Too many people think welfare is bad because it punishes success. They focus on how the alleged welfare cliff punishes hard work by taking people’s welfare benefits away when they work more hours, get a pay raise, or get a new job. But the facts show something much more insidious: Welfare is destructive because it pays people not to work, automatically giving them a check or a benefit every month even if they don’t work — and so they don’t. The evidence is clear.

Take the State of Kansas. Governor Sam Brownback restored work requirements for able-bodied adults on food stamps in 2013.

These are adults with no children under 18 and no disabilities. The reform did not affect grandmothers or the disabled.

magine a Midwest adult who had been on food stamps for 22 years. One year after an intervention, her income had almost doubled. Now imagine a woman in that state’s largest city who had been on food stamps for almost five years, with no income. Ninety days after the intervention, she was earning the equivalent of $41,000 a year.

Is this the result of a new welfare training initiative? Not at all; it was a direct result of a policy change quickly getting these people off of welfare. The examples show how to fix America’s stagnant poverty rate. Welfare and poverty, work and upward mobility: It’s really that simple.

While many think of welfare as aid to those HANDOUTS, continued on Page 13 who are in poverty, the truth is that welfare pays people not to work. Yet work is the fastest, best, and most lasting way to get out of poverty and become prosperous.

In post–World War II America, record employment and industrialization pulled Americans out of poverty at unprecedented rates, halving the proportion of people in poverty in less than two decades. In a short generation, the rate of adults in poverty went from almost one in three to just one in seven.

Enter Lyndon B. Johnson’s Great Society.

Since 1966 — the start of the so-called War on Poverty — America’s poverty rate has remained flat. This was an abrupt halt to the mid-century progress of free markets, American ingenuity, and the increased productivity of the American worker.

WONDERING WHAT ‘POKEMON GO’ IS? US TOO A simple guide to the latest app

If you’ve been on the internet — or, um, outside — lately, you may have noticed that a game called “Pokemon Go� is suddenly taking the world by storm. It may have you wondering, especially if you were born before 1984, just what the hell is going on.

Pokemon is a Nintendo franchise that launched in the 1990s. In its world, “trainers� travel the world to catch varied monsters called Pokemon — rats, dragons, swordlike creatures, and more — and use these critters to fight each other. The trainer’s goal is to “catch ’em all,� as the franchise’s slogan suggests, and become a Pokemon master by defeating prestigious trainers known as gym leaders and Elite Four.

So what is “Pokemon Go?� Unlike previous Pokemon games, it’s not for Nintendo’s handheld consoles; it’s a free download for Android and iOS devices. It also doesn’t play at all like previous Pokemon games: Although the goal is still to catch ’em all, “Pokemon Go� is an augmented reality game — it mixes real-world elements with the game.

The big thing is “Pokemon Go� uses your phone’s GPS and clock to decide which

Pokemon appear in the game. If you’re at the park, more bug and grass types appear. If you’re by a lake, more water types appear. If it’s night, more nocturnal ghost and fairy types do. So Pokemon won’t just come to you; players have to traverse the real world to catch ’em all. “Pokemon Go� also has gyms — where you can fight gym leaders — and PokeStops based on real-world locations, which

create hubs where players can meet. (You can buy, with real money, items to lure Pokemon to these stops; that’s how Niantic, the game’s developer, makes money.)

So why is the game taking off now? Well, it just came out, so it’s new and exciting.

But it’s also free, making it easy to pick up.

And it taps into nostalgia for those who played Pokemon in the ’90s. Specifically, “Pokemon Go� realizes a vision Pokemon

fans have had since the series came out: What if Pokemon were real, and inhabited our world?

It’s also exciting because it’s the first big augmented reality game. Although others (like “Ingress� and “Life Is Crime�) tried before, none reached the heights of “Pokemon Go.� But with “Pokemon Go’s� success, it’s something you can expect more of in the future.

