his week’s Hemet City Council Meeting was primo from the opening gavel (on time, I might add). With the usual opening ceremonies, they got right down to business. Announcing that in closed session, the council voted 5-0 to settle an issue. Then came public comments. There were several, and they were passionate and pointed: 1. Rosie Roper spoke about the proposed Pickle Ball Court at Gibbel Park, stating that it would be a waste of money to have only two courts; that it would be more economical to have four because the sport is very popular in Hemet

and growing. 2. Stephen (last name not recalled) griped that his neighbor had a motor home with a trailer parked in his yard and that he reported it to code enforcement, etc., and nobody responded or did anything. He believes the neighbor is breaking the law. The council promised to look into it. 3. William Potts stated that his neighbor is housing a dog kennel with seven large dogs and assorted others. Drainage from the kennels drains into his yard, creating a terrible stink. Code enforcement no longer accepts his calls. He says that he and his wife (transplants from San Diego) are fed up. Councilman Males promised to go to the location himself.

4. Jerry Ann Franklin spoke about street lights that need to be installed at Meyer and Devonshire Avenue. Complimented the Hemet Police Department for keeping an eye on a homeless encampment behind Win-Co Grocery across the street from Hemet West Mobile Homes. 5. Andy Allen was somewhat irate that nobody was doing anything about sinking sidewalks on Florida Avenue and wanted to know whose responsibility it was to maintain and repair them? The city of Cal Trans. Council promised to look into it and said it would be helpful if he would provide what blocks on Florida were

fter years of addiction, Matthew Hirsch was sober. He landed a stable job working overnight shifts at a 7-Eleven in Southern California, lived with his girlfriend in a nearby apartment and spoke to his father every day. Around 4:15 a.m. Monday, a masked shooter gunned down the 40-year-old clerk inside the convenience store. Authorities say it was one of six robberies by the same man at 7-Eleven stores across the region, senseless attacks that left two dead and three wounded. The tragedy left Hirsch’s father reeling on Tuesday. Jim Hirsch had long feared his son’s death would come from another heroin overdose. “I’d walk into his room at night and see needles,” Hirsch told The Associated Press. “Do I throw him out to die under a bridge? Or let him overdose in the house?” Still, he always had an opendoor policy for “Matt” at the home where his son grew up. Matt eventually sobered up as “he slowly straightened himself out” more

than a year ago, his father said. He began working at the 7-Eleven in Brea about six months ago, juggling his job and his recovery. Jim Hirsch was glad his son was employed but worried about him working alone late at night. “He hadn’t had time to enjoy a normal life,” his father said. “He goes through a struggle for goodness and it ends in a shooting.” The robberies occurred in a five-hour span early on Monday. Following the deadly robberies,

7-Eleven Inc. urged Los Angeles-area stores to close Monday and Tuesday nights for safety. Investigators aren’t sure what what led to Hirsch’s death in Brea, or what sparked the robberies in Ontario, Upland, Riverside, Santa Ana and La Habra. Riverside Police Officer Ryan Railsback said it doesn’t seem coincidental that 7-Eleven was targeted on July 11 — or 7/11, the day when the company celebrates its anniversary. Hirsch was shot to death after authorities believe the gunman earlier gravely wounded a customer in Riverside and then fatally shot Matthew Rule, 24, outside a Santa Ana store. After those three shootings, the suspect then shot two people at a store in La Habra before disappearing Rule’s aunt said his mother was too distraught Tuesday to speak to a reporter. Armed robberies also occurred at stores in Ontario and Upland shortly before the shootings. Authorities in those cities on Tuesday confirmed that the crimes they were investigating are linked to

igh school and middle school classes in California will start later than ever when the school year begins this fall. That means that students (and the parents who schlep them to school) can look forward to a little extra sleep. In 2019, California legislators passed a first-of-its-kind law requiring that public high schools

begin classes no earlier than 8:30 a.m., and that middle schools start no earlier than 8 a.m. The law officially went into effect on July 1. Teenagers not only need as much as 10 hours of sleep each day, but shifts in their biological rhythms also make them become sleepy later. “Asking a teenager to be awake and trying to absorb information at 8:30 in the morning

Report: Southern California county failed Turpin children AP NEWS | CONTRIBUTED

he social services system “failed” 13 children who were rescued after being starved, shackled and horribly abused by their parents at a Southern California home for years, according to a report released Friday. Some of the Turpin children of Riverside County, east of Los Angeles, were forced to live with people who were later charged with child abuse and some of the adult siblings struggled to get money for housing and food, according to a 634-page report from a law firm hired by the county to investigate their care. The shocking abuse in the Turpin home went unnoticed in the community of Perris, about 60 miles (96 kilometers) southeast of Los Angeles, until then17-year-old Jordan Turpin escaped in January 2018 and called police.

When she escaped, Jordan told a sheriff ’s deputy that her sisters and brothers, who ranged in age from 2 to 29, had been starved, chained to beds and forced to live in squalor. The children slept during the day, were active a few hours at night and had minimal education.

Their parents, David and Louise Turpin, are serving sentences of 25 years to life in state prison. Last year, ABC News reported that most of the siblings received poor care after entering the child welfare system. “They have been victimized again by the system” and were

“living in squalor,” Riverside County District Attorney Mike Hestrin said in the ABC documentary. “They’re living in crime-ridden neighborhoods. There’s money for their education. They can’t access it,” Hestrin said. After that report aired, Riverside County Executive Officer Jeff Van Wagenen said his office had hired a law firm run by former federal Judge Stephen G. Larson to analyze the services provided and the quality of care they received. The report, which summarized findings of a months-long investigation, concluded that the county’s social services system was short-staffed and underfunded, leaving workers struggling with high caseloads that made it hard to ensure safety and care “for our most vulnerable populations.” It made several

