epresentatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed.” -14th Amendment Section 2 to the U.S. Constitution The Constitution of the United States is quite clear, all “persons” in the United States shall be counted every ten years. From that count, congressional districts are allocated and drawn; billions of dollars are budgeted and spent on everything from post offices to roads to food stamps to aid to education. Every single person in the United States is affected by the census count; thus, it is incumbent on the Census to count every possible “person.” As the Constitution clearly states “person,” the question of citizenship is unimportant. Even the original Constitution stated in Article I, Section 2 that “Representatives...shall be apportioned among the several states...according to their respective numbers, which shall be determined by adding the whole number of free persons, including those bound to service for a term of years, and excluding Indians, not taxed, three fifth of all other persons.” Free persons, indentured servants and Negro slaves, were all to be counted, albeit the Negro slave was only 3/5ths of a person. That was the Constitution until the 14th Amendment was

inserted into the Constitution in 1868. That is the Constitution today. Thus, anything that disrupts a complete as possible Census is counter to the Constitution and specifically unconstitutional unless the disruption is concocted by the U.S. Congress. Secretary of Commerce Wilbur Ross is in charge of the Census. His desire to follow the anti-immigrant philosophy of the Trump administration impedes the goal of an accurate 2020 required count of the American population. If Secretary Ross was a brilliant cabinet secretary with a long list, or any list, of public service and/ or accomplishment one might pay attention to his defense of interfering with normal Census procedures. But he has no such list. His defense: The Department of
Justice asked him to include the citizenship query into the Census so that it could better administer the Voting Rights Act. In fact, his interference with a legal Census count is, according to testimony and evidence in three separate court cases, the result of direction from the White House, not his own department. Three separate federal district judges have ruled that Ross included the “are you a citizen” question into the Census at the insistence of former White House official Steve Bannon, failed Kansas state politician Kris Kobach and, undoubtedly, President Trump’s immigration Svengali, Steven Miller. No support comes from the Census professional staff, any former Census directors or from more than a handful of states. In Ross’ defense at the Supreme Court this week, Solicitor General Noel J. Francisco, admitted that some undercount might occur
but that it was worth it; he also emphasized that the citizenship question was asked in the first census and asked through 1950. Since then, however, it has not been asked of everyone every ten years. It has been included in annual surveys by the Census. Most professionals agree that that method is more accurate than if asked every ten years. The last five Census Directors serving both Republican and Democrat Presidents predict, in their court papers, that inserting the citizenship question into the 2020 Census will result in as many as “6.5 million” people not being counted because they will ignore Census forms fearing that information about citizenship status will endanger them legally despite it being illegal for the Census to share information with other agencies. The Constitution is clear, the Census should be as accurate as possible by counting every
The United States Supreme Court must decide the issue by June as 2020 Census forms need start being printed by July 1. Observers of the Supreme Court guess the odds of the Trump Administration winning the case are five to four. On the other hand, it might be five to four against the Trump Administration. The only concrete observation that can be made of this case is that if the Court cannot read and understand the 14th Amendment’s mandate for an all “person” Census count, it cannot read any part of the Constitution in an acceptable manner. La senda batalla judicial que se desencadenó por la intención de agregar esa pregunta aparentemente inocente, llegó esta semana al majestuoso edificio de mármol blanco de la Suprema Corte de Justicia. Los 9 magistrados escucharon juiciosamente opiniones a favor y en contra. En los próximos meses emitirán su veredicto. No sorprende que los argumentos hayan mostrado a los 5 magistrados conservadores