This isn’t the first time that Van Etten has flaunted that comfort he has in his own skin.

Last year, images taken of him by Michael Stokes, 53, went viral. The Los Angeles-based photographer shot an entire series of amputee war vets posing in next to nothing — or nothing at all.

Van Etten, of course, isn’t just good looking — he’s also incredibly selfless and brave, and has a remarkably upbeat attitude about what has happened to him. “I don’t get mad at the fact that I lost my legs. My life changed for the better,� he says in a video for Jockey. “You have to keep pushing. You have to keep going against all odds.�

Through friends and community support, Navy veteran Dennis Nelson has a roof over his head after decades of being homeless.

Siegel was reviewing her records that she had collected as the blog writer of The Siegel Sidebar. What attracted her to Nelson was the personal book collection in his maintenance go-cart. “If you like to read,� Siegel suggested to Nelson, “why not go back to school?�

Nelson had made the common mistake of thinking that the local community college was just a place for technical education.

So, back in 2002, Siegel enticed Nelson to visit the campus and persuaded him speak to a guidance counselor. Nelson’s love affair with formal education, often thought of as unreachable and unattainable, had begun.

For the next nine years, Nelson remained on the grounds of the storage facility, but he had a new goal in his life: a real education. He earned a Microsoft certificate and another certificate in accounting.

Nelson also visited the college’s health services, which are available to all regis-

tered students. “I never knew about the services they offered, until I started going back to school,�

Nelson said. “For the first time, I found a place where my long-term medical issues could be addressed.�

And this uneasy alliance between going to school, living in a 20-foot-by-20-foot storage unit, and being silent about his real life issues, would continue until August 2011, five years ago, when the ownership of the storage facility business changed hands. They no longer wanted Nelson as the night watchperson, and, thus Nelson was put on the real streets, once again.

Twenty-five years, homeless. Recovering from another serious surgery, again, Nelson applied to a homeless shelter for vets on Sept. 1, 2011, was accepted and now had a place to stay: a bunk bed in a stable place where he could recover and grow.

Not a permanent home and certainly not one without its challenges, but it was a place where he could study, meet with counselors, and learn from his fellow vets. Knowing that HOMELESS, continued on Page 16

A 95-year-old, 29 1/2-year veteran famous for being the single-known ace to achieve victories against both German and Japanese aircraft during WWII and later becoming a stunt pilot for 20th Century Fox film “Tora Tora Tora� in 1969, flew his 100th aircraft above “the birthplace of naval aviation,� July 9.

Retired Cmdr. Dean “Diz� Laird served in WWII, Korea and Vietnam, operated in 175 combat and training missions, served on 12 different carriers, flew in the Navy’s first jet squadron, was the first person to land a jet-powered aircraft aboard USS Midway and has the most arrested landings on a straightdeck carrier. “I want to thank everyone who took part in making this happen,� said Laird.

A buzz is quickly starting to grow, with the potential return of Ronda Rousey now ramping up.

Just days after Amanda Nunes defeated Miesha Tate in a first round beating to become UFC bantamweight champion, Ronda Rousey took to social media, with a video that confirmed she is planning to return to the octagon.

The video has wracked up over 120,000 likes and over 18,000 shares in just over four hours on Facebook.

And despite an ever growing list of “former� bantamweight champions, White confirmed the fight is Ronda’s if she wants it. “Ronda’s going to make that decision,� White said at the UFC 200 post fight show. “I would like to see her fight this year, but it could be early next year, too. “Whoever the champion is at the time is who Ronda will fight.�

But if Rousey doesn’t make a return by the end of the year, White has hinted that former champion, Holly Holm, Ronda Rousey becomes the likely back up to face Nunes in her first title defense.

Holm suffered a fifth round loss to Miesha Tate at UFC 196, and is currently scheduled to fight Valentina Shevchenko on July 23 in the main event for FOX UFC Fight Night in Chicago.

