Meghalaya and Tripura may take a turn for the worse as the weatherman has predicted more rains in the northeast region. West Bengal, Sikkim, Odisha, Jharkhand, Uttar Pradesh, Uttarakhand, Himachal Pradesh, Jammu and Kashmir and Goa will also receive heavy rains tomorrow, a MeT department report said. Heavy rains and lightning claimed at least nine lives in West Bengal. Five deaths occurred in Hooghly, two in East Burdwan and one in North 24 Parganas due to lightning, while one person died in Bankura after falling into a pond. An upper trough across Bihar, Jharkhand and Gangetic West Bengal is causing heavy rains in Bankura, East and West Burdwan, East and West Midnapore, South and North 24 Parganas and Murshidabad districts, the regional MeT office said.

Warmbier, the US student who was released from a North Korean prison last week after spending 17 months in captivity and more than a year in a coma, has died, his family said. The University of Virginia honours student’s parents, Fred and Cindy, who live in Wyoming, Ohio, said in a statement that their son, 22, had “completed his journey home” and “was at peace” when he died on Monday at 2.20 p.m., reports The New York Times. “When Otto returned to Cincinnati on June 13, he was unable to speak, unable to see and unable to react to verbal commands,” the couple wrote. “ H e l o o k e d ve r y uncomfortable - almost anguished. Although we would never hear his voice again, within a day, the countenance of his face changed, he was at peace. He was home, and we believe he could sense that.”

With 63,987 patients reported in the first six months of this year alone, what we are facing is an epidemic,” the workers said. “This situation warrants regular removal of possible mosquito breeding sites from the environment. It is also important to seek medical attention in the event of fever by day three of the illness,” he added. Last year a total of 54,727 dengue patients and 78 deaths were reported throughout the island nation. So far this year, the most number of cases have been reported from the Western Province, with 27,272 patients. According to witnesses, Darren Osborne, 47, shouted, “I want to kill all Muslims” as he drove a van in the early hours of Monday into a crowd of worshippers near the Finsbury Park Mosque on Seven Sisters Road, reports the Guardian. One person died and 11 were injured; Osborne survived the attack and was arrested on suspicion of commission, preparation or instigation of terrorism including murder and attempted murder. Camera phone footage showed him being captured by worshippers, who attacked him as he screamed,
“Kill me”. When he was eventually arrested and loaded into the back of a police van in handcuffs, he waved to the gathered crowd. Osborne’s neighbours in Pentwyn said that over the weekend, he had called a 12-year-old Muslim an “inbred” and was thrown out of a local pub for getting drunk, “cursing Muslims and saying he would do some damage”. Neighbours in the Cardiff suburb where he had lived for several years described him as “aggressive” and “strange”. They told the Guardian that it was unclear what he did for work. On Monday night, hundreds including religious leaders took part in a vigil. After a short silence, chairman of the mosque Mohammed Kozbar told those gathered that the attack was “on our families, on our freedom, on our dignity”, the BBC reported. It is the fourth terror attack in the UK in three months, after incidents in Westminster, Manchester and on London Bridge. The death toll may rise, as some were badly hurt in the explosion at Wadajir district headquarters in Mogadishu, Capt. Mohamed Hussein told The Associated Press. Regional prosecutors have accused the Portugal captain of four crimes against Spain’s exchequer, committed between 2011 and 2014 and which involve a tax fraud of 14,768,897 euros ($16,467,518), reports Efe. ICC could axe Champions Trophy for more T20 World Cup L O N D O N, J u n 2 0 (Agencies): The Champions Trophy could be scrapped in favour of staging the World Twenty20 every two years, according to International Cricket Council (ICC) chief executive David Richardson. Pakistan thrashed India by 180 runs to win this year’s edition of the Champions Trophy at The Oval on Sunday, with a worldwide television audience of millions watching the stunning final. But some officials believe the eight-team event is now too similar to the World Cup which the ICC, controversially, has decided should be contested by just 10 teams from the 2019 event in England. India are due to stage the next Champions Trophy in 2021 but Richardson warned Monday it was by no means certain the event would go ahead, with the former South Africa wicketkeeper saying future World Twenty20s could feature up to 20 teams. “What we want to do is differentiate our global events from each other so that they can be standalone and create maximum interest every time the event
happens,” Richardson told reporters via telephone on the eve of the ICC’s annual conference in London. “At this stage, the next Champions Trophy is still scheduled for India in 2021. Whether that gets changed, the consideration has been given to changing to two T20s in a four-year cycle which would mean swapping the Champions Trophy for a World T20.” He added, “The fact is that World T20s do attract a lot of interest, they generate significant revenue for the television
companies, but most importantly from our point of view they provide us with an opportunity to give more opportunities to more teams.” “A 16-team World T20 - even a 20-team World T20 - down the line is something that we would like to look at. With a 10-team World Cup we’re hoping to increase the competitiveness of matches and the standard of the tournament as a whole. It might not be necessary to continue with two 50-over tournaments going forward.” This week’s ICC gathering at The Oval is also set to decide whether to grant Test status to Ireland and Afghanistan, with an announcement expected on Thursday. “It’s never wise to try and make a call too early, but certainly the applications of both are very well founded,” said Richardson. “They both, on the face of it, meet the majority, if not all, of the full member criteria that has been set. A Madrid prosecutor said on Tuesday that a claim of two counts of tax fraud in 2011 and 2012, when he was manager of Real Madrid, had been filed. Mourinho owes the Spanish tax authorities £2.9m (€3.3m), according to a statement, which added it had presented a claim to a local court.