mong mental health practitioners, researchers, educators, and even the media, mindfulness practices are gaining popularity as a method to help children and youth cope with stress. A growing body of research suggests that mindfulness interventions in schools can boost children’s ability to regulate emotions and manage their feelings of stress. Mindfulness has been defined as an awareness of the present moment that allows for acceptance of feelings, thoughts, and sensations. Mindfulness exercises emphasize self-awareness and controlled breathing, and have been associated with improved self-regulation skills in children dealing with stress. One evaluation examined a 12-week mindfulness intervention across several elementary schools. Researchers found that students who participated in the program, which included breathing exercises and yoga practice four times a week, showed significantly decreased problematic responses to stress (e.g., rumination, intrusive thoughts, and emotional arousal). The video below features the lead researcher of this evaluation and offers a glimpse of how mindfulness practices can be implemented within the school day. Another recent study randomly assigned sixthgrade students to a mindfulness intervention or
a control group. Students in the intervention showed a reduction in perceived stress, improvements in sustained attention, and reduced response of the amygdala—a part of the brain that processes stress and emotions—to negative stimuli, relative to their peers who did not participate in the intervention. Given these promising findings, school staff looking for interventions to help students manage stress may want to consider mindfulness programs. These programs, which don’t require any special equipment, can also be relatively inexpensive to implement; school staff can often be trained to become facilitators. Additionally, mindfulness programs have the potential to reach many students at once, whether through small group activities in a “mindful moments” room, classroom activities, or breathing exercises conducted over a PA system. As mindfulness programs become more common, the evidence base in support of their effectiveness should continue to grow. One exciting new studylaunching in England involves more than 300 schools integrating mindfulness exercises into the school day over the next three years. The results of this study and others like it could provide critical guidance to schools looking for ways to effectively utilize mindfulness practices to improve student mental health.