Should she win, she may very well hump to the top of the contender’s list to face Nunes‌ If Rousey decides to sit out for the remainder of 2016. “If Ronda comes back, Ronda will get the shot. We’ll see what happens with Holly Holm in her next fight, she’s fighting on FOX. It’s all good stuff,â€? White said.

Sailors in Japan are once again allowed to drink alcohol off-base until midnight, following more than a month of restrictions stoked by a series of arrests involving servicemembers and base civilians.

The Navy announcement coincides with a new U.S. Forces Japan liberty policy for all services expected to be released soon, military officials said July 11.

The latest order eases a restriction that placed a 10 p.m. cutoff on off-base alcohol consumption.

Sailors in pay grades E-5 and below will still be required to go out with a “liberty buddy� when drinking alcohol on or off base, according to a Navy statement.

However, sailors will no longer be required to file daily plans detailing off-base activities, officials said.

Ships and other units still retain the authority to levy restrictions. “We expect individual commanding officers to aggressively and proactively identify sailors who lack the maturity to go on liberty and address problems before they occur,� Rear Adm. Matthew Carter, commander of Naval Forces Japan, said in a statement.

For about four days in June, the Navy barred sailors from all non-essential off-base travel.

Sailors also were banned initially from drinking alcohol anywhere — including their own homes — while command officials conducted talks with the roughly 18,600 sailors in Japan, emphasizing the effect of arrests on regional security relations.

The order largely brings to a close the restrictions that came on June 6, one day after a sailor was arrested on Okinawa on suspicion of drunken driving. Police said Petty Officer 2nd Class Aimee Mejia, 21, struck two vehicles and caused injuries while driving on the wrong side of a highway.

Mejia has since been charged by Japanese authorities with dangerous driving resulting in injuries, which carries a maximum penalty of 15 years in prison.

That incident came during a military enacted period of mourning in memory of Rina Shimabukuro, 20, whose body was found in a forest on Okinawa.

Kenneth Franklin Gadson, a U.S. civilian base worker, has been charged with murder and rape resulting in death in the case.

The recent incidents spurred some of the largest protests in decades on Okinawa, where about half of all U.S. forces in Japan are based.

he was not alone, not having to struggle by himself anymore, maybe even having the motivation to show leadership to another vet, Nelson had a second chance at a second chance. But like all organized shelters, it had rigid rules to follow, especially about illicit alcohol and drug use.

After living all those lonely years, alone, with little supervision, Nelson was not comfortable in following those mandatory rules.

So, he screwed it up for himself and failed a spontaneous drug test. Thus, once again, he found himself on the streets, in April 2012, less than a year after finding his new berth.

At the same time, at that same month, Siegel had undergone her own surgery, when she learned of Nelsonâ&#x20AC;&#x2122;s recent expulsion. On Saturday afternoon, April 15, 2012, Nelson came to visit Siegel at her nursing home where she was recovering. The cantor of Siegelâ&#x20AC;&#x2122;s synagogue planned to visit Siegel that day, too, and by chance, sure, Nelson was introduced to the Jewish clergy leader while in Siegelâ&#x20AC;&#x2122;s private recovery room.

After introductions, Nelson used this opportunity to tell this trained and compassionate professional about his personal woe-is-me story. And the religious leader did not buy Nelsonâ&#x20AC;&#x2122;s version. Zero tolerance meant just that.

Dennis Nelson, the homeless, disabled, not so youthful any more, veteran, realized, perhaps for the first time in his life, that if he wanted help from the community, he would have to ask for it and put his own skin in the game. Consequently, after that seminal chance meeting with this counselor, Nelson resolved to appeal the decision to boot him out of the vet shelter that was his last chance for forestalling death on the streets. As part of the deal of letting him back inside, off the streets, Nelson promised to attend and actively participate in an alcohol treatment and recovery program.