MALE INMATE DIES AT ROBERT PRESLEY DETENTION CENTER An investigation was underway Tuesday into the death of a male inmate at the Robert Presley Detention Center in Riverside. Riverside police have confirmed that the suspect wanted in several shootings at 7-Elevens across SoCal on July 11 is the same one involved in their shooting investigation. A father of three was shot in the head at a Riverside 7-Eleven, and his daughter said he's a strong man. Kaya Harrel said her father, Jason Harrel, most likely went into the convenience store on La Sierra Avenue at the corner of Norwood Avenue because it’s near his girlfriend's house. She also believes he may have been trying to help the clerk who was being robbed. "My dad is a fighter so if anyone is going to make it through I have full faith that it would be my dad," she said. Kaya calls her father a miracle man. The 46-year-old is fighting for his life after being shot in the head during a robbery. "That was definitely the

worst day of my entire life. I wouldn't want anyone to ever have to see their dad like that," Kaya said. Jason was a regular customer who Kaya believes may have gone in to buy cigarettes at around 1:50 a.m. Monday as the robbery was happening. She and other family members including her 20-year-old brother and 8-year-old sister have been praying he somehow pulls through. "I just can't think that I won't be able to talk to him again. It makes me sick," she said. "I'm sitting here thinking one day he supposed to walk me down the

She also says he cares deeply about others, and although she doesn't know exactly why her father was shot, she believes he may have been trying to help the clerk. "If he walked into this type of situation and he saw that someone was at gunpoint or something was happening, my dad would try and stop it. He would try to get in the middle of

Riverside police investigators say the man who allegedly shot Jason appears to be the same one who was accused robbed several other 7-Elevens, including ones in Brea and Santa Ana where two people were shot and killed early Monday morning. As Kaya continues to hope her father survives, she also has a powerful message for the shooter. "You don't get to just go around killing people thinking that's OK. This is not a video game, it's sick," she said. Kaya says her father has been able to squeeze her hand. She's hoping it's a sign that he might be able to recover from his injury. Upland police say the man captured on a surveillance photo robbed a 7-Eleven at around 12:35 a.m. at the corner of West Arrow Route and Monte Vista. No one was hurt. The Upland robbery suspect appears to be the same person Brea police are also looking for.

ollowing a rash of shootings and robberies, 7-Eleven is advising several California locations to alter their operating hours. Law enforcement across the Los Angeles area and beyond is currently engaged in a manhunt, according to the Times of San Diego, searching for a suspect in numerous shootings and robberies at 7-Eleven stores. Businesses in Brea, La Habra, Santa Ana, Riverside, Ontario and Upland were targeted on Monday, resulting in two deaths and three injuries. As a result, 7-Eleven has ordered that locations in the Los Angeles area close down overnight. "Right now, our focus is on franchisee, associate, and customer safety," the company said in an official statement. "With that in mind, we encouraged stores in the Los Angeles area to close overnight." The first incident began when police in Brea, California, were called to a 7-Eleven store around 4 a.m. local time. Upon ar-

rival, officers found a dead male clerk, 40-year-old Matthew Hirsch, seemingly shot during a robbery. A similar incident occurred at a 7-Eleven roughly four miles away in La Habra shortly after the one in Brea, and was eventually determined to be related. Two clerks in La Habra were shot, but expected to survive. "Based on some preliminary evidence we do believe it is possibly the same suspect," Brea Police Captain Phil Rodriguez said during a Monday press conference. "We are

aware of other incidents that have occurred in the southland at 7-Elevens. We obviously at this point can't confirm whether they are connected, but we assure you our detectives are looking into that." Police later linked the suspect to another shooting in Santa Ana, roughly an hour prior to the Brea incident, in which 24-yearold Matthew Rule was fatally wounded, later pronounced dead by officers on the scene. The shooting took place outside of a 7-Eleven, but the suspect reportedly did not attempt

to rob that location, only stealing from Rule. Surveillance photos from the various stores have led police to believe they are all the same suspect. "Our hearts are with the victims and their loved ones," 7-Eleven said in an initial statement on Monday. "We are gathering information on this terrible tragedy and working with local law enforcement." The rash of crime comes only a few months after another Los Angeles County 7-Eleven, this time in Montebello, played host to a gunfight between two individuals. Security footage from the scene showed two men at the store shouting at each other before quickly opening fire, sending other customers and staff scattering. Police later confirmed that no one was injured.

Soboba Fire Department Shares Fire Safety Tips SOBOBA BAND OF LUISEÑO INDIANS | CONTRIBUTED

o assist those who live and work on the Soboba Indian Reservation, Soboba Fire Captain Roger Salmo presented three classes in June to provide education and safety tips. The Wildland Urban Interface Fire Preparation and Survival Class was offered at no cost to participants through a grant from Cal Fire. Focusing on preparation for those living and working close to nature, the classes outlined what to do before, during and after a WUI fire. These classes were scheduled after a need was identified to offer more communication about health and safety for residents. With the resources gained from three grants, much headway has been made in addressing the potential fire issues in the area. Members of the Traditional Land Resources Management Crew, otherwise known as the Canyon Crew, cut back overgrowth on the west side of the reservation, which is the major point where a wildfire would enter the area. Another grant provided for dissemination of information through an automated text system. The third grant will help implement a nationwide program that can be adapted to any emergency – flood, earthquake, fire, etc. A Tribal Emergency Response Team/Community Emergency Response Team basic training class will be offered in September. CERT training is a Federal Emergency Management

