Good Times at the October 8th Mixer!

T

he Rock in Truckee was the place to be October 8, 2015! Mixer hosts, Nor-Cal Floor Design, Interior Design by Julie Johnson-Holland, Kelly and Stone Architects, Inc., NSM Corporation, Vineyard Custom Homes, Craftsmen in Wood Mfg., and California Craftsman, did not disappoint! With over 100 CATT members and others from the community there, it was a great way to socialize and celebrate the final mixer of 2015.

Attendees were entertained with live music by Bias and Drummond. A game that required players to ”find a member” (i.e. CATT Board Member, Committee Chair, New Member, etc) was a big hit! The seven entries in the Chili Cook-Off ran the gamut from a tomatillo-inspired recipe to elk chili to “mid-western” chili. Mixer-goers could sample and judge the various offerings. The winner of the Chili Cook-Off was Ryan Marsden with Kelly and Stone Architects, Inc. His entry was called “Beef & Bacon Chili.” The CATT Mixer Committee, with the help of all the mixer donors, were able to give out over 30 raffle prizes including CASH! Big thanks to: Nor-Cal Floor Design, Interior Design by Julie Johnson-Holland, Kelly and Stone Architects, NSM Corporation, Vineyard Custom Homes, Craftsmen in Wood Mfg., and California Craftsman for hosting the CATT Fall Family Mixer and Chili Cook-Off. et’s welcome Jeff Miller from Advance Design and Construction to our Board of Directors! With members like Jeff contributing their time and efforts to CATT by participating on committees and leading our organization together, we build a better future for all our members and the building industry as a whole. Continually inspired by the various experiences and views contributed at our monthly board meetings by our directors, I’m looking forward to the new professional perspective added to our team.

What an event our family Mixer was! The turnout was great and afforded our members and prospective members a real opportunity to have some fun and see what a community of professionals looks like. Thank you to our Board members and committees for making this one great for everyone!

Once again we have a CATT Member Orientation being held. I always like to attend these and answer questions prospective, new, and existing members may have. Please share with your associates—there are so many benefits CATT offers and the list is long. S

omething is happening that hasn’t been a problem since before the recession—a shortage of skilled labor! Pre 2008, CATT had a “Labor Pool” clipboard where members could either submit help wanted ads, or if a skilled tradesman, check for job openings. In the last couple of months, we have heard of CATT members actively searching for skilled labor. One member (Peter Knight/Accent Window) ended up hiring a worker from Sacramento when he couldn’t find help locally! The CATT web page has a section called “Job Openings” as part of the “I’m a Building Professional” web page. I’ll be checking with the Website Committee on some ways to make a “Jobs” page more prominent to serve CATT members.

Preparation for the 2016 Building & Remodeling Guide is underway! I am starting the process to assemble articles and photos for the guide. If you are interested in writing an article for the CATT Guide, please contact me for details. J

ohn Lamoreux (The Auto & Tire Doctor) was recognized at an October 15 reception as part of the “Best Boss of Truckee/North Tahoe” contest sponsored

by The Office Boss. John was nominated by his entire staff and ended up as one of three runners-up in an overall field of 19 entries. The Office Boss started the “Best Boss” competition last year “to recognize locals who are inspiring, motivating and making a positive difference in their employees’ lives.” CATT Executive Director Pat Davison was a judge for the Best Boss competition in 2014 but this year could not judge because she was nominated for Best Boss by CATT staff Amanda Bullard, Peg Friesen, and Kim Cross.

The Truckee Donner Chamber of Commerce announced winners for the 62nd Annual Awards Dinner held October 15 at the Resort at Squaw Creek.

Nominee submissions were collected in August and winners were chosen by the Chamber’s Board of Directors. CATT members who won were: Small Business of the Year (11–49 Employees) – Advanced Asphalt; Large Business of the Year – Mountain Hardware & Sports; Volunteer of the Year – Mark Tanner (Mark Tanner Construction). CATT was nominated for Non-Profit Organization of the Year but did not win. CATT members who were nominated in various categories include: Small Business of the Year (1–10 employees) – DLux Window Coverings, Linchpin Structural Engineering, and Molsby & Bordner; Small Business of the Year (11–49 employees) – Kelly Brothers Painting, Rock & Rose, and Sierra Sun; Large Business of the Year – LP Insurance and Mark Tanner Construction; and Volunteer of the Year – Kathy Hess (Just Imagine Marketing & Design) and Mitch Clarin (Mitchell T. Clarin).

Local Government Affairs Committee (LGAC) CATT LGAC Meeting Dates and Speakers: November 16 Squaw Valley PSD Chairman Dale Cox followed by

Truckee Donner Public Utility District (TDPUD) 2nd Annual Meeting December 21 Town of Truckee Chief Building Official Johnny Goetz The next LGAC meeting is Monday, November 16, 4:00 p.m., here at the CATT office. First speaker is Dale Cox, Chairman of the Squaw Valley Public Service District. This is a casual, get acquainted session with Dale so he can meet CATT members and they can meet him. Dale will be followed by TDPUD President Bob Ellis and TDPUD staff for our 2nd Annual Meeting to address current issues such as an update to District Code to allow upper level review of TDPUD decisions and the procedure to calculate fire sprinkler flow for new single family residences in Truckee.

Advance notice—CATT LGAC meetings in 2016 will continue to be held on the third Monday of the month EXCEPT for January and February when federal holidays prompt a change to the schedule. The January LGAC meeting will be Monday, January 11 and the February LGAC meeting will be Monday, February 8.

