City, hospital leaders discuss health costs, concerns By Karrey Britt kbritt@ljworld.com

Personal accountability. Those two words came up time and again during an informal luncheon Thursday at Lawrence Memorial Hospital, where city leaders learned about the hospital and asked questions like “How can we help control health care costs?” LMH President and CEO Gene Meyer said studies show that the best way is to practice preventive care instead of acute care. It’s about changing behaviors: quitting smoking, reducing alcohol intake, exercising, eating right, and getting vac-

cinations and health screenings. “It’s all about personal accountability,” he said. Meyer said the hospital works closely with businesses throughout the county to promote wellness in workplaces. He suggested that the city have a nurse practitioner who is readily available to help its employees — not only when a need arises but also to prevent the need from ever happening. City leaders in attendance besides Corliss were Commissioners Hugh Carter,

Mike Amyx, Bob Schumm and Mike Dever and Assistant City Manager Cynthia Wagner. Meyer gave an overview of the hospital and talked about some of his concerns:

Medicaid population Meyer said there already is a shortage of doctors who accept Medicaid in Lawrence, and he expects that it will only be exacerbated with health reform. He expects those patients who don’t find care will end up in the emergency room instead of having a medical home. Internal medicine doctors Lawrence needs one or

two more internal medicine doctors now. He estimates the city will need 10 more in the next five to seven years. He also said more primary doctors are referring their elderly patients to internal medicine doctors. Amyx asked why these doctors are so hard to recruit. Meyer replied with three main reasons: not enough are being trained, more are becoming hospitalists where they have control over their hours, and salary expectations are high. Practices simply can’t afford to pay the wages they are seeking. LMH is acquiring Internal Medicine Group on July 1 to help recruit doctors.

Health reform Meyer said the Affordable Care Act is the biggest change in health care in 50 years. It will change the system from paying for volume to paying for value. “We welcome that change,” he said. Health reform will bring financial penalties for: excessive readmissions, hospitalacquired condition, infection rates and patient safety incidents. Meyer said LMH is preparing for health reform as the rules are still being written. “Are we ready? No. Is anybody ready? No,” he said. LMH is hoping to get $1.4 million from the federal gov-

ernment for upgrading to an electronic medical record system. It spent well over that, so it hopes to be reimbursed like the feds have promised. Dever asked about the price of care at LMH. He’s heard that services cost more at LMH than in Topeka and Kansas City. Ex-KU student admits touching woman inappropriately at fraternity By George Diepenbrock gdiepenbrock@ljworld.com

A former Kansas University student pleaded guilty to aggravated battery Thursday in a case where a woman alleged she was sexually assaulted at a KU fraternity last year. Andrew John Hansen, 19, admitted Thursday in the plea Thursday afternoon that he had touched the 18-yearold woman in her vaginal area the night of Aug. 21. District Judge Peggy Kittel convicted him of the charge. A trial in the case was scheduled for next week. Prosecutors initially charged Hansen, who is no longer a KU student, with one count of rape, which carried a more severe punishment. Chief Assistant District Attorney Amy McGowan said that as part of the plea agreement attorneys would ask Kittel to sentence him to 100 days in jail and serve three years of probation.

The female KU student, who is now 19, reported to Lawrence police that she was at the Delta Chi fraternity house, 1245 West Campus Road, and fell asleep in a room there. “Once I realized she was nonresponsive, I COURTS stopped,” Hansen told Kittel. McGowan said prosecutors had evidence the woman woke up and alleged Hansen, who was an acquaintance, was touching her. Defense attorney Tricia Tenpenny said in court both Hansen and the woman had consumed alcohol that night. The woman called Lawrence police the next day when she returned to her residence hall, and off icers arrested Hansen after they interviewed him. Among other conditions of

the plea agreement: Hansen must perform 100 hours of community service, complete a sex offender evaluation and have no contact with the victim. According to state sentencing guidelines, he could face from 31 months to 11 years in prison, depending on his past criminal history, but both sides indicated they would ask Kittel to sentence him to probation. McGowan told Kittel prosecutors had notified the victim about the plea agreement in the case. Even though he won’t be sentenced until Sept. 30, Hansen is scheduled to begin serving his jail sentence later this week. National fraternity officials have said they will not conclude their own review of the matter until the criminal case is resolved. — Reporter George Diepenbrock can be reached at 832-7144. King received a $400,000 appeal bond and was released from jail Dec. 10, two days after he was sentenced, Thompson said. An appeal bond allows a sentenced defendant to be released from jail until appeals are complete. Thompson said King had already been ordered to stay away from the victim and her family, but he said the lack of further conditions on the bond may have been an oversight by the judge, perhaps because of the large bond amount that was set. Family honored with $1M bequest to K- State MANHATTAN — A California man who never attended Kansas State University has made a $1 million bequest to the school to honor his many relatives who studied or taught at the Manhattan campus. Alan Porter is an independent real estate investor in Santa Barbara, Calif. He holds a bachelor’s degree from the University of Nebraska and a law degree from the University of Denver. But Kansas State holds a special place in his heart. His father, Clare Porter, and mother, Georgiana Avery Porter, both earned bachelor’s degrees there, and one uncle received a doctorate in 1940. His uncle Thomas B. Avery headed the poultry department, and Thomas Avery Jr. was a professor of veterinary medicine. Porter’s bequest to the College of Agriculture will establish the Porter and Avery Family Agriculture Scholarship.