Agency training class that will educate residents about disaster preparedness for the hazards that will impact their community. Participants will be trained in basic disaster response skills such as fire safety, light search and rescue, team organization and disaster medical operations. Those who complete the three-day class and all units and exercises, will receive a certificate and CERT backpack. Capt. Salmo said the purpose of the upcoming readiness training, as well as June’s classes on “Ready, Set, Go!,” is to make sure everyone is prepared and knows each person can make a difference. Soboba Fire Chief Glenn Patterson said that wildfire is a serious threat to lives, property and natural re-

sources in California. “The men and women of Soboba Fire make countless preparations and train frequently in order to be ready for all types of emergencies,” he said, adding that residents can dramatically increase their safety and the survivability of their property by preparing well in advance of a wildfire. Statistics from FEMA show that more than 46 million residents in 70,000 communities are at risk of wildfires and almost 90% of wildland fires are caused by people. Salmo described the importance of defensible space, which is what firefighters need to protect properties. The buffer created by removing weeds, brush and other vegetation helps keep the fire away from the home and reduces

the risks from flying embers. He said that ember fires can destroy homes or neighborhoods far from the actual flame front of a wildfire. Defensible space is the required space between a structure and the wildland area that, under normal conditions, creates a sufficient buffer to slow or halt the spread of wildfire to a structure. It consists of two zones, the first one extending 30 feet out from the buildings. All dead or dying vegetation should be removed, tree canopies should be trimmed and branches should be kept a minimum of 10 feet from structures and other trees. Leaf litter such as dry leaves and pine needles should be removed from the yard, roof and rain gutters. Woodpiles or other combustible ma-

terials should be removed or moved further from the structure. “Ladder fuels” which is low-level vegetation that allows the fire to spread from the ground to the tree canopies, should be removed as well as any vegetation near windows. The second zone extends 30 to 100 feet out from buildings, structures and decks. It is important to remove ladder fuels in this area as well, plus cut or mow grass to a maximum height of four inches. The important first step is to get “Ready” by creating various checklists to help prepare a Wildfire Action Plan and practice the plans regularly so the entire family knows what to do. A Family Disaster Plan should include meeting locations and communication plans, including evacuation of large animals. Have fire extinguishers on hand and train all family members how to use them. Learn where all the utility shut-off controls are and how to use them. Plan several different evacuation routes. Assemble an emergency supply kit for the home and one for the car. Appoint an outof-area friend or relative as a point of contact and have a portable radio or scanner that can provide updates on the fire. As the fire approaches “Get Set” by alerting family and neighbors and making sure everyone is wearing appropriate clothing and has picked up the emergency supply kit. All windows and doors should be shut but left unlocked; flammable window shades and curtains should be removed; flammable furniture should be moved to the center of

the room, away from windows and doors; gas and pilot lights should be shut off as well as air conditioning units, but lights should be left on so firefighters can see under smoky conditions. The outdoors checklist should contain gathering up flammable items from the exterior of the home such as toys for children and pets, door mats and patio furniture and taking them inside; propane tanks should be turned off while exterior lights should be turned on; have a ladder available; seal attic and ground vents with pre-cut plywood or commercial seals if time permits to avoid embers entering the home; continue to patrol your property and extinguish all small fires until you leave, but always evacuate when authorities tell you to do so. Back your vehicle into the driveway but leave all doors and windows shut. Create a checklist in case the unfortunate circumstance arises of being unable to leave the area. Items include knowing to shelter away from outside walls, bring garden hoses inside the house so embers don’t destroy them, patrol inside your home for spot fires and extinguish them, wear long sleeves and long pants made of natural fibers such as cotton, stay hydrated, fill sinks and tubs for an emergency water supply and place wet towels under doors to keep smoke and embers out. After the fire has passed, check your roof and extinguish any fires, sparks or embers; check

Salmo also explained that the best course of action is prevention and that creating fire-resistant landscaping and using the right type of construction materials on structures gives homes the best chance of surviving a wildfire. This was not always the case, however, and all too often the social services system failed them,” said a June 24 introductory letter to supervisors that was included in the report. “Some of the younger Turpin children were placed with caregivers who were later charged with child abuse,” the letter said. “Some of the older siblings experienced periods of housing instability and food

insecurity as they transitioned to independence.” “Many were caught in the middle of confusing and complicated legal proceedings,” the letter said. “When they complained about their circumstances, they often felt frustrated, unheard, and stifled by the system.” Prosecutors have charged a Perris couple and their adult daughter with abuse. Two of the Turpin girls placed in their foster home were fondled and kissed by the father and other foster children were physically assaulted, county prosecutors have said. Marcelino Olguin, his wife Rosa and their daughter Lennys have pleaded not guilty to child cruelty and other felony charges.

About an hour later, the Riverside store was robbed and a customer shot and gravely wounded. Another shooting occurred around 3:20 a.m. in Santa Ana. There, officers found Rule dead in the

7-Eleven parking lot. The victim did not work at the store, and surveillance video shows the suspect dropping items — believed to be the victim’s belongings while fleeing, police said. About 40 minutes later, Hirsch was fatally shot and less than an hour later officers discovered two gunshot victims at a store in nearby La Habra. Those two victims are expected to survive.

n October of 1871, the great evangelist D.L. Moody made, by his own admission, a horrible mistake. He had been preaching in the city of Chicago. Moody drew huge crowds of people to his meetings and on this particular Sunday evening, he drew his largest audience yet. His message was titled, “What will you do with Jesus?” At the conclusion of his talk, he finished up with this statement: “Now I give you a week to think this over. When we come together again, you will have an opportunity to respond.” But it would be a Sunday that many in his meeting would not live to see. That very evening, a fire began to burn - they now call it The Great Chicago Fire and legend has it the fire was caused by Mrs. O’Leary and her cow. But in the aftermath, more than 300 were dead and over 100,000 were homeless - almost a third of the city had been destroyed. But while Festus thought Paul was crazy, King Agrippa believed him, yet wouldn’t do anything about it His response to Paul? “Thou almost persuades me to be a Christian!” As far as we know, they both died lost. Agrippa got no points for being an “almost Christian.” To me, this is one of the saddest incidents in the entire Bible. Reading through this narrative, we can see this is an example of God reaching out to the heart of a man to give him a chance to be saved. God literally brought one of the leading evangelists of the day to his front door, but Agrippa would not hear. The competition in the Olympics is always stiff, but the swimming competition can be one of the most grueling in terms of “almost” wintimes. The difference between first and second place can sometimes be measured in thousandths of a second. They come so close, they ‘almost’ make it, but only the winner gets the gold medal. “His house almost didn’t burn down.” “She was almost pregnant.” “He almost didn’t get a speeding ticket.” As they say, ‘almost’ doesn’t count except in horseshoes the regular school sessions.) Experts say that chronic sleep deprivation among teenagers has been linked to worse academic performance and mental and physical health problems as well as substance abuse and drowsy driving. Because of the litany of public health risks, the American Academy of Pediatrics has called for school to start no earlier than 8:30 a.m., as even 60 extra minutes of sleep per night can have major benefits in staving off long-term health issues. “The effects of that one hour is something they will be feeling as 40-yearold adults,” said Dr. Sumit Bhargava, a clinical associate professor of pediatrics at Stanford University. “When you give them the gift of increased sleep time, it is the

