SHOULD THIS COUNTY CREATE ITS OWN PUBLIC BANK? who reside in this county. Or, the BOS decides to not create a public bank operated by this county. Hilbert Morales EL OBSERVADOR
his past Tuesday, 04.23.2019 a proposal developed by Supervisor Dave Cortese (District 3) and Supervisor Cindy Chavez (District 2), with President and Supervisor Joe Simitian (District 5) presiding was approved. The unanimous 5-0 vote initiated the very first step in the assessment process which may establish a public bank here in the County of Santa Clara.
Why should the County of Santa Clara evaluate and undertake the process of creating its own public bank? One reason is that the County of Santa Clara has an annual budget exceeding $6.5 billion. Its cash flow often contains large sums of money which are presently sent to selected Wall Street financial institutions, who in turn, invest those funds profitably. Prudent management of short-term funds invested could earn a return on funds invested right here in this county.
What was authorized was having County Counsel do a thorough evaluation of legal issues and their impact upon any and all financial issues and fiscal policy implications. That assessment will be delivered to the Fiscal & Operations Committee. This committee will then evaluate and assess the research information provided in order to craft a recommendation to the Board of Supervisors.
Such interest earned surpluses would be available to enable this county to fund affordable housing; to maintain and improve this county's infrastructures (roads; provide for the unemployed or the disadvantaged homeless; and begin to cope with its longterm pension commitments. Using this county's own Public Bank would eliminate costs and fees now going to Wall Street financiers.
This creates the next decision point; and so, this process will continue until the Board of Supervisors endorses the final proposal which authorizes the establishment of this county's own Public Bank, owned and operated by We, The People
Acknowledgement needs to be made to CA Assembly member David Chiu (D-SF) and his colleague Miguel Santiago (D-LA) who authored the public banking bill recently passed by the CA State Assembly.

It is prudent to take the steps to keep those interest earnings right here in this county rather than allow some unknown Wall Street financial mogul benefit from these temporary monetary assets without risk nor responsibility to share those interest earning with the County of Santa Clara. Since We, The People, are the ultimate guarantors of the U.S. Treasury, why not evaluate having a public bank here which may have the mission in its future charter of specializing in making mortgage loans available to those low-income folks who currently lack the initial down payment? I know of one creative professional couple who purchased their home without having any down payment. This couple benefitted from a special home mortgage loan program which was based upon 105% of the assessed value to the property. They were both professionals whose income would very likely increase over the years (it did). They made their mortgage payments regularly and were able to refinance their special mortgage with a conventional mortgage loan. Today, they are within a few years of having earned total ownership of their home. In a few years they will have their home fully paid for. And with
prudent management of their home equity, both children earned 4-year professional degrees with minimal use of student loans. Many millennial professionals cannot purchase a home because of their student loan obligations. Our parish provides the down payment for its rector's home. The funds provided are secured by an agreement to share proportionately the increase (or decrease) in market value, when and if sold. This enables an individual without a down payment to begin ownership of a home; acquire an equity standing; begin to acquire family wealth. The opportunity to have a local public bank would make certain programs available and accessible to local residents who simply need a hand up. This public bank could be operated in a manner that creates and makes available to certain low-income folks who have no collateral, but as an outcome of their professional training, have the prospects of higher future earnings which make loans to them a reasonable risk. The current big banks do not do this at all - and if they do on occasion, it is to individuals who are well connected. I am excited that the BOS took the first step by having its legal staff examine the impact of operation of a public bank
upon the fiscal policies of this county. I anticipate that the County's staff has the ability to define the future banking operations which result in being able to minimize risks while providing a hand-up to the many worthy of being enabled. This is the sort of program activity which will give our community's millennial youth to have as much access to opportunity to escape a life style of living from one monthly paycheck to the next. One's positive outlook improves when one can see progress in reduction of personal debt coupled with increases in one's home equity. I project that a Public Bank will significant increase those programs which impact the economic growth potential of several diverse communities of color which traditional bankers red-line. Once they witness win-win outcomes, they will flock to those neglected markets now deemed high-risk. A public bank is a worthy adventure which will enable a broader distribution of family wealth over time. Let's see if that can be made reality for this very diverse, creative community.