Bay Area Native Talks About Bringing the World of Mystical Gods and the Underworld to Children with Broadway’s Tour of “The Lightning Thief: The Percy Jackson Musical” save his mom from the underworld, and he kind of loses his mom. Through that he discovers this whole gang of kids that are just like him, and it’s a show about family, chosen family, family you don’t really know, and also this boy’s quest to save his mother from the underworld. How would you say it is similar or differs to the other versions, the original book and the film from 2013?
Photo Credit: Courtesy of Broadway San Jose Arturo Hilario El Observador Kristin Stokes is an actress and Bay Area native who is coming back with the child-friendly, but deepthinking Broadway national tour of “The Lightning Thief: The Percy Jackson Musical” from May 10 - 12 at the San Jose Center for the Performing Arts. Stokes has nearly always had the arts in her life. In fact, her mother, a long-time participant in theater, has her own theater company, StarStruck Theater, in Fremont. This allowed Stokes to see the ins and outs of what it took to bring a show to life. Stokes recently talked in length of the ins and outs in her own experiences, not only playing a main character on her current touring show, but of how she helped it come to fruition from its first sparks of idea. As someone who likes to help brainstorm and create shows, she had a hand in the ideas and workshops for a Percy Jackson production years ago, which ultimately led to “The Lightning Thief” going to Broadway, and now setting off on a national tour where she plays the character of Annabeth Chase. As someone that has been part of this particular show from the start, even a song, “Feeling Stoked”, is a callback to her last name. The show is based on a series of books about a boy named Percy who, although having disabilities, learns there is much more to himself than these unfortunate circumstances. He is in fact, a demigod, and without saying too much, he must embark on a quest to save his mother and find himself along the way. The following is a conversation with Stokes. Thanks for the time Kristin. To start off, what was your inspiration in getting into the arts as a career? We just always grew up, my mom she did theater when she was in high school [and] college, it was just something that was always [there]. We had musicals playing in the car, kind of like our upbringing. When I was around nine she decided that she wanted to get back into it again, because she stopped because she had her family, so, she found an audition for Ohlone College, they were doing “Working”, and she said, “I’m going to audition, but they have a kids part in there. I’m a little chicken to go back by myself. Just come with me!” I was just a very extroverted child and always liked dancing, so I was like, “Sure!” So, I auditioned, and I got in, and I did my very first musical with her, and that was it. I was like, “Wow, this is awesome. It’s not just for kids, adults can do this too. Everyone seems to have such a fun time. That’s how I want to be as an adult, I don’t ever want to have to give that up, this sense of play and discovery.” I just had a great time. So, growing up [Mom] had founded her theater company, StarStruck so that was an opportunity to act more. I danced at Mission Dance Studio, which used to be in Fremont, and doing competition dance, and just kind of active in all the big theaters here in the Bay Area before I went off to college. How was your experience going from college to the “big leagues” of Broadway shows?
I went to a theater conservatory called The Pacific Conservatory of the Performing Arts (PCPA), and that’s in Santa Maria CA. they have a year-round conservatory theater program. It’s also associated with a professional theater house. So by day you’re taking all your acting and singing and dancing and all these different classes and at night you have to audition but if you’re in the main stage show then you’re performing and getting the experience necessary when you come out of college, so you’re kind of working nonstop. I did that for two year, then came back to the Bay Area, got my equity card, and started doing professional theater around the Bay Area, then I moved to New York. I work on a lot of new musicals, that’s kind of my favorite thing. That gets started with a lot of workshops, and those lead to smaller productions outside of New York, then they get bought there. It’s kind of a longer process than jumping into a show that’s already established. It’s a longer road, but it’s worth it. Like “Lightning Thief”, if it gets picked up you originated this role and you’ve established yourself. I’ve done a couple off-Broadway shows and workshops that have gone on to Broadway, but I would say “Lightning Thief” is kind of my first time doing this tour. It’s gotten the farthest out of all the ones I’ve done.
I actually haven’t seen the film! Just because once you kind of see someone’s interpretation of something it’s just so hard to get it out of your head. So, I just kind of stuck to the books, this [show] is based off the first book. I’ve read the full series twice and this main book three times. Of course with any book there’s so much in it that you can’t put into a movie or theater so the writers Rob Rokicki, he did the music and lyrics, and Joe Tracz, he did the book, are huge fans of the book so they wanted to make sure they kept the essence. The books don’t take themselves too seriously, so that kind of balances out the scary life or death situations that Percy and his friends find themselves in. so I think we really captured the humor and the adventure of it while maintaining the stakes and all of that kind of gets portrayed with the rock music, and the loud score. But then we have toilet paper guns, to kind of take the edge off. I think we’ve chosen different parts of the main story of the book. So, people who don’t know the books, I think they will follow it. For people that are obsessed, we put a couple nuggets in there. Could you talk a bit about your character, Annabeth? I play a girl named Annabeth Chase, and she is the daughter of Athena. She’s been at camp a long time; she doesn’t live with her parents. The kids that are demigods train at this camp called Camp Half-blood, and so Percy kind of finds himself there, that’s how he learns about his father and his identity. He meets all these other characters which is where I come in. Some kids stay just the summer, Annabeth stays there year-round, she ran away from home, so she’s a little guarded. She relies on her intelligence, her mother is the goddess of battle strategy, and war, and also creativity. She very much encompasses that courage and bravery and tactics. So, she joins Percy on his quest to the underworld. She’s a strong
attribute for him, getting where he is, since he’s so new to everything. What would you say is your favorite moment in the show if you had to pick? Oh gosh, I would say that there’s so many of them. For me as Annabeth, I really love this song that I get in act II, called “My Grand Plan”, this whole time you’ve been following Percy’s story and you have this girl whose been helping him and strong, but you don’t kind of get her side of things until this song comes along. People may have opinions that maybe she’s too pushy, but whatever you think of her you suddenly get this feminist anthem in act II. it’s just a different way to think of things and it’s just a really great song to sing. Afterwards in the show you can see what it means to everyone in the audience, not just the girls but the guys and getting to share this different perspective on what it means this day and age to be a strong female. So, she’s a great role model, and really brings it home. Finally, why would you recommend “The Lightning Thief: The Percy Jackson Musical” to people? I think it’s a very special show and I think there’s a reason why it’s been going on for as long as it has, and why we get to do this tour. The music is rocking, it is so much fun. The soundtrack is just amazing, and it’s a story of family. Whether it’s your chosen family or family that might be estranged from you or your blood family, it’s about the community that you’re in or that you choose to make and these differences that everyone has, which turn out to be your strengths most of the time. It’s that type of different outlook that we need in the world, we need people from different various backgrounds and types to have a new perspective on the world that we live in. And we kind of leave the show with saying, “it’s in your hands.” You make the world what you want. Don't rely on the people who came before you, that they’re going to make it better. You have to see what you want and use your unique ability to make the world that you want to be in. So, I feel that’s something all can relate to and ultimately a powerful message in this really silly show. It’s gonna be rocking. I know my mom’s whole theater group is going to be there so it’s going to be mayhem.