aking new steps to further hold the gun industry accountable, Governor Gavin Newsom signed legislation Monday allowing the state, local governments and Californians to sue gun makers. “To the victims of gun violence and their families: California stands with you. The gun industry can no longer hide from the devastating harm their products cause,” Governor Newsom said. “Our kids, families and communities deserve streets free of gun violence and gun makers must be held accountable for their role in this crisis. Nearly every industry is held liable when people are hurt or killed by their products – guns should be no different.” AB 1594 authored by Assemblymembers Phil Ting (D-San Francisco), Mike A. Gipson (D-Carson) and Chris Ward (D-San Diego) allows individuals, local

governments and the California Attorney General to sue irresponsible manufacturers and sellers of firearms for the harm caused by their products. “Gun violence is now the leading cause of death among kids and teens in the United States, surpassing car accidents. I see no better argument for stronger gun safety legislation. I thank the Governor for signing AB 1594,” said Assemblymember Ting. “For far too long, the firearms industry has enjoyed federal immunity from civil lawsuits, providing them no incentive for them to follow our laws. they produce. un makers and dealers in California will be required to block firearms sales to anyone they have “reasonable cause to believe is at substantial risk” of using a gun illegally or of harming themselves or others, under a new law that Gov. Gavin Newsom announced Tuesday that he had signed. It’s a subjective requirement that goes farther than current background checks or prohibitions on selling guns to people prohibited from owning them. The regulation is part of the new law creating a good conduct code for gun makers and dealers that also allows anyone who suffers harm from violations to sue. The bill was one of more than a dozen adding to California’s already strict gun regulations that were sent to Newsom, a Democrat, by state lawmakers before they left for their month-long

summer recess. The National Rifle Association said the requirements are vague and represent an attempt to hold gun dealers and makers liable for the actions of others. The new law, the group said, “seeks to frustrate law-abiding gun owners” with the goal of driving gun makers and dealers “out of business with frivolous litigation.” The state’s firearm industry standard of conduct, starting in July 2023, will require those making, importing or selling guns to “take reasonable precautions” to make sure the weapons don’t fall into the wrong hands through sales or thefts. That includes having “reasonable controls” to prevent sales to arms traffickers, straw buyers, those prohibited from owning guns, and anyone deemed to be at “substantial risk” of using the gun improperly. The law is patterned after a New York measure

that took effect last year to skirt a 2005 federal law blocking most liability lawsuits against gun-makers or dealers. The New York measure declared such violations a “public nuisance,” taking advantage of a federal exemption that allows lawsuits when gun makers break state or local laws regulating the sale and marketing of firearms. Delaware and New Jersey just enacted similar laws, and all contain provisions requiring firearms dealers to act responsibly, said Tanya Schardt, senior counsel and director of state and federal policy at the Brady gun control advocacy organization that sought the laws. “There may be indicators or things that you see beyond just passing the background check that indicate to the dealer that they shouldn’t sell the gun,” she said. “I would say the Califor-

nia law is more specific,” Schardt said. “But substantively I think it creates the same set of requirements, the same standards with regards to engaging in safe business practices.” “It’s not asking someone to be psychic,” she added, but to take reasonable precautions in the same way that an automobile dealer could be liable for selling to a customer who is clearly drunk, for instance. “It’s not creating liability, it’s not expanding liability beyond what’s reasonable ... which is really the same standard that every other industry is measured against,” she said. A federal judge in May rejected a challenge to the New York law by gun manufacturers and sellers. Sam Paredes, executive director of Gun Owners of California, expects the California law will be chal-

lenged on the argument that it violates the federal law. “The ability to be sued for doing something bad is already there,” he said, noting that gun makers and dealers are liable for any illegal activity. “This is the anti-gun side’s way of looking for a deep pocket.” The law will allow the California attorney general, city and county attorneys and victims of gun code of conduct violations to sue gun retailers or manufacturers for civil damages. “Nearly every industry is held liable when their products case harm or injury. All except one — the gun industry,” Newsom said in a video Tuesday announcing that he had signed the bill on Monday. Cal State’s Black students are falling Republicans behind other groups — and poor Must Listen to Voters, graduation data obscures the crisis Not the Media JEFF CROUERE | CONTRIBUTED