ólo al interior de una mente macabra tendría sentido la consideración de una política diseñada para explotar a las personas más vulnerables de nuestra sociedad, mujeres y menores de edad que escapan de la pobreza extrema o de la violencia, con el objetivo de cobrar una burda venganza contra un adversario político. Bajo esa categoría cae la intención del presidente Donald Trump de enviar a los solicitantes de asilo, la mayoría centroamericanos, a las llamadas “ciudades santuario”, aquellas que rechazan entregar a las autoridades migratorias federales a los inmigrantes que únicamente cometieron la falta administrativa de ingresar de manera ilegal a los Estados Unidos. Objetada por funcionarios del Departamento de Seguridad Interna (DHS) que cuestionaron su legalidad, la controvertida política presidencial confronta también el rechazo de los presidentes de 3 de los principales Comités de

la Cámara de Representantes y la total ausencia de respaldo, al menos público, de los propios republicanos. Poco importa al presidente el fracaso de su estrategia de convertir las elecciones intermedias del año pasado en un referéndum sobre las caravanas de inmigrantes indocumentados, que resultó en la pérdida del control de la Cámara de Representantes para
los republicanos. Su apuesta parece ser que su guerra contra los migrantes puede repetirle en 2020 el triunfo electoral del 2016. Las ciudades “santuario” son resultado de un movimiento que comenzó en Los Ángeles a principios de la década de los 80’s, después que la ciudad californiana promulgó la Orden Especial 40, que impidió a sus agentes de la policía interrogar a una persona detenida sobre
su estatus migratorio. El movimiento se extendió a más de 500 jurisdicciones, condados y ciudades, incluidas algunas de las más grandes urbes de Estados Unidos como Nueva York, San Francisco y Washington DC. En 2017 el gobernador Jerry Brown convirtió a California, la entidad más poblada del país, en un estado santuario. Trump arreció su ofensiva contra
el movimiento “santuario” a raíz del caso de la joven Kate Steinle en San Francisco, asesinada por el indocumentado mexicano José Inés García Zarate. Pero el inmigrante fue absuelto por un jurado de la acusación de homicidio en segundo grado y acusado ilegal de posesión de un arma de fuego. En 2018, los votantes no compraron la falsa narrativa de Trump de equiparar la inmigración indocumentada con la criminalidad. Todos los estudios dejan claro que los inmigrantes tienen una tasa de delincuencia menor que quienes nacieron en los Estados Unidos. With only a few months to go until summer, it’s important to get a head start on planning how to keep your kids safe and occupied while you’re at work. However, choosing a camp can be overwhelming. There are many types of summer camps. Some are day camps, which take place during normal working hours, while others are overnight camps. There are also camps tailored to specific interests. Which type of camp you choose depends on you and your child’s needs. The specific camp you choose is important as well. In 2018, BBB Scam Tracker received over 70 complaints about camps from consumers nationwide. Common complaints involved issues with registration, problems receiving refunds, and poor management. Check out these BBB tips on how to choose a credible summer camp so you can have a stress-free summer: • Do your research. Start your search at bbb. org. BBB Business Profiles include contact information, a BBB rating, complaint history and reviews from past customers. You can also use the bbb.org to find a trustworthy BBB Accredited camp near you. If a camp is a nonprofit, you’ll be able to find more information through give.org, which is run by BBB Wise Giving Alliance (WGA). Many summer camps are run by BBB Accredited Charities, which meet 20 comprehensive Standards of Charity Accountability. • Are they licensed? The California Department of Public Health requires resident (overnight) camps to be licensed. However, day camps aren’t required to have a license. The American Camp Association accredits camps that have met up to 300 nationally recognized standards. Accreditation is voluntary.