So, you’ve worked with the crew of “Lightning Thief” from its inception? How was that experience as opposed to just jumping onto an already established show? From the very beginning. It’s cool. I worked with the director before, on another new musical and he was tapped to work on this show. He thought of me and brought me in for auditions. I didn’t know what it was, I hadn’t read the books yet. I had no idea that it was a phenomenon. I worked on the very first two weeks, workshops and the very first characters, “How do you make a Minotaur? How do you make this guy have water superpowers?” So, I got to be a part of all this beginning imagination stuff and helped craft my character of Annabeth. And how long was the process from those first brainstorming meetings until now, it being touring on stage? Well we performed it a couple of times along the way, but from the very first workshop to now, it’s been five years. We’ve had smaller one-hour versions and then we did that and that was off-Broadway, and we then developed it into the two-hour Broadway version we have now. Now it’s the national tour - there’s many steps along the show. Could you give me a rundown of this stage production of “Lightning Thief”? It’s about this boy named Percy Jackson who has grown up with a single parent. He doesn’t know who his father is. He has a few disabilities, he’s dyslexic and has ADHD and finds that he’s always getting into trouble, but he feels that it’s never his fault. What he learns is that all these things that had been holding him back and getting into trouble are actually attributes that he is a demigod. He finds out that his father is Poseidon, and that he has all these special abilities. The way he learns about it is he has to go

USTIN, Texas – This week, the leading nonpartisan educational group advocating for Latino participation in politics launched a national campaign to make sure all Latino children are counted in the upcoming 2020 census. Lizette Escobedo, director of the national census
program for the NALEO Education Fund, says an undercount of young children means less federal funding for lowincome schools, food programs and even money to fix potholes. Texas has long been a state where hard-toreach communities go uncounted, and Escobedo says in the last census, two Texas counties made the top 10 for undercounting Latino children.
"So, for example, in Dallas we had an undercount of 17,000 children in the 2010 Census, and in Harris County, we had an undercount of 9,000 children," she explains. Escobedo adds that talk of building a wall along the U.S.-Mexico border, mass deportations, and the move to include a U.S. citizenship question on the 2020 census is not likely to make counting a community generally
"Since the 1950s, we've been enforcing the Voting Rights Act just fine,” she states. “In the Constitution, it says that every person in the United States must be counted. It doesn't say citizens; it says every person.”

LOS ANGELES HAS MOST TO LOSE IN CENSUS UNDERCOUNT, STUDY FINDS For first time, state could lose a congressional seat and electoral college vote Political districts are intended to include equal numbers of people. So when the Census shows that one region has more people than it used to, and another has fewer, district boundaries are redrawn to balance out their respective populations. But, just as Los Angeles stands to lose representation in Sacramento, the same principles that apply to state legislatures also come into play when seats in the U.S. Congress are apportioned. alifornia is welcoming newcomers every day, but some regions are growing fast enough to take political power away from slower-growing ones. In today’s California, the most-populous county, Los Angeles, with more than 10 million people, is losing ground to the San Francisco Bay Area and the Inland Empire of San Bernardino and Riverside counties.
In its recent report, “Winners and Losers: The 2020 Census and California’s 2021 Redistricting,” Claremont McKenna College’s Rose Institute of State and Local Government looks at population trends up and down the state and explains how changes play out in the political realm. Overall, the state is projected to show an 8.7% population increase from 2010, while within California, the San Francisco Bay Area is expected
to show 11.9% growth overall, with San Francisco County growing 14%, Alameda 14.5% and Contra Costa 13.4%. Santa Clara, Solano and San Mateo counties also are experiencing double-digit population growth. In Southern California, Riverside County is up 15.2%, San Bernardino and Orange counties 8.6% each and San Diego 11.2%. But most of Los Angeles is growing at a less than 5% rate.
Four central Los Angeles Congressional districts – each controlled by a Democrat of either Hispanic or Asian descent – would nonetheless be consolidated into three districts to allow another congressional seat to go to a faster-growing state, such as Texas or Florida. The methodology of how Congressional seats are apportioned is bizarrely byzantine and impossible to explain. But basically, every state gets one seat and then the remaining 385 are distributed according to population.
The four Congressional districts seen as most likely candidates for contraction are Judy Chu’s 27th, in Pasadena; Grace Napolitano’s 32nd, in El Monte; Linda Sanchez’s 38th, in Lakewood; and Lucille RoybalAllard’s 40th in Downey.

While in the past, redistricting efforts attempted to preserve a district’s ethnic identity, those four districts are all surrounded by others with similar demographics, so if California were to lose a seat in Congress, it seems certain that it would be one belonging to a Democrat of color, Douglas Johnson, one of the report’s authors, told Ethnic Media Services.