As our nation descends into a recession and Americans worry about how to pay their bills and feed their families, leaders in the Republican Party have decided to keep quiet. Their strategy is to let the political party in power, the Democrats, self-destruct. Without question, Democrats have done a horrible job leading the nation. As the party in control of Congress and the White House, Democrats are responsible for the high inflation and gas prices that are wrecking the nation’s economy. President Joe Biden has been an unmitigated disaster. Arguably, he has also committed a variety of impeachable offenses. The list includes selling crude oil from our Strategic Petroleum Reserve to foreign nations, including our enemy, communist China. He also opened the southern border and allowed an invasion of millions of illegal aliens. In withdrawing our military from Afghanistan, Biden not only left behind $85 billion in military equipment for the Taliban, a terrorist group, to use, but also abandoned innocent Americans behind enemy lines. It is becoming evident that the president lied about his financial dealings with his corrupt son, Hunter. As vice president, he placed inappropriate pressure on the Ukrainian government to remove a prosecutor who was investigating the involvement of Hunter with the notorious oil and gas company Burisma. His actions are undoubtedly much worse than anything President Donald Trump did in office. Trump was impeached twice and is undergoing another Democrat party effort to destroy him: the bogus “kangaroo court” show trial known as the January 6 commission. Democrats showed no qualms about trying to annihilate President Trump using phony charges. In contrast, Republicans have tangible evidence to present regarding Biden, and, largely, there is silence from GOP officials. Each day, Republicans should be calling for the impeachment of Joe Biden. It will not hurt them at the polls, for there is no affection for Biden among the American people. A new poll shows that his approval rating is only 30%, while an astounding 88% of Americans say the country is on the wrong track. Republicans should also be demanding that the 79-year-old president submit to a mental competency test. Every day, Biden displays embarrassing gaffes, makes humiliating misstatements, and demonstrates his forgetfulness. It is a national security threat for our

country to be led by a president who is mentally incompetent. Unfortunately, other than a handful of congressmen, most GOP leaders are silent on this critical issue. Instead, many establishment Republicans were quite vocal about their support for the nation’s first significant gun control legislation in decades. The bill passed with the support of 29 Republicans in Congress. It was accomplished because too many Republicans believed that the nation “had to do something” after the horrific school massacre in Uvalde, Texas. Yet it is never a smart idea to limit our Second Amendment rights in pursuit of nebulous gun control objectives that will never be achieved. Many of these same establishment Republicans collaborated with President Biden to pass his pork-laden $1.2-trillion infrastructure bill, which will balloon the deficit while doing little to improve the poor road conditions throughout our nation. The moderate wing of the GOP is very influential in Congress. In fact, if Republicans win control of Congress in the midterm elections this fall, two establishment Republicans will surely fill the leadership positions. In the U.S. Senate, Mitch McConnell is the clear favorite to be elected majority leader. In the House, Kevin McCarthy has the inside track to be elected speaker. Both GOP leaders are cautious moderates who inspire no confidence from the Make America Great Again (MAGA) base of the party. Both expressed their anger with President Trump after the January 6 protests and wanted him removed from office. On principal issues, there is a clear disconnect between the grassroots base of the Republican Party and the GOP leadership in Congress. These party leaders want members to be timid and not attract attention with bold positions on controversial topics. At this point, the stakes are too high for reticence. As the nation’s economy is collapsing, congressional Republicans should be opposing Biden and the Democrats at every opportunity and promoting an updated “Contract with America.” Congrats to Florida’s GOP senator Rick Scott for creating an 11-point plan of action, but all Republican Party candidates need to rally behind a set of conservative principles that will be a blueprint to rescue the country next year. It is not enough just to criticize Biden and the Democrats for their horrific poli-

he way the Cal State system presents graduation rates obscures how the system is failing its Black students. At the close of the first-ever California State University Juneteenth Symposium last month, the system’s top executive laid out an agenda for improving the Black student experience at the nation’s largest public university system. The first item on Interim Chancellor Jolene Koester’s list? “We need to disaggregate the data,” she said. Huh? That might sound dry, but there’s a good reason why it’s top of mind: Cal State’s struggle to graduate its Black students often goes unmentioned in the system’s public reporting about graduation rates. Combined, the system’s 23 campuses graduate just half of Black students who enter as freshmen over a six-year period — well below the overall six-year average of 63%, according to the latest system data from 2021. But you wouldn’t know it from looking at how Cal State reports the data. Loading… In its marquee data tool showing the system’s efforts to close achievement gaps among ethnic and racial groups, Black, Latino and Native American students are lumped into a single category of “underrepresented minorities.” With Latino students comprising about 91% of all students in the “underrepresented minority” category — in keeping with the size of their population in the system and state — that makes the data almost entirely a reflection of the success of Latino students. Consequently, the deeper inequities faced by Black students remain hidden. On average, Cal State graduates 57% of its firsttime students who are underrepresented minorities within six years, a gap of 12 percentage points compared to White, Asian and other students who don’t fall into that grouping. But the graduation gap between Black students and students outside the underrepresented-minority category is 20 percentage points — and has been that way for 15 years. Last year, across the system, Cal State graduated 770 fewer first-time and transfer Black students after six and four years, respectively, than its targets for 2025. In other words, Cal State’s default method of presenting minority data suggests the system is much closer to closing the achievement gap for Black students than it actually is. “We’ve been pushing the chancellor’s office for years about disaggregating and giving us the data,” said Michele Siqueiros, president of the Campaign for College Opportunity, a student advocacy organization. “We’ve always been critical of that.” Yet at the November 2021 Board of Trustees meeting that discussed the gaps in graduation rates, Cal State senior officials never mentioned the deeper equity gaps Black students expe-

rience or disaggregated any data by specific racial groups. Instead, both the publicly available written material and oral discussion focused solely on the underrepresented minority student gap. No one from the Cal State’s Office of the Chancellor made themselves available for an interview for this story. Interim Chancellor Koester turned down a CalMatters request for an interview. So did Jeff Gold, interim associate vice president of student success for the system. In a written statement, Gold explained that the Cal State system adopted the underrepresented minority metric in 2009 and built it into the 2025 goals of its graduation initiative that launched in 2015. “Despite the problematic nature of the term ‘URM’ and the limitations of the underlying methodology, the CSU decided not to abandon this metric and/ or change the goalposts midstream,” he wrote. In other words, the system won’t change its approach to measuring equity gaps because of a decision it made seven years ago and won’t change until 2025 at the earliest. The Cal State system “is committed” to moving away from the underrepresented minority metric for future graduation initiatives, Gold said. Gold then noted that individual campuses “regularly disaggregate student retention and graduation rate data by race, gender, ethnicity” and other descriptors, such as household income levels. However, CalMatters research found nine of the 23 campuses had either no functioning graduation rate data tool, tools with outdated data or tools that didn’t reveal graduation rates by race or ethnicity. The remaining campuses do present their graduation rate