Look for photos posted by past campers – don’t just rely on images provided by the camp. • Understand the costs and payments. A deposit is usually required to reserve your child’s spot, and it’s only sometimes refundable. Know the total cost of the camp and when payments are due, and see if payment plans are available. Understand the refund policy – if there’s an emergency and your child can’t attend, what percent of your money will be refunded? Know whether meals and transportation are included, and if you’ll have to pay extra for certain activities. Inquire about financial aid and available scholarships. Make sure everything is included in a written contract, and keep a copy. • Ask questions. Don’t be afraid to ask questions, and consider it a red flag if a camp is hesitant to answer them. What’s the daily schedule for campers? What medical facilities are on site and what are the medical care procedures? How is homesickness dealt with? Are children able to communicate with parents, and if so, how? What are children required to bring and what’s provided? How is safety prioritized? How are staffers screened? What’s the camper to staff ratio? What’s the camper and staffer return rate? What background does the camp director have? If it’s a specialty camp, what expertise do staffers possess? LUIS VALDEZ ON POLITICS, ART, AND CULTURAL FUSION, “IT’S THE KEY TO THE FUTURE” Belinda Quesada Special to El Observador

lder statesman, Luis Valdez, is an American treasure. At nearly 80 years old, he continues to create and produce work that is highly satisfying and educational. He can’t help himself. Valdez admits to being a nut about history. With a razor-sharp mind that remembers details from decades past as if he were recalling a recent note he read. This academically gifted student graduated from San José State University, has received 4 Honorary Degrees, and still finds time to give back to students. As Valdez sees it, Cultural Fusion is where our synergy lies. It’s the lifeforce is our future. In Valdez’ latest production and World Premiere, ADIOS MAMA CARLOTA, running through April 28th, at the San José Stage theater. San Jose Stage Valdez takes creative license with a brief but important part of Mexican and European history. Directed by his middle son, Kinan Valdez, whose artistic choices makes his father beam with pride. Through Valdez’ eyes, ADIOS MAMA CARLOTA is unique version of what life must have been like for frustrated Empress Carlota of Mexico, the wife of Austrian Emperor Maximillian who reigned over Mexico from 1864 – 1867. It’s a fascinating take on palace intrigue, political power struggles, and clandestine love. True to the unique style of El Teatro Campesino, it’s a brilliant and funny look at Mexican history with a twist. Luis Valdez has an impressive resume for an international Playwright, author, producer, director, and educator. From humble beginnings in Delano, California, Luis has become the cultural thought leader of Chicano history. He has never sought fame or fortune as an ultimate goal. In fact, it’s quite the opposite and generous to all who come in contact with his spirit. Luis spoke candidly on Chicano Arts, Trump shenanigans and racism, his love of family, and his new philosophy on why cultural fusion as the key to the future. (For more
A: Because we are literally a theater family, we all know what the trip is. We know the challenges. The kids have known that since they were babies. Now we are all adults working creatively together. We try not to let our love for each other become affected. We love the father/mother and child/son relationship. But we laugh and take a line from our play ZOOT SUIT and say, “Hey, don’t take the stinking play so seriously.” It always centers us and makes us laugh.

Here is an uncensored Q&A with Luis Valdez, the Godfather of Chicano theater: Q: ADIOS MAMA CARLOTA (AMC) is history that is told largely from a woman’s perspective. Why did you choose this person/subject? A: For me it was a natural flow to focus on Carlota as the storyteller. She was the Belgian princess Marie Charlotte Amelie Augustine Victoire Clementine Leopoldine who became the Empress Carlota of Mexico in 1864. She was the wife of Austrian emperor Maximillian I, who ruled Mexico for three years. Fortunately, Carlota wrote letters and there were many books written about her in English and Spanish. She was from a royal family and the last sixty years of her life went insane and was quite literally held captive in her own castle. There were conflicting stories about an illegitimate child, racist politics, family intrigue, and sorted love affairs. Suffice to say, if Empress Carlota were a man, all of this would have never happened. I just found it fascinating and tragic and I tapped into that. I wanted to write from her point of view. Q: What would you like the audience to take away from your latest production? Any comparison to present

Present day politics about building a wall to dissuade Mexican and Latin Americans from entering the US is absurd. It’s like trying to build a wall in the middle of the ocean. It completely pointless. The relationship between the US and other countries in Latin America is an essential bond that has been thriving for centuries. Q: Your son Kinan is the Director of this production, why did you choose not to direct? A: Well, it’s a new play and I’ve done these enough times to know