However, he said, a difference of as few as 40,000 more Californians being counted in the Census could keep that from happening. The report’s projections are based on data gathered by the Census Bureau in its annual American Community Surveys up to 2017 and extrapolated forward from there, then compared to 2010 Census data. Los Angeles, San Bernardino and Riverside counties have all signed on to form Complete Count Committees to ensure all their residents are enumerated in next year’s census.

has not received proof of service on the restrained person, and the restrained person was not present at the court hearing, the agency shall advise the restrained person of the terms of the order and then shall enforce it. Violations of this order are subject to criminal penalties. Arrest Required if Order Is Violated If an officer has probable cause to believe that the restrained person had notice of the order and had disobeyed the order, the officer must arrest the restrained person. (Penal Code, §§ 836(c) (1), 13701(b).) A violation of the order may be a violation of Penal Code section 166 or 273.6. If the Protected Person Contacts the Restrained Person Even if the protected person invites or consents to contact with the restrained person, the orders remain in effect and must be enforced. The protected person cannot be arrested for inviting or consenting to contact with the restrained person. The orders can be changed only by another court order. (Pen. Code, § 13710(b).) Conflicting Orders–Priorities for Enforcement If more than one restraining order has been issued protecting the protected person from the restrained person, the orders must be enforced according to the following priorities (see Pen. Code, §136.2 and Fam. Code, §§ 6383(h), 6405(b)): 1. EPO: If one of the orders is an Emergency Protective Order (form EPO-001), and it is more restrictive than other restraining or protective orders, it has precedence in enforcement over all other orders. 2. No-Contact Order: If there is no EPO, a no-contact order that is included in a restraining or protective order. 3. Criminal Order: If none of the orders includes a no-contact order, a domestic violence protective order issued in a criminal case takes precedence in enforcement over any conflicting civil court order. Any nonconflicting terms of the civil restraining order remain in effect and enforceable. 4. Family, Juvenile, or Civil Order: If more than one family, juvenile, or other civil restraining or protective order has been issued, the one that was issued last must be enforced. Child Custody and Visitation • The custody and visitation orders are on form DV-140, items 3 and 4. They are sometimes also written on additional pages or referenced in DV-140 or other orders that are not part of the restraining order. • Forms DV-100 and DV105 are not orders. Do not enforce them. tlanta - The incidence of measles in the United States remains on the rise, with at least 704 cases registered so far in 2019, the greatest number in 25 years, according to the Centers for Disease Control and Prevention (CDC), which insisted this Monday on the importance of vaccination. Almost 75 percent of the cases are unvaccinated individuals, the CDC said in a teleconference to deliver its weekly report on measles, a contagious disease that US health authorities declared eradicated from the country back in the year 2000. Officials of the CDC urged everyone to be vaccinated and to pay no attention to the misinformation and erroneous ideas about the safety of vaccines and their presumed link with autism. "I call upon healthcare providers to encourage parents, and expectant parents, to vaccinate their children for their own protection and to avoid the spread of vaccine-preventable diseases within their families and communities. We must join together as a Nation to once again eliminate measles and prevent future disease outbreaks," CDC Director Robert Redfield said. According to the CDC, the current outbreak was originated by unvaccinated individuals who were infected abroad and then brought the disease back to the US. Measles is still a fairly common disease in several parts of the world and takes approximately 89,780 lives per year. Of the total number of measles patients registered up to April 26, 71 percent were unvaccinated, 11 percent were vaccinated but with only one of the recommended doses, and 18 percent had no idea whether they had been vaccinated or not. While 21 states have noted an increase in measles cases, most have occurred in three outbreaks, two of them in New York state. In the Empire State, the two outbreaks were concentrated in strict Orthodox Jewish communities, one in the New York City borough of Brooklyn and the other in suburban Rockland County. An ongoing dispute exists among Brooklyn's Orthodox communities between those in favor of the inoculations and those against them, because, say the latter, they contain the DNA of
monkeys, rats and pigs or are made from the cells of aborted human fetuses and cause autism. "It is imperative that we correct misinformation and reassure fearful parents so they protect their children from illnesses with long-lasting health impacts," Redfield said. US President Donald Trump has on several occasions expressed his concern about a possible relationship between vaccines and the incidence of autism in children, a connection based on a study discredited by the scientific community. Nonetheless, he recently urged parents to have their children vaccinated after seeing the seriousness of the outbreaks affecting the country. Close to 1.3 percent of children under age 2 in the United States are not vaccinated against measles, according to the CDC, which is "working to reach the small percentage of vaccine-hesitant individuals so they too understand the importance of vaccines," Redfield said.