data by race and ethnicity, but most share the information in cumbersome ways. Take Cal Poly San Luis Obispo , for example. To compare the graduation rate gap between Black students and white students, an internet user would have to click on each group individually, record the information manually, and then spot the equity gaps. The Cal State system’s own in-depth graduation rate portal also presents the data in a way that requires users to record each racial and ethnic group individually, such as by downloading the data as spreadsheets to enable mathematical comparisons. Some of the campus websites, such as Cal Poly’s, don’t even allow the user to download the data as spreadsheets, further limiting the public’s ability to easily spot equity gaps. It doesn’t have to be that way. The graduation rate websites for San Diego State and San Jose State , for example, show each racial and ethnic group’s success side by side, allowing users to instantly notice the depth of the equity gaps across demographic groups. Cal State’s approach of bundling various identity groups may also run afoul of Title VI of the Civil Rights Act of 1964, said Thomas A. Saenz, president and general counsel of the Mexican American Legal Defense and Educational Fund, a civil rights legal group that has argued before the U.S. Supreme Court. “I would say as a matter of legal compliance with federal law, you should not be over-aggregating data like that,” he said. The university system’s website dedicated to closing the achievement gap compares the aggregated groups to each other, not individual racial groups that would have clearly illustrated the much wider equity gaps

Black students experience. While separate data about Black student success is attainable, the numbers are tucked away in large datasets that lack the simplicity of the system’s other digital displays of student progress. To determine the equity gaps facing Black students, CalMatters analyzed systemwide and campus-specific graduation data by race. CalMatters also recreated the underrepresented and non-underrepresented categories to compare them to Black student graduation rates. As part of its ambitious 2025 goal to increase graduation rates, Cal State says it wants to eliminate the graduation rate gap between certain students of color and their peers. In 2015, the system launched Graduation Initiative 2025, which also includes goals to bring CSU graduation rates up to 70% for first-time students and 85% for transfers in a six-year window. Since the graduation initiative’s inception, the sixyear graduation rate for Black students who entered as freshmen increased from 41.9% to 49.7% systemwide, part of an overall 15year trend of more students finishing. But over those 15 years, the six-year graduation rate gap between Black and white students who entered as freshmen has actually widened slightly. It was 21.9% in 2006; in 2021, it was 22.2%. Though the system is poised to reach its overall graduation targets, “we are not yet on track in eliminating the equity-gap part of the challenge,” said then-Chancellor Joseph Castro during last November’s Board of Trustees meeting. Still, he added: “I believe that we can still do it.” EXTREME VARIATION AND INCOMPLETE REPORTS Drill down to individual campuses, and the disparity between Black student success and the larger underrepresented minority grouping is more extreme. At Sonoma State, the six-year graduation achievement gap for underrepresented and non-underrepresented first-time students has practically closed — there’s a difference of just 1.4 percentage points. But the gap between Black students and their non-underrepresented peers is 20 percentage points. Only one Cal State campus, San Diego State, has effectively closed its six-year

rapper who boasted in a YouTube music video about getting rich by committing pandemic-related unemployment benefits fraud has agreed to plead guilty to federal fraud and firearms charges, the Justice Department announced today. Fontrell Antonio Baines, 33, a.k.a. “Nuke Bizzle,” of Memphis, Tennessee, has agreed to plead guilty to one count of mail fraud and one count of unlawful possession of a firearm and ammunition by a convicted felon. Baines is expected to plead guilty to the charges in the coming days in United States District Court in downtown Los Angeles. According to his plea agreement, from July 2020 to September 2020, Baines unlawfully exploited the Pandemic Unemployment Assistance (PUA) provisions of the CARES Act to

Baines, who has been in federal custody since his arrest in October 2020, admitted that 92 fraudulent PUA claims were filed with EDD, resulting in attempted losses to EDD and the United States Treasury of approximately $1,256,108 and actual losses of at least $704,760. According to an affidavit filed with a criminal complaint in this case, Baines bragged about his ability to defraud the EDD in a music video posted on YouTube and in postings to his Instagram account. In the music video called “EDD,” Baines boasts about doing “my swagger for EDD” and, holding up a stack of envelopes from EDD, getting rich by “go[ing] to the bank with a stack of these” – an apparent reference to

the debit cards that came in the mail. Baines further admitted that in October 2020 at his Hollywood Hills residence he illegally possessed a semi-automatic pistol with 14 rounds of ammunition. Baines was prohibited from possessing the firearm because he had previously sustained felony convictions, namely a conviction in 2011 in Tennessee state court for unlawful possession of a controlled substance with intent to sell and a conviction in Nevada federal court in 2014 for being a felon in possession of a firearm. Upon entering his guilty pleas, Baines will face a statutory maximum sentence of 20 years in federal prison for the mail fraud count and 10 years in federal prison for the unlawful firearm and ammunition possession count. Baines has also agreed to forfeit funds totaling $56,750 that were previously seized by law enforcement. This matter was investi-

gated by the United States Department of Labor – Office of Inspector General, the United States Postal Inspection Service, IRS Criminal Investigation, and the California Employment Development Department. Substantial assistance was provided by the United States Marshals Service and the Las Vegas Metropolitan Police Department. Assistant United States Attorney Ranee A. Katzenstein, Chief of the Major Frauds Section, and Assistant United States Attorney Alexander B. Schwab, also of the Major Frauds Section, are prosecuting this case. Tiny Houses for Homeless Coming to Riverside County ASHLEY LUDWIG | CONTRIBUTED