Q: As the Father of Chicano theater, your wife, Lupe, has been by your side nearly all of your adult life, as your number one fan and supporter. Lupe is the mother of your three beautiful sons. Many do not know that she is a college graduate and also a creative talent working in costume design. Will you two work together soon? A: We work together all the time. We are inseparable. Lupe is an integral part of my life.
Q: Your theatrical style is unique. You weave Chicano/Mexican history in every scene. It’s serious, whimsical, provocative and makes us think all at the same time. Do you find this creative license the best form of narrative? A: I got hooked-on the theater at age 6. So for me, the idea of doing a play is a natural extension of my life and a great way to tell a story. Over the years, El Teatro Campesino has developed 4 forms of Actos. In my plays, I try to educate others, make it as entertaining as possible and tell our real story. This is what El Teatro Campesino represents. It is our cultural gift to not only our people but to everyone. We’re proud to do it. Q: What is the San José Stage (SJS) doing to promote Latino playwrights? A: They commissioned me. I can’t complain.

She is a very talented designer with a natural gift for color, design and period costuming. She was the costume designer on VALLEY OF THE HEART our last production. Valley toured in San Juan Bautista, San José and Los Angeles. I am very proud of her. Q: Working this closely with family members is special. How do you maintain your personal and professional balance?
Executive director, Cathleen King, and Artistic Director, Randall King, have treated me great. I’ve done 2 plays at the San José Stage. For 36 Seasons the SJS has struggled like many companies do in the beginning. They now have purchased their own building and are remodeling. Over the years, the city of San José and the greater Silicon Valley have had a difficult
transition from a farm town to Silicon Valley. The theater Arts is some ways is just getting started here. It is sad to me that we could not sustain the San José Reparatory Theater. It went dark and part of their failure was that they did not relate to Latino’s in their own community. The Latino community could not relate to their plays. They never asked me to stage a play there. Although they did give me a very nice reception when they first opened. By contrast, the SJ Stage invited me into their theater and set up this relationship and they have been supportive. I grew up in San José and I’m an old hometown boy. I hope that San José will wake up and do more for the Arts. Like everything else, the theater has changed. In our current production of ADIOS MAMA CARLOTA, we are using multimedia with some props linked to computers. We can now do 3-D effects that we couldn’t do 20 years ago. Technology has revolutionized entertainment, especially theater. That’s been a positive. Q: You have a contract with the Mark Taper Forum Theater in Los Angeles to produce another play? What’s next? A: I don’t want to jinx it. However, I can tell you the next original production is called, SONG OF THE MANONG. In brief, it is about the Filipino farm workers that started the California grape strike. As a California playwright, I have witnessed a strange competition here between the North and the South. A lot of people think I live in Los Angeles. I love LA and do have lots of friends and contacts there. They show me a lot of love. In 2017, we brought back one of our most popular plays, ZOOT SUIT for its 40th anniversary. We were the highest rated production for the Los Angeles Mark Taper Forum. Q: What’s coming up for Luis Valdez and the Valdez family? (It doesn’t have to always be about Chicano theater…) A: My beautiful wife and I will celebrate our 50th wedding anniversary this August. It’s funny because not too long ago it seems like we were attending
our parents 50th wedding anniversary and now here we are. What’s the secret you ask? I think it’s having a sense of humor. Over time I have learned that romantic love has to give way to cariño (affection). When you’re young it’s love and lust and with time that changes as life changes you. I believe that the glue that holds it all together is cariño, it is long lasting. It is the root for love. The love you have for your grandchildren, your partner, your children. Cariño is the glue. Q: How has your opinion of President Trump changed sense his Inauguration? A: No, it has not changed because I knew who he was when he came in to Office. I have been very outspoken about this at college campuses where I am invited to speak. People always ask me what to do and say. The truth is there have always been incompetent, corrupt, greedy individuals in places of power. It is a question of who speaks the loudest and has the most money. Trump is corrupt. Our democracy is being undermined. These are
dangerous times; the threat of nuclear war is real. Let’s not be naive. We all have a dark side; some people are smarter and take advantage of others who are not. That’s why I am a firm believer in education and knowing your history. Knowledge is power. Political corruption of this kind has existed since the beginning of time, it’s a mistake to think that they don’t. No one gets out of this alive. I’m a spiritual person and I do believe the universe always balances things out. If we treat this planet better, we would all be better for it. I believe that the recent fire in the Notre Dame Cathedral in Paris was a spiritual sign. Mother earth is signaling us to take better care of our natural resources. Q: Your thoughts on President Trump’s hardline stance on Immigration, Families separated at the Border, DACA, and of course, the Border Wall? As a creative mind and heart, how do you see the present and the future playing out? A: I think the wall will be a laugh. If it goes up, I hope they make murals on it.
Benito Juarez said Mexico has to liberate itself and he’s right. Mexico has so many resources in its people, it’s rich minerals, plant life, rich cultural history and so much more. It will also depend on how much youthful energy there is in the Mexican people. We’re symbolically attached. They are our trade partner and labor spreads north. The US needs Mexico. The narrative has to change. People call us ‘Latino’s’ and that’s fine. I am proud of my European side too, but my indigenous side is more important to me. Q: Have you experienced any adverse impact (racism) from the general public here in the Bay Area or elsewhere? A: I personally have not. There have been incidents I’ve heard about. Years and years ago, I was asked once if I could read. This incident happened after I had graduated from college! That’s ignorance. Once I talk to people, any preconceived notions go away. The racism and hatred now are generally directed to immigrants and recent arrivals. It’s terrible and not who we are as Americans. Both my parents are from