Live streaming/archiving of government meetings – We want this to be done on a regular basis to improve citizen awareness and engagement—some agencies live stream/archive their meetings and some do not.

Full agenda packets on agency websites – We think agency staff reports and collateral materials should be readily accessible to anyone via the Internet—most agencies supply the information but a couple do not.

Review/appeal process for agency staff decisions – There should be a stated procedure to question a staff decision but some agencies do not have such a procedure.

Property tax distribution info on property tax bills – Tax bills do not show the property tax distribution to various special districts or agencies—we think the tax bills should show this distribution information.

SENIORS BREAKFAST NEEDS VOLUNTEERS

D

irk Foster with Mountain Lake Cleaning is CATT’s Seniors Breakfast Chairman.

Dirk is looking for CATT members to tackle various jobs as part of the Sierra Senior Services monthly fundraiser breakfast on Sunday, December 6. The breakfast is held at the Truckee Senior Center by the Rodeo Grounds off Brockway Rd. Volunteer chefs will be flipping pancakes and frying eggs and volunteer servers will set the tables and bring the plates to the breakfast diners. Cleanup is also part of the routine. First shift is from 7:00 to 9:30 a.m. and the second shift is from 9:00 a.m. to noon.

The monthly fundraiser breakfast is always the first Sunday of the month and is open to the public for a nominal fee. The seniors collect the fee at the door and use the money to support the “Meals on Wheels” program. Twelve organizations provide the kitchen crew for the 12 breakfasts of the year. These organizations also encourage their members to eat breakfast on their designated Sunday at the Senior Center. The record to beat is 200+ breakfasts prepared by Truckee Noon Rotary Club in January 2014.

December 6 is CATT’s designated day to cook and serve. Truckee Building & Safety Division News Online Inspection Scheduling

I

I hope everyone is getting ready for a big winter and excited to hit the mountain of your choice and take some turns. Last month, I reminded everyone about the importance of buttoning up their project sites in preparation for winter and the erosion prevention standards. For the most part, you all should be commended as most projects look great, although a few sites need a bit more attention as the weather is fast approaching. As a reminder, all projects should be protected against runoff, stockpiles covered, entrances maintained, materials and portable toilets removed from the rights-of-way, etc. You can always view the general guidelines at www.townoftruckee.com/ building and safety/erosion prevention standards.

You may recall when we went “live” on April 1, 2015 with our new software system, New World Systems, we made the decision to remove the old IVR phone inspection scheduling system. In an effort to not enact a major obstacle to schedule an inspection, we agreed to set up a phone line voicemail to allow customers to continue to call in if they did not want or feel ready to do it all online. We have turned the corner and the majority of our customers are now using the online scheduling system. With that said, and after six months of educating, the phone line will be shut down on December 1, 2015. What this means is you will need to sign up in the online system and create an account in order to schedule your inspections. Yes, you can always call us in the office; however, once you use the system, I believe you will find it

very easy and user friendly. We have created a walk-through on how to use the online portal, which can be found on the Building & Safety homepage should you need additional instructions—or simply come in to the counter and we can assist you.

Q&A for Contractors

C

utredtape.com brought us a follow-up inquiry for a contractor that hopes to make ‘his slice’ the whole pie! Another electrical contractor hopes his specialty is ‘wired in’ to reciprocity as a CA licensee…

Q: In a newsletter I located on-line you indicated that: ”It has been determined by the CSLB that all “C-7” work is covered by the “C-10” classification.” Can you tell me where that determination can be found? Thank you in advance.

A: The CSLB’s description of the two classifications reflects the fact that Low voltage (“C-7”) work is included in the “C-10” classification. A Low voltage contractor can install, service, and maintain all types of communication and low voltage systems which are energy limited and do not exceed 92 volts. A “C-10” contractor can install, service, maintain any electrical wires, fixtures, etc. which generate, transmit, transform or utilize electrical energy in any form or for any purpose.

Q: Is there any type of contracting work, such as electrical, where even if it’s under $500 in which the work must be done by a licensed contractor?

A: The CSLB does not require a license for any construction work under $500.

Q: I was just curious if you could tell me what states we get automatic reciprocity in for having a valid Low voltage license in California?

A: While we specialize in licensing in CA, NV, and AZ, I am not aware of any State that has a formal reciprocal agreement with California for the Low voltage electrical classification. Arizona just recently did away with “reciprocity”, however you may be eligible for a Waiver of the Low

Voltage Trade exam if you meet certain requirements. You are required to show that you passed the equivalent exam in California when you originally obtained your license and your Contractor’s license must have been active and in good standing within the preceding five years.

Arizona Registrar of Contractors still requires that you take the Business/ Management exam and show your experience when you apply for the license. Contact us if you’d like assistance with this.

Q: Can a General Building (“B”) contractor advertise/promote themselves for specialty work, such as plumbing? I read in the CSLB’s advertising guidelines “Licensed contractors are not allowed to advertise for construction work outside of the areas for which they are licensed”. Technically “B” (General Building) contractor can do plumbing projects so it’s not outside the area for which we are licensed, correct?

A: Actually, no. “B” contractors should not advertise or promote themselves for single specialty trades. As long as the contractor in question can show at least four years of full time work experience doing plumbing work, I would suggest that he/she add the “C-36” (Plumbing) classification to the General license.