he Valley Restart Shelter in Hemet is adding six tiny homes to its property, aiming to help those in need start their journey back toward self-sufficiency, the executive director for the facility says. The easy-to-assemble Pallet Homes, built by a Washington-based company and delivered to Riverside County, will provide dignity of private space to homeless men, according to Valley Restart Shelter Executive Director Javier Lopez. The units, along with a shower and restroom facility, will serve unhoused men in the San Jacinto, Hemet and Inland Empire areas, according to Lopez. Valley Restart Shelter houses families and women in need, providing wraparound services to help them return to self-sufficiency. Each year, the nonprofit receives donations of coats, food, toiletries, and other items for the people it serves. The shelter seeks to expand with the growing need for its services to help homeless men, who are greatly underserved in the area, according to Lopez. The Pallet Homes are a step in that direction. Each unit is 64 square feet and is built for single occupancy. The tiny homes are durable, insulated, and "a proven stepping stone to permanent housing," according to the builder's website. and Valley Restart Shelter awaits a final say from the city of Hemet that volunteers can assemble the structures. According to Lopez, each person who moves in will have a background check and rules to abide by. They will be expected to do chores and take part in their community.

The units have locking doors, 9-foot ceilings, air conditioning, heat, power, shelves for belongings and a folding bed for maximum space. They are pest-proof and come with smoke and carbon monoxide detectors. "This is a temporary home," Lopez says. "It is not permanent housing,

just a launching point to help people get to where they need to go." Valley Restart Shelter began operations in 1989 on land that once held Hemet's YMCA building. Before that, the location housed migrant farm workers. Recently, the shelter has updated its facilities and grounds and

is working to increase its footprint to help the many homeless in the Inland Empire. "Our facility serves unhoused families and women," Lopez told Patch in a phone interview. "To date, there is a great need for homeless services for men and seniors." The shelter also offers

case management and wraparound services to help in whatever ways are needed. Lopez says finding a place for unhoused men was the next logical step, and six units manufactured by Pallet Homes is a start. Visit and/or donate to Valley Restart Shelter.

nvitation Homes, one of the winners in the rise of single-family rentals, has often skipped permits and facilitated poor repair work, leaving tenants with leaky plumbing and other unpleasant problems. The corporate landlord, a $23 billion company that owns 80,000 homes across the United States, frequently renovates properties without building permits, the Washington Post reported, citing a California lawsuit, review of properties and analysis of building data. As the company traded bureaucratic delays and fees, renters claim the lack of permits has led to poor maintenance and endangering tenants. The outlet examined three of the landlord’s markets: Orlando, Charlotte and Riverside, California. In each, it found the company was less like-

ly than others to have permits for renovations and projects, including only half as likely in Charlotte and Riverside. In the past decade, Invitation Homes was issued permits for only 13 percent of the homes it acquired in Riverside, compared to 28 percent for the rest of the population. In Charlotte, it was 24 percent for the company’s homes, against 48 percent for others. The gap was closer in Orlando: 56 percent for the company, 63 percent for everyone else. At more than a dozen homes across several states, the company hired contractors without a record of proper permits for work such as roof replacements, air conditioning installation and pool demolition. “We always seek to comply with applicable laws and regulations, including permitting laws, and are continually evaluating and improving

our compliance procedures,” the company said in a statement to the Post. “We expect our third-party vendors to adhere to these same standards and enter into agreements that obligate them to do so.” Permits have surfaced in previous legal issues for the company. In 2020, Blackbird Specialty Project sued Invitation Homes, alleging work done in California without permits; the lawsuit aims to recover money for local governments. Invitation Homes has said the allegations in the whistleblower suit are “unfounded.” Despite the allegations of shoddy work, the rents Invitation Homes are charging are increasing in a soaring rental market. The company charged an average of $1,851 per month in the first quarter of 2020, but an average of $2,074 in the first quarter of 2022.

freshman graduation achievement gap, both between underrepresented and non-underrepresented students and between Black students and non-underrepresented students. At least one Cal State legislative report painted an incomplete picture of its efforts to close equity gaps . Last year, the system wrote to lawmakers that Cal State Northridge narrowed its achievement gap by 4 percentage points between underrepresented and non-underrepresented minority groups between 2019 and 2020. That’s true, but only because the non-minority group graduation rate dropped by three points. The graduation rate for Black students actually declined by a percentage point in that time — something the report does not mention. While the report mentioned equity gaps between underrepresented and non-underrepresented student groups, it never broke out the data by individual racial and ethnic groups. SIMILAR TRENDS FOR TRANSFER STUDENTS Equity gaps are even more pronounced for community college transfer students across the system, who make up almost half of all Cal State undergraduate students. After four years, the graduation gap between underrepresented minority transfer students and their non-underrepresented peers has been between 2 and 3 percentage points the past six years. But the graduation gap between Black transfer students and non-underrepresented students has ranged from 9 to 12 percentage points in the same period. That works out to about 1,200 fewer Black transfer students earning degrees during that time. Deeper equity gaps exist among transfer students at individual campuses. At Cal State Bakersfield, the gap in graduation rates after four years between underrepresented and non-underrepresented transfer students is 2 percentage points. But the gap between Black students and their non-underrepresented peers is 18 percentage points. In fact, 22 of the 23 Cal State campuses were within single digits of closing the achievement gap between underrepresented transfer students and their non-underrepresented peers. But the same was true for just seven Cal State campuses when comparing Black student graduation rates to their non-underrepresented peers. MANY CAMPUSES HAVE FEW BLACK STUDENTS There’s little excuse to have