Arizona and my dad never made it past the 6th grade, he had to work. I learned the love of history from my father, he was self-taught historian. In fact, he would have been a history professor had he had more opportunities. Instead, he was a devoted family man and farmworker who tried to do all he could to help his 9 children get an education and stay out of poverty. My dad gave me my first scholarship when he said to me, don’t worry about your brothers and sisters, I will take care of them. For a Chicano kid who moves away from the family, you always worry about those you leave behind. I loved school. I was interested in science and math and wanted to be a Nuclear Physicist. I’ll never forget, when I told my parents, they said oh, how wonderful mijo. I don’t even think they ever knew what that was; but I knew they loved me and believed in me, that was all I needed to know. Now through the passage of time, I believe in the Human Nucleus. When I received the National Medal of Arts from our first Black president, I
invited Phil Esparza and Louisa Casarez from the Teatro to attend with Lupe and I. For me, sharing this experience with them was artistic equivalent of my nuclear research. They are a part of my human nucleus. From nuclear fusion to cultural fusion. I believe that cultural fusion is the key to the future, it is the source of energy that we all need in order to keep going. It helps fuse us. I consider it to be one of the remedies of the evil and a way-out for the human race. It is a point of transcendence to the next level. Q: Lastly as one of our most important/popular Chicano Thought Leaders, any final thoughts on the negative impact felt by many in the Latino community and what they should do? A: Be the change. The physicist in me says that a negative can be turned into a positive. I am living proof that there isn’t anything that can’t be turned around. Don’t stop trying. Sometime the change is small. important that Latino’s don’t become immersed in negativity. Let’s get our children educated. The fact that our Mexican history was erased from US history should not stop us but make us stronger. We shouldn’t be separated. Additionally, I believe in women’s rights. There are too many male privileges. It’s high time we had women leaders in government and in religious houses of worship/leadership. Did you know that the indigenous Gods were neither male nor female? A chef told me that our food choices are the major driver of climate change around the world, but it seems to me that electricity generation and transportation are really more the problem, no?
and toward a greener future. Whether or not you’ve already taken steps to reduce your carbon footprint by driving or flying less and boosting the efficiency of the buildings and appliances where you live and work, you can do a lot more by changing your diet. The UK office of the non-profit WWF has teamed up with Knorr Foods, one of the largest food brands globally, to launch a new initiative called The Future 50 Foods which encourages people to diversify their diets beyond the carbon-intensive staples so many of us rely on day-to-day. “Greater diversity in our diets is essential, as the lack of variety in agriculture is both bad for nature and a threat to food security,” reports WWF. “Currently 75 percent of the world’s food comes from just 12 plant and five animal species.”
WWF and Knorr are working together to encourage people around the world to diversify their diets so as to include more climate-friendly foods — such as fonio, a West African grain.