Intervention, by concerned friends and by caring counselors, made the difference in Nelsonâ&#x20AC;&#x2122;s life, this time. And the aging process had a sneaky way of melting his heart and opening up his soul. â&#x20AC;&#x153;I just couldnâ&#x20AC;&#x2122;t sleep on the ground on private property any more,â&#x20AC;? admitted Nelson, now 55. â&#x20AC;&#x153;It took me almost 30 minutes each day just getting up.â&#x20AC;?

Several discombobulating events happened to this reporter, Siegel, four years ago while her friend, Nelson, was busy shortchanging himself. Her mother passed away in February, she had surgery in March, was confined to the nursing home in April and upon returning home, was forced to evacuate because of a devastating apartment complex fire in June. Siegel was lucky to resettle in a new unit in the same complex in July, but she was still reviewing her options.

She received an offer, in August 2012, to consider an upcoming affordable housing program in her community. By this time, Siegel was satisfied with her new apartment but she thought about her friend, Dennis Nelson, who was still unsettled. Eight apartments in the soon-to-be-built building were being set aside for disabled veterans.

Siegel excitedly shared the news with Nelson, who, true-to-form, refused to take 16 +VMZ

a forward approach to his problems. â&#x20AC;&#x153;Listen, Bro,â&#x20AC;? Siegel said with passion and exasperation, â&#x20AC;&#x153;Somebody is going to get one of those apartments and there is no reason why it cannot be you.â&#x20AC;?

This time, something clicked in Nelsonâ&#x20AC;&#x2122;s brain. Six months later, after hard work in applying, he was approved. Nelson moved into a new ground-level one-bedroom unit in a nice neighborhood, in February 2013, where he remains today.

So, Nelson, the no-longer-homeless disabled vet, finally got off the streets and joined the world of daily commuters. Nelson gets around using a combination of his bicycle and his bus pass. He continues his A. A. studies and pursues his strong interest in HAM radio. Every Sunday night, Nelson is on the airwaves, working with local weather forecasters.

But Nelson had not forgotten the life lessons he has learned the hard way. He desperately wanted to join a Christian church, so he could reconnect with his spirituality and his own personal history.

Again, he turned to this reporter for help.

Siegel introduced him to her friend who shepherds a local church in Escondido.

This past Jan. 31 Nelson was baptized with holy waters in a room full of congregants, friends and supporters. â&#x20AC;&#x153;I still suffer from my physical injuries and am always undergoing some level of major medical treatment,â&#x20AC;? Nelson confirmed. â&#x20AC;&#x153;My administrative case for awarding VA disability benefits continues to drag on year after year.â&#x20AC;?

How is your life different? â&#x20AC;&#x153;Well, I am not getting married or buying a car, but I do not want to let down the people who intervened for me, either,â&#x20AC;? he confided. â&#x20AC;&#x153;I feel safe and appreciate having a good nightâ&#x20AC;&#x2122;s sleep. Mostly, I believe that I still can make things happen in my life, that I feel worthwhile, that I have my own space.â&#x20AC;?

And, doing his own cooking at home, Nelson has lost several inches off his frame. â&#x20AC;&#x153;I tend to read books with more religious themes now, but I still like my science fiction. I enjoy being a spokesperson for the organization behind the building of my fair housing complex, where I just signed another yearâ&#x20AC;&#x2122;s lease.â&#x20AC;?

But uncertainty still hangs over Nelson. â&#x20AC;&#x153;Because I served in a peacetime deployment, I am still being denied benefits that I feel I am entitled to, by the government which I served. I am a disabled U. S. veteran, no longer homeless, but still suffering physical and emotional injuries, past, present, and future. â&#x20AC;&#x153;What about my future? Am I eligible for burial in a military cemetery? Am I eligible for assisted living? Where am I going to be in five or 10 years? Who is going to take care of me? While I am grateful that new social systems are out there to help me today, where will I be tomorrow?â&#x20AC;?
