programu Igara (badminton, biciklizam, daljinsko plivanje, gimnastika, jedrenje, judo, streljaštvo, taekwondo, tenis i veslanje). Zimske olimpijske igre u Sočiju 2014. (od 7. do 23. veljače 2014) koštat će 1.419.000 kuna, no to je završna faza projekta na kojem se radi od studenoga 2010. kada je usvojen. I dok će redovni program saveza imati stotinjak tisuća kuna više, šport na lokalnoj razini ipak će imati oko pola milijuna manje nego 2013. Za te je projekte previđeno ukupno 3.984.000 kuna a najviše za zajedničke projekte HOO-a i lokalnih županijskih zajednica za očuvanje materijalnih uvjeta rada klubova sa djecom. Najviše ušteda u odnosu na prethodnu plansku godinu učinit će se na plaćama i naknadama radnicima HOO-a za koje je predviđeno smanjenje više od dva milijuna kuna (2.243.027).

HOO izrekao ukor Šimuniću Skupština HOO-a na sjednici održanoj 18. prosinca 2013. godine usvojila je prijedlog Etičkog odbora (EO) HOO-a te je nogometnome reprezentativcu Josipu Šimuniću radi povrede temeljnih načela olimpizma izrekla ukor jer je uzvikom “Za dom” na koji su navijači odgovarali sa “Spremni” nakon utakmice Hrvatska-Island, veličanjem protuustavnih vrijednosti izazivanjem simbola ustaštva povrijedio dostojanstvo pojedinca, postupio protivno duhu olimpizma i športskog natjecanja te potaknuo veličanje ksenofobnih, diskriminatornih i protučovječnih vrijednosti. Mjera ukora jedina je moguću mjera za čije je izricanje nadležna Skupština HOO-a. Naime, za provođenje sankcija poput suspenzije ili zabrane nastupa Skupština HOO-a nije nadležna, već Hrvatski nogometni savez kao član HOO-a. Reprezentativac Josip Šimunić nije korisnik niti jednog programa HOO-a da bi mu se mogla uskratiti određena prava, nije potencijalni natjecatelj na Olimpijskim igrama da bi mu HOO mogao zabraniti nastup, a ne može mu se izreći ni prestanak članstva, jer nije član tijela HOO-a. U provođenju dokaznog postupka Šimunić je u odgovoru na prijavu koju je podnio Željko Jovanović, ministar znanosti, obrazovanja i sporta, istaknuo kako su riječi koje je izgovorio za njega nespojive s rasističkom ideologijom i s njima nije raspirivao rasnu mržnju, jer te riječi za njega simboliziraju ljubav za dom, domovinu i publiku. Ukor Josipu Šimuniću drugi je ukor u prvoj godini mandata Etičkog odbora HOO-a nakon što je isti izrekao nogometnom dužnosniku Zdravku Mamiću koji je upotrebom neprimjerenih, uvredljivih i neprihvatljivih riječi povrijedio temeljne vrijednosti i načela olimpizma, prije svega očuvanje dostojanstva pojedinca, te time nanio štetu cjelokupnom hrvatskom športu. Etički odbor nezavisno je tijelo Hrvatskog olimpijskog odbora osnovano radi razvijanja i modernizacije osnova etičkih pravila u športu, temeljenih na vrijednostima i principima zajamčenim Olimpijskom poveljom i Statutom HOO, a njegovi članovi u mandatnom razdoblju 2012. - 2016. godine su: Mirna Rajle Brođanac (Hrvatski veslački savez), Darko Ćuruvija (Hrvatski savez sinkroniziranog plivanja), Katica Ileš (Sportska zajednica Osječko-baranjske županije), Željko Drakšić (Hrvatski košarkaški savez) i Renato Živković (Hrvatski vaterpolski savez).

Olympic plan 2020 – an answer to the demanding time Under the leadership of new president Thomas Bach, the International Olympic Movement is intensely preparing the guidelines that could respond to the challenges of the new era: from an athlete as center of the Olympic Movement and its protection from all the forms of manipulation and irregularities, the uniqueness of Olympic Games and model of Game Management sustainability, the role of the IOC, its structure and organization up to the possibility of establishing an Olympic TV channel, all under a common denominator Olympic plan 2020. The first preparation for Olympic plan 2020 was discussed by the Executive Board of the IOC in Montreux (Switzerland) from December 11th to December 14th this year, and all the ideas and proposals will be a part of wider debate in February, at the IOC session in Sochi during the Winter Olympics. The final Olympic plan 2020 with specific recommendations should be adopted in December 2014. The COC will also give its contribution to this task through its representatives in international associations of Olympic organizations, including the latest election of the COC President Zlatko Matesa as member of the Commission for International Relations of the World Association of National Olympic Committees (Association of NOCs - ANOC) in December 2013. COC punished Simunic At the session held on December 18th, 2013 the COC Assembly adopted the proposal of the COC Ethics Committee (EC) and disciplinary measure was taken against the football team member Josip Simunic for violation of the fundamental principles of Olympism. Namely, Simunic shouted “For Homeland” and the fans responded with “Ready” after the match Croatia - Island, what represented the celebration of anti-constitutional values and invocation Ustashas’ symbols, violating thus the dignity of the individual, acting contrary to the spirit of Olympism and sports competitions and encouraging the glorifying of xenophobic, discriminatory and anti-human values. The disciplinary measure of reprimand is the only possible measure which the authorized COC Assembly may undertake. Namely, for enforcement of measures such as suspension or ban, the authorized body is not the COC Assembly but the Croatian Football Federation as a member of the COC. Since Josip Simunic is not the user of any COC program on the basis of which he would not be allowed to use certain rights and since he is not a potential competitor at the Olympic Games, COC cannot prohibit him the performance at the Games. Furthermore, the COC cannot terminate his membership, because he is not a member of the COC. During the disciplinary procedure Simunic, in response to the application filed by Zeljko Jovanovic, Minister of Science, Education and Sports, said that the words he shouted are for him completely incompatible with racist ideology, adding that he did not use them to encourage the racial hatred, because for him these word symbolize love for the homeland and the audience. The disciplinary measure taken against Josip Simunic is the second measure in the first year of the mandate of COC Ethics Committee once it has taken the disciplinary measure against football official Zdravko Mamic for using inappropriate, offensive and unacceptable words violating thus the basic values and principles of Olympism, above all the dignity of individual, causing damage to the entire Croatian sports. Ethics Committee is an independent body of the Croatian Olympic Committee, established to develop and modernize the basis of ethical rules in sports, based on the values and principles guaranteed by the Olympic Charter and COC Statute, and its members in the mandate period 2012 – 2016 are: Mirna Rajle Brodanac (Croatian Rowing Federation), Darko Curuvija (Croatian Federation of Synchronized Swimming), Katica Iles (Sports Association of Osijek- Baranja County), Zeljko Draksic (Croatian Basketball Federation) and Renato Zivkovic (Croatian Water Polo Federation).