depends how you slice it. Producing electricity (power plants) and getting ourselves and our stuff around (transportation) do generate the majority of greenhouse gas emissions around the world. But while the agriculture sector in and of itself is only responsible for about
10 percent of greenhouse gas emissions, the impact of our food choices ripples throughout other sectors as well, with the untold transport miles devoted to shipping food within and between continents, driving to and from restaurants and the grocery store—and all the disposable packaging food is wrapped in that gets tossed into landfills.
Meanwhile, we all use lots of electricity and gas to cook and prepare our food and to keep it cool in the fridge until we’re ready for it. And since we throw away some 30 percent of the food we buy, much of the carbon emitted to produce and transport it is for naught. No doubt, our food choices are an important factor in moving society away from our profligate use of fossil fuels
This so-called dietary monotony is not just bad for our bodies, given the lack of diversity and limited consumption of some vitamins and minerals, it is also linked to a decline in the diversity of plants and animals used in and around agriculture. According to WWF, we’ve lost some 75 percent of the genetic plant diversity in agriculture since 1900. Some of the “future 50 foods” that WWF and Knorr would like us to eat more of include some familiar ingredients—

lentils, kale, wild rice— as well as others that you’ve probably never heard of let alone considered eating, like pumpkin flowers, cactus and fonio, a nutrition-rich, ancient West African grain that Cooking Light magazine calls “the new super grain that could replace quinoa.” “Many of these have higher yields than the crops we currently rely on and several are tolerant of challenging weather and environmental conditions, meaning they could not only reduce the land required for crops, but also prove invaluable in the face of growing climate uncertainty,” says WWF. “It’s essential that we change our eating habits to ensure we protect our planet whilst feeding the growing global population.”

aracas - Every time there's a blackout, Venezuelans know they have lost much more than the light in their light bulbs, because there's also no telephone service, no Internet connection, no pumping of drinking water, no more of many things that make life easier. Power outages have been common in regions far from Caracas for many years, but since they have become more frequent and prolonged everywhere in Venezuela, the petroleumproducing nation loses some $500 million every day that productive work is suspended by the government, according to estimates of the National Assembly legislature. But beyond the money, there are many other elements disrupted by the ongoing electricity crisis that began last March 7: WATER Though the majority of Venezuelans can't be sure of having running water every day, the pipelines go from wet to dry when a blackout strikes and it is impossible to turn on the pumps that get water to the communities.Millions of Venezuelans go down to nearby rivers and springs to get the water they need to wash themselves or clean their houses, while others try to fill containers with the scant rainfall. After the power cuts of recent weeks, the government has set up water distribution points and water wagons, an option that some citizens pay for out of their own pockets at prices sometimes exceeding $200. INTERNET Almost all Venezuelans use local Internet providers, which collapse during the blackouts that can last 24, 48, or more than 72 hours. Non-government organizations estimate that since March 7, on at least five occasions, 90 percent of Venezuelan Internet users have been disconnected by electricity cuts. Never sure of success, citizens go to specific points in their cities where they are most likely to receive a signal, however weak, that will allow them to use social networks or to communicate on WhatsApp.
TELEPHONE Once the source of power has been interrupted, it becomes an uphill job to make a telephone call. Home devices keep working for several hours but only for short-distance calls. The functioning of mobile phones in such cases is almost null and void, and having a little luck depends on the area and the amount of time the batteries will last. TRANSPORTATION With thousands of buses paralyzed for lack of replacement parts, the few that continue operating are packed with passengers, while most people are forced to walk kilometers (miles) during the untimely power outages. Car-owners can spend hours waiting in line to fill up their tanks at the few gas stations still open. In the case of Caracas, when the underground subway suddenly goes out of action, the hundreds of thousands of people who use it daily have to go upstairs to the sidewalk and the collapse is all the more visible. FOOD In a country where the availability of consumer goods is dwindling, and whatever is available is very expensive for most people, losing a kilo (pound) of meat due to a lack of refrigeration is a cause for concern. BANKING During blackouts, banks stay closed, the ATMs don't work, and without the Internet, there's no more online banking. EDUCATION Students miss classes because of power cuts in their communities, or for the lack of water, transportation, or for any other problem of the crisis. HEALTH Problems in the health system, such as the scarcity of medicines, only get worse when there's no electricity. And forget doctor appointments and elective surgery, forget operating rooms and emergency rooms, none are available until the lights come on.