graduation rates that low, given how small the Black student population is at each of Cal State’s 23 campuses, experts said. In 2015, out of an average freshman class of nearly 2,800, only 118 were Black students, roughly 4%. “You would think that they would have enough energy to devote to a small cohort,” said Lesa Johnson, a Black sociology professor at Chico State who’s studied campus race relations. At Chico State, the Black student versus non-underrepresented minority student achievement gap is 26 percentage points for the most recent year. Among all Cal States, only Channel Islands, with a gap of 31 percentage points, has a wider gap — even as its gap between underrepresented minority and non-underrepresented minority students is 8 percentage points. An 8% gap “doesn’t seem so severe,” said Siqueiros. But the “strategies that we’re going to do to close an 8% gap versus a 31% gap are obviously going to be super different.” Some campuses have just a few dozen entering freshmen who are Black. As a consequence, a slight change in the number of Black students graduating can lead to big swings in the graduation rate. Cal State Channel Islands enrolled just 25 Black freshmen in 2015, graduating only eight Black students after six years, for a graduation rate of 32%. Had the campus graduated eight more Black students, its graduation rate for Black students would have been 64% — enough to completely close the equity gap with non-underrepresented students. RACE ISN’T ONLY FACTOR The president of the Cal State with the largest share of Black students doesn’t see deception in how the system is portraying the data. “I think there is a very sincere and intentional effort to close these equity gaps,” said Thomas Parham, president of Cal State Dominguez Hills and one of three Black campus presidents at the Cal State system. “If I had a question about whether we were really committed to the work, then I wouldn’t be doing what I’m doing.” Parham also cautioned race isn’t the only factor in understanding the data behind the achievement gaps. Whether a student is low-income and first in their family to attend college can also affect the likelihood that they graduate. Dominguez Hills has a large share of students who fit some or all of those demographic profiles, as well as those who come from communities that endure systemic racism. Like others with similar student-body profiles, Dominguez Hills

has to work harder to see students cross the finish line than campuses with more affluent students and who aren’t from underrepresented backgrounds, Parham said. Still, for both transfer and first-time students, Cal State Dominguez Hills has a narrower equity gap for Black students and underrepresented minority students than the system average for the most recent year. Dominguez Hills also has a narrower equity gap than Cal Poly San Luis Obispo, whose student body is 1% Black, 19% URM and 16% low-income — data points that are far below the system average and well under the share of high school graduates in California who took college-ready courses. On the other hand, Cal State Dominguez Hill’s equity efforts have regressed. Four years ago, there was virtually no six-year graduation rate gap between Black first-time students and non-underrepresented minority students. Since then, the grad rate for Black students fell about 5 percentage points while the rate for non-underrepresented minority students grew nearly 10 percentage points. To James Minor, former assistant vice chancellor at the CSU’s systemwide office, any help for struggling students at the system directly improves the academic fates of Black students. He highlighted various efforts underway to improve graduation rates for all students , including re-enrolling students who stopped attending and lowering the share of students earning Ds and Fs. Cal State is also trying additional software, and contacting students in the spring who haven’t signed up for fall classes — a clear sign they may drop out. All those efforts benefit Black students, too, he said. But the university system needs to target Black students specifically, experts and students told CalMatters. CONFLICTING STATEMENTS While CSU leader Koester explicitly called out disaggregating data as a goal for improving the Black student experience in the Cal State system, that would appear to conflict with other goals she and the system share. If Cal State doesn’t want to disaggregate the data regarding Black student achievement until 2025 because of the 10-year goal it set in 2015 — as interim associate vice president Gold told CalMatters — then it probably won’t do so under Koester. When Koester took the position of interim chancellor in March, she told Calmatters she doesn’t want the job permanently, that she was “150% committed” to the interim position.

The group voiced concern over steep reductions in testing, resulting in reduced surveillance and genomic sequencing. “This impedes assessments of currently circulating and emerging variants of the virus,” the WHO said, feeding the inability to interpret trends in transmission. The committee said the trajectory of virus evolu-

tion and the characteristics of emerging variants remained “uncertain and unpredictable”. It said the absence of measures to reduce transmission increasing the likelihood of “new, fitter variants emerging, with different degrees of virulence, transmissibility, and immune escape potential”. BOOSTER BOOST Meanwhile the WHO’s European office recommended a second booster shot of a Covid vaccine for older people and vulnerable groups. Covid cases have been rising sharply since the end of May around most of Europe. The call followed the EU’s health and medicine agencies recommendation on Monday of a second booster shot for people over 60 years old. Coronavirus cases have risen 57 percent in Moscow over the past week, the Russian capital’s health authorities said.

“We recommend that you wear a mask in public places because the new Omicron sub-variants BA.4 and BA.5 spread more rapidly from person to person,” Moscow social services wrote on Telegram. home dialysis machine inspired by technology used in fruit juice dispensers has won the UK’s most prestigious engineering prize. The device, made by Quanta, is currently used by about 50 patients in the UK, but more than a dozen NHS trusts are planning to offer the technology to patients this year and experts say it could transform the lives of kidney disease patients. Speaking before the announcement of the Royal Academy of Engineering MacRobert award on Tuesday evening, Prof Sir Richard Friend, chair of the judging panel, said the technology demonstrated “remarkable engineering ingenuity” and had the potential to dramatically improve patients’ quality of life and relieve pressure on hospitals. “The team exemplifies the persistence, innovation and

unconventional thinking that has long been a hallmark of the UK’s greatest engineering success stories and they are worthy winners of the MacRobert award,” Friend said. Dialysis removes waste products and excess fluid from the blood when the kidneys stop working properly. This typically involves diverting blood to a machine, around the size of a fridge-freezer, where it is passed through a complex system of mechanical valves, pumps and mixing chambers before being returned to the body. Patients would usually have the procedure three times each week for four hours a time. Of the 30,000 dialysis patients in the UK, only about 5% use home devices because until now these have worked less efficiently than hospital systems, meaning that patients need to be hooked up for longer periods. In the Quanta device, called SC+, the pistons and

valve system are replaced by a disposable cartridge enclosed inside a flexible membrane, which is squeezed and released using pressure changes inside the machine to control the flow of dialysis fluid within. The tabletop machine is far smaller, does not require specialised training to use and works as efficiently as the conventional version. The technology was originally developed to reconstitute orange juice from concentrate, but the team behind the invention saw its potential medical applications and spun out the company Quanta. a reality” for the team behind the innovation, and that winning the award was a “huge validation of what we’ve done” to transform lives.
